for congress but the question remains, will they get anything done? the house just passed a bill that would give furloughed federal workers backpay once the shutdown ends. but we still don't know when in the world that will be. molly is joining us live on capitol hill with the latest on the situation. molly? >> there hasn't been a lot of agreement on dlil between democrats and republicans rantly except for today, except for this issue you were just talking about, the house passed a bill as you were saying to pay federal furloughed workers backpay once the government reopens, whenever that is. and democratically controlled senate is expected to follow suit even later today. the vote t in the house was unanimous. 407-0. senate democrats have been opposed to doing anything to deal with the government shutdown piece by piece, but republicans say if they're willing to vote on pay for federal workers, they should be open to passing various house bills that would reopen, for example, the veterans administration, the national

institutes of health, national parks, and others. >> i think that there is a majority of senators who support these bills to ease the pain on the american people while we continue to wait for the president to join us in these discussions to work out our differences. >> what normally happens when the two parties disagree on a policy is a negotiation. each side gives up a little and gets a little and you end up with a bipartisan compromise. the problem right now is the senate democrats are refusing to negotiate. >> the democrats say paying furloughed workers, that this piece of legislation is different, it's separate, it's unique because it deals with federal workforce as a whole. >> this bill, mr. speaker, doesn't say let's just pay the federal employees at fema, it doesn't say let's just pay the federal employees at the national parks, it doesn't say

let's just pay the federal employees at the piecemeal cherry picking agencies that are our republican colleagues have brought to the floor. it says let's make sure we hold all federal employees whole, absolutely. and let's open the entire federal government and do it now. >> president obama has maintained he will not negotiate until congress votes to reopen the government. and in his weekly radio and internet address here's what the president says his message is to republicans. >> i made clear to them this week. there's only one way out of this reckless and damaging shutdown. pass a budget that funds our government, with no partisan strings attached. >> majority leader kantor says the house republicans, the house will be here all weekend and they're willing to sit and talk with senate majority leader reid or president obama if they're willing to sit and negotiate over these issues. >> all right, molly. very busy day there for lawmakers. while president obama is not backing down from his stand but the republicans in his words are solely to blame for the government shutdown.

in an interview with the associated press today the president said, we can't keep engaging in brinksmanship. >> we can vote to open the government today. we know that there are enough members of the house of representative, democrats and republicans, who are prepared to vote to reopen the government today. the only thing that is keeping that from happening is speaker boehner has made a decision that he's going to hold out to see if he can get additional concessionses from us. >> president obama also adds that he doesn't think republicans will allow the government to default and that they will raise the debt ceiling before that october 17th deadline. >> to fund these piecemeal bills would give ted cruz a veto power over what is funded and what isn't. ted cruz came up with this strategy.

shut down the whole government and then you will take the few pieces and let you fund them. >> that's some tough talk there from new york democratic senator chuck schumer this week taking aim at senator ted cruise, separately restore funding to some areas of the government like our nation's parks. most of those attempts passed in the house but died in the senate with the majority leader harry reid refusing to bring those bills to a vote. so is this sbli a blame game rooted in politics or principle? joining us now with some thoughts on all this, congresswoman marsha blackburn of tennessee. welcome. great to have you with us in our studio. >> great to be here. >> is there any wonder the public sees this back and forth as blame game going on on both sides and really say we have had enough? >> they are saying that. i can understand that. yeah. >> where do we do from here at this point? you don't hear the president ready to negotiate unless he gets a clean funding bill. at this point, we're not seeing much movement.

>> you're right. and it is so disappointing. everybody's going to be blamed in this. and it's so unfortunate because we need people to have faith in the fact that this is a strong u.s. government. we want them to believe in the work that we're doing to represent them. but here is the rub, if you will. we continue to offer -- we have offered the senate 12 different funding proposals. we have voted to fund everything in the federal government except the provisions of obama care and with good reason. then we said we'll just delay it. let's delay the individual mandate. then the device tax and then a string of forwardly proactively providing funding for vets and nih and military pay and fema and the list goes on and on. they have refused to meet us t at the negotiating table. when you get to standoff, what do you generally do? you sit down and you talk it

out. and that's what is fair to all involved. it would be fair to hardworking taxpayers and they are so frustrated and i joined them in that frustration and i don't blame them one bit for being frustrated. i think they're justified. >> we've been hearing this week that gop colleagues made initially supported having the affordable care act of the condition to get the government funded are now feeling the heat, so to speak, and saying that perhaps maybe they should go with the democrats and side with the president on just getting a funding bill through without attaching anything to it simply to get the government open at this point. is that still the case? >> here's why you have to -- i find it so interesting. they say a clean cr, as if an accountable cr is dirty or unclean or unholy. here's what your have to do. funding bills and budgets are about priority. with the affordable care act we

