"the factor" begins right now. hi, i'mbill owe ri. as you know, i am a simple man. last night senator kerry and president obama told the world that a compromise had been reached with iran over nuclear weapons. immediately there was controversy. we must be skeptical here.
5:02 pm
first of all, there are folks that don't care if iran gives up its nukes. on the opposite side, there are americans who will oppose anything president obama does. therefore, they will object to the deal with iran on that basis. so let's put those two groups aside for a moment. there are two key things in place. first, the agreement slows down but does not stop iran's development of nuclear weapons. that's why the israelis are so angry. they want iran's nuclear program to stop enrich uranium, the uranium they already has destroyed. but under this deal, it's not going to happen. president obama says this is just the first part of the deal. more stringent controls will be brought after six months. the anti-obama forces don't believe that will happen. on the other hand, many believe it's good, that talking with them is better than shooting at them. and though some sanctions are
5:03 pm
lifted, most stay in place and can be reinstituted, or so the president says. to bolster that point of view, you can legitimately say the sanctions have worked. iran is keeping their behavior in channels because of the sanctions. but cutting to the nuke chase. some say we could have made a better deal. if we had held out for a few more months, the iranian economy would have gotten worse and we would have been in a stronger position to make iran give up much more. but with the trouble over obama care, he wanted to make the deal to demonstrate leadership and to stop the public opinion leading. but that might not work, as some democrats, especially those with some big jewish populations like new york, don't like the deal. now there is a move in congress to impose even stricter sanctions. of course, the president would
quote

veto that if it ever passed. there you have it. the deal delays but does not prevent iranian nuclear weapons. t the president says a better deal is forthcoming. others say iran will cheat all day long. john mccain, a foreign policy expert. am i making any mistakes, senator? >> no, you're not, bill. i would add that there are three factors in developing nuclear weapons. one is the material itself, the other is the weapon that would go on the missile, and the other two there preceding the pace. second of all, we look at iran on the issue of nuclear weapons. they're sending 5,000 hizbollah to syria and bragging about being in syria killing syrians. they are spreading terror throughout the region. they are responsible for the deaths of americans, and i would
5:05 pm
also point out on this whole issue of right to enrich, they've cheated, they've lied, they've provericated for years and years and years, and the fundamental has to be they don't have the right to enrich. if you look at the final print on this agreement, you'll see basically we have conceded that. that's outrageous and ridiculous, and by the way, our centrifuges continue to spin. the facility in iraq is not dismantled and frankly we've seen this movie before. >> you're against the deal. let's take it one by one. is it better for the united states to be talking with these people than to just say, look, our way or the highway, because you know they'll take the highway. they're not going to -- you have to give them something to get something. so i agree with a lot of what you said. i mean, we certainly don't have any assurance that they're not going to continue to do what they do. but if they don't --
5:06 pm
>> listen -- >> -- then all hell is going to break loose. president obama said we tried this, we tried that, they're cheating, they're doing this, and now it's going to be even worse. no? >> first of all, you know that the president didn't threaten the use of force. second of all, we're giving. they're not giving anything. we're giving. >> they're not going to enrich more than 5%, which they have to get up to 20% to have weapons grade. they said we're not going to do that, we're only going to do 5. >>. iea people will tell you it's literally a matter of weeks before you move from 5% up to material of 90%. we're giving them an additional 7. some people say as much as $20 billion which they'll use to continue to spread terror all over the world. by the way, with their economic difficulties, i've seen no reduction in their activities, especially in the middle east. they're in yemen, they killed
5:07 pm
americans -- >> what would you do if you were president, and you came close to being president. what would you do with these guys? they're bad guys. what would you do? say you were president. what would you do with these guys? >> i would say we'll talk to you as long as you want, but we have to have a specific dismantlement of these capabilities. to say you no longer have the, quote, right to enrich. we'll build it for you. >> we'll build you the peaceful one if you want it, but netanyahu says no deal unless they stop -- you can't just stop a little, you have to stop totally. all right, you would do that. >> and the only way you can keep them from not cheating, because they've been able to fool us over the years, is to have that complete stop. they're going to find ways to conceal it. they've done it in the past.
5:08 pm
in fact, in 2007, our intelligence estimate was that they weren't doing it anymore. that shows you how unreliable our intelligence is when this kind of a complicated situation exists. >> but i think the israelis have very good intelligence coming out of there. i could be wrong about that, but that's what i understand. >> yes, and they are the target, bill. don't forget that. they're the ones that the iranians have said they're going to wipe off the map. wouldn't it be nice if they said israel has the right to exist? wouldn't that be a nice thing? >> they're not nice people, senator, as you know. president obama. is he doing this deal to get away from the obama care chaos? >> i won't accuse him of that, but i am accusing him of doing a deal that is fundamentally flawed and is, if not seeking to divert attention has that effect, but -- look, six months from now, we have to pass -- you were talking about congress. we have to pass legislation that tightens the sanctions if six months from now there is no

