on the east coast threatening the travel plans of millions of americans. the monster mess is stretching from the carolinas to the northeast bringing snow, rain, punishing winds and we have watched this actually crisscross across the country, becoming deadly along the way. more than a dozen be people we know have died as the system hits their states, their towns, their cities. the storm is causing dozens of flight delays. some the worse disruptions so far are at airports in philadelphia and new york. experts worn those problems in the east could cause a domino effect, backing up flights from coast to coast. driving is going to be tough, too. triple a estimates nearly 40 million people will be hitting the roads over the hollywood weekend. can you see the -- holiday weekend. one of the two states being hit hard right now. cities in the great lakes region also saw some of the heaviest snow. this is what it looked like earlier in rochester, new york, where first alert forecaster notice fox weather center report half a foot of snow on the ground

so far and it's not even half over. we have team fox coverage. rick leventhal is near a busy highway in new jersey right now. chief meteorologist rick reichmuth is in the fox weather center. first though, let's go to carl cameron live at reagan international airport. karl? >> hi there, harris. well for air travelers it's not going to be pretty but if you are patient you will get there. this storm started in the southwest on sunday and dropping a foot of snow all the way across the country and snarling airports and domino effect have you been talking about it's been range and most of the flights delayed. there have been cancellations across the country today 500 flights cancelled across the country. and you can do yourself a lot of good by before you come to the airport or as triple a suggest use some of your hand held apps. take a watch. >> travelers are getting smarter these days and using smart tones to get around

those phone lines that can be jammed at times like this. many airlines have twitter pages that are dedicated to look for feedback and assist customers during this time. so, make sure that if you are getting a busy phone signal you jump on an airlines twitter page and communicate that way for some service. >> so, got to be patient. the biggest delays a couple hours particularly bad in philadelphia, jfk, and newark, laguardia. we hear amtrak has had a couple of problems up in new england. that's where the storm is, and most of those airports are pretty accustomed to this kind of thing. it's going to take a while. keep your patience, harris. >> travelers have seen this sort of thing before but airlines have to deal with the onslaught of people not comfortable and cranky. what are they doing about it? >> couple of things, waiving fees for people who want to change their flights at the last minute. variety of combinations. trying to make people as comfortable as possible. there is going to be waits. usually only a few hours. the trick is try to be nice. don't make any enemies on the way to your thanksgiving. you will get there but probably be late.

harris. >> you are one of the friendliest people on the planet. karl. thank you. happy holidays. a lot of holiday travelers are facing potentially dangerous driving conditions. we are learning a lot of you a big chunk will on' the roads than ever before. along interstate 9 a. very busy thoroughfare by the george washington bring haste, the temperature plummeting in the new york area. 31 degrees and now in the low 40s. expected to hit the upper 20's this evening. there could be snow in the new york city area which will just add to some of these drivers' misery. here are some the 39 million people on the roads today. happy traffic coming out of new york city. george washington bridge. much heavier inbound toward new jersey toward new york city and also toward long island and connecticut where rains have been very heavy. up to three and a half inches falling across parts of connecticut. the worst weather so far in our region though. upstate new york and western

pennsylvania. the rochester and buffalo areas getting a lot of snow up to a foot or more. there are winter storm warnings in effect. and some flood warnings as well in effect for much of the region. 9 and a half inches of snow and more could fall before this storm has passed through. also, obvious concerns about black ice on the roadways as the rain and snow and ice continues to fall and the temperatures continue to plummet. we have also had thousands of power outages reported, hairs. some of the -- harris. some the folks by the time they get to grandma's might have to build a fire to cook that bird. >> that is something that tends to happen on the east coast is those lines that are above ground get heavy. you talked about a 40-degree temperature variation in about 15 hours in this area. that also could have a great deal of effect on the macy's thanksgiving day parade because that means winds moving into the area, too. >> yeah. very difficult conditions can, potentially for all those people who are going

