plan, you can keep your health care plan. >> if you've got health insurance through your employer, you can keep your health insurance, keep your choice of doctor, keep your plan. >> if you like your health care plan, you will be able to keep your health care plan. period. >> now we know that was a big fat lie which is why the president said this about people getting all the cancellation letters in the mail. here's what he said. >> i get how upsetting this can be for americans particularly after assurances they heard from me that if they had a plan they liked they could keep it. to those americans, i hear you loud and clear. i said we would do everything we can to fix the problem. today i'm offering an idea to help do it. already people who have plans that predate the affordable care act can keep the plans if they haven't changed. that was in the law. that's called a grandfather clause included in the law.
7:02 pm
today we'll extend that to people whose plans have changed since the law took effect and people who bought plans since the law took effect. so state insurance commissioners can decide what plans can be sold in their states but insurers can extend current plans that would be cancelled in 2014 and americans whose plans have been cancelled can re-enroll in the same kind of plan. >> the president's own so-called fix which is not a fix at all proves it. the insurance industry has they cannot reverse what was done. america's health insurance plans put out a blistering statement in terms of a trade organization that said, quote, changing the rules after health plans have already met the requirements of the law could destabilize the

market and result in higher premiums for consumers, already set for next year based on an assumption of when they will be transitioning to the new marketplace. if you were younger and healthier people the premiums will increase and there will be fewer choices for consumers. additional steps could be taken to mitigate the adverse impact on consumers. now what? what will the hail mary pass do? help the democrats in the 2014 elections accomplish that. joining me now with reaction, steve king. minnesota congresswoman michele bachmann. first of all, we have to get it on the table. this jug just delays the madness. we'll be back here a year from now. >> we are in the same madness sooner. he can't fulfill the promise
7:04 pm
because the insurance companies have to opt in. and the insured need to also opt in. no way that becomes 100% of people get to keep their policy. his restatement of the gra grandfather clause, if premiums went up that disqualified the policies. this is a lot of rhetoric in a desperate president trying to react to democrat push back. the senators went to the white house. the democrats voted with the president on this. this is panic mode for the president of the united states. >> instead of saying, okay, i made the promise. i will keep my promise. the president has delayed the inevitable here. i think it's obvious, but why do you think he did it? >> this is a political problem for the president. this is the political solution to his political problem. it isn't about the people.
7:05 pm
it's about the political problems of the democratic party. people across the united states don't trust one thing the president says now. he told them if you like your health insurance plan you can keep it. the speech he gave today won't allow one american confidence to keep their plan. he told insurance companies you must send out another letter saying your health insurance policy isn't very good. the government has health insurance policies, why don't you look at theirs? if i'm an insurance company , just because the president does a press conference i'm supposed to change what i do because of a press conference? >> wait a minute. >> the president needs to understand congress needs to pass laws.

not dictate to private businesses you have to do what i say in a press conference. >> they have been preparing for this for years. we have six, seven weeks left in the year and now they have to go back. they couldn't be more clear in terms of the impact. does this result in higher premiums for people? >> it might. the insurance companies looked a long ways into the future. they will dig in strongly on this. i want to reinforce what michelle said. the president has no constitutional authority to extend the individual mandate and no constitutional authority to extend the employer mandate either. the law says they shall take effect and be implemented
7:07 pm
each month after 2013. he has to come to congress on bended knee and ask if he would bail him out. part of what he's doing is accepting an extension of the individual mandate, writing it in by rule. he said he would veto that if it got to his desk. this is a high level of contradiction in his position. it's chaotic. >> so the over wewhelming promi he made, you can't keep your plan. can't keep your doctor. we get the rate shock we have talked about. the reason the president did this is because he doesn't want democrats that have been complaining to him signing onto legislation to vote on in the house which is if you like your plan you can keep your plan act. >> he wants to make sure they get the credit for keeping the
