this is a big [bleep] deal. >> and it was. for the first time in american history, the feds calling the shots on healthcare. the obama administration had three and a half years to launch the law. more than enough time. it also spent a billion dollars on the launch. more than enough money. yet the entire thing is a catastrophe so far and no one no one has been held responsible for that catastrophe. so that's where we are this evening it is safe so say that most do not trust the obamacare law or the government to implement it properly. enter the veratos group. they sent urban league office in texas. the urban league is receiving more than a million taxpayers dollars to

navigators, huh? >> i think that's an outrage, bill. again, it seems like me we have a hater's ball going on here. everybody is like oh, let's find anything we can splice back on obamacare. these folks have come up with some people. i guess they are independents or whatever. they don't necessarily work for the government. they work for the contractor. but there is no evidence of any widespread fraud here. senator rubio has introduced a bill, though i must tell you in the senate, that would say you can't hire felons, you can't hire people who are convicts. you know, kathleen sebelius at hhs has said it's possible. it's not a federal requirement. the states can have the requirement. i think that everybody is on board. we don't want any corruption. so far there is no corruption. all we have is everybody who doesn't like it who really wants to subvert obamacare, jumping on anything they can find. >> juan, we just showed you corruption. >> come on, that's so small, bill. come on. >> it's so small. i don't know if we have time to go to every single, you

know, navigator deal they have. but go ahead, mary katharine. >> the hater's bawl for obama care has always been populated by more than half of the united states. i'm happy to be there it's not super fun because a lot of people are losing their insurance. so it's not a lot of dancing. it's actually a lot of sadness. these are serious issues. the navigator program specifically, right before the thing launched, they cut down the number of hours that these guys had to be trained. there is no requirement that they have a criminal background check so you are giving all this information to people you don't know. so i think in any giant system, fraud can creep in. in this system, fraud was invited over for a keg party. and you have got on many layers really some serious dangers. >> i want to ask you some questions mary katharine about the obamacare legislation, you know, very specific question. there are some good things in this, in the bill. >> right. >> some good things. number one, if you are working and you have health insurance through your employer and you get fired, you don't load your health insurance. >> right. >> it follows you.

you think that's a good thing, right? >> yeah, i think the -- perhaps the one of the only good things is wield like to sever the connection between employment healthcare so you don't lose it every time you move. that is a bad goal. going at it the wrong way. >> inordinate amount of power over the employee and you just don't want that kind secondly. >> going about changing that in a terrible way. >> the concept of preexisting conditions, if you get ill, insurance company doesn't ring you up because they're paying too many bills. chuck this guy off the roles because he has got cancer or heart disease or whatever. i don't think that's right. i think there should be a law against it. do you agree mary katharine? >> i think that's wrong as well. there are changes that could have been made without blowing up the individual insurance fraud. could have been done in small part. >> want to be in that business. they have to obey those laws. >> the supporters of owe

obamacare all the things they don't like all they want. when you are blowing up things into the insurance market to get to those fixes you are hurting people actively. more losing insurance than signing up. >> it's more than that juan, here is what i think it's t. is with you and your crew. >> thank you. >> here is what i think it is. >> you have got a lot of poor people in this country, you know, 20, 30 million people, and they are poor for a reap. substance abuse is a reason, lack of intelligence, laziness, poor planning, having three babies before you are 20 with no father and all of that. so there is always a reason why people are poor in america. you know, there is always a reason. you and your crew, juan, say you know what we don't really care what the reason is that they are poor, everyone has a right, a constitutional right to free healthcare, if they can't

afford it they have to be given it. they have to have it. isn't that the crux of you, your philosophy on this. and therefore you are willing to overlook all the chaos because that essential good in your opinion overrides everything? >> first of all, let me just say a lot of the poor, and i know you like to just put me in some crew but i'm going to tell you something, a lot of the poor, bill, are elderly people and children in this country and they are not there because they are drunks or they are lazy lay abouts, that's. >> face that's a fair point. i'm talking about the children. >> i'm just being straight with you. i know you want to throw me in with some group so you can push me and marginalize me but i'm just telling the truth, bill. say is that yes, in america we should make sure that the current healthcare system is fix sod we don't bankrupt families when they have a serious illness so the small business are not weighed down. >> mary katharine and i agreed we could do that by individual legislation. but the overall philosophy