know that it started out as an 863 billion access to health insurance program. it has turned into a 2 attorney $6 trillion health care delivery system that impacts every hospital, physician, every component of health care. we are talking to our health care professionals and they're saying you need to tend to this now, address it now before the first of the year. >> do you you see your colleagues still holding firm as one as we go forward with each passing day? we're now into day five? >> well, this is about -- with the days going forward do you feel like the gop is going to remain cohesive? >> the american people have repeatedly said and our constituents repeatedly said the federal government spends too much. while we're talking about day five of the shutdown, the debt clock continues to click. we're at nearly $17 trillion in debt. we're borrowing $2 billion a day to keep the doors open. this is about fiscal

responsibility and about the long-term effects of too much debt. government has gotten too expensive. we've got to rein it? >> quickly, we played some of your sounds from earlier today about some of the impact that this shutdown is having. we've heard from you and others that priests are being told not to provide mass to -- to any military bases around the country or they could face arrest? >> yes. and what we were hearing was this was taking place -- that type instruction was taking place, so with bipartisan support, everyone agreed that we pass this resolution today that would provide instruction that our priests and our chaplains and our ministers are free tomorrow to be able to lead those services. >> you had to pass a bill to get that done in the united states of america. >> without that clarity and that certainty, that the first amendment, that you will allow

and just a few states away are digging out from their first snowstorm in months. and now the threat of severe weather moves east. meteorologist has today's forecast and some good news for the gulf coast. janet? >> hi, uma. yes, tracking tropical storm karen. this storm is being torn apart by upper level winds as well as a lot of dry air. so the good news is that karen is weakening and this might just be a depression within the next couple of hours as it continues to move towards the gulf. you can see the center of the storm is right here but the worst of the thunderstorm activity is east. there's the track. we think it will become a depression in the next couple of hours and it will bring some rain, some moisture across the gulf coast states but certainly not what we anticipated 24, 48 hours ago before this storm has really torn apart. so there's what we're dealing with. we still have tropical storm advisories. people still should keep close attention t to the weather. we will certainly keep you posted along the gulf coast.

severe threat along the eastern -- the parts of the great lakes down through the mid mississippi river valley as this cold front pushes eastward on the back side, still seeing incredible amounts of snow. uma, lack ook at this. in some cases over three feet of snow in south dakota. this was an historic storm. right now we're going to see how the gulf coast is dealing with tropical storm karen and over to steve. steve? >> janice, mild conditions right now in new orleans. the wind is starting to pick up a little bit. the clouds are starting to move in despite the mild conditions we seen across the state. people really making preparations, if not for wind damage then for possible flooding. we've seen people taking their boats out of the t water. using sandbags around their houses and moving valuable goods up to higher stories of their houses. the governor has declared a state of emergency. there are mandatory evacuations in place in some of the lower

welcome back, everybody. so we have another weekend where lawmakers on both sides of the aisle are meeting for another saturday pow-wow on capitol hill with no real deal yet on ending the government shutdown. joining us now for some thoughts on all this, fox news host mike huckabee. governor, always great to see you. i want to start by asking you to weigh in about the fact that we're into day five of the shutdown. so far despite some of the challenges and concerns, wall street hasn't seen a melt down. we haven't had a major freeze on our country's operationses. that said, what we have been witness to is the spirited blame game that continues on both sides. can either side really negotiate in such a destructive climate? >> it's very difficult. one of the things that makes it more difficult is that the president needs to be the one who kind of calls everybody in.

he has to act like the adult, the supervisor. it doesn't mean he's above them. i think he sometimes thinks that the congress should just ak questi acquiesce to his desires but the congress is an equal part of the government. it's incumbent upon the chief check tive to say, guys, let's all calm our tempers, let's lower the rhetoric. unfortunately he's been using every form possible from speeches, radio and television appearances, to raise up the rhetoric and that's counterproductive because you can't criticize people in public and then expect them to want to work with you in private. and that's just a rule that, believe me, i learned the hard way from being a governor with a very, very dominant democratic legislature. >> you know firsthand what it's like to deal with something like that. of course, you know the perception not reality is what reins in d.c. with so much of the media, the president, and other high-profile democrats blaming the gop for the fallout even though they're trying to pass separate funding bills to

