going right for the jugular. >> i'm a doc. when i see that the peel who would come to see me are having this many cuts in the programs that cover them, intuitively, common sense tells you they will have increased problem the finding a doctor, they will have higher co-pays, and fewer choices. >> small business owners are not happy. they claim obama care regulations are killing their businesses. >> it's a buzzing distraction in the back of your head all the time. how are we going to handle this. how are we going to be competitive in the workplace. but be viable at the same time. so it's just been a never ending distraction for the last year. >> and in just minutes, those business owners go on the record. plus president obama claims republicans don't have solutions. republicans say that's not true. and they were out swinging in the ways and means committee hearing today. >> so mr. president, here we

are. we've got a better idea. so give me a call. we've asked, haven't heard a word, so my phone number in the office, 225-4510. >> well, the president says republicans don't have ideas. is that true? house majority leader eric cantor joins us. >> good to be with you. >> do you have ideas? >> absolutely, and the president knows we have ideas. in fact we go back to 2009 the obama care law was passed. all the republicans in the end voted against that bill, but we voted for our alternative. and in fact, the alternative that we had was even enjoyed a congressional budget office score which said that our plan would actually lower the cost of premium, unlike obama care. >> why is the president saying that? he says it yesterday in his speech, he says you have no idea, no alternatives. >> it's more of the same that we've seen from this president in the white house.

it's my way or the highway and the public should just accept it. and that's really been the attitude that this white house has been b and people are hurting now. those of us in the republican conference in the house really want to help people with their health care and unfortunately, we know that obama care is just not ever going to get there. the website is just the beginning, because underneath it all is a flawed law that really is not going to give people the kind of health care that they want at the prices they can afford. >> see, here's what i don't get. last night i listed three programs that were suggested by republicans. they may not be good programs. they may be programs nobody likes but they certainly were alternatives. they certainly were choices, and yet the president, i can't figure out if he doesn't know about them or if he's dismissing them. i can't figure out why he says you don't have any. >> again, it's the attitude that the only thing that we can do is obama care. and all the while obama care's crumbling. what we're seeing is people just

are shocked, first of all, that they can't keep their plan that they were promised that they could. they're shocked at the premium increases. wait until the deductibles start to hit in january. and so we have got a very serious situation. and those of us in the house believe much, much better prospects for patient center plan. >> do you talk to him at all? >> i've talked to the president. and, again, i don't have a great opportunity to do so, because the president really doesn't engage on capitol hill, and that's part of the problem. and it's not that way with all those in the white house. in fact i've had a great relationship with the vice president. been able to bounce ideas off him. but unfortunately, somehow the communication doesn't always happen with the president. >> why? you'd think you'd work together. you'd think you'd call him, he'd call you. >> at this point, perhaps he'll begin to want to do that to solve problems, because if we can set our differences aside, there's a lot we can do together.

all of us care about health care. we don't believe that obama care is the way to afford that kind of care to the people. and in fact, the congressional budget office, again, said that our approach, the one that's patient based, the one that allows for more flexibility four health savings accounts, the one that says that people request purchase health care across state lines and a plan that had in it safeguard for those with pre-existing conditions but did not implement a plan that raised prices the way that obama care does. the president knows we have that plan. so it is a little bit baffling to hear the president say what he says, and i'm hopeful that he'll stop and he'll actually begin to listen to the kinds of things that many of us have been talking about and that we've had discussions about with others in his white house but frankly, he's not listening. >> we also want to get your thoughts on this, on what the obama administration is calling an enrollment surge. they are pleased that 29,000 people signed up for obama care

in the first 48 hours since their november 30 relaunch. you balance that against the fact that 5.6 million have had their insurance canceled. >> the administration likes to say that they're transparent. but what is 29,000 enrollees really mean? we don't know. >> but even if they were enrollees from start to finish, they're paid and all paid up, is that a good number? >> again, i would say we don't know, greta. we don't know. we've had testimony in congress on capitol hill saying that the back, the backup of this program is not working. the back end. >> is it finished? do you know if it's even finished? >> we don't know. in fact we're hearing now temporary payment plan to insurance companies. imagine this. we don't have income verification systems in place. because the president delayed that portion of the law. we don't have the ability to say to insurance companies, this

