>> the republican party is at risk of becoming a regional party. we have been seeing this trend. and if the republican party continues to fight the fight they can't win -- >> thank you all. give yourself a big hand, that is all the time we have left. greta is up next. tonight, two bikers under arrest. that is, after a wild pack of motorcyclists terrorize a young family, chasing their suv all over the highway, one motorcycle cuts off the suv, causing a collision, next, the rest of the cyclists come to a complete stop on the highway, blocking the suv's path. and then when some of the bikers start to attack the range rover, it takes off bouncing over at least another motorcyclist. the motorcyclist gives chase, forcing the suv to stop near the george washington bridge. next, the cyclist rips off the

motorcyclist's door, forcing the chase again. he pullins off the highway and gets stuck in traffic. but it gets worse. the video shows the bikers using helmets to smash the driver's window, police say the bikers pulled the driver of the suv and brutally beats him. now, it all happened in front of the driver's wife and 2-year-old daughter, we'll have much more on this just minutes away. but first, pointing fingers, almost poking each other in the eye. he will negotiate with syrians, with russia, but he will not negotiate with americans if they happen to be republicans. >> there is only one way when it comes to harry reid and barack obama. it is their way. >> the republicans in congress chose to shut down the federal government. >> it is not the republicans that shut down the government. it is barack obama and harry

>> do we get out of this mess? >> well, look, the first question is not as much of a consequence as the second. the poll had the republicans being blamed by a 39-36 margin versus the democrats. but compare that to 1995 where there was a 19% disadvantage for the republicans, not a 3% disadvantage. >> and why the difference? >> i think a couple of reasons, one, the biggest one is that the president was more unpopular than bill clinton. he was reasonably popular, seen as somebody trying to solve the problem. this president is a highly polarizing figure with negative ratings. remember, people looked forward to him being somebody who would cooperate, negotiate, lead by bringing consensus. less than half of the american people believe it today. 40% of people who believed he would bring us together, do not

believe that now. and that is not strong. >> how do we get out of this mess? >> look, i don't understand why the president didn't take what the house got last night. i don't understand why harry reid didn't take what they offered last night. >> well, because now they basically bloodied the nose of the republicans. >> in politics, you always want to give your opponent an out. if they had done it last night, they could say look we got the republicans to come off this de-fund thing. and sure, we gave them two things that were enormously popular. they have two things here, remember, they said we have given these corporations a $14 billion break by ending the employer mandate for a year, the requirement that companies purchase insurance or pay a fine. the -- i was having dinner tonight with the senator wyoming. he believes that the number is $15 billion, is the cost of the individual mandate delay for a year. so the administration is saying we'll give a break, $12 billion to corporate america, but we're

not going to give a similar break to individuals and families. $15 billion. we're not going to do that. the second thing is that the administration and thes are now defending the idea that we pass the affordable care act, obama care, and the president gives a carve-out, a special set of privileges to congress. you get a special set of subsidies. you don't have to live under the law that the rest of the country has to live under. bloomberg did a poll last week, by a margin of 2-1, the american people favored giving the individual mandate a year's delay. i haven't seen testing on the second one, congress, how to live under the same laws as the rest of the country, i bet it is 9-1. you would have members of congress and their immediate families and staff and their families. and that is about it on the don't do that side. so the president could have taken these two winners. now, instead what he has done, he and the democrats have given the republican candidate, particularly in the background

senate states a tool to say you know what? senator kay hagan, senator mary landrieu, the senator in alaska voted to protect this special privilege for congressmen. and they voted, while they supported the president in his action, giving a $12 million break to corporations by delaying the employer mandate. they want to put their hand in the pocket of the american families to the tune of $15 billion by not allowing them to have the same year delay that they're giving the companies. >> you know, i think the american people want a level playing field. and i think that whatever reasons there are for any decisions by the president, it doesn't look fair, when someone, and this is the congress, passes a law and gives themselves an exception. the same reason why the corporations and the unions got this waiver for a year is

because they have lobbyists crawling all over this town and they have power. and the small businessmen, who can't afford a lobbyist who has a small business of less than 15 employees, he or she doesn't have access, doesn't have any special deals. that doesn't seem fair. >> look, in the short run the president is going to gain from this. but over the course of the next 14 months, what is going to happen is every republican candidate is going to be able to stand up and say here is what the president is in favor of. you and i are in a different place. >> whatever happened to the little guy? >> why do they give the corporations -- >> because if he gave the year's delay, what happened is a lot of companies who might otherwise dump their employees into the exchanges might have dumped the existi existing coverage, said let's hold on to it for a year. >> why would the corporations not do it a year from now?

