we begin this hour with a severe weather alert, a tornado watch and warnings all across parts of severalf several midwestern states that's expected to last until at least early evening. look at the scene around chicago. the bears are scheduled to face the baltimore ravens at soldier field. but listen to what the office of emergency services is telling fan whose are still planning on attending. >> the priority is fan safety. so our meeting today discussed with the office of emergency management, chicago fire, chicago police about what we need to do to get fans in save

areas in the answer of strong winds, high winds or lightning. >> it sounds serious. >> it's really serious. i am very concerned for the folks in and around the chicago area. we have a particularly dangerous situation unfolding, a tornado watch that the storm prediction center has said this is a particularly dangerous situation. all of the ingredients are setting up for a tornado outbreak. we already have reports of damage south of peoria, a tornado on the ground as well as a long-track tornado, the same tornado that went through around the peoria area moving through dana, illinois. you can see on your screen, particularly dangerous situation here with this tornado watch that includes chicago. and this one here stretching into indiana and ohio and michigan. we also have a tornado watch that moves into the tennessee river valley. but the tornado watches and warnings are popping up

consistently throughout the hours. and taking a look at this storm right here. that's the tornado warning. and that is the cell that moved through south of peoria. a very dangerous cell right now that is producing a tornado on the ground, long-track tornado near dana, illinois. power flashes reported. it's moving northwest into livingston. and all of these are particularly dangerous. taking a look at the chicago area. this storm system is about to move through the chicago area with the potential for tornados. i am very concerned with those folks that are headed to the bears game, and we're certainly going to keep you posted. but. you know, it's an outdoor stadium. this is a very dangerous situation that is unfolding for the chicago area as well as all the areas you see in picks. the storm prediction center has issued a high-risk tornado threat something they don't typically do throughout the year, but to see it in mid

november is also very rare this far north. taking a look at the forecast radar. there's the chicago area as this game is about to be played. you can see some of these cells. i wouldn't doubt it that we could see the potential for tornado warnings in the next several hours as that game is supposed to be played. unbelievably dangerous situation. and this heine line is going to continue through indiana and ohio. this is a wide-spread area where we're going to see the danger from this storm. straight-heine wind damage is going to be a concern for all these states, two dozen states unfolding where we could see the potential for at the very least very strong winds. and look at that front. temperatures are going to drop 20 to 30 degrees. and that's one of the ingredient that we need for severe weather. we have the extra lift.

and that's why we have a high risk for long-lasting, long-tracked dangerous tornados in this region. a lot of people are saying tornados in november? it does happen. this is a secondary season. but mid november to late november even into december across the hid west. so far north is very rare. this is a really dangerous situation, especially for the folks that are headed out to those nfl games, shannon, i'm raying for the best here, but people need to be on alert. and those officials need to be telling people what to do if and when a tornado warning goes into effect. >> all right of the thank you very much. we will check back with you and stay tuned. and, you know, ping us with any updates. we want to make sure folks have the post up to date information. all right. tornados already. around peoria and southwest of

chicago. both are in taswell county. >> the tornados appear to have moved through the area. correction. this was not in peoria. it was in pekin, illinois and washington, illinois in tazewell county. but it did move from pekin, illinois to washington in a northeasterly direction. there are reports of severe damage to home, power lines. many of our phone line, land lines are down. we have units on scene in both of those cities. both have requested the assistance of the unified command post, which units that can set up and blanket all communications in the area. we are responding units to those

locations, to pekin and washington to set up that communications and to coordinate the effort. >> and, bill, what is your best advice at this point? thankfully we have technology that warns people about these things that are coming, and our meteorologist just spilled it out. but what's your best advice to folks in this area day point? >> right now in tazewell county is to stay put, report any significant damage to their local authorities, either fire or police. and, again, we'll be moving our mobile units into those areas to coordinate the efforts. >> and this is something that you do for a living. you have seen these things this the past. how would you rate this particular threat? how urgent do you think it is for people to know exactly what's going on? >> well, in the first place, all

