this is, after all, a web site. >> it's more than a web site as the president said. it's a law transforming our healthcare liberty system in the wrong direction. >> while we continue to improve healthcare.gov, it's important to remember that the web site is, in fact, working. >> in d. an independent testing organization ever test the whole integrated system end to end? >> we did use an independent security firm. >> consumers have to be absolutely certain that when they go on and they fill out that application they give all that information that that secure. that no one can hack into that and steal their social security numbers. >> i want to assure that you healthcare.gov can and will be fixed quickly and we are working literally around the clock to make that happen. >> the new promise is, if you want healthcare, go find it on a web site that the administration says won't be working properly until the end of november, that's an unwelcomed christmas present. >> we have made significant progress in improving the performance and

functionality of the web site and we expect the user experience to continue to improve with each passing week. >> republican senator rand paul joins us. good evening, sir. >> hey, greta, glad to be with you. >> nice to have you. so the medicare chief marilyn tafner testified today she said that the web site is continuing to improve. that brings some sort of sense of contentment to you? i don't know what other words describe. >> well, i guess she could have said it can't get any worse and that would have been accurate as well. no, i'm quite concerned that more people are being cancelled from their insurance than are able to sign up for insurance. in my state of kentucky, which some people are touting as a success, 10 times as many people have lost their insurance as have signed up for obamacare. and the ones that have signed up for obamacare, 8 a% of the people in my state have signed up for medicaid, free healthcare. so i think we are headed towards a lot of problems each if they eventually, you know, figure out the web

site, then it's going to hit home how much this is going to cost. >> you know, i just don't get. this everyone is very concerned with the web site. and i understand why because it's been enormously frustrating to people. i never thought that this web site auto would get launched smoothly. it's difficult something of this magnitude. for the life of me, i can't figure out why everyone isn't profoundly worried at what is going on down the road which is how in the world are we going to pay for this because i simply can't understand a young person, young people have to pay in, and if your choice is an iphone or health insurance, i think most people even older people might go for an iphone. >> e.y. and the other thing about this is is that you have got to wonder what type of philosophy glides these people. they set up a web site unlike any other web site on the internet. if you want to buy shoes or if you want to buy baseball on the internet. you shop and get the price and details on it and then you put your personal information in. who would set up a web site

that you have to give all your personal information before you you find the price. they weren't thinking when they set this up. they also don't work on a profit motive. i don't ever give them hope for doing a good job with healthcare. >> i know you don't like obamacare, but in light of what we have and the situation we are in right now, is there any way to sort of massage or change or do anything because you are a doctor so that we could meet the needs? using the existing obamacare, can you fix it and amend it and repair it so that patients get medical care. doctors will get paid and we take care of people? >> the first thing we ought to do and this would be a little bit of a fix. this is senator johnson's bill, a bill that says if you like your doctor cure keep them kind -- or her kind of what the president was saying. changes one line in the bill that says you can keep your insurance and you don't get pushed into these four plans and i can't imagine why they wouldn't choose that i also think a delay of the

individual mandate, he is unilaterally delayed it for six weeks. i really think they won't be ready in six months or even a year because we are talking. >> but what does that do for us? if it doesn't fix it, and if it doesn't handle the problem with financing, putting it for one year, all that is going to do is give republicans a chance to make more political hay. is there way to actually fix what we have to improve it? >> well, one of the things we could do for healthcare that would is, i think, done with a long way towards fixing it and causing competition and driving prices down is we should have expanded health savings accounts but it's a completely different approach. we now have a government centric approach and there are little ways you can make it less bad but they will not make it good for people. no one is ever going to like obamacare. it's never going to be a great thing. look, medicare we accept in society but it's not very efficient. it's $35 trillion in the hole. and from a doctor's point of view, we would spend an hour on the phone trying to get

through to medicare. imagine we have got a brand new entitlement like this, it's going to go trillions of dollars in the hole and we're still going to not get good service because the government employees tend not to care about you because they are not intent on pleasing you because you're just a taxpayer. you are not really a customer. >> i assume for health savings account you have got to have some money to put in the health savings account. what are we going to do with the large number of part of our population that doesn't even have the money under your idea to put money in the health savings account. what would do you about them? >> well, when i made $25,000 a year, i was putting money in a health savings account and my insurance cost me a dollar a day. i had a high deductible. it didn't pay for much. it was one that president obama would call inadequate but it paid if i got in an auto accident or got cancer or was severely sick and had to spend a week in the hospital. but, day-to-day i had to pay. but it only cost a dollar a day and i loved it because i was young and healthy and i