to be lining the parade route and for the balloons themselves. you know, there have been guidelines in effect since 1997 when a large balloon at the parade hit a lamp post and caused four injuries. including a very serious injury to a woman who was in a coma for a month. these guidelines say that they can't fly those large balloons when sustained winds exceed 23 miles per hour and gusts are over 34. tomorrow, they are predicting gusts of 25 to 35 miles per hour in new york city. so, parade officials are going to have to make a call sometime tomorrow morning before that parade starts at 9:00 a.m. eastern time. 16 massive balloons expected to fly and roughly three dozen smaller balloons. those could still fly. obviously the safety is a primary concern, but could be a disappointment for a lot of folks tomorrow at that macy's thanksgiving day parade, harris. >> rick leventhal, thank you very much. let's go to rick reichmuth right now. chief meteorologist i want to ask you first what the temperatures will be at 9:00 a.m. eastern on the east coast as they are trying to make that decision about the macy's thanksgiving day parade. >> it's going to be cold.

temps will be around 29 degrees at that time. the winds sustained at around 18 or 19 miles per hour. it's going to feel like 15 or 16 degrees. a very cold one. the other thing sometimes they do is just lower those balloons down and fly them very low. i guarantee you none of those balloons is going to be flying high tomorrow with the winds we are seeing. airport delays, carl was just talking about. this you see these new york city airports the delays are up to about an hour. philadelphia has been at about two hours all day. but that just dropped to around 87 minutes. that's good news. they they have had very low lousy. not as many planes off the ground. slower pace. that's where you see the backup. the storm has moved through area. temperatures plummet. looking at terms into the mid 20's all the way down across parts of alabama and places like atlanta and birmingham. very cold air. you see this is gone. we are going to see temperatures tomorrow all the way to south florida all the way into the mid 60's. very, very cool air moving in behind us. we still have the rain and

you notice the snow that was there across western pennsylvania, western new york now getting in closer to eastern pennsylvania. headed towards jersey. enough cold air get in with the last bit of precipitation. nothing that will stick quickly. a lot of those roads could potentially freeze overnight. be very careful if you are driving early tomorrow morning. by midnight seeing the storm gone. winds whipping across the lakes and lake-effect snow. all the country looking good. little bit of lake-effect snow beginning to fly. we will watch a little disturbance in southern california. who would think that maybe los angeles, the one spot on thanksgiving with some clouds and little bit of rain. but the rest of the country is going to be looking just fine. >> god love them but they deserve it, all that sunshine. >> real quickly people want to know what this looks like on the flip side. everybody has gotten to grandma's house. what happens when they try to leave on the weekend? how are things looking? >> for the most part looking real good.

new push on capitol hill today to decleaf the documents navy seals collected during the raid on usama bin laden's compound in 2011. the seals reportedly grabbed more than a million files during that raid in which they report killed the al qaeda leader as we all know. officials have only released a handful of those documents. remember, president obama had said the core of al qaeda is on a, quote, path to defeat. lawmakers are pushing now for declassifications, saying the documents likely show the opposite of that

that al qaeda is actually growing around the world. catherine herridge live with the news today from washington. catherine? >> thank you, harris. the number of documents pulled from usama bin laden's compound in abad bad pakistan is still classified. it's said to be at least 1.5 million files. and of those files, only 17 written documents had been released through the west point counter terrorism center. that was over a year ago in the run-up to the election. critics charge the documents were cherry picked to portray bin laden as a frustrated micromanager who had lost control of his network. the administration declassified a series of videos which show bin laden watching television or rehearsing recorded messengers for his followers. message also reinforce the view that al qaeda was in decline. the million plus documents may tell a different story. the files also show maintain control over a number of branches around the globe this was not haphazard that all of these afilm i can't

tells suddenly basically arose in the last several years. long been a plan to establish these in several different companies. >> they believe the document also go well beyond the al qaeda network and may even shed light on its connections to iran that was first documented in the 9/11 commission report. harris. >> so, catherine, can congress actually force the cia to release these documents? >> well, they are going to try. buried the budget document is language for the files to be declassified and released. and the republican who wrote that section of the legislation tells fox news that there is evidence the documents are being denied to the military team teams who are actually charged with targeting al qaeda operatives globally. >> it's a real concern that the war fighter. guys chasing down al qaeda all throughout the middle east have not had access to these documents. that is a serious concern of mine and the committee's. and hopefully this is going to be rectified here in the short-term the

