urgency, hyper sense of fear. things go out of control. so many questions i still have. we'll stay on top of it. tonight on we'll get to the bottom of it. good night. i'm kimberly guilfoyle on a major scare on capitol hill. a female driver tried to ram a gate by the white house. she was inshoed by law enforcement and shots started flying. while waiting, let's go to carl cameron near the crime scene. >> reporter: hi kimberly. if you look down the street, we're on the east side of the capitol. that is where this afternoon's wild chase was seen through the streets of the nation's capital. it ended around 2:00 this

afternoon at pennsylvania avenue, the famous street that runs near the white house. a woman driving her black infinity apparently refused the instructions of secret service and law enforcement and began running into this. she then pulled through in a chase per suit. it wasn't long after she was on the west front looking down the mall to the traffic circle. she was pulled off and forced off the road by law enforcement vehicles. they pointed guns at car and ordered her to get out. one law enforcement official was hit by the car or injured during that part of the episode. the woman illuded the law officials and ran back towards the rear of the capitol. she was surrounded again, forced

off the road in front of the office building. witnesses heard multiple shots as many as ten. they could smell the gun smoke from the weapons. the woman some how was ultimately shot and died at the hospital. after the incident we're told a young child perhaps as young as three years old, perhaps around five, was removed from the vehicle not injured. the woman has since passed away. the law enforcement official injured in one of the car accidents during the early part is not facing life threatening injuries. he was sent to a hospital. the motive whether the woman was armed. she was described as a shooter at one point. we don't know. we'll await another briefing coming up this evening. whether there was a shelter in place order being broadcast from loud speakers across the grounds

echoing through you the buildings because the area was evacuated after the law enforcement took over. that is being released. people are getting back to work on day three of a government shutdown. law enforcement rose to the occasion. no injuries from this. this is over now. why did this happen? >> let's go to pete her also at the crime scene and spoke to eyewitnesses. >> reporter: kimberly, carl is on the east side of the capitol. i'm on the west side. if you look past the police tape, you can see there are evidence marker, maybe half a dozen. a hundred feet further up the road there's a severely damaged capitol police cruiser. we don't know what cause had the accident. we don't know the officer driving it. they have not brought in a tow

truck. they have been taking a lot of photographs. something that we saw when we initially got to this part of the capitol near the crime scene, a big crowd on the sidewalk. as police were pulling up the police tape, officers were going into the crowd talking to tourists who had seen most or at least part of what happened. they were taking them away from us and away from friends over closer to a more secure area to get their side of the story. we saw tourists telling their story to police in a secure area. what's interesting is that some of the most dramatic witness testimony basically that we've heard about what happened today came from people who were on the roof of the museum. during the government shutdown this is one of the only museums in washington still open. we heard that many people saw this black infinity driving very, very fast up you the

street and police were in hot pursuit. it was at that point, some folks we talked to from the roof of the museum saw the cars move out of frame. they heard short bursts of gunfire. carl and myself arrived just a few minutes after that gunfire would have been. it was a dramatic, very scary scene. as we got over there the capitol police were broadcasting through you the air outside for everyone to shelter in place. the streets were almost completely desserted except for a few law enforcement different agencies, fire trucks, police cars and swat speeding toward the scene. officers heavily armed were approaching me on the street corner as i was trying to figure out what was going on. they said, you are not safe here. you have to go. there was really nowhere to go.

the buildings were locked down. we were huddled up on the corner near the senate office building. we were talking to folks who were hearing conflicting reports about what was going on. we know everybody who was inside the building was locked down. so from that lock down, the shelter in place was you lifted just a few -- i don't know exactly how long. we know now from nuts and bolts what happened. >> let's go to fox news chief white house correspondent ed standing by. >> reporter: the good news is all of this started a couple of blocks from where i am, not close to the actual gates. it was the security perimeter. what we're told happened according to the secret service official, this black sedan showed up and basically tried to get through the security barriers that prevents people

from driving up towards the white house gates, towards the lawns et cetera. i'm told by the secret service official this black sedan smacked into one of the steel barriers that comes out of the ground prevents cars and trucks. it was built after the oklahoma city bombing in 1995 to prevent car bombs, truck bombs from pulling up near the white house. that's when vehicular traffic was shut off running past the white house. i'm told by the secret service official after the car was you stopped, there was an argument back and forth. the car peeled out and presumably the same suspect that wound up in the capitol area, the secret service uniform division went on hot pursuit of her. she went down towards the capitol. she was eventually stopped as

you heard from carl as well as peter. bottom line, the president was here at the white house along with his senior staff obviously dealing with the government shutdown budget matters. he was never in danger. they briefly shut down the little area out here on pennsylvania avenue outside the gates to pedestrian traffic as they got a handle on the situatio weren't copy cats. there was someone that decided to throw fireworks over the gate at the white house after the navy yard shooting. there was scared reactions and whatnot. it was all clear. same here tonight, out of caution, they shut down the pedestrian traffic a brief time an hour or so. now it's back to normal. >> back to ed henry in a moment. we'll talk about the latest developments on the shutdown coming up. stay with us. hey, let me get it. ah, uh. i don't want you to pay for this. it's not happening, honey. let her get it. she got her safe driving bonus check from allstate last week.

