to the extreme. watch this. >> members of congress and the house republicans in particular don't get to demand ransom in exchange for doing their jobs. we are not going to pay a ransom for doing their jobs, we can't make extortion the routine, if reasonable republicans want to try, i'll even spring for dinner again. but i'm not going to do it until the more extreme parts of the republican party stop forcing john boehner to issue threats about our economy. we can't make extortion routine as part of our democracy. >> all right, it is time to cut through the crap in washington, those quote, extreme parts of the republican party are listening to constituents and following up on their promises.

now, president obama and his hacks think that american people are not smart enough to cut through the garbage, but i say they are. congressman himes, i have a question for you. do you think that big business deserves the exemption that individuals don't get? and do you think that you in congress deserve the exemption in subsidy that the rest of us don't get as it relates to health care? >> well, first of all that is a complete misstatement of what really happened. all businesses in excess of 50 employees which are mandated to provide coverage have been exempted for a year. >> up and running -- are individuals excepted? >> individuals under the health care reform act must buy health insurance because they need to take responsibility for their own health insurance. >> and individuals are not exempted. so what i said is accurate? >> for a year. >> businesses get an exemption and individuals don't get an exemption, so back to my question, is that fair? >> well, you didn't ask about

it, you made up as you had for a very long time that congress has an exception. just like you, we get an employer contribution, that has been true for 30 or 40 years, nobody at fox complained about that until they went on it with obama care. >> you're not telling the full story. because you in washington, you de didn't want to be covered by obama care, so they bought you guys off by giving you a 70% subsidy for your health care. >> that is absolutely incorrect. i happily voted -- for decades now, congress, just like you has gotten employer contributions. >> you have no idea what i have. >> no, but i know -- >> you don't know anything. >> and funnily enough, you never raised hell about the employee contribution to congress until the aca came along. you can take away our exemption if you like, our staffs probably make $45,000 a year on average.

so you can tell them -- >> my heart is bleeding. >> on average, government employees make twice as much as those in the private sector. when you include the portions of retirement -- >> we've always had -- i worked 16 years in the private sector, my employer contributed just as yours did. and you made a contribution, as well. >> let me see if you have this straight, you have a 72% subsidy that the rest of america does not have. is that true? >> that is correct? >> and i noticed, for example, the administration denied mass at a military base, and i noticed that they used the shutdown to suspend death benefits for soldiers killed in afghanistan. and i noticed that obama targeted veterans for a second time. and the hill reports that the availability will be reduced because of a back log. is that true?

>> but don't forget the fact that his favorite president, abraham lincoln, has had his monument closed for the first time in the united states history, despite over 20 other government shutdowns in past history. the first time in america's history that we have closed the lincoln memorial, along with all the other memorials that he has closed that don't require anymore security than the security that is standing guard, prohibiting taxpayers from seeing the monuments that they built. sean, to your point with this congressional benefit. let's just cut to the chase. what the president did unilaterally is not only against the law but it wouldn't have passed congress, which is why he had to do it unilaterally. if my colleagues want what president obama did, they can simply vote and let the house of representatives vote on it. but because it is such a crummy deal for taxpayers is why the senate has refused to vote on

the congressional perk, and why the president did it unilaterally. and i have to tell you, i am offended when i see the president of the united states give an address to the country and call my party radical and portions of the party radical, when we are the only party in washington, d.c. who has offered up over and over and over to your point on four different occasions, different offers to keep the federal government open. and all four were rejected by the senate and the senate offered no counterproposal, that is to me is extreme. >> congressman hynes -- >> the full faith and credit of the united states government is up for hostage. >> let me put up on the screen the words of your president when he was a senator. do you remember what he said back in 2006 when he was a senator -- >> i'm not here to answer for the president when he was a senator. >> oh, you're not? the full faith and credit has never been called into question except by the republican party in the last two years. >> he voted against the debt

ceiling. >> that was the wrong thing -- >> i have a question, you know, the american people -- it is really a partial shutdown, but there are people that are suffering in parks, veterans are being impacted through the v.a. the nih is being impacted. all of those things separately have been funded. justify the president of the united states speaking to iran, syria and vladimir putin, but he won't talk or discuss or negotiate with republicans. explain and justify that decision. >> that is total malarkey. you know, you have been raising hell forever about the fact that the senate didn't pass a budget. the senate passed a budget, and for six months the republicans do not go to conference. here is why, sean -- >> the president said he wouldn't negotiate. >> here is why you don't negotiate the full faith and credit and negotiate -- if i showed up at your house, with a gas can and said i'm going to burn your house down if you don't buy the cookies, you're