>> well, because the weird provision in the law allows you to take your contract and carry it all the way into 2015, even if your health insurance coverage ends in march or april you could sign a contract this year that would carry it into 2015. so they say let's see what else is happening before we make this decision. we could keep our current policy and extend it until 2015, let's do it. the president said i don't want a bunch of companies, i have too many of them dropping their coverage. we've seen in the last years with them dropping their current retirees and spouses, the president said i don't want this politically in the mid-term elections. let's reduce the companies and their coverage by giving them a year's delay. >> except every democrat is going to vote if they care more about the lobbyists than the little guy. >> this is a note that can be struck by the candidates next year. let's put this in an even bigger frame.

the president's purpose has less to do with obama care than it has to do with trying to gain the power over the budget resolution and the debt ceiling fight to do two things. one is to dramatically increase federal spending. the house budget is at the level agreed to in july, 2011 in the budget agreement. the senate democrat budget includes a trajectory to spend nearly $5 trillion over the next ten years, starting with $100 billion over the coming year, a trillion of that in the next year would be off by a trillion in new revenues, taxes, but they want to dramatically increase the federal government and the president supports that. the president wants to get in a place in mid-november where he is able to get a big deal that involves the balance of the fiscal year, and the debt ceiling where he gets a trillion dollar increase in the debt ceiling with no offset in the spending reductions and a dramatic offset in the increases, and a path that includes dramatically higher

spending. >> all right, karl, i want to ask you about something today in washington, the group of combat veterans, almost 200 vets from mississippi and iowa, passing by the barricades to keep their comm commitment to visit the memorial. how are your thoughts? >> these men stormed more man e and fought in world war ii, i wouldn't keep them out of the memorial. i thought it was interesting tonight. the house republicans thought they would try the gambit, of let's go ahead and fund the veterans and the parks department and let's provide the funding for the d.c. government. and they did it on the suspension calendar, which means they have to get two thirds vote for each one of them. they got all the republicans and some democrats to come up with the vote. came up 21 short on the parks and came up 34 short in funding

the d.c. government. now, what is going to happen tomorrow when they're able to go through the normal procedure on wednesday and -- wednesday and thursday and pass a rule to take up these measures. bring them back up. they will pass them through the house with a significant number of democrats and send them over to the senate. and have a second day where they are looking like they're not trying to arrive at a solution. now, i'm not suggesting it will be a political winner for the republicans, but the republicans are wisely taking this week t y diminish the negative impact, this will make the democrats look out of touch and intransigent and ugly. >> you know, talking about that, i wonder when the veterans think about what is going on, on capitol hill, and there is no sort of -- there is such an ugly

problem, if it is too low, it is another problem. it has to be accurate. otherwise people are not going to be making an informed decision. we have states, including in colorado and oregon, where you can go look at your options but can't sign up on line. we have states, virtually every state, where they take your application on line and then print it after. the government awarded a $1.2 billion contract to a company here in washington, d.c. to take the printed applications, and get them entered into a system that allows you to check for eligibility -- >> who got that contract? >> they're celebrating in that corporate headquarters. >> who got that contract? who got that contract? >> i have never heard of the name of the company before, doesn't mean that it isn't a big company. but $1.2 billion. >> okay, here is the 1.2 billion. you know what i don't understand, the government gave the irs how many hundreds of millions to help roll out this

tax for obama care. they have lost $67 million, misplaced. and so now we're supposed to give them more money to do whatever they're want to do. at least explain the $67 million before you ask for more. >> and isn't it funny that the auditors and the accountants at the irs can't tell you where the money went. look, there is a data hub that is supposed to collect from all of these sources, the individually run exchanges and federal exchanges, and check them against data bases, are you a u.s. citizen? homeland security. are you employed? various data bases, what is your income level, you know, irs and so forth. that data hub does not work yet. and they have had 2010, 2011, 2012, and 2013 until the first of october to get it up and running. >> have you ever tried to get a driver's license? >> in texas it doesn't take much

found out how the law is going to affect them. >> any politicians serve at risk by the tea party in 2014 in light of what is going on in the last week here in washington? have any sort of votes of republicans or even democrats that you thought were sort of aligned with tea party principles, are they now at risk? >> well, i mean, i'm sure that there will be some you know that their constituents will decide to go after them and defeat them. but look, you know, one of the things everybody keeps saying. what about these moderate or squish republicans that are calling out the tea party? greta, it is no surprise to us. they're part of the problem. greta, it is no surprise that tea party became a movement because they were frustrated with both sides. they contributed to the out of control spending and big government, these regulations as well. so i am sure that come election time we'll see some of them voted out. >> i have seen a couple of republicans call out the tea party.

