latest. here we are. what? >> good morning to you. the senate just adjourned until october 28th soy guess they had to do this work to finally get the deals on but now they're going to take time off. perhaps no surprise. the president trying to do a number of things tonight when he came into the briefing room. first he was trying to change the tone, if you will. some had been calling republicans terrorists and hostage takers tonight he was saying it's time for the nation to come together. he said he's going to come out tomorrow to layout what he thinks is a vision for the next few weeks in terms of trying to come together. i think that is also part of the president trying to turn the page from this debate. he is a president who is, you know facing the block here, time running out before he's going to be a lame duck. he spent time over the last year on issues he didn't want to spend time on.

like irs and benghazi, nsa scandal and what not on top that have syria sapped a few weeks of time. now, budget battles so he wants to give back to immigration reform and some of his other legacy items realizing time is rung out. there are as noted nuts and bolts of getting this back up and running. now that is why this memo put out tonight saying workers have been furllied we have to get back to work tomorrow morning. they've got to do that. and in fact i talked to a secret service uniformed officer told me he's been working 16 day was out pay. there have been people protecting others. they're going get that back pay for this officer told me he'd be willing to take his cruiser to the capitol driving that bill to make sure the president signs it tonight.

>> and this is sort of a paid vacation. >> that is given to them. >> can i ask you about tone is in the president came out in between the vote in senate and house and said a nice tone sort of didn't spike the ball in the end zone saying we've got to regain the trust of the american people, but that is today's version of barack obama. in the past you never know what you're going to get. sometimes he's devicive. sometimes, he pokes republicans and sometimes, he is critical of them. and sometimes, he does it at the wrong moment when he needs them. and trying to hash out something. but tonight, we saw a different version. i mean, what difference does it make? >> is this going to be help snfl. >> that is the question. will it last? did r.the president was acknowledging while republicans based on polls had

taken a bigger hit he acknowledged he took a hit. democrats on the hill took a hit. i think trying to take some of the blame and responsibility tonight. will it last? what is he going to say home? is this going to be blaming snem if he discontinue the tone of tonight, maybe that is all ls about his own personal pliblgs in getting republicans on his side because again, time is running out on his legacy items he's burned almost a year, and hasn't gotten major domestic achievements and health care issue has turned out to be trickier than he thought he gets as good as he gives when it comes to tone. but he is the president. >> republicans are not shy. ted cruz and others about beating up on this president but if he wants to get stuff done might interest v.to keep some of that in check. >> right. when you lead it's tough to get people to follow when you're treating them badly or

speaking in a way that is disrespectful. ed, tu good to see you there is a story from washington but what about the story from main street and wall street? the host of money melissa francis. >> wife been waiting for that, to be on kelly files. i love it so markets that they're not going implode. not going to be armageddon. what is the importance? >> you saw the markets rise today in anticipation of. we'll probably see them go down tomorrow that is how traders are. they trade ahead of the action but nothing really happened. we didn't make any progress. no one really expected united states to defau. you saw investors scoop up bombs supposed to be bad because they knew that wouldn't happen now we have 90 days until we go through this again. nothing happened. the question is, on the bigger picture chris, i mean, really? the president says we're not

going to be right back in this same position? 90 days from now? did paul ryan have a trick up his sleeve? and patty murray? do they vai trick going owe change people's minds on entitlement spending and taxes? it's never worked in five years? >> well whurks put it that way, it does sound bad. but... look. here is the thing. we did this, we did almost exactly this. and n.2011. last time the president won a big debt ceiling increase. and he paid dearly last time for what we had what we call sequestration caps on automatic increases to spending. there is another big round that have coming up in january. this, what we did tonight is all directing us up to that moment before the next round of sequestration kicks in. thinking in washington, and

it's magical, the thinking is that the president. the next round will drive people to come up with a solution. but we know reality is that real deadline for washington is mid term election coming up in november what. we'll see is more stumbling and bumbling up to november. >> what about that list? some saying this their one victory. if they had one. which was keeping the sequester cuts, decreases to the increases they kept those in place. because democrats also wanted to put those on, in the mix republicans one thing they held firm on saying we're not going discuss those, that sequester spending. >> it is true and interesting to see that twheen we've seen with this shut down i think people realized you can live with less. i mean you wonder how much that sticks. you see there hasn't been a huge hit on the economy.

