veterans and others to stream into the world war ii memorial that is officially closed while the government is shutdown. >> these are open memorials, very little cost, if any, to the american government. we're not going to stand by and let this happen. >> reporter: what do you both hope to see happen after today's rally? >> i'd like to see the politicians get their acts together and quit punishing the citizens. >> reporter: from here, protesters marched up 17th street to the white house to continue very loudly expressing their disgust with the way the federal government has treated veterans during the shutdown. there was a similar scene at the lincoln memorial, as well. a 91-year-old world war ii veteran spoke this afternoon about what today meant to him. >> it means a lot. it's very exciting and i appreciate it. it's worth every bit of the time that i spent. i have dear friends all around here. >> reporter: at today's rally,

as it was winding down, an honor flight full of veterans arrived, and even though the monument is officially closed, a park ranger stood and shook every veteran's hand and said, welcome to your memorial. greg? >> peter doocy in washington, peter, thank you. meanwhile, u.s. senators back at work today, negotiating a way to try to avert that looming debt crisis and reopen the government at the same time, including landmarks like the world war ii memorial in d.c. you're looking live at the senate floor, where the mood is said to be fairly hopeful, but there is still no deal as the government shutdown approaches the two-week mark. steve live from washington. steve? >> reporter: hi, greg. yeah, there are signs of progress, and some optimism, but no deal with the fiscal crisis still looming. the u.s. senate convened today in a rare sunday session. in the meantime, harry reid and mitch mcconnell met yesterday and reid said the conversation

continued today. now senator lindsey graham suggests republicans overreached in trying to defund obama care as part of the fiscal negotiations. >> for us to to the american people that we could defund obama care or delay it for a year by shutting down the government, i think, was unrealistic, but having said that, the president's response was i won't negotiate with you, you will raise the debt ceiling and open up the government without any conditions is just an immature response. >> mcconnell pointed to a pending senate bill that would end the shutdown and raise the debt ceiling. he said, quote, it does all this while maintaining our commitments to reduce spending, cutting obama care tax and improving antifraud provisions in that law. it's time for democratic leaders to take yes for an answer. and a leading democrat says the only hope now apparently lies with the u.s. senate. >> with the president, with senate democrats, with senate republicans, there's a will.

we now have to find a way. we know the house won't find that way, so the whole all of it rests on our shoulders, but finding that way is hard, but we're not out of the ballpark in any way. >> president obama spoke by phone today with house minority leader nancy pelosi, and they agreed to the need to open the government and raise the debt ceiling. greg? >> steve live in washington, thank you very much. former u.s. congresswoman gabrielle giffords attending her first gun show since being shot three years ago. giffords and her husband mark kelly touring the saratoga springs arms fair in upstate new york. the former arizona congresswoman is trying to highlight new legislation that limits magazine capacity and put stricter rules on gun show sales. as you know, giffords was shot in the head while meeting with constituents in tucson, arizona, back in 2011. six people were killed in that attack. a survivor of the boston

bombings kicking things off at the baltimore marathon. erica was the starting runner sounding the air horn to signal the beginning. she was also there to wave the runners there at the finish line, holding up the tape. she says she hopes to be able to compete in a 5k race next month. the 29 year old lost part of her left leg in the terror attack at the boston marathon back in april. overseas now, many towns along the eastern coastline are picking up the pieces after being hammered by the most powerful cyclone to hit the country in more than a decade. so far, only 17 deaths, though, have been confirmed. that number expected to rise as rescue crews reach the remote areas, but officials say the evacuation of nearly 1 million people appears to have saved countless lives. to israel now, the root for

so the government shutdown and the possibility on thursday that the u.s. reaches its borrowing limit, hitting lawmakers exactly where it hurts, in the polling data. take a look at this gallup finding, dissatisfaction with government dysfunction reaching a new high of 33%. i'm surprised it's not higher. that number doubled in just one month, surpassing the economy and other issues making voters quite unhappy these days. three-way tie for unemployment, the deficit, and health care. let's bring in our political insiders. former republican congressman for new york, fox news contributor, and a former pollster for president jimmy carter, he, too, a fox news contributor and former pollster for bill clinton. we were looking live at the senate floor and al franken was presiding. >> that says it all, isn't that perfect? >> how perfect is that, is it comedy or tragedy?

>> it's probably both. look, what you eluded to, greg, is exactly right. the polls are showing both parties sinking, the republicans in fairness, quicker than the democrats, but it would be a mistake to read the polls as an endorsement of president obama and his strategy. indeed, his numbers are relatively close to record lows. bottom line, the american people are sick and tired of what's going on, and it is both comedy and strategy. >> yeah, let's look at the next polling data here, because there's two aspects of looking at this, the gallup poll, the direction the nation is headed. look at these numbers, 32% are satisfied, 67% -- >> were, were. >> 18% are satisfied. >> excuse me, i've got that wrong. 18% are satisfied. do we have the trend lines? because that really speaks volumes about this. there they are, headed in the wrong direction. pat? >> yeah. let me just say the american people, we've really had a sudden rage, that 33%

dysfunctional, greg, those are people volunteering that as an open-ended answer, and it wasn't presented to them. the highest in the history of gallup, we see the discontent on where the direction of the country is, the drops, it's not -- this is become a metastasizing event, this shutdown issue, the problem, the debt ceiling, the dysfunction of washington, and a public that sees washington against their interest anyway. and i want to tell you something, they are playing these polls are dangerous, we are dealing with something, and the political class better pay attention. the democrats think they are winning, they are not winning. they are all about to get it right in the neck. >> the wall street journal/nbc poll, john, has congressional job approval rating, i think, roughly the all-time low, or close to it, 70% disapprove of the gop. 24% approve. dems do a lot better. >> i wouldn't call it a lot better. >> it's not too good for