probably wasn't going to get sick. and that's kind of what we need. young healthy people aren't going to buy expensive obamacare plans because they are going to be pretty expensive. they are going to have high deductibles also. they are still going to be expensive because they have mandated all these things that have to be covered below the deductible. there is all kinds of reasons why young healthy people are not going to like being stuck with poor choices. >> senator, nice to see you, thank you, sir. >> thanks, greta. >> and after today's senate hearing our griff jenkins trying to get more answers from the cmf. >> griff jenkins from fox news. what confidence you can give the american people that its web site will be fixed and secure. >> excuse me. thank you. >> ms. tavenner, can you tell us how much it's going to cost? >> excuse us, please, excuse us. >> you can tell us how much it will cost to fix the web site? >> we he have to keep moving, folks.

exactly the opposite direction from what the president assured us. >> senator, what's your impression of what ms. tavenner has to say? >> he she hasn't answered the question why should we put into law the president's words that if you like your insurance you can keep it? the white house web site today says that but 16,000 tennessee residents who had insurance called cover 10 received notice that their insurance is cancelled because washington doesn't think it's good enough for them. >> i know have you called for secretary sebelius' resignation. should it fall beneath her, ms. tavenner, should she resign. >> secretary sebelius is accountable. she should resign and put somebody else in charge. in mcdonald's could tell us how many hamburgers were selling and ford can tell us how many cars they were selling and elvis can tell us how many records he was selling before the internet age why can't secretary sebelius tell us how many people are signing up for obamacare? >> straight ahead, special question just for you, if

polls are about to close in the new jersey governor's race. with us with the latest bret baier. >> very nice set. >> and the blue is spacious. >> i like it. >> what's going on across the river in virginia. >> in virginia it's too early to make this call terry mcauliff has a slight lead in virginia over ken cuccinelli according to our exit polls. we are waiting for firm numbers to come in. he is doing strong, performing strongly among women voters, mcauliff is, the democrat and also in the excerpts of washington. and that's not surprising. these are just right outside

cgi got a big fat contract from the obamacare administration and built a flop web site. even democrats who voted for obamacare say it was a catastrophe. what is the obama administration doing about cgi now? well, you might want to sit down. since the healthcare site's disastrous launch the government has awarded five more contracts to cgi totaling $7 million. republican senator rob portman joins us. how do you like that. >> greta, it's doubling down on dysfunction displu don't like that, i take it? >> no. >> how does this happen. >> for one thing the right hand doesn't know what the left hand is doing in bureaucracies a bunch of different agencies and departments. somebody needs to be held accountable. >> speaking of accountable. let me go to the next topic. secretary sebelius is going to testify before a committee you are on? >> right. >> i'm curious whether you are going to ask her about this august 28th letter that you wrote her. in the letter if i can just summarize it, you asked her all sorts of things

2100 bucks more per family. in ohio we are told 41% increase next year. 100 bucks a month for a family in ohio. and then, you know he promised that this thing would work. >> even without the congressional budget office giving its numbers and i have a little problem sometimes with numbers. there is a fundamental part that doesn't make sense. it requires everyone to put money in the pool. and the sicker people take it out and healthier people don't. a lot of people got out of the pool. some the unions got exemptions, the employers got a waiver for a year. i mean, they got out. >> companies got out, too. >> 34 unions, now we have got the problem that a lot of young people aren't probably aren't going to get in it not going to be putting money into. then we have the problem of people who are enrolling, medicaid expansion, not the paying full freight. the numbers just don't seem to be there. that's where i think is the big problem. the numbers aren't working

because the pool isn't working because young people are not signing up as they had hoped for: another problem the president 'made though is about coverage. and if you look at, what again, the nonpartisan groups are saying like the congressional budget office, 10 years from now, after obamacare has been implemented, still there will be 30 million americans uninsured. that's a shock to my constituents when i tell them that at this sound and fury and all all this, all the regulations and mandates, all the difficulty in getting through this web site, still 30 million americans left uninsured? there has got to be a better way. >> get the numbers on november 15th. tomorrow should that be your question why didn't you answer my letter? >> i'm not going to say why didn't you answer my letter. >> why didn't she answer. actually ask those questions. did you test it. >> she didn't test it.

