to cuban dictator, raoul castro. welcome to "hannity," another day, another obama horror story to share with you, this time, putting himself in harm's way to save other people because of a crisis. according to a report, because of the president's disastrous health care rollout, thousands of companies may be forced to shut their doors, they explain, the u.s. takes their volunteer program literally. but the u.s. says that volunteer firefighters are technically employees if they're on the job more than 30 hours a week, making them subject to the obama mandate rules. since the law doesn't carve out an exemption for them, fire departments where 50 or more people work either as volunteers or officially as employees, they're expected to provide health insurance for every one of them. in towns with more than one volunteer fire department, all staffers will likely be lumped

together for tax purposes, punishing many municipalities above the 50-worker threshold. and that could cost the fire departments hundreds of thousands each year. and those who dump their volunteers into the federal insurance exchange, they still have to pay a fine for the first 30 after the first of the year. let's remember, ever since the president stepped foot in the oval office, alongside with his side kick, crazy uncle joe biden, they tried to smear republicans saying that they would lead to the firing of police officers and firefighters. let's take a look. >> you want to see a bunch of first responders lose their job because you want to protect some special interest tax loophole. >> we don't want to shift the health care on the families or colleges who are already struggling, or by forcing more teachers and firefighters to be laid off. >> so let's take a look at their budget. not only does it cut critical

people. these people don't want the government's help. or is this an unintended consequence of obama care, the volunteers are not getting paid. they don't want this insurance. i don't care what rule they fall under, 30, 50, the department of labor knows they're volunteers, but the irs is going to treat them as employees. >> by the way, everything you say is right. except i don't know if this is about single payer, i think by the way that is what sean is so worried about, that somehow we'll have a national insurance plan. but these folks, as volunteers, don't want health care coverage. this is not about them, per se, nobody is being forced. this is the irs saying -- >> coercion. >> what is the coercion? >> they're not committing fraud, everybody knows before it even started. they know that they're not supposed to be covered. but the letter of the law says they are. >> right, so in other words, what we have to do is work on this and find a way -- by the way, if you're working 30 or 60 hours a week, working to

the big thing the democrats were going to ask for, and the republicans said no way. >> fee increases, when you have a government with all the things you have to pay for with all of these different expenses, that probably will happen, there are no tax increases which is what president obama would have liked. what the democrats will claim is they were able to prevent the republicans from medicare, so basically what they have done is given a clean slate to the democrats and republicans. >> do you think they both want to get through the election? >> no, i don't think it is through the election, i think it is to get through the shutdown, the other thing that this deal does, it resets the number so that the house and senate are working from the same baseline production, that was not the case before. they were not able to talk to one another. this does get washington working a little bit again. >> i've been reading analysis on this since it was announced a couple of hours ago. the split in sequestration release is $455 billion in

nondefense, $520 billion in defense -- >> well, wait, it says sequestration relief does not mean that some spending -- >> well, sequestration has -- >> that is cutting -- >> built in, but they have relieved that. >> if you relieve it, that means you put some spending back in. >> but remember, the sequestration was arbitrary, it basically said we can't come to an agreement so here is the cuts. and the military took it on the chin. >> but it did give us some discipline we didn't have before. >> but that is why i think it gets fought out in the 2010 mid-term election. if people really want change in washington they have an opportunity to vote next year. and that way -- if republicans are serious, they will ltry to win back the senate so they can effect change in the last two years of the obama administration. >> i like the penny plan, call me crazy, i'm sick of baseline budgeting. you have built-in increases that

-- it would be like every american getting an 8% increase each year. so the penny plan is you drop a pen out of every dollar washington spends, every year for five years. i think the american people would get it because they live that life. and i think it would be good to finally get us some balance. >> everybody is subject to exactly the same discipline. every department down a penny in every dollar for five straight years. everybody, across the board. this is the budget. live with it. now -- that is discipline. >> i kind of like that. the other thing i like about this deal, i would turn to you for a comment on this, for the business community, it does at least give them a little bit of confidence to keep hiring and hopefully to bring -- get americans working again. >> well, i don't know about confidence to go out hiring and get america working again. what it does is give some certainty. this is the government's spending plan for at least the next one year, probably two years, that is valuable, in and

of itself. >> i agree. >> because it clears up the mess, what will we really end up with. here is the deal, they are proposing to add $24.9 billion in tax fees to airline travel cost. i think this is an indication where the tax increase, and that is what it is, is going to be wildly unpopular. many say the rich should pay -- >> the house is scheduled to leave in two days. they had to file this bill late tonight because that is the only way it gets on the calendar friday. then the senate takes it up. that means they don't need 60 votes, they need 51. when we get through this in the next 48 hours -- >> what if we're deadlined? >> actually that helps the senate republicans, because they only need 51, all the senate republicans can vote against it. which means then going into the 2014 election they didn't vote

america needs right now? >> now, while everyone in the country can agree something needs to be done to prevent future incidents like the one that occurred last year in newtown, questions are raised on whether or not groups like this are using tragedies like this to push through their gun agenda. lois lane, kerry picket, that is our fun name for her, is this politicalizing tragedy? >> absolutely, because the liberals could not get their gun control bill through much earlier in the year, we see them strongly supporting gun control to dropping way down to at least ten more points, and only about 27% are pushing it.
