>> have this sill question by yourself. >> i'm trying to understand why the president gave the american public the impression they can apply -- not impression told people they could apply in 25 minutes. >> call and paperwork is filled out by them and process taken over there. >> when do they enroll? >> when their paperwork is processed through healthcare.gov. they don't have to go online to do it, john. s that was the whole purpose while we are fixing the web site and making it meet the standards that we set that the americans have the alternative way with beefed up staffing and new rules allowing the call-in centers to do, this the individuals on the call-in centers to do that this to provide that relief by americans frustrated by the experience. i'm not sure what you think you have discovered here, john. >> can you by -- by pass the web site. >> john, i think we have been through this. >> you call you have an experience with you have a conversation with somebody in the call-in center. you give them your service,

they process it for you. creation of an account which is where the bottom -- were happening for users on the web site. eventually that still has to go through healthcare.gov. but you have done the work. >> the event part. >> john, i give up. >> on october 21st, after admitting the healthcare web site was a disaster, president obama took to the rose garden. he said to get obama care try the phone or paper applications didn't anyone tell him that was really bad advise. current colleague my former colleague jonathan karl giving the press secretary a grilling today. >> yeah, it was something else. and specifically on this, we saw an internal memo from the white house that said that they knew this was an issue. they knew that sending people to the telephones or to an inperson call center working with the navigator would still put you through the same bottleneck. everyone according to this memo. everyone is in the same queue e.

whether it's on the phone or web site. >> if you want to apply for obama care you can go on the web site theoretically, fill out an application or on the phone but all the information goes to one hub and that one hub determines whether you are eligible for subsidy, for instance. that is the one hub, as far as we can tell that is not working effectively. you are lined up in that could you e? >> that is the still broken web site. the only way to obtain the coverage to find out what options you are available for is through healthcare.gov which the web site we know is not working now according to the white house will be fixed by the end of november a month before the individual mandate goes into effect. >> does the president have bad advice or not have that information on the 21st of ooctober if you know? >> i don't know the answer to that i think along the way the suggestion here that the white house folks are trying their best to massage their way through a pr issue and trying to find a way okay if you are having trouble with the web site here is another way to do

it. they funneled this information through. unclear from the memos whether the president knew directly things were just as clear. it didn't matter how you tried to get the health care, the same problem with the web site persisted. he left a pretty clear impression in those clips that you just showed here is an easy way around it. here is another way to get the healthcare coverage you are looking for. >> any idea what's going on at the white house whether they're feeling under the gun work by november 30th? there. >> is a real concern. not just the white house new england democrats more broadly about whether the numbered a up on this. once you get beyond the problems with the web site does the financing of the new healthcare law work out? they have not released any numbers. not a single number about how many people have enrolled in. this that will be a moment of truth when we see those numbers in november. when the insurance companies look at this and say all right, who is signing up here? is it the right balance of younger and healthier people or just sicker and older people? just people qualifying for free coverage under medicaid? that is the critical moment of whether this law is going to work or not much. >> the preliminary numbers

that we're getting, they are filtering out, suggestion the bulk of people signing up is medicaid. that's zero funding for this healthcare. >> medicaid was always expected to be part of the obama care expansion not the majority of it you need people to sign up who are contributing into the system otherwise it's just going to be a drain. >> it's curious i see jay carney duking it out with john karl i think to myself what is he thinking. >> pr body. worried about perceptions of this law. and the president mislead people will what the law entails and how easy it is to fix this web site. it's a real concern right now. >> there are cameras, we do have recordings, that is a problem because we can tell them what they did say, anyway, rick. thank you. >> thanks, greta. >> now to hundreds of thousands of americans getting dropped from insurance plan. is the president blaming everyone but himself? >> the reason why these individuals have gotten notices is because their insurers cancelled their