person is eligible for a subsidy or not of the we're told now that the back end of the system doesn't do that yet. so what the administration, we are told, is about to do is to give taxpayer money to insurance companies on the honor system, to say okay, here, you take that subsidy, and you'll reconcile this with us later. i don't think the public says that that's the right way for us to go about doing this. >> if you're not communicating with the president, who's telling you this stuff? >> we obviously, as you showed video after video, we have been very active in terms of oversight of obama care on capitol hill. we don't have to go far, when we go home we are deluged with aneck doits of stories of problems. >> tell me about this honor system. >> there was a report last night. and, again, we don't know. we're waiting for the briefing by the administration. but what we are being told now,

and we need to verify this, but what we've been told is that the income verification miss is not working. that there has to be a guesstimate or an honor system where people say i'm eligible for the subsidy and oh, by the way, insurance companies, take the taxpayer dollars and we'll reconcile it later. >> the honor system didn't work in school very much at least where i went to school. broadening of the gop. how are you going to get a lot of people into this tent? >> there's no question that we need to, as a party, be about solving the problems that people are facing. and it is about jobs. we all know the chronic unemployed is growing in this country, chronically unemployed. the number of jobs needs to grow. we need to talk about paychecks. we know that working class americans haven't seen an increase in paychecks. our conservative solutions actual lay are the ones that will help afford those ends for people. we have solutions to help bring down the cost of college. the way that we'll broaden the

appeal of our party frankly is to talk about how conservative solutions are the answer. because what we've seen now is big government at work by the obama administration and we've seen an economy that is lackluster at best and we've seen a president that even today has been out there talking about how poorly the economy has performed under his watch. >> leader captor, nice to see you. >> thank you. and some new information tonight that is going to rattle the president and it has to do with the young and the healthy, the ones that the president needs to fund obama care. do they like obama care? and do they still like the president? that's next.

this is a fact. obamacare needs young pe this is a fact. obama care needs young people buying health insurance. but new information today from a harvard university survey is very grim news for the president. the weekly standard's john mccormick joins us. what's the report show about how young americans feel about bawl care and the president. >> young voters, people between 18 and 29 provided him with almost the entire margin of victory in 2008 and twi2012. now what we're seeing is only 41% of young voters back the president. that's the same as the rest of the entire population. the president would have lost if he had been here.

57% oppose obama care. >> i was stunned, the majority of americans under the age of 25 would favor throwing president obama out of office. >> it's interesting. people who are younger are more disapproving of the president than those who are slightly older in the 25 to 29 year old block. some speculated that because those who were older voted for him in 2008 and might have more of an attachment to the president. >> i look back at myself. when i was that age we wanted to throw everybody out anyway. we never were satisfied. as a young person maybe i was not as responsible as others. i just wanted to throw everybody out. >> obama was different. 68% of those between 18 and 29 voted for him. apartment issue has to be the cost. basically if you'd gone out and said the people who voted for me, i'm going to raise your taxes by a thousand dollars, $2,000, these are people making 25, $30,000 right out of

college. he's imposed a huge tax increase. that's a raw deal for his biggest supporters. >> and a lot of them are unhappy with the nsa surveillance? >> younger people are more skeptical. they were evenly split on whether id ward snowden was a patriot or traitor. >> are they unhappy with the president? unhappy with obama care? are they moving to the republican party? or are they moving to an independent category? where are they going? >> it shows the biggest increase in the independents. if they're disillusioned, right now the young voters are more disillusioned than they were in 2009. so it's looking really bad for the democrats right now. >> are the democrats worried about this? do they see this as a real threat? >> they have to. this is absolutely crucial that

these voters turn out and i think they just need, the only thing that they can do right now is turn to other issues. you're going to see a lot of other issues. the president's talking about the minimum wage. that polls very well. you might hear more social issues on younger voters like ga rights, more liberal than people who are older. sow may hear more talk about things like ga marriage. issues that young people are still with the president. i don't know if that's going to get them to the polls in 2014 when they see their health care costs go up. >> is president obama going to be asked by the candidates in 2014 to come out and it campaign? >> i'd be surprised if he shows up in many states. he is not looking good in most states, especially in the competitive ones who are in red states, arkansas, louisiana and the president's poll numbers are even worse there. if they're that bad nationally, imagine what they are this those rid states. up next, congressman trey

at on the web, but i haven't yet heard any nsa employees being disciplined for that. >> i got one worse than that. how about the gsa, remember the gentleman with the glass of wine in the hot tub. do you know what consequences came from that? >> yes, that was congressman trey gowdy. from the gsa guy drinking wine in the tub with two non-matching glasses i must add, is anyone being held accountable? nice to see you. >> nice to see you. >> how come nobody's held accountable for any of this stuff? >> part of it's our fault in congress. we have investigations and then we'll move on. i wrote down seven. we'll go from nsa to gsa to "fast & furious." and we probably should follow up better, but the real consequences come every other year in elections. and i just hope the voters, it's the tyranny of low expectations.