do not need. our next guest says we are running out of doctors. a problem we just don't need. dr. stephan land from the nyu school of medicine joins us. good evening, sir. >> good evening to you, greta. >> so do we have a shortage of doctors preobamacare and with obamacare are we going to have a shortage of doctors and will it get worse? >> it's a perfect storm right now. we have an estimated 20 to 30,000 shortage of physicians today going up to about 90,000 in the year 2020. aging population. we have 10,000 new people who have a birthday of age 65er single day. that's going to continue for the next 19 years. increasing the demands for healthcare costs there is a growing number of physicians who are getting older, reducing their office hours, who are growing number of physicians who have fewer office hours. and we have now a geographical and demographic shift in the population so that there are people moving to areas where there are fewer primary care

physicians, cardiologists and other specialists that can meet their demand. so the answer is, it's a perfect storm. obviously we have a shortage. >> well, when i was in college, everybody wanted to be a doctor. you could never even get into medical school most people. medical schools still filling up and is it job dissatisfaction post. >> medicine is so exciting as a field. so wonderful as a field. that there is still a growing number of very bright idealistic young men and women who are going into medicine. there is no shortage of applicants for medical school. the problem is that the number of residency programs where these medical students can then go to, especially in primary care, for a long time has been capped. so they don't really have an opportunity sometimes to get in to the primary care specialties. plus, if there is a separation in the feed at the primary care doctors get for their cognitive

abilities as opposed to the specialists who get paid for their mechanical, you know, expertise, you shift fewer doctors into primary care. >> if s. obamacare making the problem worse or is it just -- or it would have happened anyway? >> you now have 30 million potential new people looking for insurance, so obviously it's the increased number that will put an additional strain. you have to remember look all physicians would like every single person to have health insurance. we don't want people to die without healthcare or to go broke, but the issue is it's definitely going to put a strain because we have a shortage already. unless you are going to create more physicians and, you know, it takes seven years to grow a doctor, okay. they can't take them off a shelf. >> is it possible -- does it make sense or are we structure our medical delivery and maybe train more physicians assistants so that we don't have doctors doing some tasks that perhaps could be done with people little less

training? >> greta, that's absolutely the movement which is to create a cooperative atmosphere where the healthcare professionals are going to be working with nurse practitioners, physician assistants, medical assistants, pharmacies in order to share the burden and come up with a strategy for healthcare that does not simply rely on the primary care doctor doing everything. there is no question that that's how we are going to relieve the burden hopefully. >> sort of interesting. even with computers i was in saudi arabia with laura bush years ago and they were having anderson watch the surgery and actually assist the doctors in saudi arabia with monitors and cameras and computers. it's amazing what we can do long range. >> no question. with tele medicine and robotics and app.s that will monitor your own healthcare that will make a big difference but we still need the doctors and right now we have a 20 to 30,000 deficit. >> we need to take care of

our doctors really well so they want to stay in the profession. >> absolutely there are issues. >> doctor, thank you, sir. >> my pleasure. >> the web site doesn't work. some premiums are skyrocketing. the president is not keeping its pledge about you keeping your insurance. there is predicted a shortage of doctors obamacare can it possibly get worse? yep. south carolina lawyer thomas doing joins us. nice to talk to you, sir. >> good evening, how are you? >> good. i understand you had a little problem with the web site. what happened? >> we logged on and compared some prices and completely different state calling me to telling me when he had logged on to try to get health insurance because he had been dropped by his company, or was going to be dropped, that he got all of my personal information next change.

>> so a huge security breach. i know you tried to contact h.h.s. to talk about your problem. listen to what happened today at the hearing in the u.s. senate when senator tim scott your senator asked marilyn tavenner about your problem. >> first of all senator scott we have reached out to mr. doing several times we will find him and follow up on his question. >> i'm happy to give you his phone numbers. >> i think we have them, thank you, though. >> he doesn't think so, actually because no one has called him. request and taken all of my information and my account off of the web site as of about 5 minutes ago. >> it's too bad that it took a senate hearing to actually have to be able to -- so you could reach h.h.s. just think of all the people that don't have the advantage of having senator tim scott point it out to ms. tavenner. what's your thought about the security breach? how do you feel about having your security breached? >> well, i never feel good about having security breached. i don't know -- i was lucky in that a very nice young man who is trying to look out for his family had had the sense to call me and explain what was going on. according to healthcare.gov, i'm the only person in america that this has happened to. i find that hard to believe. but more importantly, i don't know who else besides justin in north carolina has my information there are

