fix it it, not knicks it. >> should the lawmakers get the answers to their questions? republican congressman steve scolice was in that heated hearing today. good to see you sir. >> good to be with you, greta. >> as a former computer programmer because i know you are a former computer programmer what did you think of the testimony. >> it was startling. to know the taxpayers spend over $500 million and got a computer system that not only doesn't work but that hhs, kathleen sebelius' agency did not even start testing until literally just a few weeks before the rollout date of october 1st. and even beyond that they made major redesigns of the system to make sure they gathered everybody's information rather than just letting consumers go and get prices. they made a major decision like that literally just a few weeks before the rollout of the program, so clearly this was set up for failure by the very agency. hhs, president obama's agency that paid those $500 million of taxpayer money to build the system.

>> i'm curious. in order to fix the system, do we have to pay again to fix it or do they at least warrantee their work? i mean, we have got -- first we have got the problem with the system. with the web site. but do the taxpayers, are they on the hook again to pay to have this fixed? >> well, you know, from everything that we heard today, they are actually billing right now to fix what the president calls glitches. this isn't a glitch, greta. this is a national embarrassment, the system. >> you know what the problem is though? this is what is really bad. bad enough this cost a fortune whether you you are for or against it the fact that we end up, the taxpayers, having to pay twice because someone was stupid enough not to test the testimony before it was put online or for whatever reason they didn't work together. i know each person that watched the hearing each person that testified said his part of it worked pretty well or worked completely but it was the some title. i mean, at what point do the the taxpayers have to stop

bleeding money for these bad decisions? >> well, we shouldn't be throwing good money after bad. and, you know, of course, greta, when you look at this, ultimately the buck stops with the obama administration because h.h.s. was the agency that was tasked with making all of those individual pieces work that were plugged together and ultimately didn't work. and it was a lot of it was because of the decisions they made in the obama administration to change the system to make people have to give all this personal information. a lot of which has nothing to do with shopping for healthcare before somebody can even go as the president said. i mean, the president promised it would be like amazon, going to amazon and buying a tv. i went to amazon during the hearing and literally within a minute i had 300,000 options to look at tvs and i didn't have to give personal information like this web site makes you give. >> my suspicions a lot of americans are pretty disgusted that they can understand computer glitches what they can't understand is that they have to keep paying over and over and over again because people make very bad decisions on whether to test things or not.

contractors. congressman jason chafe fits joins us. good evening, sir. >> hi, greta. >> all right, so you are zeroing in on the contracts. what you can tell us about -- i mean, not just a question of who is on first, i know they blame the government for not doing the overall test, but what's the story on paying them? are we paying them to do this fixing and how much is it going to cost us? any idea? >> the federal government is very -- it's just pathetic on this. i want you to understand that over the last 10 years, the federal government has spent in excess of $600 billion, $600 billion in it projects. this year alone we are going to spend about $82 billion. and so now you have this monstrosity. this absolute disaster out there. i'm worried that not only are these people go going get paid but then we have to pay somebody else to come in and fix it. >> you tweeted in the last 10 or 12 hours to colorado democratic congressman healthcare is very expensive. and the aca, meaning obama care, doesn't remedy that. you then say you voted for

it what provoked that? >> well, my friend i really do like the guy jared pullits we disagree on just about everything. weighs quoted in an article what's going on in colorado. he is now asking for a delay, an exception for his county. is he quoted in there in saying that the affordable, you know, the affordable care act is actually not going to save anybody money. it doesn't work. and to date they have had zero in summit county colorado, they haven't had a single person sign up because it's so expensive. >> so where does it go? i know you have written a letter to the private organizations, the contractors commanding answers and they are supposed to answer it by i think october 25th, by 5:00 p.m. i think that's the time. what do you want from them? >> look, our investigators within the oversight committee have been focused on a variety of these different contractors going back since january. so we have been laying the foundation, wanting to understand. because we get such a road block from the white house. what we hear from these contractors they say the white house has directed us

to do. this the white house wants this. the white house wants that. it all leads back to the white house. but they are just a stonewall -- they will not answer this committee's questions. we are going to get to the bottom of this, again, it's just -- it's so hard to extract this information but we are working to get to the contractors to get the information. >> i will tell you the thing that really annoys me he so i suspect there are out there watching annoys them. we say the white house. who in the world at the white house? let's start naming names of people spending up a this money. naming names of people who make the decision. naming names of the people who lost the $67 million over at the irs a couple weeks ago they never apparently found. start naming names. let's out these people and might get more responsible government. >> exactly. remember back in 2009, greta, president obama stood up and said they were going to transform the veterans administration and healthcare records there they were going to modernize them. they spent $4 billion and then they scrapped it

writing stuff is silly. it doesn't work. five page letter gets drafted by capitol hill staffers, letter filled with all sorts of statements. often questions dodged by the white house. the letter gets passed around the house and the senate to collect all those signatures. as many as 20 to 30 senators or even house members signatures could end up signing the letter. probably all done by those automatic signing pens. then with some pomp and circumstance that letter gets fired off to the white house straight into the oval office and then, nothing. absolutely nothing. the letter goes into a black hole. president obama, he never answers it. we doubt any president has. but, you know it doesn't stop there. other officials get them, too. nobody answers them. so maybe capitol hill should get the hint and stop writing the white house. yes, i know. does give us and in the media something to talk about, doesn't it? i plead guilty. i take the bait all the time. i talk about the letters from capitol hill, i show them to you. i do that all the time. but since we are talking off

contracts for this. >> and, to me, that is astounding. that is the really ugly story here. nobody is supervising it. no one test ran this thing. no one is paying attention. and the american taxpayers now get hit with a billion dollars. >> i think it's raising huge questions about the federal contracting system no doubt because we know that many of the people who were involved in this were sort of on retainer for the federal government. they didn't go through what would be a normal bidding process for this. and now all of these ceilings on the contracts are just being passed right through. and government watchdog groups are very concerned. >> and so there is just no end. there san hourly rate, nonstop. you get paid by the hour, and there is nothing -- nobody is policing it and the truth is, what the american people ought to know is that this is not something that's just going on with obama care. there is so many government contract contracts out there that do the same thing. >> i think that's right. this obama care web site we are seeing all the technical glitches that have arisen and they haven't been fixed
