to a level double your predecessor's level. how? demanding the bush tax cut expire and sequestration, which you disagree with. mr. president, we do the math here. obama math doesn't add up on "cashin' in" or on main street. see you on "the five." it's not too late for my republican colleagues to do the right thing for this country. no deal as far as we're concerned. well, day 12 of the government shutdown. once again, we have another stalemate between the house g.o.p. and the white house. and once again, we're seeing lawmakers working on a saturday trying to hammer out a deal to get the government open again at a time when we are also heading closer to the deadline on the debt ceiling. a short time ago, president obama rejecting another house plan to get everything open again. meanwhile, the senate is trying to push forward with

its own plan. so as negotiations continue the american people wait for some kind of break through. hello, everybody. i'm uma pemmaraju. live from the nation's capital. we begin this hour of america's news headquarters with doug mckelway, who is joining us live on capitol hill with the very latest. on the back and forth. >> that is right. things are looking dim for republicans on both the house and the senate sides. we just heard from congressman raul labrador, a republican. on the house side. who said that the president rejected our deal and it's now up to senate republicans. that sentiment also echoed by the words of congressman devin nunez of california who said this moments ago. >> the president has rejected every offer that we have made. so let's wait to see what the senate comes up with. >> on the senate side, the proposal garnering attention is one devised by the moderate republican senator susan collins of maine. to simplify this down a little

bit, it would among other things fund the government for six months. i would extend the debt limit until january 31 of the year 2014. it would delay the medical tax advice for two years. those are a few of the components of it. but that plan has some big potential problems. of course, from senate majority leader harry reed, which is expected. but from the conservative republicans on the houseside. john fleming a republican from louisiana. >> the deal that we understand they are offering would be very problematic. you could actually empower the administration even more for instance. this means that the administration could move money from one department to another. to be sure that departments are properly funded. >> where do we stand? it looks like the democrats are in the driver's seat. in none of the republican

proposals are we seeing effort to defund or delay implementation of obamacare, a goal of the conservative republicans on the house side in the earlygoing. but with this fiscal deficit looming on october 17, the president has responsibility. if it's thrown in recession after october 17, as many economy economists are predicting history tends not to remember the name of the four, five, 20 republicans who stood their ground. it tends to remember the name of the president in office when we fell back in another recession. president is very much aware of that. republicans in both houses are hoping that leads him to some negotiation. uma? >> the stakes are high for folks on all sides. thank you very much. many folks across the country are fed up with congress over the shutdown. need proof? take a look.

a new "wall street journal" nbc poll that says if given the chance, 60% of voters would replace every member of congress, even their own representative. our latest fox news poll taken after the shutdown shows congress has less than stellar approval rating. only 13p of those polled say they are happy with congress. while 81% don't approve of what congress is doing at all. so, joining us now, republican senator pat roberts of kansas who is here to weigh in on how all of this is playing out right now. senator? great to see you. thank you for joining us. >> thank you for having me on. >> you were in that meeting with the president late yesterday. it looks like there is a possibly of some movement. but the white house maintains that it still wants to remove demands for leverage. will that mean that the republicans are ready to give the president what he wants? and is the republican leadership in full surrender mode? >> we're not in a surrender

mode. there are a lot of plans out there. several were brought up at that meeting. but the president was less than definitive, if i can use that term. less clear as to what he would accept and not accept prior to extending the debt ceiling. for that matter, ending the government shutdown. nobody wants this government shutdown. but we would like to have something on the table so we at least know what we're talking about. prior to some promise. the president has not provided that leadership. for that matter, neither has harry reid. this morning, the republicans are expecting that we might have some kind of an arrangement worked out, how we could proceed on the senate side. right now that is not going to happen. i expect it more from harry reid and i expect more from the president. >> give me a sense, you know, give us insight to what that meeting was light? what was the mood of the president when all of the senators met with him? >> proffesorial. we would ask specifically what

about this? obviously we had the collins plan. we had other plans as well. i think the biggest thing that republicans want to see is an answer to our long-term debt. everybody is worried about the government shutdown. i don't want the shutdown. i don't know anybody that wants the shutdown. but unless we really cure our long-term debt problems, we are going to have a permanent shutdown. we will be bankrupt. so we'd like to see on the table precisely what the president would like to talk about and hopefully agree with, with regard to the long-term debt. the kids and the grand kids are at stake. >> there is a divide within the republican party at the moment on direction of the negotiations and where they are going. are the g.o.p. senators like yourself still looking for adjustments to obamacare? is that still on the table? >> i would like to see the individual mandate, you know, dealt. with i called for resignation of kathleen sebelius, the secretary of health and human services just on job performance. this is not personal at all. we have had no accountability