this is a fox news alert. we're keeping a close eye on the situation right now on capitol hill in washington d.c. right now we're going to talk about day three of the government shutdown. the little progress that has been made after meeting with congressional leaders last night, fruitless. president barack obama was back out today blaming republicans for the shutdown. >> i said this before and going to repeat it. there will be no negotiations

over this. the american people are not pawns in some political game. [ applause ] you don't get to demand some ransom in exchange for keeping the government running or economy running. you don't get to demand ransom for doing your most basic job. >> welcome back from that sound bite. opening to our show today. we kept ed henry at the white house. could you catch us up ed on what in the world is going on. i've lost track since last night when they both came out, both sides republicans and democrats, left the white house after what was a fairly long meeting and said no deal. >> it was an over an hour meeting. you've been in the white house before. sometimes the congressional leaders come over, each side states positions.

after 10 to 15 minutes they leave with no deal. the they dayed over an hour suggesting they went back and forth a little bit. speaker boehner came out saying i'm not budging the president's health care law needs to be changed and part of the negotiations. then harry reid and nancy pelosi came out and said much of the same. reid said the president is strong, strong, strong holding firm not giving an inch. the president today said he won't negotiate with anyone. mitch mcconnel in the room last night said he feels the meeting was negotiation about not negotiating. the president has repeatedly said he's not going to negotiate over the debt ceiling or shutdown. he wants republicans to go his way and doesn't want to give concessions because he believes they're holding hostage. >> i guess yesterday there was a

big lunch with republican senators, ted cruz and a bunch of others. behinded closed doors but apparently senators unhappy with cruz came out of the meeting, leaked information to the website trashing senator cruz. can you expand on that? >> i talked to one of the? ers and got information from inside the room. it was the entire # republican caucus. i'm told a lot of republicans ganged up on mike lee from utah as well as senator cruz. the reason they were angry is because there's a website where the two republican senators are raising money with the petition to defund it and whatnot. when you scroll down, it doesn't just beat up on democratic senators who voted to fund the health care law, it beats up on republicans as well. republicans in that room feel their political hides republican on the line. they're frustrated.

the republican senator i talked to said there's a feeling the republicans are eating their own now. they won't admit it publicly but the president is getting the upper hand in this shutdown fight. some believe it's going to hand the president a political victory here. what i heard went on in that room was a fiery debate yesterday on capitol hill and basically republicans were pressing cruz and lee. what's the end game? you made your point about the health care law. if this drags on what's next? i was told by this one republican senator they didn't hear answers. this is something interesting because if there's a split developing on the republican side, that's something the president has been banking on. >> # ed, clearly a split developing. 78% of people that oppose obama

care oppose shutting down the government because of it. that includes the vast majority of democrats, huge number of independents and majority of republican voters think it's a bad idea. what are these guys thinking. on the wrong side of time and history -- >> is there a question here? >> that's the sentiment i'm told in the republican caucus not just democratic side or your perspective, bob, that there were more moderate republican senators saying what's your point? where are we going with this? some polls are a mixed bag for the president. there's a poll out a couple of days ago saying similar to what you're saying but said 49% to 43% roughly people were against the president's health care law. he has an uphill battle selling that. that poll also said 72% of those polled said that the president's health care law should not be dragged in.

the government should not be shut down. the president has a hard job selling this health care years later, but the bottom line is republicans may take a hit dragging into broader negotiations. that's why you heard frustration on capitol hill behind closed doors. republican senators are wonders whether ted cruz, speaker boehner and house republicans are leading them down a blind alley. i'm not saying they are. there's a fear among republicans in private. some have said it publicly. a lot more behind closed doors are worried about where this is heading. >> i don't have a question. i have comments. we keep hearing the phrase behind closed doors. we're hearing all of the truth. it would you make sense to me the solution, we should have started behind closed doors. that way we would have avoided politicians using the media as a bull horn to get out their opinions so they aren't talking

to each other. they're using us to talk to adversaries rather than starting behind closed doors. we wouldn't have had the issue. i do actually have a issue. the government shutdown cost $40-80 million a day. when you're spending less, you end up spending more? how can the government turn reduction into expansion? >> part of it is because as you hear, it's a partial government shutdown. there's obviously still government functions moving forward. there are secret service plain clothes officers who responded to this incident at the white house and at the capitol today. i've been told by a secret service official privately that the officer responded has been affected by furloughs. he's on the job but not being paid yet. there are people on the job potentially spending ining mon putting gas in the police

cruisers. the government is spending money. there's a jumble going on. all memorials are supposed to be closed. the department of interior at the world war ii memorial made accomodations for veterans to go in there. you have tow have officials to protect them, make sure they're safe. money is being spent. some republican psz who are privately saying we're spending this money any way, what's the end game? some say maybe a grand bargain would come back. maybe instead of fighting back and forth, maybe a grander deal on real retitlement funds and exchanges both democrats and republicans want to get us out of this mess. >> hi it's kimberly. there's indication the public is growing tired of both sides not just blaming the republicans for this. they find the democrats are partially responsible for this stalemate in the negotiations.

how you is the white house reacting to internal polling they're getting? >> they still believe in the white house the president has the upper hand. they believe as you heard in the president's rhetoric pouring it on at one point saying "you don't negotiate by putting a gun to the other person's head or putting a gun to the american people's head." he's pouring it on about this other date on the calendar we have got to pay attention to, october 17th when the treasury says we'll run out of borrowing authority. the shutdown thing is almost small compared to what's going to happen with the debate over the default. two deadlines, october 1st that's already passed obviously and october 17th are going to merge. the real debate is going to be had in the days running up to october 17th. that's when a deal has to come forward and likely going to cancel the president's trip to
