♪ ding ding ding ding. >> gut felt and mcguirk have been investigating ♪ what the fox say? >> caution, you are about to enter the no spin zone. the factor begins right now. ♪ ♪ hi, i'm bill o'reilly. thanks for watching us tonight. the obama administration, why is it not accountable? that is the subject of this evening's talking points memo. as we have been reporting, the rollout of obama care is a disaster. yet the president has not acknowledged that the woman mr. obama put in charge,hhs secretary kathleen sebelius obviously way in over her head, yet, she has not been replaced even as the situation deteriorates. a new survey by u stamp says that 20% of americans trying to log on to the health exchanges can do so without difficulty. a number of health insurance companies say their profits

will decline as the confusion grows. and many americans who really need good healthcare are being denied because of the increasing cost to the premiums and doctors who want no part of the program. the whole thing is unacceptable because, remember, the obama administration is spending billions of dollars just to put the program together. and the computers they are relying on simply are not working properly. the administration has had more than 3 years to get up and running. yet today we have chaos. and, again, no accountability. even ardent supporters of obama care see what's happening. >> this really is a disastrous launch for a program that i supported. i think it's a huge advance. >> me too. >> in healthcare. but, come on. it's a web site. and, you know, i can't imagine that, okay, it's broken. it doesn't work right. why is it taking so long to fix? >> why? again, this is not an

ideological play on the part of talking points. from the jump i was willing to give obama care a chance. even though i believe a fair healthcare system could have been accomplished by reforming the private sector. but now it's apparent that not only is the software not working, but the promises, the promises about the cost and accessibility of abomb that care are now coming true. here is the bigger picture. when we elect a president we expect efficiency we also expect clarity. when something goes wrong tell us, everybody makes mistakes. when there is no accountability and no explanation, that's scandalous. another example: as you may know the obama administration has never explained why security was so poor in libya and why the american ambassador there and three others were murdered by terrorists despite warnings. now we learn that there was a white house meeting the day before the murders on september 10th, 2012? the meeting was about protecting americans. but we don't know much about

it. the president attended as did his top security guy john brennan. there was a press release after the meeting that said the u.s. was taking steps to protect our people and interests overseas. the very next day the benghazi attack happened. fox news correspondent james rosen wanted to know more about the meeting. so we asked jay carney. >> i wonder if you could tell us more about what those meetings entailed, hot participants were. how closely vetted or thoroughly vetted that press release was and whether the white house might be willing to make -- congressional investigators or to the public the email, memos and other sort of paperwork that is associated with the development of that press release. >> it is clear because four americans died on that day, that there was not adequate security. and that was revealed in the accountability review board. and i would simply say when it comes to -- and i know that we're creating an exchange here for fox and i'm mindful of that.

>> what we're engaged in here is not for fox. it's for the record. would you be willing to make any of those documents associated with that press release available as did you with the susan rice talking point? >> james, i think we are done here, thanks. >> stonewall. it's a pure stone you will with a. the exchange between carney and rosen lasted for 10 minutes. obviously answers weren't forthcoming. what's going on? the reason benghazi is so important is that terrorism is a very lethal problem. the footage from the kenya terror attack on september 21st shows how horrendous these jihadists really are nine suspects are in custody. can you see some of them stalking civilians who are hiding in the into robe buy shopping mall. these jihadists don't care how are. they are going to shoot you down. women, children, it doesn't matter. footage of this is horrifying. there is no question we are living in a very dangerous age. but the threat is not just from killers abroad, it's

also from our own government which is becoming increasingly distant from the folks. obama care is a radical change in the country. some americans will benefit from it, but others will be hurt. in a situation like that, we, the people, deserve to know everything that's going on. if the government is going to hurt you, you need to know about it. but we don't know everything that's going on. we know very little because accountability is in short supply. now, you remember the president said healthcare costs for most americans would drop. that does not seem to be the case. how come? the administration had three years to roll this out. why the screw up? in a responsible country the leadersh yeah, we made mistakes. so we'll delay the mandatory portions of obama care until we smooth things out. that would be fair. i think everybody would accept that yet, once again, the obama administration will not even acknowledge there with s. a problem or hold anyone responsible. much less try to mitigate the damage. add to that the fog around

wrong. they did analysis of the big three, nbc, abc, cbs, and their news coverage of the government shutdown. all right? and they came to the conclusion, the mrc, that in 41 times the republicans or conservatives were blamed for the shutdown. 17 times both sides were blamed. no times, zero, nothing were the democrats blamed. i mean, you know, we all know that the fix is in. but, this blatant? >> looks like an anomaly, doesn't it? blaming democrats. and, of course, it reinforces and validates what we already know. >> right. >> abc, cbs, nbc are all in the tank for this president. but what is interesting to me and it is, that the idea the very idea of creating some form of accountability as we were discussing about the role of the media here, it's impossible against that back drop. accountability is simply an abstraction for this

administration. >> well, they know they can get away with just ignoring the story. here is some more information here. on the big three network, nightly news, they interviewed 23 federal workers over the period of time and they ran out and got 23. all right. out of those 23. 17 of them blame the republicans. all right? three blamed the democrats. 17 to 13. >> right. >> this is no dent because i am a former correspondent. hard news correspondent for both cbs and abc. and when you are sent out to do an assignment, the assignment editor says we want you to interview these people. and you have some freedom when you go out there. but when you put your piece together, you are supposed to try to get some balance on the piece or, if you can't. then you explain why, all right. we couldn't find anybody in the federal agency, so on -- they didn't do that they just stack it and all three of them do it. >> i would have loved to have seen those assignment

