let's get thoughts from one of the house rinz who voted against the deal to end the shut down. louisiana congressman chairman of the republican study committee joins me life near studio. >> good to be with you. >> if you look you can see republicans voted 87, 4, 144 against democrats, 198 for this bill. and there, you can see the totals at the bottom. this was not done with a majority of the majority. republicans why did you vote against this tonight? >> the bill tonight didn't really address the problems i mean the president said he

wanted everything he wanted. he wasn't going to negotiate just wanted to get a full debt ceiling increase that he wanted and wanted to get a continuation of funding with out addressing under lying problems. and frankly the biggest problem this sets up yet another crisis showdown in three months you've got this january 15th deadline, you've got february 7th now. you've got another set of crisis. we haven't addressed one problem that got us here. >> do you think that the tactics used were right tactics? >> no. i don't there are different proposals on the table. i voted for four different proposals to fund government. we offered to the president to increase the debt ceiling just for an agreement to start negotiating on the bigger spending issues he refused to negotiate. so, you know you've got a situation where the president got everything he wanted but we didn't solve a problem. soit was a bad situation for everybody.

a lot of us didn't want to be in this position. i think the president wanted this to happen for a long time. >> we talked about this. ed mentioned it, he wants to break the fever he says of the republican party split from the republican party. do you think that happened?. >> i don't think the republican party is split. i think there is a lot of frustration you've got a president of the united states who doesn't want to negotiate with another party in a two-party system. we've got got a divided nation. the election shows that. the way our founding fathers set this up, people that have disagreements sit in a room and work them out. you don't have one person saying you give me everything i want or i'll shut the government down that. is what the president did. >> people are looking and saying the super committee all all kinds of super deadlines tied to it. they didn't manage to find $1.3 trillion over 10 years, what are the prospects for a

budget conference committee? >> i think the fact paul ryan our chairman has done a great job at leading has been talking to patty mur eye, the senate budget chairman. they're working on a number of different things they're far apart. but at some point the president is going have to step in to provide leadership that he's failed to provide up until this point. he got everything he wanted. so america lost because in three months we're going to be here again in the same spot without any problem as dressed. only way they're going to get addressed is if the president acknowledges he's got to address the fact that medicare is going bankrupt in a few years if we don't fix it. we want to save it. it's not for the president to put his plan on the table and get this dune what is your thinking about speaker boehner? what is the general concensus throughout this time? >> i think speaker boehner has done an incredible job of trying to start negotiation

now that the debt crisis has been averlted the government set to reopen, thursday morning more attention figures to be paid to the problem was the president's health care insurance exchanges. tonight correspondentent peter doocy looks at the question, whether your personal information is safe with obama care. >> to enroll in a new health federal echlg change must provide private information. but buried in health care.gov's blueprint known as source code lies an alarming warning first discovered by weekly standard. you have no reasonable expectation of privacy regarding any communication or data on this system. at any time, and for any

they got. we had an issue of republicans deflecting this is a case again, tonight. all democrats voted yes on this bill tonight. house speaker john boehner sort of handed this to reporters he was just glad to be getting this over. >> kara? >> one of the interesting things to watch is just listening to rhetoric how that evolved you had you know a lot of these heated whether hostage takers, having bombs strapped to the chest then today the press conference after the senate vote with the democratic leaders it was just so odd to hear harry reid so he fusive with praise of senator mcconnell. you think back to the summer we had to fight over so called nuclear option you had senator mcconnell calling senator reid one of the worst senate leaders in history. just coming full circle. >> heading to this committee

we have senator patty murray on the democratic side and on the house republican side, paul ryan. carea, then chad, what are the hopes and possibilities? >> well, i think one thing if you look, the fact sequester has taken affect and there is a new round of cuts coming in to which democrats view just unpalatable next month, excuse me, january. urgency is there. which wasn't there. but it's as far as solutions and possibilities of compromise i don't really see any solutions being any greater. >> yeah z i think the problem is that they don't have much time they've been trying to get their hands around this entitlement spending hope they might be the opportunity but they've been down this road before. >> i tell you pressure is on nobody more so than paul ryan them. need to bring this across the finish line if he's going to be credible. >> chad, kara, thank you.