not going to negotiate. john boehner could end this, by the way, there are enough republican votes to get it done. here is a real simple question, the american people voted for divided government. who honestly believes that they expect divided government to get anything done if you don't negotiate? the fact that the president is unwilling to negotiate on the debt limit is ludicrous. he is the only person threatening the full faith and credit of the united states. the last 30 attempts dealing with spending have all been tied to the debt limit. >> nobody believes that, because they know that this president has been more than willing to negotiate for a long time. >> he says he wouldn't negotiate, you're making up lies. he called john boehner at 10:45 this morning and said i will not negotiate. >> and no president should negotiate the debt ceiling. >> he just said he will, will he or wouldn't he? make up your mind. >> president george w. bush, all of them negotiated the debt

those that caused my next guest to become more vocal. tv personality, mr. trump, it is an honor, great to have you back, how are you? >> congratulations, beautiful studio. >> thank you. >> very nice. you know, i thought of you when i got up this morning and i read, china is lecturing us on our debt". >> right, they're laughing at us, they're not lecturing us, they know exactly what is going on, they have taken our jobs, loan us money, and then at tthe tell us, we want that money back. china is a major culprit. china is not our friend. and when the president of china comes over as you know to have these magnificent state dinners at the white house, it is very, very sad. what is going on with china is very sad. but other countries throughout the world, same thing. no matter where you go. you can look at them, i can name them all, every country takes advantage of this country. now it used to be the other way

around, and we would take advantage, but we had people that that knew what they were doing, every country is taking advantage. >> the best selling books, one of them "art of the deal" probably the best. and i read the book, cover to cover. and i actually have learned a lot reading it. but "art of the deal," do you ever not negotiate? the president won't even talk to boehner or talk to mcconnell. >> well, there is a tremendous dislike that everybody has for everybody. that is not only the president, they dislike him, he dislikes them. you have to at least have a civil way about you. if you hear some of the statements he makes, it is really hard to want to negotiate with the president. there is a tremendous animus, i have never seen anything like it. you and i have been doing this a long time. i don't think you have ever seen anything like it. >> no, never have. >> i tell people you have to at

least understand the other side. i don't think the president understands what is going on with the level of anger in this country. the level of hatred in this country. and i don't think he sees it. >> you know, look, i think the worst possible outcome here, republicans made four offers, de-fund, delay, then they said all right, get rid of special exemptions. you would think it is a pretty reasonable offer. they said look, let's at least talk about it. the president, no, no, no, he calls boehner at 10:45 this morning and says i'm not going to negotiate. then goes on national television six hours later and says i'll talk to anybody. but he wouldn't negotiate. so he is playing a word game. how should boehner handle this? i'm not boehner's biggest fan, but he seems to be fighting here. >> he has been pretty tough. i will say that the republicans are in a much better position. we talk about negotiation and the art of the deal. the republicans are in a much stronger position than anybody would know except for one thing,

they're not sticking together. you have factions that say oh, we should not be here or doing this. you see john mccain, somebody i like, he says we can't win, going into negotiation. the fact is if the republicans stuck together, they would win. obama is all about he wants legacy and wants to have this great reputation, in 20 years or 50 years or 100 years, they're not going to be talking about boehner and reid and president obama, and what a disaster the administration was. so he does have a lot of pressure to get this problem solved. he has got a big problem. the debt ceiling, i'll tell you what, you tell me the republicans don't have guards, i think they have the ultimate guards. and if they stick together and play it right, obama care, because it -- a lot of it is about -- not all of it, but a lot of it is about the disaster. i'm looking at websites that are crashing, websites that are no good. and i don't think it is because of business -- hey, they have had years to work on it. the one thing i assumed, the

website would be flawless, it would be great, it is a total catastrophe. >> if we handed it to you and said you have three months to get it done, you would do it. >> they had a lot more than three months. >> and they couldn't have more screw-ups. you say it is the ultimate weapon, unfortunately, republican's past has shown me they don't have a back bone. i actually think the biggest fear was the government shutdown, and lo and behold it happened, and the government didn't fall apart. if they allow the president to bully them and intimidate them, i think we'll set a precedence that is dangerous. >> obama care is going to shut us down anyway, we'll be shut down, we're going to be shut down with a lot of bad policies and worst of all, if you look at it, obama care, i have friends closing up their businesses. others are only hiring -- they never hired a part-time person in their life. they're only hiring part-time

people. one of them said i'm taking people that worked for me 20 years and i'm cutting them down in salary, making them a part-time worker. these are people that are great people, i'm making a choice, this thing is a disaster, and by the way, it is not good for anybody. not good for the country. >> worst president in your lifetime? >> well, i guess we always talk about jimmy carter, but this is coming close. >> carter said today this economy is worse than when he was president. >> well, this is the best thing that ever happened to jimmy carter. >> mr. trump, by the way, thank you, i love my trump tie. >> aren't they great? >> these are great. and coming up next, juan williams talking, and they will be here for a heated debate on whether the shutdown will be political in terms of the victory for the gop or democrats. we have surprising poll numbers on the very subject, and then tonight. >> president obama promised to bring us together, but every turn he sought to divide and demonize. he promised to cut the deficit in half.