restore measures that get fund for very specific things like the parks around headstart programs. harry reid isn't bringing those to a vote in the senate but you don't hear much about that. how much of this is actually hurting the gop in your view and the public's eye? >> it's not good for the gop but i think the big mistake was ever allowing it to happen. the fact is they didn't have the votes to do what they wanted to do and what the house did which was to fund obama care. it couldn't go all the way. and here's the problem. the republicans essentially have rescued the democrats. the democrats were going to own the launch of obama care this week. it hasn't been a pretty start. it would have been totally on them and all throughout the 2014 elections, the elections would have been a referendum on obama care. the republicans have given the democrats an opportunity to change the subject and talk about shutdown rather than talk about obama care. so it's really the gop's gift to the democrats, taking what was a noose around the democrat's neck

and instead turning it into a lifeline. that's really the unfortunate thing for the republicans has happened anyway. >> well, as the standoff continues though, the latest s rasmussen polls shows that 42% americans strongly disapprove of the president's job. t can the president stand firm not negotiating particularly with the october 17th debt ceiling so close? >> i don't think he can. he believes he can and he continues to act that it's got to be all his way. he said he's not going to negotiate. he's not going to give anything. but you don't get to operate like that when you govern. the same with the republicans don't get to have everything that they want. they sent over many, many bills to the senate that would have opened up and funded most of the government. and the democrats aren't going to take that. they're saying we want it all or we take nothing. well, when you say i want it all and i want it now, you get nothing and you get it forever.

government programs. the senate is expected to pass this bill quickly. the governor is defying an order from the federal government to close down several parks due to the shutdown. governor walker gave order to the state national department to keep open parks that get most of their funding from the state's government. judge ordered release of a prisoner from gitmo because he determined he is mentally ill. the judge issuing his ruling yesterday after the u.s. government dropped his opposition. arguing that he poses no threat to people because of his current condition. florida is telling residents there to take down yard signs that read "god bless america." a local church handing out those signs on july 4th but the city says the signs are holiday decorations and that they need to be taken down according to the code. we ask you to weigh in and here's what andrew had to aabout all this. change all the politicians in

that florida city that support the taking down of signs. one viewer also tweets, i understand what the city is trying to do. change the ordinance to a maximum of three signs that are neatly displayed. that's some of the comments about that story sparking some controversy there in florida. well, it's not just washington. lady liberty which has stood for more than a century as a symbol of freedom and new beginnings shut down because of congress' refusal to reach a budget deal. brian is joining us now live in battery park with a look another how folks are coping out there with lady liberty closed. brian? >> hi, um,a. on a typical saturday this time of year there would be 13,000 visitors to head over to the statue of liberty. five days into the government shutdown that number is closer to 3,000. as disappointed tourists get word that the statue of liberty

is closed and the shutdown is having a serious affect on businesses who depend on tourism like statue cruises. statue cruises bring visitors to liberty island for $17 a person. their visitors can get guided tours and a chance to take in the view from inside the crown. since the shutdown revenue is down 70% for statue cruises and management is on the brink of lag off 100 of their 180 workers. it's a lose-lose for everyone. >> i'm disappointed they're saying that they'll come back next year. they will take the harbor tour. interesting we're not getting too many refunds. people are willing to accept this may be the only time they're ever in new york. this may be as close as they get. that is t another outrage. >> for now tourists can see the statue from aboard the statue cruise for $24 for a tour around new york. over 50 million people visit new york city every year and the statue of liberty remains one of the world east most popular landmark. lady liberty was shut down for

eight months after hurricane sandy and reopened july 4th. but unlike mother nature, this shutdown could have been avoided and that's made for a greater sense of disappointment, especially from first time visitors. >> you couldn't go to the statue of liberty? >> we couldn't but we couldn't get up there. >> we have taken the kids out of school and trying to make this big educational trip and, you know, so we got the boat tour inste instead. >> a similar scene in communities around the country. over 400 national parks and monuments have been closed because t of the shutdown. that means you've got businesses that don't have tourists, people out of work and you've got vacationers that are simply disappointed. uma, back to you. >> tough scene all of the way around. all right, bryan, thank you. the house republicans just passed a bill giving back pay to furloughed federal workers once the government reopens. so far there seems to be no end in sight to this shutdown.