condensed this year since thanksgiving falls so late on the calendar. while tens of millions of people are expected to rush to the store this weekend alone. first alert forecasts americans will spend $1.8 billion on cyber monday this year. that's up from last year's online spending friendsy. peter barnes of the fox business network live from washington with more. peter? >> well, hey, harris, new consumer survey says that more people will spend more money on their holiday shopping this year but the numbers might have been higher had it not been for the fiscal battles here in washington, which made some consumers more cautious. the consumer federation of america and credit union national association polled more than 1,000 consumers for their annual holiday shopping survey. 13% of respond dents said they plan to increase their holiday spending this year, a slight increase over the 12% rise last year, which was up from 8% in 2011, 32% of consumers said they plan to spend less this year. that's an improvement from

38% who said that last year everybody else says they are going to spend the same. this survey suggested the increase of the number of consumers spending this season slowed because of the washington fights over spending and the debt ceiling with 51% of those polled saying the battle had effected their holiday spending plans. harris? >> you know, i'm curious, has cyber monday eaten into the profits of everybody from -- it used to be friday to sunday. now it's the holiday through sunday. >> yeah, they -- it has eaten into their profits because a lot of that online spending, for example, is at amazon, which discounts everything by, what? 20%, 30%, 40%? that's very tough competition for the bring and mortar retailers. >> all that free shipping means you don't have the competition. it's cheaper if i go get it: peter barnes, thank you very much. >> okay, harris, thank you.

meanwhile people in some communities have experienced a change in the way they shop over the past few years. many shopping malls fell on hard times when the shopping went south. many have turned to inventive ways to turn things around. >> these malls as they die their history is they go on a slow decline and hit a point where it's a precipitous dropoff. >> the west chester mall hit that dropoff. shoppers walk past rows of empty store fronts. >> we used to be in. used to come here as a kid and my mom said i would run up and down the hallways. >> the mall's new owners are looking to restore the luster by removing the roof. >> we are going to demolish part of the mall and create an outdoor pass through road with the plaza area, somewhat of a public gathering spot. >> it's a strategy that's worked in other places. this is a definite improvement for our community. there is no question.

>> like here in new york. where developers converted a that enclosed mall into outdoor space with a downtown feel. >> can i shop here and be comfortable and not have to deal with a larger mall down the road which is difficult to dole with. >> you will always have a dominant mall in a market. and if you are the number 2 mall in that market, you are not going to do well. >> that was especially true in recent years. vacancy rates spiked during the recession from 5% to 9%. >> we are seeing some creative redevelopment. >> a mall outside of boston has added condominiums. others are plugging all of that empty space with big box stores like cosco or converting it into colleges or medical centers. the moves are reviving business and getting shopping centers like this one another shot. >> we are seeing more creative uses for these old malls that are obsolete now

but really do have a life yet to live. >> and, again, that was shepard smith reporting. according to the international council of shopping center only one new mall opened in the united states over the past five years. a judge has signed off on the merger between american airlines and u.s. airways. critics are claiming the deal will cut competition and raise fares. the justice department made those same arguments when it sued to block this merger. but the feds settled the lawsuit saying the airlines have agreed to give up dozens of slots at major airports to make room for smaller carriers. hence, more competition. american executives say they plan to finalize the merger next month. well, by this weekend, you should be able to jump on to the government's ailing healthcare web site to shop for insurance coverage. but, wait. in the last little while, we have learned of, yes, and i'm going to say the word that night show comics have had some fun with there is another glitch to slow things down with obamacare. we will tell you about it.