night. the rest of this stuff is the game that's played in washington which is why people hate washington, d.c. that kind of garbage is why people don't like it i'm not going to get into that. >> with us is senator analyst brit hume. if chris christie jones ghost on the national shows as he did on sunday and then they ask him national questions that he doesn't want to answer, what's he doing on the show? >> well, it's pretty -- look, i think it's pretty clear that i don't think chris christie is necessarily decided that he goods s. going to run for president but is he interested in it clearly. and so he goes out and wins this big victory in new jersey by a huge margin a blue state which is not a small achievement for a republican, and so he has an opportunity to appear on all the sunday shows which is considerable exposure among the people who matter when you are trying to organize the presidential campaign or potentially to do so. and so he goes out and does his non-washington i don't want to talk about that garbage number and is more subdued than he has sometimes been.

that answer was about as strong medicine as he gave on that program. >> what do you think christie's weakness would be in running a national campaign? see, new jersey, new york, feisty works. the culture here. but, in many, many other states it doesn't. the in your face stuff doesn't work. what would christie's weakest point be should he decide to run for president? >> well, his weakest point in getting the nomination is that a great number of conservatives who were very important in the nominating process don't think he is one of them. so he would have to convince them that a guy who can win a lot of democratic votes who are automatically suspect to people on the right in the republican party, is actually one of them. and i think that's the hill he would have to climb and you notice he didn't want to get drawn into any opinion dependencing on ted cruz and rand paul who were heros to the republican right. >> i think christie himself is fairly conservative. is he a smaller government guy. >> right. >> taking on the teacher's unions. >> exactly. the pro-life guy.

latest incarnation of john mccain or mitt romney, then they are going to sit home and not vote for him because they have done that in the past. and, if they do that they will wind up again because of this need for ideological purity, they will wind up helping elect another liberal democrat, her name is hillary clinton. as president in 2016. let me say one quick word about these rinos that you refer to. rinos is an insult. it means as far as the tea party and others are concerned. anybody to the left of ted cruz is a rino, republican in name only, which i say is an insult. you know what? the real rinos are the people in the tea party and on the hard right because they have made it clear over and over again that their allegiance is not to the republican party but to their particular brand of conservatism. so they are the rinos. and because chris christie as of tonight anyway doesn't fit their particular brand

of conservatism, as i say, they may very well take their ball and go home as they have in the past and that will help elect hillary clinton. >> okay. do you think it's possible that a guy like ted cruz or rand paul, who is acceptable to the tea party could rally moderate republicans and independents, maybe even a few conservative democrats? >> to the conservative cause with all of the trouble that the obama administration is heaping on the nation. let's say obamacare is a disaster this time next year. hasn't got any better and people are angry. couldn't a cruz or a paul then rally the folks to the hard right side? >> yeah. if things are horrendously bad, the answer is yes. but anything short of that, i think the answer is no. and i think this -- this is

the example split. the major split in the republican party potentially flattle. tea party sees a a moderate. they may very well sit home. ted cruz absent disaster scenario put forth. if they nominate somebody like ted cruz. there will be millions of other people who might have voted republicans who point vote republicans. you don't think that cruz for example because is he of hispanic heritage could convince hispanic americans that, look, my vision to the country, smaller government, a more conservative approach to life, liberty and pursuit of happiness is better for you. you don't think he could do

that the tea party does. and let's see if they are right. i don't as least not as of tonight. in light of your question. if it's somebody like chris christie he has to reach out to the tea party and show respect for them and try to win them over and listen to them and make clear we're not going to agree on everything, but, you know what? i do respect you. but the tea party also has an obligation. they can't be as rigid as they are. because, if they are, telling you, this side will sit home. if this guy gets nominated, and this side will sit home. if this republican gets nominated and that's. >> democrats won't sit at home. >> every registered democrat will vote and that's a recipe for a democratic victory. >> all right, bernie, thanks very much. karl rove on christie. racial inventriclive and emotional brutality. those reports up ahead.

