democrat. >> is he? >> caution, you are about to enter the no spin zone. the factor begins right now. >> hi, i'm bill o'reilly. thanks for watching us tonight. getting to the bottom of it. that is the subject of this evening's talking points memo. as you may know president obama always looks very concerned when things go wrong in his administration. whether it be fast and furious, the irs, benghazi, obama care, he pledges to get to the bottom of it. >> i can tell you that if you have got the irs operating in anything less than a neutral and nonpartisan way, then that is outrageous, it is contrary to our traditions, and people have to be held accountable and it's got to be fixed. >> and when it comes to this issue, when i say that we are going to find out exactly what happened, everybody will be held

accountable. >> we assigned a inspector general to do a thorough report that was just issued confirming that, in fact, eric holder did not know about this, that he took prompt action, and the people who did initiate this were held accountable. >> nobody is madder than me about the fact that the web site isn't working as well as it should, which means it's gonna get fixed. >> so let me ask you, the intelligent, american citizen a question. do you believe the president is fixing problems? do you believe people are being held accountable? talking points does not. why did hundreds of guns go to mexico? and why did attorney general holder not know about it? he didn't know about the ill conceived under cover program? we don't know why he didn't know. who was responsible for the lack security in libya? and what was discussed at the white house meeting the day before the american ambassador was murdered? we don't know.

who in the white house was involved with the irs unfairly scrutinizing conservatives? don't know. and who exactly in the obama administration failed to properly supervise the rollout of obama care? again, talking points does not know. now, maybe i'm dim, unable to see how federal people who make mistakes are being held accountable. maybe my staff missed it. maybe i simply do not understand what getting to the bottom of things really is or maybe i understand too well. that the white house will not own up to the obama care chaos or anything else. >> is secretary sebelius the responsible party? is she the quarterback for these mistakes? i understand contractors made mistakes but ultimately is the h.h.s. president responsible? is the president responsible? who in this administration is responsible? >> the president spoke very clearly from the rose garden about the fact that he is wholly unsatisfied with the. >> is he responsible?

>> i said, you know, this is on us. and that goes from the president on down. >> not enough, jay. not enough. we the people need to know exactly how the government could screw up this badly when almost a billion dollars or more, i think it was more than billion dollars was spent in the run-up. now today on capitol hill, the house committee on energy and commerce held a hearing on accountability about the obama carrollout. as we all know, despite close to a billion, there you go, a billion taxpayer dollars in upfront investment, the computers don't work and the rollout is a disaster. >> how is the administration force innocent americans to buy from a system that does not work and whose rollout has been nothing short of a disaster? >> if we want this law to work, we have got to make it right. we have got to fix it. not what the republicans have been trying to do knicks it and repeal it. >> so when speaker pelosi

then said we have got to pass the bill before we know what's in it, we are finding out. we are finding out flawed tech system that is a mockery. >> so once again, here we have my republican colleagues trying to scare everybody. >> will the gentleman yield. >> no i will not yield to this morningy court or whatever this is. >> this is not a monkey court. >> by the way, monkeys all over the world are horrified they are being dragged into this debate. it is clear president obama well understands that he can say a whole bunch of stuff but doesn't have to act on any of it while confrontational people like me, for example, burn when things go wrong, mr. obama is much more passive about incompetence. he seems unwilling to demand standards of performance. and you know why he gets away with it? because many americans, perhaps most, really don't care how their country is being run. the only time they do pay attention is when they are directly affected. american guns flown into mexico doesn't really affect them. neither does the

assassination of four americans in libya. neither do illegal actions by the irs. but on obama care, the story might be different. because millions of americans are having their health insurance cancelled and millions of us will have to pay a lot more in order to protect our health. once that dawns on the folks, maybe, maybe, mr. obama will begin to take some problem solving action. because, without public pressure, no one is going to be held accountable and nothing is going to be revealed. the obama administration simply floats above it all. and it generally hapless media does not demand answers. one on the rare occasion it does, the press is accused of being unfair, ideological or just plain dumb. there comes a point in history when people get what they deserve. president obama was elected twice. even though most problems besetting the country, including the soft economy have not improved. the president was not elected on performance. he was elected on personality and apathy. low information voters

continuing now with our lead story tonight. getting to the bottom of problems in the u.s.a. joining us from los angeles to react to my talking points mechanism mow, the former governor of new mexico bill richardson the author of the new book how to sweet talk a shark. so, governor, let's pretend that i'm the shark. am i being unfair to the

president? >> well, i always think you tell it like it is, bill. you are an honest guy. yeah, there is is a little tad unfairness. first, on the irs issue, heads did roll. on the benghazi issue, there were demotions and heads did there too. there was an investigation by ambassador pickerring that looked at the security problems. there were problems. there were funding problems too from the congress. on the issue of the president and obama care, look, obama care i believe is good for this country. it's good for people. but, there has been some serious problems in the rollout. i do think the president needs. >> outside of lois lerner, who is paid for about six months after she wouldn't testify in front of congress about what happened, outside of lois lerner, who in the irs has been held accountable for all of this stuff? who? >> well, but the president. >> wait, wait, wait.