when some of the bikers start to attack the range rover, they take off bouncing over at least one other motorcyclist. the cyclists give chase, forcing them to stop over the bridge. then the motorcyclist rips open the door, forcing the driver to take off again. later, the truck gets stopped in city traffic. the bikers then use the helmets to smash the driver's window, police say the motorcyclists pulled the driver from the vehicle and brutally beats him. this all happened in front of the driver's wife and children. but the biker who first cut off the suv is under arrest. the biker who attacked the driver is under custody, and police are trying to find more suspects. what a mess. >> yes, what a mess. >> i worked at a personal injury law firm where a biker went through a green light, a guy in a truck ran the red light.

broke our client's neck from the waist down, paralyzed. the lawyers in the firm didn't want the case because the jurors can't stand people on motorcycles. they go to work, go around them, they're very aggressive, put them in prison, this occurred in front of the wife and child, it is amazing they didn't have post traumatic stress disorder. >> this is as bernie said, this is terrifying. this guy, i don't know -- what i would want to know in this is what happened that started this? what happened at the beginning. i don't think we have the whole picture yet, but the picture we do have are some vigilantes, taking the law into their own hand. as a result of this, i don't think this guy should be charged if everything looks the way it looks. this guy was protecting his family. >> he has not been charged. i mean, you are right on the video. looking at this, it looks like the motorcyclists pass, they're a bunch of dogs trying to hurt somebody and hacksaw in, and

everything else. but we don't -- i mean, the tape starts, we don't know what happened on the earlier part of the tape. but based on what we can see, these motorcyclists are in deep trouble. >> and they should be, i mean, can you imagine a 2-year-old child in the back seat and you got a helmet and you're trying to smash the glass in. >> >> how about pulling some guy out of an suv and beating him? >> well, let's say there was a prior incident where the motorcycle was cut off by the range rover. that doesn't amount to let's circle up and fire him and beat the hell out of the guy. it was just so tragic and we caught it on tape. >> who are these motorcyclists? >> whether they're pagans or hells angels? >> well, i understand they were supposed to be a weekend gang of motorcyclists driving through new york. riding through new york is one thing. but the road rage, being upset

in the manner in which they were. but the thing about it is, they went about four miles. and the we knquestion i would a where is law enforcement during this time? it is reasonable to believe the driver of the range rover would have had a telephone. >> i think one of the problems the motorcyclists had, is the hot pursuit. they kept going after him and chasing him and trying to scare him, and then retreat him. >> i have had plenty of motorcyclists during high speed chases, they never get them. they go where cars can't go. but if it was my car, i would do what the guy did, straight ahead, run him over. >> the sad part is, you don't want to run over anybody, this guy may have two broken legs and may be paralyzed. but the fact of the matter is, this motorcyclist had a good faith believe he and his family was in danger, and he had every right to get out of there as fast as he could.

a.m. this morning? >> oh, boy, i was at work, that is right. after a long night. >> and what were you doing at 8:00 this morning? >> well, i was looking at the new obama care exchanges because they came on line. >> and how was it? smooth, or a glitch? >> it is pretty rocky right now, i am sure you are not surprised. you have heard this. you go on these exchange websites and immediately the thing crashed for me. i tried to log on as a potential applicant in several different states, in exchanges run both by the states and the federal government, and nearly all the websites throughout the day were experiencing one problem or another. sometimes you couldn't create an account. sometimes the page load times would take an hour. sometimes you were trying to get help with the live chat function and it was not working. so it was difficult today for the exchanges. >> do you hear any sort of stories of great success, there is so much that went on? it was smooth. i found something i liked. it was cheaper than i had before or i didn't have anything before and it is something i can afford

and i'm delighted? >> we are hearing those anecd e anecdotes, that is true, democrats on the hill are sending out stories from people that are happy today, particularly on state-based exchanges, states like california, one man found a policy and was not previously able to get health insurance. because i believe his appendix had ruptured, so people were playing up that story. >> and they're making sure we see these stories, did you have any sort of sense overall whether this was a successful day on the roll-up? n >> i think it is very mixed right now. we heard from millions and millions of people trying to get on the exchange, they explained the glitches, they say it was due to early traffic. i could verify some of that, it was heavier in the day, and got

worse as the traffic trend grew. >> and some people were entitled to subsidies, we have to figure out how much they're entitled to subsidies based on their income. is the hub that does it, is it up and running and accurate so that the rest of the taxpayers are not overpaying subsidies? >> it is up and running, because we know that many people were able to sign up for coverage today. we don't know, just as consumers on the coverage, will be getting exactly the price, and making sure they are charged correctly. >> if you talk to the obama administration, are they happy? >> they are happy, tentative on giving a lot of details. they did say without a doubt nearly 4 million people tried to access health care. that is a lot of people. that is about 40% of the number of people that they hope to sign up over the next six months.