i hope that their expectations for government are not so low that they really aren't happy that the website is finally working. i hope they still punish people because it wasn't working when it was supposed to be. so we need to race our expectations and congress needs to have more perseverance when it comes to investigations. >> i'm always scandalized, you never find out, when you ask the question well who did it. nobody knows. i'll have to get back to you. and you can't even, you can't fix something if you can't find out where the bad apple is that might be poisoning the rest of the project. >> we're going through that right now with the irs targeting scandal that was so big several months ago. we're having a really hard time identifying where the idea came from, who if anyone's ever going to be responsible for it. look at the website. kathleen sebelius still has her job. >> let's say that president obama said hit the road to her. what would we get out of it? 9 be the advantage?

>> i think the advantage would be this. your viewers at home would say, you know what? it would happen to me. it should happen to her too. maybe we can slowly start building something that's even harder to repair than a website, which is trust. my fear is that people have given up. their expectations are so low. this website, lay aside if i could that it was late. almost $800 million for something. >> nobody cares. nobody cares about $800 million. even the media doesn't. they say that's chump change. it's not a billion. >> well, then we're not going to make it as a republic if we don't have higher expectations of people we put in leadership, starting with me, but other cabinet level officials. i think it's a sacred trust to be given a chance to serve. in a position of power. and to abuse it by not bringing a product in on time or bringing it in over budget or worse yet, forget about the broken website, how about the broken promise? what are the consequences going to be for that if any come next

november. >> well, we've got to do something about the way contracts are given out. who's in charge of the money? who's signing the checks? who's ok'ing the projects. spending all the money on the website is insane. and now we're paying them to fix it. there's no quality control. somebody should be held accountable so we stop spending our money like this on stupid projects. >> and it's not just this website. the department of defense spent a billion dollars on a website that after ten years they concluded didn't work. they called it a disaster. there's no accountability for this. in the private sector, this would cost $50 million, that is less than one tenth of what your viewers paid for this website that doesn't work. >> what do you do tomorrow on a new contract? >> better bidding? stop rewarding -- >> they don't care. they're signing off. >> on political donors. there are a number of remedies

of trade issues. then in the middle east, things are worse in syria, egypt, things are worse, certainly are worse in iran and in libya. i can't find a place where thens have gotten better since president obama's gotten into office, and i've just spent a lot of time in south america and we're not doing too much better there either. >> i thought it was embarrassing for the united states when president putin played almost the role of dad and rescued us from a military action but on the other hand the whole thing was kind of humiliating. >> the president created that for himself by drawing a red line, seems like seven or eight times that if they used chemical weapons, there were going to be serious consequences. and then he didn't seem to know what to do when actually he had to act. in fact, he first was going to

act. then he wasn't going to act. and then when the u.k. parliament didn't approve it he seemed to back off. that left a perfect opening for putin who after all is a master at state craft and intelligence and all their other. it goes right back to the beginning. we reset our relationship with russia and we've had russia emerge now as a much more important power. >> you know what's disturbing about these pugh research numbers in 2009, 49% of the people thought we had a less important stance. but now it's jumped 13 points. >> the world looks at us the same way. just spent a considerable amount of time in london, columbia and argentina. very different places. they all see us weaker than we

were four or five years ago. this president came into office, and he was going to improve our reputation in the world. in europe, they're worried that we're spying on them. in south america they feel we're not paying attention to them. in the middle east, our allies, saud eye arabia, israel, turkey, emirates, think we're going in the wrong direction. and needless to say, you know, the situation in russia and china's not much better. so where do you find any success in this administration in foreign policy? and for someone who worked for ronald reagan, who reestablished america's predominant role in the world, this is heart breaking to me. >> why does it matter what our role is in the world? >> it matters a lot. it matters a lot, because when we say something we can be listened to. think what it would mean if iran was afraid of us. iran saw a president who drew a red line and then didn't know