i'm a simple man. you know i'm a simple man. you watch the factor. who beside lois lerner? who? >> you know, i live in new mexico. i don't follow all the news. >> you live in new mexico and we don't know who beside lois lerner and she was just retired. she is going to get a pension and everything else. now, in benghazi, there was a meeting, the day before, september 10th, all right? 2012, a meeting about security. and benghazi and libya came up. what was discussed in that meeting? who was in there? do you know? >> well, i do know. bill. that there was an christian by this -- admission by this pickerring report. >> now that we know about the meeting. the president was in the meeting. the top national security guy was in there brennan and that's all we know. we have asked the president to just tell us about that meeting and what was discussed and you don't know what was in that meeting and i don't know, right? >> well, no. >> all right. okay. >> there are bills national security standards.

>> we don't know who in the irs beside lois lerner did this and we don't know what was at that meeting it was an important meeting because four americans are dead. now let's go to fast and furious. attorney general of the united states doesn't know thousands of guns are going from arizona? you are a border state guy, from arizona to mexico? he doesn't know? is that conceivable to you? >> yes. bill, i was a cabinet secretary. i don't know if you will recall. >> i was never a cabinet secretary. >> security problems. i'm telling you. >> i'm taking your word. >> you don't know everything, bill. as a cabinet secretary you don't know. >> that's a lot of guns. that's thousands of guns. a lot of guns. who was held accountable for that? who was held accountable for that? >> well, i think that the attorney general fixed the problem. >> but who was held accountable for all the guns that disappeared? who? >> well, it was a big problem. there is no question about it. >> so we don't know who was held accountable for that now, let's go to obama care.

a billion dollars, three and a half years and a billion dollars. a lot of money, right? a billion dollars? you can use that money in new mexico to do a lot of good things with that all right? a billion dollars. and it's going to all these companies, all right? and they are getting lots of money and they're getting paid and they are working, working, working. and then october 1st rolls around. nothing works. who should be held accountable for that? who? >> okay. first, the president had a press conference where he freely admitted the problems. >> so should he resign? should mr. obama resign? >> secondly. no of course not. of course not. this is a good law. but it's got to be fixed. he has got to have a. >> isn't three and a half years a lot of time and a billion dollars a lot of money to get it going? isn't that -- >> -- they should have got their act together. the rollout. >> so sebelius was -- >> -- should have been handled better. >> she is the cabinet person that was in charge. shouldn't sebelius resign? >> no, no. >> no? >> it should be fixed. the objective should be fix it. if it's going to cost more

money. >> she doesn't know how to fix it, governor. it doesn't look like sebelius knows how to fix it maybe she should be replaced with somebody who does know. >> the white house staff has to send expertise, tiger team and. >> a tiger team? >> rapidly as much. >> yeah, a tiger team is in a bureaucracy, bill, when you have a problem, you sent experts. you send massive personnel to get it fixed. >> all right. and it should be held accountable. some of those contractors, too. >> but the boss of that operation, sebelius, she shouldn't be held accountable because she screwed it up. it seems to me that if you come in last place in the national league, you get fired as a manager, all right? if you win three games in the national football league, you get fired. but kathleen sebelius is in charge of this rollout, it's a disaster, but she doesn't get fired? i don't understand. i don't get it. >> no, but, bill, look, obama care, i believe, is good for this country, more people are insured. costs go down.

comes on and you had the nerve to list example after example whether the president pledged accountability and the empty promises like transferring state department employees it to other positions. no one was held accountable in benghazi. you nailed that hillary clinton wasn't even interviewed by the pickerring accountable review board that you referenced. so, i think, governor richardson has -- he is a nice man. >> a good guy. >> i'm so glad he came on. but, my goodness, if is not wildly obvious to everyone that president obama has failed to deliver on his basic promises of transparency and accountability, then you basically just don't care about the fact. >> you raise an interesting point. if it's not crystal clear to everyone, then it's almost hopeless, but it isn't crystal clear to everyone, because i think about half the country doesn't -- they

don't care. >> well, you pointed to the media you hit the media in your talking points. >> if the folks really cared and demanded honest reportage, they couldn't get away with it the media couldn't get away with what they are doing. >> well, the headline readers. >> the problem lies with the folks, does it not? >> i think it's a double edged sword here. if this were the bush administration, it would be above the fold, digging deep, still into benghazi. why by the way is no one asking questions, real questions about the contractors that got the contracts to do the obama care web site? and all the meetings. by the way i think 60 mince is going to do something on benghazi. >> about time. for instance valerie jarrett had all these very interesting meetings leading up to the design of obama care web site. what happened at those meetings? who was there? were there no bid contracts? the press should have been on this the moment this thing had problems.