39 house democrats broke ranks and vote the for a republican bill allowing people to keep their health care plans. they're starting to feel the heat from their constituents and worry about reelection. even though the administration says it will have that notorious obama care website fixed by the end of this month, republicans say the problems go much deeper than a web seethe that doesn't work. >> it's time to start over. this health care law is terribly flawed. it is broken. it has failed the american people because they're losing their insurance, they're losing their doctor. their premiums are going up. i think there's a massive taxpayer bailout needed just to deal with the impact of this health care law. and this is not what the person people wanted. >> president obama last week did take full responsibility for the health care troubles and announced that anyone who wants to keep one of the sub-standard plans that were being canceled

can do so for one year. and while republicans say the problem is not just with the rollout, democrats say just the opposite. that it can be fixed. >> i think that the president admitted that the buck stops with him. the fact of the matter is, this is a rollout problem. this is not a values problem. and i think if we were to look at what we're attempting to do with the affordable health care act, you will know that what we're trying to do is change a value system in our country. >> now the house energy committee holds a hearing on tuesday on whether people's information is secure on a website with so many problems. >> and a law maker who offered that bill, congressman upton, hopes that the democrat also

work with it. the white house says the president will veto it if it gets to his desk. there's no guarantee harry reid will ever let it get to the floor of the senate. >> i want to start by reading something from nancy pelosi. she says it has made the situation worse. >> number of different things. you can't go anywhere, church today, grocery store, veterans events, all the things we did. there wasn't a time when someone didn't come up to any of us and say do you know what's going on out there? we're getting these cancellation notices. we had almost 100 members share with c-span the specific stories. it's not working. and until we introduced this bill, i interdusd the bill less than two weeks ago, had 150

co-sponsors. it was figured out that we were going to get 300 votes for it. and that caused the president to act. they were not going to do anything. they were going to let all these folks get run over by the bus. all these policies were going to get canceled. and the promise that you could keep your health care just wasn't accurate. even former president clinton said that president obama ought to honor his commitment and make this whole. >> do you think that's come about from a lot of the heat from the president's own party? >> this has never been ready for prime time. it started with the website. and we had a lot of hearings over the summer. the administration said we're ready. but as it turns out, they didn't do the end to end testing. we don't know about the security of the information that people put into the system. hospitals don't know how they're going to get paid when this thing kicks in, in january.

a hot of small business plans are being canceled too. we're seeing one wave after another just prove that this thing is not ready. and people are worried. >> so the white house says essentially the president would veto this if it ever got to him. it would allow new people to enroll in these plans they consider sub standard. if it gets there, if harry reed a allow it is to get to the floor of the senate it's a no go in that way. why would republicans want to do this past the 2014 elections? >> this is real-life experience for folks. they've got their own health care needs. they're seeing these premiums jump two, three, 400%. they're seeing their deductibles

grow thousands of dollars. we didn't want to be political. we wanted to provide relief for people who are screaming for help and knowing that in five, six weeks, this thing starts. the earliest we could show we had a bill. and before the president acted most pundits were saying we're going to have as many 300 votes for this. that's pretty bipartisan. we won by more than 100 votes in a closely divided house. great credit to speaker boehner and cantor. they put pressure on the senate, let's send the signal now that if we can restore some of those policies, working with the state insurance commissioners across the country, maybe some of those folks who were denied that got that cancellation notice will say hey, we can keep our plan. that was the promise.

investigators in california are trying to figure out what happened to a family of four whose bodies were discovered in the desert. dominique is live with details. >> the family went missing in february 2010, believe it or not. on monday, the skeleton remains of joseph and summer were discovered in a shallow grave about 50 foot or so off a remote

we're monitoring severe weather across the midwest. there have already been reports of confirmed touchdowns of these tornados. and we're seeing some startling pictures and images starting to come in. let's get the very latest on this situation. >> this is going to be a really dangerous day throughout the midwest. tornado watches in effect, as you mentioned, across portions of illinois, indiana, michigan. down into the tennessee river valley. these two watches right here, particularly dangerous situations according to the national weather service. and look at all of the -- these are tornado warnings. all of the polygones that you see in red here, heading into very populated areas. millions of people are affected with these tornado watches and warnings. and we now have a tornado warning southwest of the chicago area. will and grundy county, and

lightning three miles away from soldier field where the bears are supposed to be playing. so dangerous. these are moving into the chicago area and are going to last for the next several hours. i am so concerned for the fans that are in that chicago stadium right now. it's an open stadium. and if you have a tornado warning, those officials need to be telling people to seek shelter immediately. back to you. >> we'll check back with you, thank you. joining us is a reporter with our affiliate in chicago. she's live. what is your sense of how conditions there are at the field. and is there a plan? are you confident that officials have one? >> caller: there is a plan. metal, concrete poles are swaying around. we've had just a bit of rain. but hearing that the lightning