plans and reissued them new ones. >> if insurers decided to downgrade or cancel these substandard plans we said under the law you have got to replace them with quality comprehensive coverage. >> he told people they could keep their insurance and that was not the truth. >> private companies decide that they are going to drop people or put them in the exchange, you blame president obama. he is not responsible for that. mississippi governor hailey barbour joins us. niles to see you, sir. >> thank you, greta. >> insurance companies to blame for this debacle? >> well, of course what insurance companies are told by the federal government your policies that you have been writing don't qualify and therefore they don't count towards requiring the coverage that american people have. how you can say it's their fault. >> they didn't like single pair. this would have iced any deal whatsoever. don't they share some the blame. >> well, of course, a lot of people who were opposed to

obama care were not happy that a lot of the insurance agency did go along with this. and just a reminder never pay the can bells to eat you last. because when the insurance lobby tried to cut a deal, they really got it in the throat. and now it's hurting more it's hurting their customers. all this about the online and in pinner. people lose their insurance. then they have to cost more. has huge deductibles that they can't see their doctor. i mean, if you are in new hampshire, about half of a hospitals in new hampshire are not covered by the only insurance that qualifies in the individual market in new hampshire. this idea that some people have this is just the individual market. we are going to see millions

and millions of americans whose health insurance is provided by their employers lose their health insurance and have to go into the the quote exchanges. >> we had a situation cardiologist last week hundred patients dumped out of the emblem insurance network so they all lost the doctor they loved. the next day after the piece emblem decided to put him back on so they're taken care of. i'm hearing horror stories all along. i'm wondering what the president is thinking. he knew on october 1st that the site was crashing. everybody did. some people would suggest that he knew beforehand that there were problems or should have known beforehand. then on october 21st. he goes out and he says okay, well, essentially forget the web site. get your obama care by the paperwork or by making the phone call. all of that has to go through the same streams or same hub. was he uninformed or hoping against hope? >> i can't tell you whether he was uninformed or whatever. but it is classic of this

whole deal. it has been incompetent exercise that should be an embarrassment to this duration, but, instead of being embarrassed like most people would be, they are trying to believe your lying eyes. don't believe that i actually said that don't believe that we ever claimed that we have seen over and over and over and the american people watching on your show, they know what they were told. they were told if you like your policy, you would keep it they didn't say if you like your policy and we like your policy, you can keep it or you are too stupid to know what's good for you so we don't care whether you like your policy or not. the american people weren't told. the shame of this is worse than this administrative debacle. it's who is going to lose their health insurance and who is going to pay more for less. >> governor, let me play for you what the president just said about the line about keeping your insurance company if you like it here is what he is saying about

it in the last. >> if you like your health insurance and you like your plan, you can keep your doctor, you can keep your plan. >> if you like your doctor or healthcare plan, you can keep it? >> if you like your plan, and you like your doctor, you won't have to do a thing. you keep your plan. >> if you like your healthcare plan, you will be able to keep your healthcare plan. >> well, that's actually what he has been saying all along. let me read to you. i got the transcript of what he just said. they don't have the sound. this is what he said in the last hour. he said at 10 minutes after 6:00, if you have or had one of these plans before the affordable care act came into law and you really liked that plan, what we said was you could keep it if it hasn't changed sips the law has passed. if it hasn't changed since the law has passed. now we have got an if in the last hour. >> there are going to be more ifs, and more ifs, and more ifs and more. american people know a declarative statement. >> why is he saying that? i mean, for the life of me, i think he has got himself

in a little bit of mess with this. but he has added,, at least as far as can i tell now we have got an if. >> very often the liberal media elite has let him get away with this. let him get away with saying one thing and turning out not to be true. never holding him up. this has been the longest wet kiss in american history that the obama administration has gotten. now for the first time even the left is calling his hand and they are not used to that. they think they are going to be able to talk their way out of it. >> >> he said let's face it, a lot of people didn't realize passing the law was the easy part. then there was laughter. if you are very sick i don't know what his audience saw but there is nothing particularly funny about that. >> nothing funny for people who are going to have gigantic increases in their costs there from frightened

>> december 5 very important date in healthcare that the date of the final demonstration of healthcare.gov in front of white house aides where some cms staffers secretly root for the site to fail. "the washington post" reporter amy goldstein joins us. tell me on september 5th, about that time. was anyone rooting for it to fail. >> well, this was a time just about a month before the site was to open when people, at cms knew it wasn't working very well and white house officials have said they didn't know. so, there is a lot ambivalence at cms that day. there were some people who want to thed to go in front of the white house aids who came over for this dry run. other people who thought maybe it was better if the thing just didn't work in front of them so the white house might have some incentive to delay the opening of exchange until it was really working properly.