emergency crews evacuated run heads of people from their homes in the early morning hours of today after a train car started leaking flammable liquid in ohio. it happened in willard about 65 miles south and west of cleveland. officials say four cars came off the tracks at the rail yard there late last night. they believe the derailment damaged a tanker carrying thousands of gallons of toxic fluid. they evacuated people. nobody got hurt in this. officials say the clean up could continue into the holiday weekend. a deadly stadium collapse could delay preparations for next year's world cup in brazil. authorities in sao paulo say part of the stadium came crashing to the ground today killing three people. investigators say it

happened when a crane fell. they were installing what would have been the final piece of the stadium. look at that picture. deadline for all of the tournament venues to be set and ready to go is next month. small businesses will now not be able to use the new healthcare insurance web site until november of next year. the obama administration has just announced in the last couple of hours today this applies only to small businesses in the 36 states where the feds are running the exchanges. that's a lot. and to the companies with fewer than 50 full time employees. it does not effect individual coverage. those businesses can still sign up for new plans by phone and by mail or through insurance companies, agents, and brokers directly. just not on the web site. the troubled web site. meanwhile we are just days away from the obama administration's deadline for fixing healthcare.gov. one official tells fox news the administration is urging political allies now not to

drive people to the site. the goal is to make sure it doesn't crash. administration officials expect as many and possibly more visitors than when the exchanges launched october 1st. they say the system will not work perfectly starting sunday. it will operate it will operate this time around. wendell goler at the white house. the goal is not perfection yet we learn of another delay in getting and it's getting swift reaction on the hill. the hill is following the lead of national independent business which said in a written statement, quote: maul businesses continue to be low on the priority list during the obamacare implementation process. john boehner claims the rollout is something you would expect to he see in the 1950s and flawed implementation is proof that the law is unfixable and should be scrapped. california congressman darrell issa says if it isn't scrapped it should at least be delayed, harris?

what is the white house saying about how confident they are in terms of this web site they say will roll out in four days or so? >> clearly not as confident as folks here would like to be a spokeswoman for the centers for medicare and medicaid services says they there will still be glitches in online sign up attempts after the november 30th deadline for fixing it white house chief of staff dennis mcdonough has been meeting every week with senate democrats who are up for re-election next year. and who thought that the affordable care act was supposed to be a plus for them not a liability. now lawmakers are asking colleagues to come up with obamacare success stories the next time they go home. this was a way they thought to build credibility. they are again going back to what i was saying. every little step that the president and administration can do to build up credibility that they have lost, clearly, in the fiasco of the web site,.

bob, good public rerelations if you lower expectations you can surprise more. is that what we are seeing? >> oh, definitely. the administration made a promise on both keeping your health plan as well as this web site and a month ago republicans and democrats agreed that well in the likelihood the web site is going to be fixed. it's not going to be fixed. this is vicious cycle for the administration because they need the web site numbers to go up. how do they do that don't want that many people on the web site because it's still very shaky going into slow news period over the thanksgiving holiday dominate the next several days and on the deadline when they said it's going to be fixed it's not going to be completely fixed. >> i want to press in with you on this issue of timing. something have you spoken about before. you watch for the timing of things you watch for the timing of things they tell you so much. what does this tell you you. >> the day before thanksgiving releasing. this and republicans including house majority leader eric cantor hammering

the white house for the timing of this news. the information the white house has known for days if not longer. it's indication finance a news dump and maybe there is more news dumps to come in the next couple days -- on track at this point. and the deadline is nearing and officially they will be ready we are definitely on track to have a significantly different user experience by the end of the month. i guess you could quantify that in all sorts of ways. it sounds like though she didn't get the white house talking points on the delay that was coming today. >> yeah, no, that's right. that's clearly spin here. i mean, a month ago they are saying the web site is going to be completely fixed. now they are saying it's better than it was a month ago. of course, republicans, they -- this is a huge win for them. especially after the government shutdown. but democrats are just rolling their eyes. the bad news just keeps coming for democrats.

they are just wondering will it ever stop and will this web site ever be fixed? do they need to scrap this web site and start again? those are the questions that are going on behind the scenes. >> you know, as an insider there in washington, i'm curious to know, what happens bipartisan wise when these lawmakers go home, back to their states in their district? what are the two bipartisan messages that we can expect to see coming? >> well, as far as bipartisan, you are going to see democrats and republicans agree that it's the white house's fault. i mean, remember, president obama is not up for re-election again. it's the democrats who are facing a tough electorate now in 2014 based upon the white house's missteps. so i think you are going to see democrats -- they are not going to be rallying to defend this white house. especially with the president and historic lows. so i think you see democrats and republicans increasingly, especially democrats bashing this white house this white house unless they can show some more competence and as joe trippi says regain credibility. >> real quickly, the gallup daily tracker, 'put that up. it comes out 1 p.m. eastern.