now with less than two weeks to go until the debt ceiling deadline on october 17th, is there time for republicans and democrats to find a middle ground before the u.s. possibly defaults? joining us to talk more about this is former reagan economist art laffer who joins us today. so great to have you here on our program. >> thank you, uma. love being here with you again. >> thank you so much. >> sure. >> is the white house creating a panic where there doesn't need to be one regarding the concerns over that october 17th deadline. are we going to run out of money to pay our bills? >> well, you know, the white house, the president obama is much like the head of a household where the family members are squabbling. his job is to ameliorate the conflicts and to reach a common ground. i don't think he's doing that very well. i wish he would. when you want to see what the consequences of this can be over a long time, i was just in europe this past week and if you

look at the catastrophe going on in italy and in spain and in greece, this is where everything is politics, all the time. and we're unfortunately moving in that direction. i wish we wouldn't. >> what were you thoughts when you heard the president's remarks earlier this week regarding the stock market and telling wall street to be concerned? >> well, i don't think that's true. this is not a big deal from the standpoint of economics, uma. i mean, this government has been spending way too much. president obama has gotten his way with fiscal policy, with spending. and so did george w. bush before. don't -- it's not republican or democrat. s this two big spenders put us into this deep hole and very frankly, having a little bit cut now would make the economy better, not worse. so i think he's way overstepping the economic consequences. but again, that's his view of the world. he is the president of the united states and he could make sure that we reach a common ground very quickly and have it

happen. but do not, please do t not worry that this is going to cause a major collapse of the u.s. economy or have major ripples in the world. it's just plain not. this is not a big deal. >> as you point out we've been at this point before with these kinds of deadlines. >> yes. >> and there have been those who have argued all of the way along, well, all we have to do is print more money. is that an answer? >> that's exactly -- no, that's not the answer. that what we've been doing since w. was president and now all of the way through obama's terms. all they've been doing is printing money and running huge deficits. that's not the answer to anything, uma. what we've got to do is have low rate, flat taxes, spending restraint, sound money, free trade, and minimal regulations, and they get the heck out of the way and let the private sector solve our problems. just the way kennedy did it. just the way reagan did it. just the way bill clinton did it. that's not the way w. and obama have chosen to do it. they want conflict.

they want clash. they want hostilities. that's not the way to run a country nor is it the way for head of a family to run his children and the rest of his family. >> quickly, what could set us up for another downgrade? it did happen and we did have to go through a downgrading. what are your concerns about that? >> well, you're guaranteeing a downgrade if you continue to spend much more than you make. that's a guarantee. this economy has been doing that. we need to cut government spending dra mat. we need to lower tax rates, broaden the tax base to create an economy of economic growth because you can't balance a budget, uma, on the backs of the unemployed and the underemployed. you've really got to get full employment. growth is the only answer to the grade of u.s. debt. if we are producing well, making lots of profits and fully employed. believe me, our bonds will be upgraded, not downgraded. >> the bottom line, you not that worried about this at the

well, while washington fights for a deal across the country the republican party in california is focused on a reboot. the party is hoping to re-energize itself with new faces. velma is joining us now live at the annual convention in anaheim. >> uma, the republicans share of state voter here's in california is now less than 30%. you see part of a long-term decline. a lot of votes are latinos. with the prediction by the end of this year that the majority social demographic here will be latinos is most certainly a concern for the republican party. one group of latino republicans are hoping to try and turn the tide with that. it's an organization called grow elect. they find qualified latinos to go after seats that they believe they can win. that means it would seats, rather, that are held by existing well-established

republican office holders. here's how the plan who set up grow elect described to us how much a challen that can be when it comes to that kind of fight. take a listen. >> we want to see latinos represented in democratic strongholds, in republican strongholds, in competitive seats so we're finding candidates that fit their districts. we're finding great success in democratic areas. we're finding fantastic success in republican strongholds as well. >> well, grow elect is going and already winning the kind of seats that, well, school board mayoral races but at some point they're going to have to go after the big seats like the congressional seats and also the state seats. and that can be a tough internal fight within the party. yesterday i spoke to the texas governor rick perry and asked him precisely what he thought about this new group of republicans coming forward in the party. this is how he described it. >> i think it's a bad strategy.

our producers have been scouring the web for a story seen nowhere else. take a look at what we found. a chicago restaurant serving a burger with a side of controversy. the restaurant named its food after heavy metal bands. this month, the ghost burger honors a swedish heavy metal band but, get this, it comes with a red wine sauce and what looks like a communion wafer. the union claims reaction is more positive than negative but one angry catholic food critic says it's like burning an american flag. and pope francis is now on instagram. the pontiff already has 3 million followers on twitter and now the vatican says he hopes to use insta gram as another way to connect with people. the pope has more than 6,000 followers and counting. that's going to do it for me here in washington. kelly wright and jamie colby are standing by in new york to take over from here.