>> so, was it a smooth run on september 5th or were there glitches? was the white house dismissive cms not showing glitches in it. >> that day it patiently worked. one reason that why it worked is the white house was shown a very simple example. they weren't given a complicated family with all kinds of relatives who were trying to enroll it was a very simple example. and it happened to work. let me go back to may of 2010. great article in the "the washington post." two months after the in the signed the law. almost self-inflicted wound that was sort of the first warning site that they had. they really needed to bring someone in to run. this. >> well it, turns out that there was quite a difference of opinion within the white house over who should run the big project of implementing this law. and the debate began when a harvard economist who had been an advisor healthcare advisor to the 2008 obama

campaign wrote a memo saying i don't think that either the people or the processes that you guys have put in place are likely to produce a result that we all want. after that memo arrived the head of omv, the economic team basically said yeah, we are kind of concerned about. this and they raised some questions as to whether somebody from the outside, somebody who knew more about startup insurance, about running a business be brought in to manage the implementation of law. but obviously that's not what happened. >> who made the decision not to bring somebody in. >> well, it's not clear exactly who made the decision but what is clear is that the president already had an opinion about this. he had had in mind from the very outset from we know the night that the law was passed, he wanted his leader of the office of health reform, a woman named nancy to run the implementation as well. the debate was with the hermine who had pushed into

law, people who were good at health policy, people good at lobbying, that they also have the skill set to carry the law out. and david cutler wrote these memos saying he didn't think that was the case. >> as the summer went on there were lots of meetings and she was running them and then the meetings people started stopping attending the meetings and she moved on to another motion, right. >> that's right. she was promoted and another woman who had been at hhs for a long time was very involved with the legislative end of things became the person at the white house in charge of overseeing the implementation of the law. >> and we are where we are today. anyway. amy, thank you very much. great article, thank you. >> thanks for having me. >> it's not just the federal healthcare.gov. new signs that the state exchange sights are having big bugs too. what's going on? are there problems in your state? the latest is next. does it end after you've expanded your business? after your company's gone public?

>> if you thought the state exchange web sites are working better than the federal ones, think again. there is new evidence that it is not smooth sailing for the states, either. that does include the state of washington. reporter eric smith of the washington state wire joins us. good evening, eric. >> thank you for having me on, greta. >> thank you for joining us. so, what's up with your -- not wisconsin, your washington state web site? >> it's actually a funny story. being hailed as tremendous example of obama care being done right. an example that shows the rest of the nation how things can be be done. actually in this washington we have pretty big problems, too. >> what is the problem? i understand people thought they were getting bigger subsidies than they ultimately will get? >> the funny thing that the first day the site opened. the washington state health

benefit exchanges reporting the federal data hub that people's monthly income but the federal data hub was expecting annual income. let's suppose that you were to enter in $2,500 a month. the federal computers thought that you were making $2,500 a year. and so your tax credit was wildly miscalculated. >> no you are going to get sticker shot and not get the subsidy you thought in the beginning. with the web site fixed? easy rich in the switch and they put in your annual income and not your monthly income? has it been corrected at least now, the state exchange? >> they have corrected this problem. after about three weeks of operation, finally the folks that were doing the it work, they finally managed to catch this one. they corrected the program and the 25th of october they announced the problem publicly. so now what they are doing is notifying everybody who signed up for one of those insurance policies during