here is that video we showed you before the commercial break. a police officer pulling a man from a burning truck it happened in kate maine new jersey, delaware meets the atlantic. the officer's dash cam recording the whole thing, it shows him picking up and dragging the driver out of the all. flames shooting out of vehicle. he goes back a second time to make sure there is nobody else there. looking for other passengers just in case. couldn't see anything at the last check the.

suspected gang member could walk away free. even though accusers accuse him of hundreds of murders, maybe thousands including consulate worker. police arrested this man in 2010 in juarez, mexico. a city near the texas border that really is riddled with cartel violence. it's it really in the news almost daily. prosecutors say he was involved in the shooting death of three people linked to the united states consulate there. two of the victims seen here were married. the wife worked for the consulate. the husband was an officer at the el paso detention center. authorities say the couple was leaving a party in juarez back in march of 2010 when gunmen opened fire on their suv. they report the couple's baby, who was in the backseat, was not hurt. police say hours later gunmen killed the husband of another u.s. consulate worker. authorities last year extradited the suspect to the u.s., where is he now awaiting trial. but he claims officers in mexico brutally tortured him

and forced him to confess to the consulate killings. now his attorneys want the court here to throw out that confession. drew findlay joins us now with more. drew is a criminal defense attorney. i'm curious. the judge has said they will not set aside this confession. it is definitely going to happen in court. >> one is are you able to suppress it? that is were the lawyers able to convince the judge that the voluntariness of the confession, the incriminating statement made in 2010 to mexican authorities was not reliable because of alleged torture judge said no, come in and set forth in front of a jury through live testimony. now the lawyers can say to the jury, hey, look, the jury is not going to know about the hearing in front of the judge, of course, unless they watch it on fox news right now. they are going to say, hey, you can't rely on the statement because of torture

put in evidence. how it helps in his relationship with his own voter. let alone the united states. he conceded to allowing the torture take place. it's unreliable. don't consider it. only go on what other evidence there is. they allege there is not enough evidence to convict outside of the confession. >> some the details on this are hard to hear. i have read specifics about the torture that he says he endured. and the fact that according to him and his wife she was raped. does it matter in our legal system though what happened to this man, his wife in another country at the hands of another government to get him to talk? >> well, apparently to this judge it didn't matter regarding the issue of whether or not the confession was voluntary. it may matter to 12 people sitting on a jury when they say hey, can we really rely on the statement if this guy and his wife were tortured

jimenez is 2 oyears old. he was captured with his sister trying to cross from tijuana into san diego. the 14-year-old gave a very chilling videotaped confession to authorities. they blurred his face. but he was asked how many people have you killed? the answer four. how did you do it? i would slit their throats. how did you feel while doing it? really ugly. those four bodies were found beheaded, hanging from a bridge. jimenez claims he was drugged and was threatened when he committed the killings. he said the cartel recruited him at the age of 11 years old. as far as whether he has rehabilitated, harris, the authorities say they just don't know. the u.s. embassy says they are watching him. other than that, they will not comment. is he now back in san antonino, harris? >> trace gallagher, thank you very much. scientists say losing weight could soon be a lot easier thanks to it a computer microchip. they put it in you somehow. we will tell you how it works and when you might be able to get one.

researchers are developing a device which can scan the blood for fat and other things when an obese person eats too much it will release hormones that will suppress hunger. they say it will stop releasing those hormones once that person reaches a healthy weight. 34% of americans suffer with obesity while 17% of children suffer with the disease. researchers say the device could be alternative to diet pills and weight loss surgeries but it could take a number of years before they can actually safely release it to the public.

a puppy that spent nine days in a storm drain is about to get a new home. shelter in dallas where workers are calling him stormy. they say so many people want to adopt him they are holding a lottery on sunday and apparently he has already recovered from his nine days under ground. >> stormy, fortunately is very social and people-orientated which is great because i think is he going to be a great pet. >> we showed you the rescue yesterday. look at him. animal control workers say stormy was cold and hungry but otherwise all right.
