cotton and senator ron johnson, guys, welcome back to the program. >> hello, sean, great to be on. >> all right, senator, before we get to the "if you like your plan you can keep your plan" which you proposed in the senate. now the house has their version. i think i studied the clintons pretty well. bill clinton doesn't do anything without thinking it through. james carville talking about the president toking on a crack pipe. seems to me the president designed the remarks to kind of get a wink and nod to democrats, get out of this. how do you interpret it? >> well, that may be. let's face it, you will see how bipartisan i am. i totally agree with president clinton when he says that president obama ought to honor that promise. and let's face it, sean, what president obama did is he basically perpetrated a massive political fraud on the private sector. if that occurred in the private

sector, that would be subject to criminal charges. so i really do believe that former president clinton is absolutely right. president obama ought to honor that promise and start to work with people and congressman cotton and myself to try to fix the damage. >> what do you think, congressman? >> i have to agree with senator johnson, and with president clinton that the democratic party should step forward to fix the mess they made. and president obama should keep his promise. he clearly knew going back to the summer of 2010, that millions of americans, tens of thousands in oregon were going to lose their policyingies. i'm starting to hear that small businesses are losing their policies, seeing their co-pays triple, or go up. we need to take action in the senate and house to make this right. >> you're talking about the 2010 numbers, july 2010, when they were having an internal debate inside the white house whether or not to tell the american people, to tell everybody watching the truth about the numbers and those that would

lose their health care plans. of those estimates we have had analysts on this program say that number will be as high as 100 million. as you look at their own estimates, what do you conclude? >> well, sean, first of all, it is absolutely correct that 47% of individuals will lose their individual policies. but listen, i bought health care in my business for 31 years. the incentives in obama care are all for employers to drop the coverage, not pay $15,000 for the family plan but pay the $2,000 penalty and make the employees eligible for the subsidies. that would be a design of president obama to put as many american news the government-run exchanges in the first step to move toward a single-paying system. >> well, congressman, because the estimates, their own estimates in july of 2010 was 70% of individuals would lose their plans, 65% of small business owners, they would funnel into the system, and 45%

of even big business. now we see the enrollment rate is what? 90% lower than they expected. don't these low enrollment figures undermine the law's financial stability. isn't it predicated on huge numbers of people signing up? does this now render the law unsustainable right now? >> i'm afraid it might, the president needs 7 million, by march, and they have fewer than 50,000 in the first days of the law. this could lead to a death spiral, not just for individuals but also for the federal treasury as the costs go up and up and up as people in the exchanges have higher health care costs. this is just another flawed premise of obama care and why the law was not going to work from the beginning. the cancellations, the prices, they're not an unintended consequence of obama care, they're very much the intended

consequence. >> all right, in the house and senate, they have got "if you like your plan you can keep your plan act." politic politically, i want to ask you the question, we may be at the point. the republicans maybe should just say let's cut this, scrap this, before everybody loses their plans, let them go back and at least keep the plans they have, considering this probably wouldn't work. will republicans unite on that? >> well, i hope so i have 240 senators, co-sponsors -- >> any democrats? >> not yet, but mary landrieu has her own version, which is not quite up to prime time. but one thing people have to realize, obama has done structural damage to the health care plans. for example, a couple in wisconsin losing their coverage, seeing their premiums double in the exchanges, there is not much we can do about that. but we can try to limit the

damage for millions of other americans. that is why the senators need to step up the plate and honor the promises for as many americans as possible. >> i think considering mary landrieu and all the red state senate democrats made the same pledge that obama made, they need to be tested on whether or not people should be able to keep their plan, considering that is what they promised. last question, congressman. the democrats i suspect may push for delay. i'm not sure if that is a good strategy for the republicans to allow this to happen. but that sounds like a political strategy to get past the 2014 elections. would at that point -- at that point would republicans say no, we don't believe in delay? >> sean, both senator johnson and i, as well as most republicans in both the house and senate have voted for delay in the law either in whole or in part in the past, for the reason that senator johnson just said obama care is doing massive damage to our health care system right now. we have to take whatever action is available to ensure the damage stops that the american people get some degree of protection from it.

. and welcome back to "hannity." so president obama's reckless economic agenda is failing the americans, especially in the african-american communities. and tonight we have the numbers to prove it. according to the bureau of

statistics, the number is at an all-time low, 67%, the number of black americans increased at 13%, which is not only a 4% increase from when president obama took office in january of 2009, but also six points above the national unemployment rate for all groups, which now stands at 7% for all groups. here to debate what the numbers mean for the president. conservative editor, and richard fowler. you look at the numbers, we always break things down demographically, and you see that african-americans voted for president obama not once, but twice, is black america better off with president obama as a president? >> thank you for having me, i think it is an important conversation to have.

i don't think it can be blamed on the president. >> i asked you a question, i asked if black americans are better off. he has been in office five years, have his policies been good for black america? >> i would argue that the president's policies have been good for black america. not only are they helping the health care, but beyond the fact they can get health care, you can't just look at the numbers in a vacuum, you have to look at a broader view. we have more in the education system, the president is committed to that. there is more work to go done. it is not a one-day fix, sean. >> by the way, in fairness, it is also women and other groups that voted for him heavily. and crystal, those numbers are equally as bad. >> you know, sean, it is stunning to me when i listen to richard who is a black man, and he dances around the issue that black americans are worse off under the first black president of the united states of america. and what is even worse, as you point out, sean, is black

americans not only gave him overwhelmingly over 90% of the vote the first time around. the second time around, too. and the congressional black caucus, which wants to weigh in on everything under the sun from illegal immigration to "stand your ground" and trayvon martin. you know what they said, sean, emanual cleaver said in 2011 when he was chair of the cbc, that if hillary clinton had been in the white house with these unemployment numbers for black americans, consistent double digits, he said congressional black caucus would be storming and marching the white house, so under obama, they get a free pass. president obama has the lowest participation rate of any president since jimmy carter. and we need to start judging him on his character, not the color of his skin. >> now, wait a second, crystal. a couple of points, if you asked

the current chair, martha fudge, she would tell you there are increasing bills on participation, by making investments in america's economy, every single time. >> more spending, richard. >> i beg to differ. you can't call this spending -- >> wait a minute, i just want to address. >> it is about investments. >> the eisenhower bills, the interstate system, it is an investment. and that is what we're asking for. unfortunately -- >> let's stop for a second on this investment. he has had five years. he promised a stimulus, to sign a stimulus, health care. we have record $17 trillion in debt, 90 trillion in unfunded liabilities. an economy that is stalled. nobody is working and nobody can even look for a job and you're making excuses. why do you make excuses for a plan in five years that has not delivered? >> no one is making excuses. >> yes, you are. >> if he was white. if barack obama was white.

>> it said he grabbed the reporter, saying i want you to choke to death. he actually said the same words today to reporters. >> sean, both sides, these two might actually need to date and go together. because you know, there is that stereotype that women are so crazy, you always heard that when you dated. men said women are crazy, this is not helping our case. this girl, not only is she showing up at his new york city apartment, sitting front row at a movie screening. hundreds of voice mails and e-mails, this has been going on for years, showed up the day he got engaged. yet, he is taking the stand, crying one minute, threatening to choke a reporter the next minute. trying to play the victim card. my question is why did he let this go this far? he is not the first celebrity to have a stalker. why didn't he -- couldn't a big fat check take care of this? why did he let it go so far? >> would a check have solved the problem? >> absolutely not. he took the stand today and said he wanted her to stop contacting