institutionalized under the, you know, statute. then such desperation she went to this abandoned cement plant and plunged to her death. when you look at the emails and the messages that were sent on these two -- >> -- then why would this mother say well, my daughter didn't do it? that was my point. they have the emails. they know where they came from. they know how vicious it was. they know it was going on for years. the family took rebekah out of one school, put her in another school. it happened there. they home schooled her. because once you get on that internet, it doesn't matter what school you go to, everybody can access everybody sees. so it never goes away. >> well, the parents deny out -- not every parent. but most parents would deny that their children are the devil. that the state or someone else. >> not in the face of evidence i didn't believe that. come on. >> you have the denial extends to the point where you say the account was hacked. they use the anthony weiner

defense. >> >> yeah. >> it wasn't my child who was doing it. it was someone else's who got in. you know, the point of parental responsibility is a very good one. there are very different laws in different states as to whether or not the parents should be looking over the child's shoulder as the child is now engaged in this vivid and in many ways obscene life on the internet. in california, it is a crime to be negligent about what your child is doing on the internet. to not pay attention. to fail to supervise the 12-year-old. >> in florida, let me just say this. in florida it, requires the patient to do something, knowingly. like to say all right, little gawd loope. write that little shut and tell her so and so. >> affirmative act. >> here's the thing. most parents try, i believe, most american parents are trying to raise their children the right way. with all the portable

machines now you can't look over othe shoulder it's impossible. because they have the little machines and they can do what they want on the machines when they are not in your charge. there is no way on earth that any american parent can supervise unless you ban the machines and their friends will have them, okay? you can't. but, if you are warned, as these parents were, if you are warned that your children -- your child is a cyber bully, your child is hurting another child and then you don't do anything about it, which is the case here in florida, then you should be charged as, geraldo, and geraldo is a lawyer. as an accessory to it. >> i agree that it is offensive in a moral context. >> now are accessory. >> new law. >> still on the books accessory to the crime. you know about the crime. >> the failure to act is not acting. acting, you have to be an actor to be an accessory. if you are negligent.

bill bill factor follow up seeing mani' tent, who will help severely injured american military people? last week i gave a speech at the college of the ozarks in branson, missouri. it's a unique school because the college doesn't charge tuition. however, every student has to have a paying job. they will get it for you in addition to doing class work. while on campus, the president of the college dr. jerry davis told me about a veteran named daniel barnes. in 2006, sergeant barnes lost both his legs in iraq. he and his wife gretchen have four sons, ages 13, 8

and twins three and a half. the sergeant has very interested in getting a high track chair ran into problems. >> i did some research on the chair and watched videos and thought man this is something i really want and need. >> we decided to go ahead and ask the v.a. i guess you never know if you don't ask. we got the word that it was going to be paid for. and he said wow, this is great. you know. and so the va told the vendor. go ahead and start making the chair. >> three months later i got a call from the action track chair dealer he said mr. barnes i have bad news for you. i'm like what the heck? he said the va will not pay for your chair. >> so the dealer says you have heard of the independent fund? bill o'reilly does this thing and he helps veterans get chairs? >> the next morning i got a call back from a guy from the independence fund. >> and he said you are totally qualified. let's see what we can do.

and call back the next day and said i think i have someone who wants to pay for your chair. he said really he? said have you ever heard of college of the ozarks? >> so what happened was that the high school attached to the cleaning of the ozarks raised $15,000 to get sergeant barnes the track chair. high school kids did this. an amazing story coming off othe cyber bullying story. this is the good things that american kids do. joining us from washington fox news national security correspondent jennifer griffin who is deeply involved with the track chair charity independence fund. a couple points i want to make sure. number one, the v.a. cease this as a luxury item, the track chair. they are not going to fund it many many cases. thus, your work and independence fund, having american people fund it, right? >> that's basically what you launched back in april, bill, when we went up to walter reid together you saw the need. you went to the factor viewers and since then we have raised $10 million and we have been buying three to

five chirs a week since then. >> are there any veterans, amputees, paralyzed, blind who need the chairs but at this point can't get them? >> no. right now we really are faced with a great situation. we have known in in the bank. we have about $6.5 million to buy more chairs. and each week we really need to get the word out to more amputees, more paralyzed vets if they think that this track chair can help them they need to apply through the indy fund we have money to buy the chairs. now we are just faced with a situation. we have approved 289 chairs since april, bill. 122 have been delivered. 167 are on their way. again, we are in a position where we're going to be delivering about 15 a week. >> okay. so, it's now a matter of if you are a veteran, you don't have to be iraq or afghanistan. it can be any veteran, all right? that feels that this track chair enhances -- will enhance your situation, you have got to go to the independence fund.

the independence fund checks it all out. inspects not like i want a chair you have got to provide documentation and they do the investigation and so on, correct? >> what's really interesting, bill, this is all volunteer as you know. it was started by american airlines pilot a guy why the name of luker. all of his volunteers are essentially either wounded vets themselves or the wives of wounded vets. so they know how this works. >> there is no bureaucracy and there is no money being siphoned off by anybody or anything of that. >> >> absolutely not. >> finally you went to a wedding involving a track chair. there is me varnes and very touching moment for me. you went to a wedding that involved the track chair, right? >> this is amazing story. sarah and mike -- sergeant of the 82nd airborne got married last week in rhode island. they were given a track chair by the indy fund over the summer. they divided for their wedding over this past weekend instead of gifts they were going to ask their friends and family to give money so they could buy a track chair for another veteran. that's what they did and