the first 23 days that if they thought that they were getting a great big discount they might want to check again. >> eric, do you have any idea the numbers in terms of his -- the medicate signup vest us is the people signing up and paying for insurance. do you have those numbers yet? >> as of last week, i believe and this might be approximate here, it was 42,000 people who had signed up for medicaid and about 8,000 who had signed up for subsidized health insurance policies. the problem that i was describing just a moment ago, it involved 8,000 people who had signed up for 4600 individual policies. erik thank you we will be watching. >> thank you. >> coming up, obama care causing the price of insurance policies to spike in some instances sky high. county state governors do anything nikki hailey is here next. you can hash it out with us. who do you blame for rising

court pleading not guilty. police have detained dozens of people since the four-day siege. unclear how many actually have been arrested. 67 people were killed in that horrible september attack. and more fallout from obama care, some hospitals are now opting out. some hospitals only accepting a few insurance plans offered through the exchanges and rejecting the rest are. that is because many insurers are now offering hospitals less cash for services rendered. and that is tonight's speed read. >> and now to the rising costs of obama care. americans across the nation seeing ago hike in insurance premiums according to a new manhattan insubstitute study, premiums are spiking. for instance, nebraska getting socked with 74% spike. but even a 14% spike like in south carolina is making a lot of people unhappy. south carolina governor nikki haley joins us. good evening, governor. >> hi, greta, how are you? >> very well. so, governor, we are only four weeks and a day into the new obama care launch.

how is it impacting your state? >> it's the disaster we always knew it would be. the manhattan institute said premiums would increase 14%. our director of insurance said we are looking at more like 70%. we are getting ready to see tens of thousands of people in south carolina get cancellation notices for their individual coverage and what we are seeing is exactly what we said was going to happen. premiums are going up. co-pays are going up. deductibles are going up. services are going down. this act is anything but affordable. >> so what are you going to do? >> you know, i think i'm going to do what we have always done. we have fought obama care in south carolina as much as we possibly could. >> we said no the ed state exchanges and medicaid expansion. what we are going to do is continue to talk to d.c. you have got us into this mess you guys need to get us out of this mess. what we are trying it do within our states is stay within our means and live within our budgets. think just turned and appeared set every state back with this bill that we

know did not work. >> are you hearing from washington at all? with the problems your state is having. >> we he definitely discussed it with our federal delegates. we continue to talk about it with everybody that will listen. i guess the hard part for us is we are looking at citizens that are watching their insurance coverage go away. but we are also looking at citizens that thought they were getting free coverage. and their understanding is there is nothing free about. this and, you know from, a business person, greta, what bothers me is had this been any business, and they have 82 dead lines and missed 41 of them they would have delayed it certainly we want to see obama care appealed at what point do you not delay this because it is such a catastrophe. at what point do you not say this is doing more harm than good. maybe we should step back and see how we can figure this out. that's what we're waiting on d.c. to do. it's time for them to step up. republicans and democrats. we need fixing this and we need it now. >> the president has been criticized for saying that

if you like your health insurance you could keep it and then tonight about an hour ago, less than an hour ago he made this statement. i will play you the sound bite where now i think he has changed it a little bit but you tell me if he has. >> if you have or had one of these plans before the affordable care act came into law, and you really liked that plan, what we said was you could keep it if it hasn't changed since the law has passed. >> if it hasn't changed since the law has passed is that new or you have heard that before. what a disclaimer. the thing, greta is i don't think he knew what was in the bill to be honest. i think this was his namesake bill that he wanted to see passed and he didn't take time to think maybe this isn't going to work. what would take a real leader is to turn around and say, you know what? this isn't working let's step it back. but what you have now are real people who are losing their coverage and they promised them something that did not happen. he promised them that they