and wind was so close, there is a plan. i talked to the general manager. and he said what they will do, with the 63,000 people, they will move them into the concourse. there are designated areas for them to go into. and if necessary they can move into the field museum, a very old, concrete structure. the nfl remains watching what happens with the players. they will keep them as safe as they can as well. if that lightning is spotted here at the stadium, that will be an instant delay. >> what's turn out like today? >> caller: there are a few fans, a few fewer fans here, definitely. but there's at least 45 to 50,000 here, not as many empty

seats as you might imagine. >> who makes the call there? that if the lightning comes there's a delay. who makes the call here? >> caller: the nfl will make the call as far as the game is concerned. when it comes to fan safety, that is stadium management here. they will tell them where to go. and there have already been several precautionary alerts come across the jumbotron letting people know this is what you will see. making them aware. you know, when you're at a game, you're into the action and not paying attention to what's going on around you. >> we know that bears fans and, you know, we've got the ravens there as well. they're diehard. and tailgating and all that starts hours in advance. we though folks have been out there for a while. you have to wonder about the decision to cancel or delay, but certainly, if that weather moves

the regulations. there have to be justifications for it. at the hearing in the house this week there were members who said it appeared to them the epa is making decisions based on polling and not on science. and i know you have some questions about how they've made these determinations. have you gotten any answers? has there been transparency? >> we've gotten some but certainly not enough. our overall goal is to shine the sunlight on every government agency, including epa to have openness and transparency. that's the only way wian the public really know what's going on and what's behind decisions. and it's mandated by law. unfortunately, the epa has been really resistant to really be open with that information. and so we're partnering very aggressively with house republican chairman because they have subpoena power, to get the

documents to us and the public. >> lamar smith said that, you know, there was a lot of questioning about all those subpoenas and where the answers were and why they hadn't gotten the documents. she seemed a little flabbergasted. she said she thought the epa had been cooperating. but she seemed to suggest hey, we're in compliance. i'm baffled that you're still missing things. >> no, if she really feels that way, she's been sadly miss informed by her staff. they've been playing hide-and-seek for months and months, even going back to her confirmation process. they withheld e-mails and redacted e-mails and other documents from us. so it's been like pulling teeth on a number of fronts. >> another thing i wanted to talk about was the science advisory board. it looks at the science that the epa is relying on when it makes

its decisions. and the information that the epa looks at has to go through the board. mccarthy appoints people to the science advisory board which is then reviewing epa science. and congressman rohrabacher talked about it, that a number of these are people who have gotten epa grant money. she says no lines are crossed, but it certainly raises questions. >> i see a big problem, shannon. there are conflicts of interest, but the ability to skew the board completely to the left, completely in one direction. again, we tried to address this in her confirmation process and extracted some limited reforms in terms of some things they're going to do. so we're following up on that. but, again, all of this goes to openness, transparency and basing decisions on sound

chicago area. soldier field is where the bears are playing. folks are being evacuated right now. fans are being asked to relocate to the nearest concrete concourse. so obviously a very dire situation in chicago. tornado watches as you saw, but these are all tornado warnings lining up here across areas that are heavily populated. so tornado warnings meaning that we see doppler radar indicated rotation or tornados have been spotted on the ground. i want to point out, there's our latest tornado warning, south of the chicago area, and it's going to continue to move north and eastward within the next several minutes. so chicago in this area under a tornado warning, tornado warning for the chicago proper area. but these storms are moving north and eastward. so that's why folks are being told to seek shelter immediately in that stadium and people are evacuating. a very, very dangerous situation, not only for chicago,

obviously, but for a bide stretch of the u.s. 70 million people, really, affected by this storm system. and the storm prediction center has issued a high-risk warning, something they don't do very often. but to see that in november is incredibly rare. we of peoria. we have seen the damage. it's quite incredible. we're going to see pictures unfortunately. and hopefully people are taking shelter. indianapolis. cincinnati. in the red shaded area you could see the potential for tornados and straight line winds, heavy rape and hail. certainly, as we go through the next few hours you can see that line setting up. and that's where we have those tornado warnings that stretch from missouri up to illinois and indiana over the next several hours. a very dire situation, shannon. i can't stress it enough.

people need to be taking shelter, knowing what they're going to do if and when a tornado warning is in effect. there's the chicago area. we're looking at the storms hitting this hour for the next several hours. and then as we move further out in time up toward the new york area, boston. and into the overnight hours. but the punch of the storms is going to last into the evening and overnight and these storms will eventually lose their punch. but right now we are in the thick of things. people need to know what they're going to do if and when a watch is ordered for their area. >> can you explain to us a little bit about why this is, you know, such a confluence of events. what are the things that have come together that make this such a potent threat, and why don't you tell us a little bit about it. we'll take a look at some pictures from our affiliates.