and we predicted sadly that a big hulking government program that takes over a sixth of the economy was going to have these sorts of problems. and, guess what? conservatives were kind of shoed away. and we -- of course, this can happen. it's going to be great. don't worry. and we were summarily dismissed. now, when all this stuff is happening, the press should be on this day and night. and i frankly still don't see it as it should be reported. >> the "new york times" runs it on page 18, 17, that kind of thing. but, here's the problem. the national media has a lot invested in president obama. >> you bet. >> they have emotion and they have credibility invested in him because they were so active in supporting him. so, there have been -- the tables have been turned. there have been some conservative politicians who have let the folks down and conservatives have emotion invested in them. >> look at what they did though bill to bush. with michael brown during katrina heck of a job brownie. that became a bumper sticker. like heck of a job seby.

they crucified- >> -- that was ideological play. that didn't do anything with competence. the sebelius brownie contrast now that is perfect because that is exactly what that was about. you had -- but, president bush firmly believed that brown his guy didn't screw up. president obama believes that sebelius didn't screw up here. >> well, i think you pegged it though. this is about really not just obama care, right? it's not even about a web site. this is about liberalism and these ideas that were promised to us to create jobs and the world was going to come together in a coca cola moment in perfect harmony and everyone is going to love obama. america was going to be better. people are going to see lollipops on bushes and there is going it to be beautiful candy for everyone 24/7. none of that happened, okay? the country is in big trouble. the middle class is hurting. anxiety in the electorate.

obama care is just the tip of the iceberg. >> i'm just wondering if that anxiety in the electorate is going to be seen in next november 14's midterm elections because, again, i'm going back to the fact that i just don't think a lot of americans care. >> well, they care when they see their insurance policies being cancelled. >> we got a report today that more than 400,000 americans just this week lost their healthcare. >> my friend in florida was one of them. just sent me the pdf of his care first cancellation notice. so for every person who is now covered under obama care, there are 10 more people who are going to have less coverage than they had before. >> you get your health insurance cancelled, that's cancelled immediately, all right? so then you try get what the government is offering, and you go into the web site say, okay, you know, they let me down, they are throwing me off but i will get obama care and you can't get. in you can't get the policy. you are left in limbo if you get run over by a truck tomorrow, you are hosed. >> and, well, and again you

>> thanks for staying with us i'm bill o'reilly in the kelly file segment tonight. three intense stories beginning with the controversy in the u.s.a. and canada that has led to the terrible situation. this man a 48-year-old american citizen michael stanley incarcerated in canada for sexually assaulting two mentally challenged boys age 9 and 13. stanley got out of prison, paroled with electronic

bracelet. he cut that off and fled to the u.s.a. but u.s. officials could not arrest stanley because canadian authorities did not issue a warrant after he violated his parole up there now stanley is accused with an incident with a 16-year-old boy in seattle. here to explain further is megyn kelly and lis wiehl. this is awful, this is terrible. >> it's terrible. i would have to say canada did not handle this well and basically says he is our problem. is he a u.s. citizen but he was living in canada when he committed all these crimes. now they are not seeking to extradite him back to canada because would you? do you want him back if you are canada? he committed these crimes. he served almost three years just three years. >> right, for the sexual assault evidence two mentally challenged young boys. he gets out and is on electronic monitoring. he cuts off the bracelet, anklet and crosses over into seattle, washington state. they don't issue that provisional warrant for him because they said all he did was cut off the bracelet. that's not that serious.

wife was he wearing the bracelet in the first place? there was a reason he had that on. >> i don't believe that the canadian attorney general and he will know now. here's the deal. if they had issued a warrant for his arrest, he could have been put back into prison. >> yes, yes. >> so he wouldn't have assaulted or allegedly assaulted the 16-year-old in seattle. >> right. >> so by canada saying we don't care about him anymore because is he in the united states, they are putting children at risk here. >>'s the nutty thing. they care about him enough to say you have got to wear the bracelet or anklet whatever it was you have got to do it because you are sexual assaulter of young boys. when he cut it off and fled into the united states they didn't care enough to issue a provisional warrant. >> he is down here so they don't care about american kids. >> and sure enough lo and behold we actually found him. we made him register as a sex offender, which was all we could do. we couldn't extradite him back to canada because they hadn't issued the warrant. we got him to register. >> now is he charged with. >> he allegedly assaults