continue to place the blame on the republicans, there is new polling that independents are equally angry at all sides. 60% point the finger at republicans, 59% at democrats, and 58% at the president himself. so the republicans expected major back lash for holding the line against the president and his democratic allies, could the numbers actually mean they're winning the message argument? here to debate it, juan williams, juan, you know back in '95, there was a 22-point deficit in terms of democrats. you know, republicans were being blamed. now it is pretty much across the board. my question for you, isn't it a little untenable for the president to say i will not negotiate, we'll not sit down and talk, we'll not go to conference with the house and senate and recognize bills, isn't that a little untenable? >> no, in fact i think what the president said today about well, gee, if we don't negotiate on your terms you're going to burn

down the house. i think that is what is going on. by the way, i think it was real cherry-picking of the polls. the polls i have seen, the washington post had a poll out monday that came out 70% disapproval of republicans in congress, up seven point spoint -- >> 41% of the polls came out this week. but that is not the point. so you're saying -- it is just the opposite, interestingly to me, what you're saying is actually reality. republicans offered four proposals, they wouldn't even talk. >> why? >> first, de-fund, delay -- >> the law -- >> and then go to conference and talk. tucker, can the american people reasonably expect their president -- if he is going to talk to the leaders of iran will talk to republican leaders? >> that is an excellent point. clearly the president is worried

about it. his rhetoric over the past couple of weeks is really for a guy who is pretty cool or restrained, is not cool or restrained. he repeatedly accused republicans of being pro sickness, i don't think the republicans are getting crushed. the leadership, they were pushed into this by the more conservative members of the house and senate and may sit back and say well this is kind of amazing. if they can stick together and get their message out, it should be pretty clear. about fairness, why would they pass a bill -- that is a message moved by the democrats -- it is true, unfair to pass a law and then not make your own staff abide by it. that is what they're doing. >> juan williams, the republicans have funded the v.a., the nih, funded everything involved in the military. why won't the senate even take up those bills? why are they forcing pain on the military -- why are they

right now -- let me tell you, in virginia, ken cuccinelli, the guy running for government -- >> everybody in virginia works in d.c., not a big shock. they're all living off the government. >> but all over the country, it is going to hurt republicans. you are hurting your own party. >> juan, if i want your advice on how the republicans should run their party, i'll ask for it. meanwhile, why don't you ask president obama, to at least sit down at the negotiating table instead of acting like a child, how about we do that? >> if he had a negotiating partner as opposed to somebody threatening to blow the place up, i'm sure he would. >> john boehner is willing and able, mitch mcconnell is willing, ready and and i believe. why won't the president sit down and negotiate? why does he have to have it his way or the highway? >> sean, if you put a gun to my head, and say let's talk --

instead, leadership is forcing the problems on the backs of our children, america deserves better. juan williams, he didn't vote to raise the debt ceiling. >> no, and he didn't threaten to shut down the government either. and right now he says he is willing to negotiate about the size of government. in fact, the democrats have already passed a budget that has exactly what the republicans were asking for. take sequestration in, allows it to stand, that is a republican victory for you, sean, take the win and claim it. >> juan, all they're asking for is all special exemptions be removed. you wouldn't even agree to that. >> wait a second, tucker made this point earlier. let me just say to the two of you, remember, john boehner, the speaker of the house personally was lobbying to have the senate and the house retain those exemption exemptions. >> but it doesn't make -- >> what are you talking about? that is your guy. >> slow down, he is not my guy, doesn't make it defensible in

them and blamed them. and of course, the debt ceiling will come up again, and then there will be a threat of shutdown or default. and that of course, chills the economy, puts more people out of work. the president was right when he said he can't change washington from the inside. >> wow, that prophetic warning was issued by candidate romney, and now surprise, surprise, the government is shut down, our tax and spend economy is now calling on the president to raise the debt ceiling. now, why he sounded the alarms about the president's second term. the massachusetts governor, presidential candidate mitt romney, how are you, governor? i have not interviewed you since the election. welcome back. >> thanks sean. >> how are you and your family doing, i am sure it is not an easy thing to go through. you spend two years of your life out on the campaign trail, how hard is it?

