huge, more important deadline just week as way. >> so you think that is where this is heading. i think it's earlly to call it a surrender this, is where it's heading for a long time, republicans settle ond what i think are the two most effective public arguments against obama care. those are very good arguments to republicans should be having. they just happen to be attached to the least effective vehicle now shift to the debt ceiling. the president has a lot of skin in the game. stakes are higher. i think the risks are greater for president obama because the stakes are so much higher, he has a lot to lose if he doesn't take seriously what republicans are asking him to do after he's made changes to his law. >> that is just a midnight taste of the panel.

posted territory, hong kong stock market closed today but other markets are moving ahead. asian investors had a chance to reyablgt during monday's trading and they sold off off recent strong gains. stocks fell after eight weeks of strong gains other asian markets hong kong sunk one and a half percent on monday. analysts say investors worried deadlock could continue, dragging markets down further. >> so i think a global market so disappointed, actually. the solution this america is politicians. engaged in useless political gesturing. instead of trying to solve economy problems facing them.

contract dollars, one investor says he's concerned about a prolonged fight. >> if this takes a long time gets into the debt limit fight which i happen to think is coming and that one is a different political construction, and more power in the house among republicans and caucus, this then gets pro longed we lose gdp at the rate of two tenths at 1% a month. >> that loss is something when looking back at 1995 and 1996 shut downs last shut down here you did have a loss in gdp final quarter of 95 and first quarter of 1996 but you saw pick up after those shut down so there was an affect then and a real recovery then, if you try to equate it now the problem is that a different economy than looking at today. waits a stronger economy one had better growth than now. and stronger underpinnings.

they're going through regular motions trying to make a point they're doing everything they can by the book but the other side is not biting stha. going to work on the receipt tore cal mountain they have to climb once this sets in tomorrow? or today? >> like i said i mean, i really have affected in the last 36 hours john boehner would not go to a shut down and if he did it would be brief. maybe 36 hours. it doesn't seem tonight like they know what he's doing. there is the a lot of confusion among members in leadership about what the exit ramp is for this situation. this conference thing is a joke. the senate pressured to pass the budget them. did that. by april 15th it was their constitutional requirement to come up with a conference on a budget so senate republicans

including senator ted cruz objected to that. they know going into this when sessions says we just want to sit down together to compromise they know that this thing is a face saving move to buy more hours before they can figure out how to get out of this. >> this is a battle boehner wanted to set up on the debt ceiling does this whole what happened? hurt that? >> i think it does. i think certainly the case the more it lasts the more it complicates the argument. one thing is that he's got a clear argument to make too-to-move to sort of the debt ceiling because what he can say is that you may have made pledges you weren't going to vote for a continuing resolution that funds obama care, but you did. that is what happened 6 -- this

evening. let's just stay together and have the fight where we've got it delivered it's a compelling argument there are only a handful of republicans who didn't vote for this latest continuing resolution for that reason. so, i think john boehner has a strong hand to go to his republicans and say, let's move off of this particular vehicle and get onto the debt ceiling. >> democrats were unified throughout this, sticking with harry reid and the president but there are state red democrat who's have to be feeling a little bit of pain with the votes. >> i think so. people there who are vulnerable. but the interesting turn of this is when you look from a purely political standpoint, you don't see republicans uping the pressure on those democrats and instead, it's been republicans shooting at republicans, but your point is well taken if you look at a normal political dynamic you look at pryor, landdrew and

>> back with the panel. president says this is not the big picture the deal that the shut down is a big picture is not horrible, and shut it down. so what? and of course there are 825,000 civilian federal employee who's are furloughed. while they could get back pay they're still zront a check and not going anywhere. >> i mean does the shut down costing $2 billion?

this is what you hear from john boehner, and leaders in the party they're united. the leadership unlike in 2011 is united this time. there can be no coup against speaker boehner because there is no replacement for him. the pack of 40 can't choose ted cruz because they're only a number in the 40s. have you this united front, mostly in the senate, most all senate republicans, 180 in the house republicans conference, and at the leadership table who say we are concerned about the long term vision of the republican party and our ability to build a national coalition for white house in 2016 this, is not going threaten the majority next year. they're going to be invited back to their district and they're going hold the house they're concerned about the long term prospects of the party, they want the senate and they want the white house. so this is why when people say it wasn't so bad, you know?

or you can have stories about obama care, and the congressional exemption and individual mandate versus business mandate and democratic splits. joe mansion other red tape democrats against their colleagues. i think that this is actually a big moment. i think that, you know, i disagree with some of my colleague who's believe that what ted cruz and mike skplee other dz serve nod purpos56ú: if you go back a ways, it was unclear that obama care was going to be part of this at all. for making it part of the discussion and a central part, i think they deserve a tremendous amount of credit. now, it's part of the discussion. everybody is talking about it. now, it's the time i think for a tactical pivot sou might get something valuable, something that could be call called a win out of this. >> that requires a pivot.

then, a week before you realize this isn't a fight you want. you want to do it on the debt ceiling so you do what we're going to have to do now. they are going to have to plas a c >> but you've seen these messages. liberty 76, okay, i'm convince that had krauthammer lost it. we support the shut down to defund obama care or delay obama care. >> look. i respect the sincerity of the opinion but sit suicide what. you're doing is shutting the government down. there is no end game. there isn't even a middle game here, you can't continue with the government shut down. it's going to be on the head of the republicans. instead of concentrating on what is going to happen, what really is happening with obama care focusing on that, if you pass a clean cr, if you fold on this as you're going to have to, then you pivot to where strength is. you can do the threat on the
