58% oppose. we have seen this in fox news polling and others. my question is, if you go in there, favor, opposed obama care, among whites, 31% favor, 31% oppose, 67% favor, nonwhites, 60% favor, 40% oppose. my question is, in 2014, we expect health care to be a big issue. republicans say they want to run on it and that there is going to be a lot of bad news they are going to highlight. by 2016, could the president, democrats have turned the corner once some of the benefits start kicking in. >> certainly, that's their hope. i think the danger of the whole health care issue for the president has left the website i think things are going to eventually work out on the website. it is a technical issue. the concern that the democrats should have in 2014 and 2016 is that this is supposed to be a safety net program. it is supposed to give people some level of comfort when, in

fact, it is injecting a level of ensecurity and anxiety into the population. people are losing their health insurance policies. you are seeing that certainly in the individual market. we've seen a lot of people get cancellation notices, millions of people. now, and this will really affect 2016, you have predictions, particularly from the american enterprise institute, a conservative think tank, is predicting tens of millions of more americans losing their policies because small business policies are going to be canceled that don't measure up to the obama care standards. there is going to be another round of this coming in a year to a year and a half. if that continues to play out and roll out, i think that's really going to hurt democrats. by the way, republicans are really hurt by the government shutdown just a couple months ago. we were all talking about republican party, the lowest standing in the polls historically. look how fast it has turned. >> it can turn in either direction between now and 2014

black friday falling later than usual this year. that has retailers sprinting to get more shoppers in the door offering deep discounts hoping to get us to open up the wallet and spend some money. the race is on and our own robert gray is live at a target store near los angeles. how do they handle the crowds there at that store's opening? >> they had them lined up. people came out wednesday night to get in last night at 8:00 p.m. local into the target here. some more than 300 folks were lined up outside. the way they handled the door busters, the big flat screens that were deeply discounted. they actually gave them claim check tickets if you will. so there were only 35 of them. you had a number, 1 through 35. you didn't have to body-check people to get in to get back to the tv. you already had a claim on it. we talked to a woman earlier, she and her friend came away with three of those. they managed to do a little teamwork and got all the tvs they needed in addition to other

items. they want to get you in the door with the door busters and to spend more than you had planned and buy some full-prizced items or items that are not quite as deeply discounted. this is the biggest shopping day and a shorter season. taking a quick look at some of the items that people are ringing up, it is interesting. they have the electronics. we talked about the big tvs, the beats head phones being discounted. one thing they are doing with apple and the ipad, is that they generally don't allow retailers to lower the prices and put apple prices on sale. apple doesn't. target offering gift cards here the atarget if you buy one of these ipad airs or one of the minis. what's interesting is that folks are not only loading up with the more expensive items or coming with a gift card but they are stocking up on pajamas, $5 here for you, ed, and also on towels. they are getting the staples at a deep discount in addition to

just this month alone. the good times keep on rolling next year. joining me now is an economist at the university of maryland and former chief economist for the u.s. international trade commission. pet peter, thanks for joining us. you know how many people don't open those statements at the end of the year. they are petrified. they think they don't understand it or they may have lost their money. in particular, is this a year you might want to take a look. >> most of them are going to have statements that are all the way up, unless they are in gold or oil, some of the commodities, they have done very, very well. anyone with a broad-based index fund, the s&p, has done really well. this has been a very good year. >> is diversification still the way to go, a little bit of bonds and foreign investment and gold. even though this has not been the best year for gold. >> it's tough for the ordinary guy to do that. my suggestion is to invest in a broad-based index fund, for example, like the s&p index fund

like vanguard or usaa. that covers 500 stocks. 80% of the u.s. stock market. moreover, those stocks earn half their profits abroad. you are really getting the foreign markets with them. in addition, everybody should have some cash. younger people, a little bit less. older people like myself, a little bit more. for contingencies and that sort of thing, this is not a bad time to own gold, not a lot of it, not gold bars. maybe 5%, 10% of your portfolio. the time to buy gold is not when it is high but whether it is low. this is that time. oil stocks may be the same. not a lot of them. don't place all your bets there. >> when you look at the number of what you have and you want to actually save for retirement, when and only when would borrowing from your retirement account be okay? >> never. only when you are pinned up against the wall.
