there. i am alisyn camerota. >> and i am bill hemmer. those are heated hearings on capitol hill. obama care website not ready for prime time. mike emmanuel is live on the hill for whoo what's happen so far. good afternoon. >> reporter: administration officials are telling law makers there is progress made on healthcare.gov. for example, two weeks ago it took eight seconds to load a page and now less than a second. this is more on efforts to fix the website. >> i can say now that in addition to volume, other co issues that are invested to the site in terms of functionality and there are aggressive efforts to do. that and they are getting better each week. >> reporter: the how oversight committee going o. there was drama coming in with chairman

goal and striving to achieve it. >> that is a burning question. did the administration's top technology guys, convince law makers that they will have the website fixed in two weeks or not? we have a congressman mi ca h who was at today's hearing. >> thank you. >> what did you learn today? >> we learned that the implosion of obama care that we see was predictable and that in fact, the people at cm s, and also the white house knew there were flaws in the system. in fact. they caused a delay in issues regulations before the election because they didn't want americans and others to know how bad the requirements were going to be. that delayed the implementation.

and they went forward even without completing a full security test of the system. even today they couldn't answer whether your personal information can be at risk. we don't know that. >> were you surprised, congressman, that they admitted they didn't do prelaunch testing in terms of the amount of volume that was predicted? >> well, again, it is riddled with errors from an operational stand point, they also put in charge cm s that is in charge of medicare and medicaid. they can't get that right. they were supposed to be the system's integrator. they couldn't get going to work and they were delayed by the white house in setting up the requirements and the white house ignored information that they anyhow that bump bump wear was

that people's personal information may be at risk because the website is not secure. >> we'll talk about that in the rest of the program. >> the washington post reported that the website will not be fixed by the end of the month which breaks a promise. and according to the paper, the 17 federally call centers had a lack of authority to errors on on line applications if you have an issue on the phone. >> speaking of obama care, it is a rare day when dick cheney agrees with bill clinton. both men believe president obama should keep his promise that the americans can keep their health care. >> i am inclined to agree with pill clinton.

people have already lost their policys and can't get new ones. and these policies have been declared by law to be inadequate because of the standards written in the regulations. i am not sure how you now go peel back that onion? you have to a situation go to the people and give them a new policy and repeal obama care? maybe. it is hard to implement that. i think it is what needs to be done is repeal obama care. i think it is a serious, serious problem in terms of government trying to do more than its capable of doing. >> also the former vice-president brings up the heart of the issue in fixing obama care. how do you bring back cancelled insurance policy if they violate the health care law the way it is written now. it is a daunting task. it is a push on the behalf of

more people had gone on, it would be a bigger disaster. it is not only the front end of the website, it is the tran mission to the insurance companies and them getting accurate information. we have no guarantee that that part of the equation is fixed either. you might get on, but the information may not be trances ferred accurately to the insurance company. >> i apologe for the interruption. the point is they need everyone they can get based on the enrollment. 275,000 e-mails going out as of yesterday. were you aware of the memo out there less than 30 days before the launch and during the memo, the threat and the risk potential to the system is limitless. limitless. that was 27 days before they went forward. did we get a far reading and answer as why they didn't halt the launch. >> i think the right hand didn't

the federal government and they played no role what so ever in anything on the website. no role what so ever in setting up the health care plan. health and human services did not consult and there were no briefings. and as a result of that a system that is insecure from terrorism or just crooks out there trying to get personal information on people. you can have felons working as navigators here. >> one of the things that jumped out at me and maybe you can give me context to better understand. there are 16 reports of cyber attacks on healthcare.gov. give us a context. is that a lot or little or troubling? >> it is troubling. first of all it is significant enough the fact that there was no defense against. it that is a troubling part. it could be more than 16 as we

go forward. it is something to be very concerned about. that's why they brought the hearing. it goes against common sense. here you have security and one of the main jobs is to provide jobs. and the health and you machine services in setting up the website never went to the security. >> and meanwhile they said it was hilo secured and it is a hub and it connects different federal agencies and not storing data and that will make us feel better and that it is just an avenue by which information travels and doesn't traffic. >> with all that went wrong with the obama care website. we have no reason to be secure. and certainly no reason why. they can talk all they want.

work through a punch list of issues that need to be resolved. the fact is on november 13th. we are not where we will be and want to be on november 30th, it remains the case that we believe the site will be working smoothly for the majority of users by the end of the month. that was the frame that jeff talked about when he first established this goal. and we believe we are on track. we make assessments all the time. today we are confident that we are on track to achieve that. if that changes we will certainly lesern certainly let you know. let me also be clear as i said yesterday, as with any major website that is complex as this one is. it can be working smoothly for

the vast majority of users and there can be problems. so i do not doubt that there will be stories of people who experience delays or difficulties but it is our prediction that we can with the fixes that are being implemented reach our goal by november 30th. americans that are interested in reviewing their options and purcha purchasing quality affordable insurance can do so, and there is no question that since the launch date of october 1st, the perform aps ance of the website been far less than satisfactory. this progress that is being made every day, is measured against

metrics that focus on response time and error right and site stability. progress on these are moving in the right direction pages are loading faster and error rates are down. and we expect to see eterates each week. we have cut the loading time from 8 seconds to less than 1 second. that is progress. on error are rate we have reduced the frequency on a per page basis of time outs from 6:6% to 2%. i can tell you today that er ro ror rate is now below 1%. that is progress.

as you know, the system that has gone down with some stability but it has greatly improved. i think that has been noted by people who cover it and we are implementing fixes and changes every day that himprove stabiliy and error rate so this is the kind of stuff that cms released but i'm trying to give you context here so that it is not just a goal that we'll evaluate on november 30th as to whether we've made it or not. there is specific progress by which progress is measured and measurable progress to report. and every there are software fixes being made and each day we