anybody. couple of things on that. by the way, we had this odd occurrence on saturday morning when the senate republicans went over to see the president in the white house to negotiate this thing. >> right. >> he asked them, what did you think of the house republican proposal? they said, we don't know about it, what is it? so the president had to tell the republican senators what the republican house members are proposing. in other words, they are not even talking to each other. republicans in the house and senate don't even talk. >> these numbers, these numbers -- let me say one thing about the journal poll, i think it's overstating. its effect on friday was to drive harry reid and the democrats to believe they were winning and they should go further, and now what they are doing is they are all playing what i call russian roulette with five chambers full. this effort to break the sequester with harry reid, i mean -- >> we need a deal. there is a big, big issue here,

which is goes beyond dysfunction. it's the viability and credibility of the united states of america to pay its bills. and if we get up to thursday and we don't have a plan in place, we can have a cla lamtous -- >> there were two deals on thursday, the house deal rejected by the president out of hand, and what was considered to be a generous moderate compromise deal by susan collins in the senate. that's rejected by harry reid and the democrats. so here's my question, what are the president and the democrats offering? >> that's what they want, to grind the tea party right wing republicans into the dust. >> so why are democrats doing worse because their position is so uncompromising and striking? >> they will be. >> yeah -- >> half the intention that the republicans have gotten -- >> but it's there. >> it's a position i won't negotiate. that's a terrible position. >> let me tell you something,

the more we have instances like you opened the half hour of the show like the veterans, you know, i mean, you have the illegal immigrants having a rally. the white house allows them the mall and provides help for, allows it legally, then shuts down the memorial. you give lots of money to pbs, but you are fighting giving money to death benefits. these things are starting to add up. this notion that the president and democrats are willing to hurt people to make political points and the republicans want to destroy the country. >> lindsey graham today said obama is a pathetic leader. oddly enough, senator obama said raising the debt ceiling demonstrates a lack of leadership on the president. one could argue the president agrees with lindsey graham he, the president, is a pathetic leader. >> i would just stop of the characterization of him lacking leadership. certainly, on syria there was a real question on leadership. now there's no presidential leadership that i see. i think, frankly, all of them look very bad, and bottom line,

greg, we need leadership from somewhere. we're not getting it. >> and boehner is also lacking leadership, because he's been subjugated to the winds of the conservative base. >> yeah, the republicans, we are so divided we don't know what we're up to. the shame of it is, the day this thing began, october 1st, is the day obama care kicked in. we now know 11 days later it is the biggest fiasco of a government rollout, as someone said, since new coca-cola. this thing is a disaster, and yet it's not getting the attention -- >> is that because conservatives tied the government shutdown to defunding obama care? >> they are so dumb, their strategy was so dumb. >> it's front page of "the new york times" today. >> here's the thing, if there had been a deal on getting the government open, even a modest deal on the government open and the debt ceiling, every newspaper in the country, every tv show would be talking about obama care. now it's the story in "the

times," but it isn't the central issue it could be or should be. >> let me go back to this point, eventually people should pay prices for being stupid. the republican strategy -- >> they might in the election, pat. >> defunding, allowing the democrats to escape if they had done what we said on "political insiders" for months, go after the irs and go after the delay and force democrats and get out of it by october 1st. they would have -- we would have a whole different political world instead of riding into this canyon. >> i mention the story in "the new york times" is that right? >> it is right, and i read that very carefully, most of the candidates running for the senate for the republicans next year come from the house of representatives, and this thing that we're talking about is hurting them back in their state. >> a year and a month from now people aren't even going to remember the government

of election cycles. check this out. this gallup poll, 60% say there is a need for major third party to take on the democrats and republicans. let's bring them back. our political outsiders, we're changing the name because they thing outside the box. what about third party? >> it's never been viable. >> well, it is viable with the people increasingly. the system is falling aparty. this is a country that's angry. >> what would it look like? >> a bunch of centrist right committing to get things done, balancing the republicans. >> isn't that mainstream republicans, conservatives to the far right? >> it used to be moderate independents forming the majority and that's what it would be. >> there's another aspect we can't leave out. this angered the people to a

direct political class which they believe is made up of politicians, financiers against their interests right and left. it's not a kumbaya. these people are destroying the country and my life and my children's lives for their own benefit because they're out for themselves. there's an edge to this if you're really going to have it. by the way, what is happening, to too, is that they're looking at both parties. they're looking at the poll tissues. >> i want to steal something. on our show on the internet we've been talking third option, third candidate for 2 1/2 years. the candidate who could win would come along and he would look into that tv camera and look at the american people and say i'm running not as a republican, i'm not running as a

democrat. i'm running as an american and we're going to fix the problems that the two parties got us i o into, and we're not going get distracted. >> you have to have organization and money. it's such a hassle. >> you have to have them be systematically committed. bottom line, yes, all of that matter but people are so angry. give them a choice. >> listen. ross perrot was a nut and he dropped out of the race. >> let me go to the quinnipiac role, hillary clinton versus others. i want your reaction to this. chris christie 30rks%. rand paul, same numbers, essentially, 36%. clinton does even better at 53%.

and then ted cruz, 31%, hillary clinton at 53%. >> it shows the more purer the tea party, the weaker they get. he's been suffering from the diminution of the brand. she, too, will have a tough row to hoe. >> i remember when she was tied with chris christie. >> yes, and this is the damage that the republican party has sustained as a brand because christie has been out winning his race very big. you can't say it's anything he's done. she's been off the pressure. she's an established candidate. those numbers tell you the weakness of the republican but i need to make a point about ross perot. in 1992 before this man announced he was insane he did what no one had ever done. he was leading by huge electoral and real majorities.