what to do when somebody crossed it six or seven times. >> i was curious in terms of how we could influence things, but i never know who to believe. if, you know, the united states says our leaders say it's very important that we try diplomacy, diplomacy always beats war. and then you've got prime minister netanyahu saying this is the worst possible deal with iran. i don't know if assad and israel has more information we've seen in history where we've had really bad intelligence so as an american you sit there and think who's telling the truth? who's got the information? who's making the smart decision? >> there's no question that diplomacy trumps war any time. but the only time diplomacy works with a very embittered enemy is when they're afraid, if they're worried. if they're not afraid the way hitler was, nothing's going to happen. they're going to take advantage. if they are worried the way the

another government mandate? >> reporter: for small business owners who have 50 or more employee, they're mandated by the new health care law to provide insurance or pay a fine. but what about business owners who have more than one business, none of which exceed that number of 50, but when you add them all up it's over 50. that's the ago ra gags rule. this man owns a number of businesses, among them, eight restaurants in texas. >> it puts the restaurants together. so our little 15 person diner has to be insured as though it's a company of 300 or 400 people. you have an industry that caters to people seeking a flexible working environment, whether they're students or people just working an extra job to make ends meet or in between careers or whatever. they need that flexible work environment. you've got to have a situation,

though that can be sustained. and the way the ago ra gags rule is working right now, it will force the restaurants to incur a cost they can't sustain. so other thing also have to change. i'm sure it's a combination of multiple things, but ultimately it will not be positive for the employees and customers. >> reporter: donna baker finds herself right on the cusp of compliance, a well-established cpa firm, a women's retail shop and a stake in her husband's dairy farm. >> i recently was told from my insurance company that my current plan for my employees in the cpa firm in the payroll had been canceled. they mapped me to a new plan that actually has reduced benefits. it would have a higher co-pay. that plan would have an additional cost of 44%. so that alone is going to be very difficult to absorb and just the couple small entities

that i have providing insurance, with the new ago ra gags rules, if it requires me to aggregate all of the employees and it's done that to all of the different entities, it'd be a big burden, yes. >> it's a buzzing distraction in the back of your head all the time. how are we going to handle this, what are we going to do to get in front of it, how are we going to be competitive in the workplace but be viable at the same time. it's been a never-ending distraction for the last years, and i think what you've seen is they've preempttively increased premiums to get in front of it as well which has made the problem worse. >> anything that hinders the growth in our economy, why do we have it? coming up, mitch mcconnell says the gop would have taken a scalpel, not a meat ax to the system.

senate minority leader mitch mcconnell says the senate minority leader mitch mcconnell says the president has a very difficult time telling the truth. now we spoke with leader mcconnell on capitol hill a short time ago. the president spoke yesterday and he had a lot of harsh words. he said that the gop has no plans in reference to health care. and i also said that you've refused to answer the question of what benefit someone could have. >> one of the things the american people have learned is that the president has a very difficult time telling the truth. this is the guy who said if you like your insurance and you like it you'll get to keep it. now we knew at the time that was not true. he knew at the time that was not true. now the suggestion that we don't have an alternative he also

knows is not true. what we wouldn't have done is pass add 2700 page bill that takes away a trillion dollars from health care providers and causes millions of americans to lose the plans they have and like. we would have gone in a different direction. instead of taking a meat ax to the american health care system, we would have taken a scalpel, done things like interstate health insurance, allow consumers to pool together to purchase insurance cheaper, medical malpractice reform. imagine how much is lost each year with unnecessary tests. those are the type of things we would have done. ironically, this 2700 page monstrosity, obama care, when all is said and done, you're still going to have 30 million uninsured. so out of all this disruption comes a result with 30 million still uninsured.

this is a catastrophic failure, not only for the health care system but for all americans. >> can you see some way to massage it so it would work better? or is this an impossibility? >> no. this is beyond fixing. it needs to be pulled out root and branch and start over with a much mortar ge targeted effort address cost. it causes 85 million americans who had insurance and liked it extraordinary disruption. it's been a catastrophe for health care and for the economy at large. think of how many workers, part time, businesses are afraid to grow and get above the 50 employee threshold. it's just a disaster. and it's been, the american people are now having to interact with it. it's a lot bigger, of course,