let's go off the record for a minute. this should bother you. hear me out. the d.c. government recently paid a chicago consultant from $89,995 for one day at most one day of working an education conference. that's a lot for one day. why should you care? you don't live here, right? keeping listening the $90,000 was spent on 30 minute keynote speech, three 45 minute parenting shop and books. many of the speakerrers including the keynote all volunteer sod none of the $90,000 went to any of them. someone pocketed a big payday but it gets worse. the d.c agency who spent the $90,000 for this one day hired a non-dc firm without slitting bids for the lowest price. now how did the non-dc firm get the cushy contract for one day? well, one of the dc's agency's top officials knew the founder of the chicago firm. sounds a bit fishy, doesn't it? now, you might be sitting there thinking tough luck,

promised by the president and that the premiums would cost more. over sight committee her congressman jason chaffets joins us. good evening, sir. >> good evening, greta. >> these are your committee notes, right. >> these are notes our committee under the leadership of darrell issa myself and congressman jordan and congressman gody, lancaster ford, we sent a letter out to these companies saying we want to get the copies of these notes. the administration held back from us but nevertheless we have 175 pages of these notes prior to the launch and they detail a hovis things that they were worried about but went forward with the launch anyway of course. >> what are the dates of most of these notes? >> how recent to october 1st launch date? >> some of them are pretty close to, you know, into september. but some of them are much older than that, it's a whole array of them. if you go to the oversight web site, they are out there and you can go and start to look through some of this as well. we released a part of it but more of it will come. >> interesting today at the

hearing the one of the senators from georgia was talking about people in sort of the rural areas, i think it's south georgia i think was the area and talking about how the problem there is that there aren't a lot of choices. there might be two insurance companies in the markets so you don't get to do that sort of bargaining and get that good price. >> yeah. there is a specific part of these notes where they talk specifically about the rural areas. in utah i have got a significant portion of my district that has rural areas. they talk about the fact that people are probably only going to have maybe one or two choices. the prices will probably be a lot higher an that the selection of doctors will be less. other than that, it was a lot of really good news. >> did you get -- >> -- terrific stuff. >> did you get any indication in the notes that they were worried about this or was it just sort of a passing thing. >> oh, yeah. >> or they are trying to like oh my god what are we going to do about this? >> this is in a war room like setting where they brought in different groups. that's what they probably should be doing before the launch. but they are highlighting a lot of problems. one of the problems, for

in california a million people face cancellation of their insurance plans. california is forcing one insurer to delay cancellation is that really good news for consumers? next business times reporter chris robert is here with the latest. what happened in california? >> well, the department of insurance has required that blue shield delay its cancellation for three months until the end of march of 2014. that will effect about 113,000 individuals. >> what is the advantage of disadvantage if you are a consumer of blue shield? >> >> well, i think the department of insurance thinks it gives people a little bit of a reprieve

from this cancellation. but, blue shield says and others agree with them that basically consumers could face sort of double jeopardy because they could hit two different deductibles, one during the period of january through march and the other starting in april when they need new coverage in any event because their blue shield coverage would have stopped on march 31st. >> well now why did blue shield, first of all, they agreed to this in sort of a settlement. i know there is a fight over 90 day cancellation over 180 day. what is the advantage to disadvantage over blue cross blue shield in this. how do they come up short or how do they win in this. >> i don't think there is advantage to blue shield. they would have preferred that the cancellation go to the original time period which they had agreed on with another regulatory agency. covered california the obamacare exchange has contracts that require participating health plans

to cancel these individual policies effective december 31st. so blue shield originally was going to go along with that deadline and now they have a new deadline for these policy holders. >> now, blue shield is only one of several insurers in california but they are the only ones who have been entered into this agreement on the threat of a lawsuit i understand to postpone their cancellation until the end of march. why aren't the other insurance companies dragged into this? >> right, it's a little complicated, greta, but in a nutshell, the policies that are being affected are regulated by the insurance department. the other policies are being regulated by the department of managed healthcare. and so only blue shield's policies fit under the right umbrella to be affected by this decision. >> i guess the overlying headline for that one is never dull and it's never simple. chris, thank you. >> thank you very much. >> thanks for being with us. we are going to see you