you're going hear companies say earnings are lower because of the shut down. but that is not true. everyone didn't get their check is going to get it. it's going to go out to spend whatever money they're going any way. i don't think that was a drag on the economy. if you're honest looking at what's happening you can so say we we can have a smaller government. you made the point we're $17 trillion in the hole. everything is a tiny drop in the bucket that does slutdly nothing to fix that. that is something companies out there know. we're just living in this slower economy for a long time. >> no one has got the -- . >> i know how you're going to -- . >> they don't. have they ever? >> prove me wrong. this is controversial? this day? chris? i mean is this something that is, there someone out there going disagree with me? they do have guts and we're going see something meaningful happen on debt? >> well, the people that no labels kind of people middle

people say what this is going to be where people come together for having learned this. i i disagree with that. sheer why. american is lesh learning to care less and less about what washington says and does because to melissa's point, money. the idea that somehow these crisis people stopped paying attention, not listening. saying oh it's the cliff we've been on a cliff. america learned to expect far less than expected before from washington from both president and congress. so the next time they come together and say it's another crisis what will happen is that people will say yeah. wake us when it's over. we've become israeli-palestinian peace process of a government. >> that is fine. we're discussing here tonight. we're all parents. a lot of viewers are parents. we've got kids asleep right now. that $17 trillion hanging there. and we're out here saying they're not going do anything.

been consistent is the general public has not been thrilled about obama care from the beginning. that is how this got started and yet, you lost that battle. so now what happens? what do you do about obama care you feel strongly about? >> i think that is there but we'll see as resistant to obama care builds and people see premium goesing up 30% to 70%, we're seeing people, going up 365%. and deductible from 2,000ses today over $6,000 those cases will acome flai. they hit at once if this were dropped in our laps on say the first part of january, next year, timing of it might be just right to do some of this over again. but i'm concerned that it will come in and american people will accept it and just forget all promises made to get ob yaum qa care passed and just accept this and maybe drop

>> several years ago i came to the conclusion we had to move hearts and minds of america. i have been trying to do that. so have people. but i can say i don't know if our conscience is going kick n we're the richest country in the history of the world. more sighen science, technology, know how. and yet, still, we can't restrain ourselves to live within our means so we're mortgaging the labor of children yet to be born. i think it's immoral to do that. i don't see it guilting people to carry their share of the load on balance. we have good workers in the country. we have a 100 million americans working age not in the work force we've got to put them back to work. >> there is a sculptor in westchester new york. he sculpted a exhibit with little babies with chains and called it treasury bondage. look. you can see.

the chicago tribune writing a piece about, quote, why obama care is a mess. the washington post saying health exchange sending confusing health information to insurers. also from the start signs of trouble at health portals. joining me now, laura larson. good to see you again. so, in the washington post talks about how the number of visitors to the health care.gov web site fell 88% in the first 13 days. less than half of 1% of the visitors successfully enrolled. it fell 88%. the number in less than half of 1% successfully enrolled. i mean, in most businesses if that were are your track record your boss and you would be having an unpleasant conversation. lars. >> well, look at this, you shouldn't be surprised by this.

>> after three years of talking, sunk into this mess? people fworg to be curious about what is there. once they got there and discovered it's a technology cal nightmare. the site isn't working you're not getting comparison for those, i guess few that got through they found out it offers up plans that are worse than what they have already. they're going pay higher deductibles and premiums and for the 20 somethings it's a scam. here is what they're doing. they're going to tell a twenty something pay us a couple thousand bucks a year. deductibles so high, you'll never get anything out of the poll sismt we'll take the money and pay for other peoples health care witness. what smart 20 something would sign up for that disaster? >> how do they plan to.

>> people trying to sign up for it can't get on the site. are you going tell people have you to pay a penalty? and they're going to say i didn't have all year to sit on your web site to sign up for it. >> my prediction would be 30 days or 60 days until glitches are fixed but individuals signing up are people without insurance and it's common for people to look at something then going into a system in december and sign up. here in the state of california i checked. i pretended i was something and someone other than i was. a lot younger, and not married with two kids and if i were to go to an hmo like kaiser, i saved hundreds on obama care. what am i getting? insurance.

fi had no insurance, all i can do is wait until i'm in critical mode and go to the emergency room. which is what millions are doing. >> there was an interesting piece on washington post talking about how according to an analysis, 21 of the 22 lowest price plans offered on illinois exchange had deductibles of four grand for an individual. $4,000. these people don't have insurance because probably they can't afford it. soits a $4,000 deductible. $8,000 for family coverage. and then, plans have least expensive premium they're talking about deductibles, 6300 for individuals and almost $13,000 deductible for families. who, who can afford that? >> i've got to tell thu is one of the critical distinctions.