>> well, sean it is nice to get back to normal living and normal life. but i can also tell you, that running for president is a fabulous experience, the people you meet, the character of the country you come to meet in a fundamental way is something i will never forget. by the way, if anybody gets a chance to run for president, do it. >> you encouraging me to run, governor, because i'm not encouraged to run -- >> absolutely, do it. >> i might get two or three votes, well, everything you said there is coming to pass. is there anybody in the party that wants to say, i told you so? >> look, i don't want to look in the past, but what we want to do is find a way to get people to work. my concern is that the president in his first term pushed through things on a partisan basis, was unable to work across the aisle. and then spent the last two years of his first term

attacking republicans in congress. and showing an unwillingness to reach across the aisle. and frankly, you can't get things done in a bipartisan nature where you have three branches of government, unless all three branches are willing to work with each other. and this president has not shown that inclination, frankly since he has been in office. the government shutdown, the debt limit issue, these are real concerns that will affect a lot of people. and the president has got to engage and work in the job of governing, not just campaigning and posturing but governing and working with people that agree with him and disagree with him. >> what do you think of the president's decision, no negotiation on either the debt ceiling or the government shutdown? none, zero. what do you think of that? >> well, i don't think the american people can understand how the person who is to lead the country would possibly take

a position saying i'm not willing to talk. i'm not willing to look for common ground. that is just not realistic. look, this is not the first time that the country has had a government shutdown. during the reagan years, government shutdown, eight different times under a democrat congress. the president and congress worked together and got things straightened out. under the carter years, again, a democrat congress, the government shut down five times. look, this is not the first time it happened. but what is unusual here is you don't have a president willing to engage and work with other people across the aisle. who is opposed to making bold statements, and campaigning for his posture. right now, the american people don't care so much about who is right they just want to get this behind them and get this economy going again. >> the president actually suggested that raising the debt ceiling does not necessarily increase our debt. i was not a math major, but every time we raise the debt ceiling we ended up spending

that money and increasing our debt. i can't think of a time that it worked the other way. do we have to stop borrowing this kind of money? >> well, what we have to do is begin to work to rein the long-term crisis that we can see in the highlights ahead, which is what occurs when the entitlements that we have, the aging population encounter the spending limits which of course, have to exist. at some point you have got to say, look, we have got to rein in our spending and put forth the issues that make sure america is prosperous. that is what americans are asking the president to do, which is limit the debt. can't we make some progress, near-term, long-term to address this growing debt crisis and to make sure we don't have the kind of cataclysmic outcome that could occur if we never took action at all.

>> governor, you have had a considerable amount of time now, to reflect on the campaign and the election. would you run again, number one, and number two, as you reflect on the campaign, anything you change, anything you do differently? or would it be about the same? >> well, look, i'm not running again. we have some very good people who will be running for office in 2016. and i'll be supporting our nominee. that is not because i didn't enjoy the process. look, i loved running for president. it was a fabulous experience. i can't tell you how wonderful it was. it was just great. but did i learn from the process and are there things i would do differently? of course, i made a number of mistakes personally and things that i said i wish i could fix those and go back and relive history but that is not going to happen. but i think also, particularly with regards to the hispanic voters, we just didn't make as an effective an out reach that we needed to to make sure that

three bikers have been charged with gang assault as well as other charges. meanwhile the wife of one of the drivers hired gloria alred to help tell her family story. joining me now is deanna mejia. i'm sorry your husband is paralyzed s there a chance? >> he had spine surgery and prognosis is 99%. >> sean: i'm very sorry. i mean that. your husband, this is when they ran over -- when the range rover ran over him. you just showed me a video, was anyone, was your husband in front? he just happened to be there? he did nudge something. >> he was driving on the side of the range rover with his best friend. he noticed the accident. he stopped. his best friend didn't stop. he stopped put his bike to the

right lane several miles before decided to move over to the center lane, hit a biker on -- the bicycle, -- motorcycle kept going then several miles later hit a second biker on the motorcycle, and then, ran over ed win, her husband, crushing him under the suv. now, ed win, by the way. >> sean: because he was stopped at this point? >> he was standing there in front of the suv trying to get everybody to move on, roll off, and just calm down. then, he took steps away to go back to his bike, and suddenly, the suv without warning crushes him. runs into him. >> sean: was there intimidation going on? >> no. that is what is important. edwin had done nothing to the driver. he was standing there trying to help the situation. therefore, the driver, look. if the driver is in fear for some reason. i don't know why.