that during the pendency of this agreement that iran will cheat, and we won't perhaps know that but it will be more difficult than the administration makes it sound to reimpose the sanctions that have been lifted. and i think that kind of lies at the core of it. >> but most of the sanctions haven't been lifted, just a few things. >> right. >> i don't know if you can force russia or china to do anything anymore, but certainly as i said to the senator, if you can demonstrably show the iranians cheated, it's all over for them. they have a little thread of credibility in those worlds that don't like us, but whatever. congress says now it may get involved by passing a bill that would up the u.s. sanctions against iran, correct? >> that's the threat, and, you know, there are two ways to look at that, bill. one is while it interferes with these delicate negotiations and would upset the whole apple cart if they were put in place, the
5:14 pm
president, as you pointed out earlier, has apparent veto by any act of congress, so i'm not sure as a practical matter how great a threat it actually is. in fact, it seems to me the president might welcome congress' readiness to enact such a thing and be prepared to say tight rao the iranians, loo only will i impose the sanctions you temporarily lifted or we don't make any further progress, but i will sign into the law a bill to add further sanctions. >> so it might be to the president's benefit to have the congress pass some deal. >> well, either that or be prepared to. i suppose if they pass it now, it would expire and -- or he could just have it on his desk for a while, and if it expired, he could have a new one. >> but harry reid, if it comes back for a vote -- >> that's what i'm trying to get at. reid won't put it up for a vote unless the president says put it

5:16 pm
means. i mean, this all feeds into a narrative that the president would like to have people following. but i think it is too minor a deal so far to do much to overcome people's distress at the rollout of obama care. >> i do believe there was more urgency for the president than john kerry to act now because of the heat, whereas i believe it would have been better for the country to wait a few months, let them really feel the economic pain a bit longer, and then go in. >> you have a point, bill, it seems to me, because look, the reason they came to the table is they wanted the sanctions lifted. i don't know if they're in any sense intent on stopping their nuclear program or giving it up on any permanent basis. and if the sanctions are biting and they want out from under them, now might be the time to seek the full deal you're trying to get, which is conformity with u.n. resolutions, which this deal does not bring them into line with that says you got to

juan, the problem here is that nobody believes president obama will secure the border. they believe he will give the path way to citizenship, but nobody believes he's going to stop more people from coming in to follow the same path way. do you understand that, juan? >> yeah. in the senate bill that was passed in june, bill, there is a ton of money, i mean like you wouldn't believe how much money in order to secure the border. and that was passed by a democratic majority in the senate. the president says he supports that bill. he's also now said he supports the piecemeal approach that the house republicans say they want to take, but speaker boehner is sitting both on the comprehensive bill from the senate and the piecemeal stuff, he says there's not enough time this year on the calendar. it looks like he's just given up. >> money doesn't stop drug smuggling or people smuggling. you have to have the will to do it and that will has to be kbar imparted.

says, no, i'm your friend, remember, i want to get this deal, maybe his poll numbers get back up. i don't think they'll get back up on iran, but i could be wrong on that. >> i think his poll numbers have split, but i don't think they've particularly split among hispanics. the poll shows most hispanics still support the president. >> that's not true. >> here's my position on this, which is there is a real urgency. most americans, they think the health care act rollout has been a disaster. they think there are problems in the middle east. but here's the thing, they think, these aren't my problems. get the jobs thing fixed, get immigration fixed. >> those things are very low on people's concerns because of the jobs issue. >> they should do things that helps people's lives and move things forward. >> latino/hispanic vote -- i don't have the approval.