in this administration. i go back to eric holder. and fast and furious. i asked for his resignation. we can't find anybody to ask to resign on benghazi or the i.r.s. investigation. i'm on the senate finance committee. we have haven't had any accountability there. we have communication. i hope we can get to the bottom of it. in this particular case, you have a secretary running around the country saying everything is fine. at taxpayer expense. this whole business with exchanges and getting them set up is supposed to cost about $100 million. it's $627 million and climbing. it's not working. >> i know you are very upset about the roll out to get folks signed on to obamacare online. we are telling folks the there are problems with the system in place. they shut it down for a while. you know, you are calling for secretary's resignation. what kind of momentum is there for this at this moment the despite what you want there is no sign she will step downer president will ask her to step down. >> i don't think it's very likely she will step down but

i think it sends a signal by six or seven senators that have already agreed and probable more to come that at least have somebody accountable opposed to going around the country at the taxpayers expense and doing the promotional tours. ending up on a comedy show for goodness sakes. how on earth can we ask people to sign up for a program when you can't sign up for the program? that is where we are. in kansas we haven't had one person yet have the ability to sign up for program. you have providers and the servers. you can't get past the home page. on the insurance company they have no confirmation. i don't know how much this is going to cost to fix it. what? $1 trillion? then you have fines looming of january 1. it can't be fixed until somebody takes responsibility for problem.

out over the last several days, how do you think this is affecting the psyche of our troops? particularly, since we are still at war? >> it's not even a question of what i think about it. it's what i know about it. the feedback i'm getting from those still in or affiliated with the military is that they are disgusted, they are mortified. you have to reach for words. it's not just that they are furious about the suspension of the death gratuity. i hate that phrase "death gratuity,." it sounds like we are tipping the family. death benefit. but they were livid of chuck hagel suddenly finding time to go to dover air force base to greet returning bodies. the troops and those around them felt it was a shameless publicity stunt. what it did, uma, it made the welcoming ceremony for the coffins about hagel, not about our k.i.a., killed killed in acn soldiers and marines. you know, the pentagon, their

response is disingenuous. people are only there if the families wan them there. c'mon. if the pentagon calls you in the bereaved family and says secretary of defense would like to pay respects to your son or daughter who was killed in action do you mind if they show up at dover? what is a family going to say? i see this as a wretched public relations debacle but a vivid display of how the administration disdains our seasonals. this administration, the men and women in uniform are the janitors of government. they need janitors sometimes but you never invite them to dinner the pentagonhouse. >> are you joining the chorus of individuals calling for hagel to go? >> in my initial anger or fury, i thought hagel has to go. he has lost the trust, et cetera. i'm having second thoughts. >> why? >> i'm afraid the administration would nominate

somebody worse. any administration that can send samantha power to be the u.n. ambassador can nominate barbra streisand as secretary of defense. >> that said, we don't know if that would happen. but at the same time -- >> sean penn. >> this could be another candidate out there. we don't know that for sure. the fact is this is a sensitive and upsetting time for these families. have you been able to talk to any of the families who have been effected by this and getting their impressions about how the whole thing has been handled? >> i would not dream of interfering with their grief by approaching the families. all the money in 24/7 news is not worth the starving -- for those who just lost their children fighting for our country. the shameful thing here i am convinced this was a political stunt on the part of the administration, part of the make it hurt campaign.

who say this will show the republicans and embarrass them. i backfired on the administration. we don't know what theident kney knew it. >> you believe the president at any time could have called anyone to say get it fix in out and restore the funding immediately. we didn't have to go through days of grief over the situation. >> i know the president could have fixed this with one phone call to department of defense. secretary hagel could have fixed it at his level. there are plenty of spongeable funds for this sort of thing. frankly, $100,000 per family is not even lunch money at the pentagon. chuck hagel executive dining room stayed open. but we screwed the military families. >> quickly for a second, if you could answer this quickly. the funding is restored. moving on to other stories

take a look. take a look at that image. powerful storm, thousands of people are bracing for a massive cyclone that is pounding indianaia's eastern coast with powerful winds equal to a category four or five hurricane. hundreds of thousands of people have been evacuated from the coastline where there could be a storm surge of up to 30 feet. many of the countries shipping operation have been ceased and the country's military is moving in place to help people flee to higher ground. turning to other news overseas. secretary kerry holding a third round of talks with hamid karzai. the two are hoping to hammer out blith ral security deal -- bilateral security deal. but with the news they captured a leader in afghanistan it may be a point of contention. conor powell is following developments from the middle east bureau with the latest.