would be able to keep their coverage. not only are they not keeping their coverage, you are seeing everyone's rates go up. you are seeing chaos across the healthcare distribution and among the communities. it is time for him to step back and say, maybe we were wrong, maybe we are not ready maybe we need to wait on this and it's not such a great idea. >> governor, we switched gears for just a second. i think you are probably the only governor with a deployed spouse. how is your spouse doing? how is he? maybe for security reasons you can't tell us where he is how is he doing. >> is he doing great. is he still deployed in afghanistan. it has been a long year. but he is doing what he loves. i could not be more proud of him. >> when dogs he -- how long has he been gone? >> he left in january. and our hope is that he will get back -- fingers crossed before christmas. >> well it, certainly gives you a sense of what some american families goes through, doesn't it i know it's tough on your family. in some ways i actually like to see public officials sort of experience what many other americans feel although i don't mean to deprive your children of a father or of you of a

husband. >> you know, this is -- we are true military family just like anybody else. what you see are men and women who sacrifice their lives so that we have the freedoms that we do in this country. they certainly don't do it for things like obama care. they certainly do do it so we have choices and options. you also see there are a lot of spouses and families left back at home that hold up the house front. we take over the finances. we become single parents. we make sure that everything is moving and more than anything, we tell our spouses all is good on the home front so that they keep themselves safe. >> i don't know if you said, do you have a date when he is expected to return? >> we don't have a date as of yet. we know it will be before the first of the year and we are hoping it will be before christmas. well, good luck to you, governor, and your husband and to your kids. i hope he comes home in time for the holidays. thank you, governor. >> thanks so much. always good to be with you, greta. >> straight ahead. hollywood taking another shot at promoting obama care. find out what they are doing next. hey, we got our cards, honey!

their health insurance you will keep it. >> if you like your doctor, you will be able to keep your doctor, period. >> if you like your healthcare plan, you will be able to keep your healthcare plan, period. >> >> okay. let's all go off the record for a minute sometimes i think the "new york times" editorial board thinks we are all stupid and guess what? maybe they are the stupid ones. here is a perfect example. president obama misspoke when he pledged if you like the insurance you have, you can keep it misspoke? really? is that what they thought that was? now, whether you like obamacare or not, or whether it's good or not is not the issue of this president misspoke when he specifically pledged you can keep your insurance if you like it. the president made this pledge not once, not twice, but multiple times. now, we found at least 24

instances of president obama making this specific promise. so, if the "new york times" editorial board had even looked, they would have found 24 times two. it was essential part of the obamacare talking points. of course, if president obama had said it only one time, it could be misspeaking as the editorial board says, but he repeated it over and over and over again. and that simply is not misspeaking. that is not a slip of the tongue. it is obvious the "new york times" editorial board is trying to sugar coat it for the president. that is pathetic. that's not their job. at least a good sign we finally found some transparency. could anything be more transparent that the "new york times" editorial board is carrying water for the white house? also a tiny bit of good news tonight. separate from the "times" editorial board. margaret sullivan wrote a column just a short time ago citing my gretawire post and admitting the editorial board's use of misspoke does suggest that one time slip of the tongue. in other words, she is calling her colleagues out. and for that, i tip my hat

to her. and that's my off the record comment tonight. if you have an important story or issue you think i should take off the record go to gretawire.com and tell us about it hollywood is taking another shot at promoting obamacare. california endowment. a private organization is spending $500,000 to teach tv writers and producers about obamacare. why? so they can we've healthcare information into plot lines. actress janine turner joins us. good evening, janine. >> good evening, greta. >> so what do you think? what do you think about the fact that they are spending $500,000 to weave information about obamacare into plot lines? >> it's not a surprise. it doesn't surprise me at all. i mean, hollywood is liberal, most of them are very liberal and anything they can do to promote the agenda, they do within the culture. i mean the culture has such a huge impact today on politics. and so they are going to use every bit of it. >> i guess that i would be a little bit more cautious right now. i mean, at least at this

stage rather to put it bluntly a rather rocky launch. curious information about whether people can actually get on to the web site, number one, if you try to do it by paper you are going to run into the same problem. try to do it by phone call run into the same problem. it goes through the same portal of information. added problem who is signing up? we are hearing that many people are signing up for medicaid, but that people who are going to financially support this are not signing up, rather unfortunate for the whole program. so wouldn't you think that they might want to wait until the program looked a little shinier? >> well, first of all, they film about five week out. they may have already put this into motion not realizing what was going to' happen. that could back fire. you are correct. this is going to be a personal issue for people. it's not just a social issue or social agenda that they want to push. this is really going to effect people's lives and pocketbooks and loved ones and medical care and things of that nature it could back fire.