raising money for a variety of people and causes and on the republican side as we discussed governor christie now in the spotlight. here with us in the studio tonight analyst karl rove. i think this campaign for 16 might start earlier this year -- this year, this season. barack obama has three years to go. but if obamacare implodes, in 2014, and you are predicting it will, right? >> yeah. i think there are going to be enormous problems. >> if it does implode and we are sitting here this time next year right after the republicans take back the senate and all that, well, wait a minute now. >> could happen. >> but they have got to win six out of seven of the democrats seat seats up in red states. in order to do that they have to have purple sheets like minnesota, michigan. >> if obamacare is that bad, you would think that that would happen people would be angry about it. >> it could be worse than 2010. gains in the senate could

happen again. >> now on my radar screen i have got rubio in florida. cruz in texas. and christie in jersey. >> you are missing six. >> i know that but those are the ones that have cachet that people who follow this, now, there are governors and things like that behind the scenes and could come out. those are the force. let's start there with those four. do any one of them, in your opinion, have enough talent, i guess that would be the word, to really, you know, get momentum? >> yeah. they all have talent. i thought bernie goldberg made a really interesting point when he said it's a million years until 2016. 2014 is going to be really important for each and one of these people. the more it looks like it is about them, the worse off they are going to be a year from now. the more it looks like they are about something else, and other people, the better off they are going to be. >> that's what hillary is doing. hillary is running around and raising money for everybody else. >> most of that money is fk raised for their cause.

trying to get a big endowment for the clinton foundation so they don't have to bertha when the time for the presidential race comes around. what i'm talking about is, do they do out and bust their posteriors next year to get other people elected. come up with a message. if they hold off like chris christie. it's important for him to have a good year in new jersey as governor to show in the second term he was doing things. that's the number one thing. is this about other people or is it about them? the more it looks like it's about them, the worse off they will be year from now. the second thing is, how much do they grow? every one of these people has run and won in state. running for president is like nothing they have ever experienced. and now they are starting to experience it tentatively. a question is a year from now do they have these skills and talents and sort of stretch them, grow them, refine them, build up political muscle if you will to do things on the campaign trail or not? >> okay. but the republican primary thing is stacked toward the conservatives, correct? because you have iowa first.

>> we are a conservative party. so, of course, it's just like the democratic party is dominated by liberals. republican party is dominated by conservatives. >> but it's more than that. it's almost that you are going to losed first few primaries if you are not a real doctrine aire conservative. >> antiestablishment candidate. they liked, you know, iconic candidates up there look, here is the deal. first, have you iowa, which is going to be dominated by tea party and social conservatives. >> right. >> they will not necessarily be overlapping. he they will be, just like rick santorum was a social conservative candidate or mike huckabee was a social conservative candidate. they will be a social conservative candidate and tea party candidate. it's a caucus. it's a 100,000 people. less than a third of the people who voted in a republican gubernatorial primary for example. then you go to new hampshire which they like to mix it it up. they have traditional. >> it's changed that state? >> yeah. then you go to south carolina which has three

parties. you go got the evangelizes in the up country. traditional conservatives in the center part of the state and then a lot of people from the northeast and the midwest living along the coast your crossroads group, you raise a lot of money for republican candidates, right? >> right. >> are you going to stakeout territories early. >> not at this point we are focused on 2014. we will decide after 2014 about 2016 are you? you are going on the record tonight to predict that you think armageddon for obamacare is going to collapse next year? >> i'm not certain i say collapse but are there going to be huge continuing problems that make this a center point in the 2014 election? s you bet. mcclatchey came out with a study rules and regulations and what it implied for the number of people lose their coverage now approaching a million policies have been cancelled. that's a lot of people. not just a million people. multiple people on this policy. they are looking at 32 to 52 million policies being cancelled. >> wow. >> that could be a huge problem if it's even half