connor? >> they have been doing this for years and talks stalled for weeks and months but kerry hinted he and karzai are making progress so that is why karzai is staying and talking with kerry for a third day there. they will continue to meet and really discuss this long-term agreement. the heart of the dispute is the karzai demand that the u.s. military stop rays across afghanistan. karzai demanded end to unilateral military operations he believes threatens the afghan sovereignty. he is demanding the u.s. promise to protect afghanistan from foreign invaders, specifically, pakistan. the united states believes that both afghanistan and pakistan are valuable allies, even though they are troubled allies. there are roughly 87,000 international troops in afghanistan right now, battling the taliban. many of them are americans.

the u.s. hopes to keep some troops, roughly 10,000 in afghanistan to help the afghan security forces bat the taliban. and train the afghan security forces. if they can't reach agreement, president obama threatened to pull out all u.s. troops there and that would cause owe countries to pull out their soldiers and maybe end international and foreign aid to the afghan government. the afghan government counts 90% of the revenues from foreign aid. it's not clear that the afghan government and the president karzai could sustain the loss of the u.s. and the national money and support. so a lot is riding on the agreement, uma. but the u.s. hopes to wrap it up by the end of october but things are stalled. president karzai and kerry continue to meet and to discuss a long-term agreement. uma? >> thank you for that update. well, investigators are poring over video from that unbelievable biker attack

we begin this half hour with the anhq news flash. white house rejecting a plan to end the government shutdown to shift focus to the senate. right now, the senate democrats are pushing a procedural vote on the own plan. this is as the house republicans say they will have another proposal in a few days. investigators are looking for five more people in connection with the unbelievable biker attack on an suv in new york city. authorities are looking through the amateur video of the incident to figure out who may have witnessed this attack

and who else may have been involved. so far, eight bikers, including an undercover detective have been arrested. the tampa bay buccaneers football team is dealing with an outbreak of mrsa. so far, three players diagnosed with the bacteria. the team says they are working with the specialists to treat players and sanitize the training facility. california democratic governor jerry brown vetoed a bill that would have put in place the toughest gun restrictions in the nation. it would have been future -- ban future sales of semi-automatic weapons. signing in law 11 other gun bills but says this one would not reduce criminal activity and would ban several guns used for hunting. that is a quick look at the top stories in our news flash. ♪ ♪ now the affordable care act, americans have to give merge information to the

this was lois lerner's direct boss when the targeted starting of the conservative groups. for three years she is heading up the office for implementation of the affordable care act of obamacare. think about this in a broad perspective. here is what is going on in america. americans have to go to a website that doesn't work to purchase policies they can't afford. if the website does work, they have to give personal information to the same people, the i.r.s. who have given that confidential personal information out to people they are not supposed to under law give it out to. if that doesn't scare americans i don't know what is. the same i.r.s. is responsible for scandal and has given personal information to the white house political people, now we go to the website, if it ever works they have to give that information to the government again. that is scary. >> she is quick to say the glitches and problems plaguing the website are not the fault of her department. >> that may be, that may be the case. but they are still -- we have by their own definition the

fact that the e-mails would show, that redacted language, e-mails show they communicate back and forth with the white house, giving taxpayers information they were not supposed to convey. now this same, this same agency is going to get personal taxpayer information that they have to give out to vendors and other parts of the government. what kind of, >> she has had many meetings with people at the white house. >> most of the time this set mooings with her regarding the affordable care act. >> you have more questions than answers. >> she didn't believe she conveyed confidential taxpayers information.