i don't know that it's going to stop them from doing it but it might back fire. you know, i think that even hollywood certainly promotes their agenda sometimes when it's so heavy handed the american people are wiser than i think a lot of times hollywood gives them credit for. >> does cash actually change hands like if you give something to a righter and you say here is 50 bucks, put in a nice line in that sitcom about obamacare or whatever diet coke or whatever it is you are promoting? >> that, i don't know. because i have always been in front of the camera. but i think they do it in like with this foundation going in and for the arts and saying, hey, we are going to educate you about what you -- so you know when you are writing you can beed ini think they do it in a a more sly manner than that, not so blatant. >> and do the actors ever refuse any sort of whatever the agenda obviously something trying to slip in? i mean, ever any -- do you have the right to refuse it? >> that's a really good question. and having, you know,

actorred the majority of my life, i think will are times when you say you know what? i don't feel comfortable doing thnd awould like for you to restructure, rewrite this story line. but you have to be pretty, you know, a list powerful to make that happen. if you are just a day player or someone coming, in you are going to be put in a really difficult position. it doesn't mean they will change it but you could attempt to. it's very tricky. look at the flip side. i'm a character, i'm not really this person, but, nevertheless, it's a promotion of propaganda of sort. i know that there are a-list actors that do sometimes make a stance and say i don't feel comfortable about this. >> gentleman neep, thank you. -- janine, thank you. >> thank you, greta. >> the world war ii memorial in washington. wired shut. bob dole paying a visit to the monument. the former world war ii veteran played a large role in getting the memorial built. other the weekend senator dole greeted other veterans and their families. hhs says the application page will go offline for repairs. rust joins us. >> great to see you, how are you doing? >> >> good. tell me. going offline 1 a.m. to 5 a.m. to do repairs. is that a good sign or ordinary sign. >> no. i think it's a very bad sign. really only three reasons why you would take a web site off line or whole system for that matter. number one is if you are letting or turning off the web site so the back end could catch up. i seriously doubt there is testimony that people signing on between 1 and 5:00 in the morning. the second reason is that you are probably looking to my grate my grate from old computers to new computers to speed that up. only two doo that one time. third thing is shutting it down, writing new code,

testing new code and seeing if it works. if it works, they put it into production which is really not the right protocol when you are building web sites. >> in light of sort of what's what is coming on. what you are seeing, do you think this november 30th date is, you know, hope date or is that -- does it seem pretty -- do you think that can be met? >> well, as we're seeing more transparency in the system and exactly what they are doing and that there is 122 different systems that it has to talk to. i think it's a wish date at this time. >> should this have all been known about? i mean, we just -- we had a guest on earlier in the show. you probably didn't see it she said when cms showed it to the white house on the fifth of september, they didn't have horrible glitches. maybe they just got lucky that day or whatever. you know, what do you recommend at this point? >> no. the hearings are giving us more transparency and so they are all now saying that it wasn't my fault but when

they talk about how they tested the system, it started to crash at not even 200 users not 200,000 users. if you are going to launch a national healthcare system you would expect hundreds of thousands. they said 25,000 simultaneous users. they knew before they launched it that it crashed with hundreds of users. >> it's stunning all they did to abort the october 1st. i mean, for the life of me, i haven't heard one good sign. i can't figure out why they bothered, you know, why they didn't do that why they didn't push it off. >> that's a great question. if you know that you are trying to accomplish -- you have a certain set of goals to launch a web site and the system wasn't even tested a week before, you think that someone would have the guts to raise heir hand and say, look, we just need a couple more minutes. >> indeed and they didn't. thank you. always nice to see you.