>> we have all the ingredients, as we like to say, when it comes to severe weather that are coming together. we have the warm, moist, unstable air mass ahead of the cold front. this is the same storm system that produced feet of snow across the northwest. we have the lifting mechanism. we have a very strong jet stream that's focused right around this area. that's why we see that high risk, something that the storm prediction center doesn't issue very often. but when they think all those grientss are going to come together that's when you have that risk. i must make mention to see tornados so early in the morning, 11:00 in the morning to 12:00 in the morning is rare at any given time of year. so the available energy for these storms is really off the charts. and that's why we're seeing the tornado risk that is occurring right now across the midwest. >> and in looking at the radar,

we can see -- and just as a lay person looking at this -- you're our expert here. but it looks like there are different bansd or different waves coming through. so if somebody gets through a band of this weather, what sort of time frame do they need to be prepared that there's more coming. >> right. you can actually see some of these tornado watches being whitsled away. and that means the danger is subsiding. so the storms are moving very quickly. but it just takes a second to see the incredible amount of damage that we have seen in washington, illinois. so the watches give you an indication for the potential of severe weather. that goes from 4:00 to 8:00. and until 7:00 in this part of the oh, oio river valley. we'll see watches issued

throughout the evening and overnight hours, but this stsd time that we start to see these storms pop. and as you can see, really, to see the tornado warnings line up like this is really incredible especially for mid november. we typically see a severe season no the springtime, a secondary season in the fall, but the fact that they've issued a high-risk area in this region is extraordinarily rare. the fact that it's a sunday as well, i'm worry thad people aren't aware of the situation. so if you have friends, neighbors, relatives that live across the midwest, the areas that i just showed you where we have tornado watches and warnings, they need to be on alert. >> thank you very much e and that live camera you see there looking at chicago. we've seen just in the time we've about on the ara massive change in what you can view from that camera. certainly we'll keep an eye on that situation. and we've been told that play

>> we talked to to him for about 15 minutes while he was taking a break from filming his new television show for the sun news network up in canada. that show premieres at 8:00 on monday night. i asked him about some of the origins of this. he refused to get into detail about why he smoked crack or under what circumstances he did only to apologize again for doing it in the first place. the message we got from the mayor today just a few minutes ago was that he is hanging tough. the city council can take all of the actions it wants to and he's not going anywhere. he says as of january he'll begin his re-election campaign and will start raising money and hopes to get re-elected on october 27th, which is when the toronto mayors race takes place. he did go into detail for the first time that he is getting professional help. here's what he told me. >> i admitted to using illegal drugs in the last year. okay. i admitted to drinking too much.

okay. so i'm dealing with it. i'm training every day. i'm in a gym for two hours every day. i'm seeking professional help. i'm not an alcoholic. i am not a drug addict. have i had my outburst in the past? absolutely i have, john. i'm only human. i have made mistakes. i apologized. that's all i can do. >> i asked the mayor whether some of that professional help that he was getting would include substance abuse treatment. he refused to go into any level of detail on that but said he's not an addict so he wouldn't need substance abuse treatment. you talked about the mayor being stripped of some of his powers this past friday. toronto city council stripped him of the power to implement an emergency management plan and appoint or fire members of his executive council but tomorrow is the bigger day for the mayor when the council could vote to strip you will of his remaining powers leaving him as little more than a figure head giving powers to the deputy mayor but

rob ford says even if he's a figure head, we'll continue to be mayor and continue to fight against what he calls left wing tax and spend socialists in city hall. here's what he said. >> we're going to move forward. i'll continue to fight for the little guy. i'm going to continue to save taxpayers money and if they want to strip my powers, that's up to them. the people haven't spoken yet. on october 27th, the people are going to speak loud and clear. >> mayor ford told me he was at a dinner in a restaurant last night and took him four hours to get out of the place because so many people wanted to come up and take photographs with him or talk to him about the battle he's going through right now. as for his re-election chances, recent polling would suggest it's not looking bright at this point but a week is a long time in politics and the mayor has got a year to rebuild his image. >> it certainly is. people like to take pictures of train wrecks too so we'll see.