behind the deal to end the stalemate. >> john boehner is the nation's third ranking constitutional officer after the vice president as speaker of the u.s. house, his job to ensure national business gets done on time like a budget, paying bills. boehner has been thwart bid senate democrats unwilling or unable to pass budget resolutions. but this year, reid and democrat dz complete a budget rejecting atempts by freshman republican senators to delay affordable care act as part of it. speaker boehner brought up 45 bills this this year, including such pro visions to fund the government and raise debt ceiling. senate democrats killed every measure, then, yesterday with clock ticking mitch mcconnell agreed on a stripped down plan to reopen the government and raise the debt limit until

next year. this morning's "wall street journal" editorial says the conservative undermined whatever leverage the g.o.p. had left. republicans might as well end the speaker's gavel to harry reid. this morning they drew up the deal to reopen the government until january 15th, raise the debt lit yim, -- limit enabling a committee to draft long term entitlement fixes by mid december, liberals predicted tea party conservatives will some day oust boehner. but the tea party darling who helped organize it say there are no plans now. >> i heard people say if speaker boehner does this or that, he's out. i was the only one that nom that ited someone else last november, and was myself in january. we had 13.

this thing he was leaving. where did it go? >> well, they wanted this, is good for republican governors because they're not part of this in one way or another. and another thing for some, they're whole scheme of having look at this is just different than usual stuff. they are looking at, so sort of twist paradigm to a different level. i don't know they've been successful so far but a lot think they have been. one way is a lot of these action groups are to think of them as a hostile take over of the republican party. issue about what counter offer is, we're secondary to this idea of indicting leadership. when you listen to ted cruz talking about how senate failed, this is all about getting a primary challenge that will win against mcconnell, there is stuff we need to take over the party.

it's from within. >> yes. that is not a good scenario for republican party. >> but does it help president obama get across the finish line? >> i said this before. i don't think the president can get anything done with this congress. so that his only hope is to be able to get a new congress they're going make it more likely if scenario you just played out happens. if you look at generic match up right now, what happened in this short period of time, they've gone from the house not even being potentially in the fray to being in play. noits in any way you know, a definite democrat would win but they're winning in the generic match up. they're in the range whereof they need to be to take back the house, if they continue to do so, then, i think we'll continue to be bad for republicans. >> i think that there is not a chance that democrats have a chance to produce a wave that would be required.

so overcome their struck tral disvarngs think what you have now with the outside groups is that joan mentioned and inside small minorities, membership of the house republican conference and senate who are creating what one member and i won't say the chamber in leadership described to me a few days ago. as republican on republican violence. so, what we have now is a bunch of people who are not interested in the fewer tour of the republican party. they're not interested in growing the party and don't think this was wasted since mitt romney lost the election there. is going to be a good mid term election for republicans next year they're going lose the white house in 16, again. the party hasn't learned its lesson or invited new people n it hasn't acknowledged

strategy and winning on the ground. i don't think it wins. in the end i think it's destructive that it plays itself out. i don't think it's going to be kind of destruction we're talking about here. in real terms think what's happening right now is is that boehner has no control of the caucus. for obama who wants whark is the first item mentioned in the speech today? imation. he know there's is a strong element among republicans who want immigration reform who are close. and the way he sees of achieving it is he may not achieve it because it would be a uphill battle is to do what he did now, and what he did at the cliff on january 1 which is to split the republicans in the house. so leadership loses control, and you pass it with all democrats and tonight, 87 republicans. that is the strat jismt split the body that has been blockage for anything he wants to do, then achieve what you

want. >> on the upside for republicans is there an upside? there has been a focus on obama care not only technical side but substance of it. and the $17 trillion in debt some people don't talk about a lot but they heard a lot about over the past few weeks is there some silver lining any republicans can take out of the past two weeks? >> i think so. look. i think this idea people are talking about obama care now and won't have been if itd weren't for ted cruz that is overdone. people would have been talking about obama care for a long time z it's been a zraft russ role out that. said, ted cruz, mike lee those guys did help reenforce the brand of the party that it's against obama care. that it takes this debt stuff seriously go.ing forward as obama care gets worse i think probably, and out of the debt that, is the problems get worse, definitely those are good issues to be on the right side to have staked a