agencies to reapply for authorization to carry out sweeping surveillance ever few months. now the bulk data collection was one of the biggest bombshells revealed by nsa leaker edward snowden this summer. the venezuelan navy obtained a ship with five u.s. citizens on board. the company that owns the oil ship says it was surveying the sea floor when it was stopped and forced to sail to the venezuela margarita island. the venezuela government claiming the ship was operating without authorization in its waters. the oil company spokesman are saying they are working to get the crew and the vessel released. with the debt limit deadline days away, interesting news polls are out for what you at home think we should do. when asked how you would vote to raise the debt limit, 58% say you would vote no. when the question is asked

another way, if the debt limit should be raised, 62% of you say only after major cuts. people are speaking but it doesn't appear that the politicians are listening. michael reagan, the son of former president ronald reagan are saying, "the cry babies are at it again." i spoke to reagan earlier about what he says is government by tantrum playing out on capitol hill. >> what is government by tantrum? they know. i think we all know they are going to get this whole thing together. this is all done for the public to weigh in, whose side they like the best, which side they don't like the best. so we have government by tantrum. they are not going to let the debt ceiling just disappear. they are not going to go in default. they are going to get the deal done. this is not the first time this has happened in the united states of america. they are ultimately going to make a deal with the president of the united states to reopen the got. then -- reopen the government

and then they'll vote to pay back everybody that hasn't been getting paid. it will go forward. this is done because there is so much media today with the cable channels and the other channels they want to play to everybody. everybody is trying to one up the other guy. the rest of america is sitting there suffering. >> so what is the fall-out for the rest of america? as we have been witnessing, what has been happening day after day in the drama with no progress. >> oh, everybody will vote against the other guy's congressman in the next election. but they will vote for their own congressman because they always seem to vote that way. they vote for their own. and blame the other guy for really causing the problems. the reality of it is now, if you go back to 1995, when we had that last major shutdown with newt gingrich and president clinton, president clinton had skin in game. he wanted to get re-elected. so he needed to get together with newt gingrich. gingrich got the fall-out but america really came out the win every. we got four balanced budgets,

we got welfare reform. we got tax reform. we got all of those things. there were i think six to eight shutdowns during my father's administration brought on by tip o'neil. we survived all of those things. but now it's like let's play the chicken little, the sky is falling, the world is going to come to an end. it's not coming to an end. it will be okay. the best thing that people can do is what i did. i went to a chris young concert and listened to a good country song from the house of blues. get away from the tv and relax with the family. >> you mentioned your father's leadership at the time. a lot of folks have been talk about the fact they have been feeling as though president obama has not been leading in this crisis. and that there is a real difference between the way ronald reagan brought people together, of opposing sides and made them sit together in a room until they worked a deal out. and the way this president has been operating by saying he doesn't want to negotiate. >> yeah, we're watching sausage being made and we're

reacting to it. you are right. president obama is not leading. he is taking a backseat to all of these things. as i said, he has no skin in game. except he likes to be loved. he wants to be liked. i think when he sees the polls drop to 37% he says i'd rather have them over 50%. he is thinking more, i believe, about what he is going to do when he is no longer president of the united states than what he should do while he is the president of the united states. my father very simply would call people in to the white house, get both sides together. make whatever deal needed to be made and get on with the business of government. this isn't about being the president of your respective parties. this is about being president of the people. the president of the united states of america. i don't think barack obama really understands that. i think he is trying more to be the president of the democrats than president of the united states. he needs to change that dynamic. hopefully he will. sooner than later. but this, too, will pass. >> michael reagan great to see you. thank you for joining us today. we appreciate it.

what is happening here and it's unnecessary. this is a choice by the administration. i think that this is also not partisan. this is a bipartisan effort here to bring concerned veterans together here at the world war ii memorial, but also across country to stand and send a message to washington that you have crossed the line now. this administration has crossed the line because you have gone after the very entity in american society that deserves to be honored and respected. and we're sending a message to them as far as we're concerned. >> you are hearing from veterans all over the country who really feel a trust has been broken here. they have been violated in ways that they could never have imagined. >> well, that is exactly right. again, i said this yesterday on a program here. jack kennedy said that you will know the character of a nation by the way it treats its veterans. as far as i'm concerned if this is a reflection of the

american culture and american character we're on a sharp decline. we have to honor the veterans. the issue of the death benefits really brought this to a head and we said we'll stand for those who can't stand for themselves. >> what are you expecting to happen with all the folks who are going to be gathering here? you are expecting quite a crowd first of all. and the message that you want the white house and other lawmakers on capitol hill to understand is what? >> first of all, it won't be just in washington. it's across the country. >> right. >> wherever there is a memorial we are asking veterans to gather there. the message we want to send them is lay off the veterans and lay off our military. give them what they are entitled to. they are not entitled to anything special but there are certain entitlements that they should be provided even when you shut the government down. by the way, that is a fallacy, too. because about 80% of the government is -- >> open. >> still functioning. >> right. >> why target the veterans? leave the veteran and the active military alone because
