go to facebook.com/the kelly find follow me on twitter. tell me what you liked and didn't like. we consider your thoughts. try to incorporate them the next day. even your pitches sometimes make it on. i'm megyn kelly. this is "the kelly file." this is a fox news alert. in less than 24 hours lawmakers in the house of representatives are expected to vote on a tentative budget deal reached late last night. today, many conservatives expressed serious reservations about the agreement. in a moment i will be joined by the man who unveiled the proposal yesterday. republican congressman paul ryan. today house seeker john boehner was asked about the conservatives who have spoken out about against the deal. this was his rooegs. >> they are using our members and the american people for their own goals t. this is ridiculous. listen, if you are for more deficit reduction, you are for this agreement. >> the speaker may feel that

way. many on the right, conservatives, aren't happy with the so-called compromise. log onto our pab page. tell us how you would vote today. you can sound off on twitter using the hash tag hannity. here to address critics is congressman paul ryan. good to see you. how are you? >> great to be back with you. >> there is a lot of conservative opposition. bf that let's talk specifically about the deal. i think a lot of anger is rooted in kind of the end of sequestration that was working. outline it yourself. wow worked on it with senator murray. >> first of all it doesn't stress trags. it gives relief. over the next year and a half which is the term of the agreement we keep 70% of the sequester and 30% of the sequester we give relief to, we more than pay for with smart spending cuts that are permanent and the other part of oh

government spending that pays for the sequester relief over the life of the sequester which we keep 92% of the sequester. what we are saying is instead of the across the board cuts which hit only the military starting in january which is a concern of ours, we cut spending in other parts of government to pay for it. we get $85 billion in savings from the auto pilot side of government spending to pay for $63 billion in sequester relief. that gives us $23 billion of net deficit reduction. when i went into this, i had a couple of bottom lines -- keep our principles intact. no tax increases. cut spending in smarter ways so that weeduce the deficit. we think we kept the principles intact. that's what the agreement does. doesn't get rid of the sequester. the democrats were saying no sequence squets at all. they have agreed to keeping 70% of the sequester.

we see it as a step in the right direction. >> the budget teal would spend $63 billion over the next two years. savings come at the back end of the ten-year period. we know future congresses aren't going to be beholden to the deal. it's probably going to change many times in between. this is a big criticism of washington in general. you get tax increases and all the good stuff comes later. >> there are no tax increases here. this is the nature of what we call hand toir or entitlementment or auto pilot spending. when you change the law which we are changing immediate ly that acrews savings and takes time. take federal employees for example. we are suggesting that the hard-working taxpayers who pay for government worker benefits don't pay as much for benefits and the worker pays more for their own benefits.

it's something we did in wisconsin. something we think we should do across. >> isn't the net though $23 billion in savings over a long period of time and the budget deficit which now stands at $17.5 trillion is headed towards $25 trillion. add to that $90 trillion in unfunded liabilities. we are still increasing the debt, the deficits. in other words not the amount. but we are inkeysing the debt every year and not getting near the balanced budget. >> sean, the last point is permanent law changes, permanent spending cuts take time to develop. if they are going to be undone congress has to passes a new law. you are right on the money. this is not an agreement to balance the budget. elections have consequences. we have to win a couple of elections to pass the budgets you and i are in favor of. the house republicans passed three budgets in a row that

balance the budget, pay off the debt without raising taxes. >> so this isn't your ideal? >> this isn't close to my ideal budget. is this a step in the right direction? tilt cuts -- it cuts spending, lowers the deficit, doesn't raise taxes. >> it raises fees. >> we are concerned about defense. it stops defense cuts from happening any more. we see it as a step in the right direction. our ultimate vision is our budget. this is an agreement that gets us a step in the right direction. i'm not going to oversell it. but this is the other point. it stops government shutdown in january and in october. we don't think it is in our interest to have government shutdowns. we want to focus on obama care and oversight. we want to speak truth to power and do congressional oversight on the administration. and focus on rolling out the agenda. if we have government shutdowns we don't think it helps us do that.

this prevents government shutdowns. >> it prevents the government shutdown, gets you to the next election. i guess i view where we are now. tell me if you disagree. feel free to interrupt me. america is in a financial crisis and we are now going to have $25 trillion in debt. the $90 trillion in unfunded liabilities. 25 million more americans on food stamps. one in six americans in poverty. one in five american children in poverty. no real solution in sight. i know you only have one house, but you have the power of the purse. tell me why it's better to have the status quo and not go to the american people and say we are hitting a crisis, we are going to be bankrupt, medicare is going bankrupt, social security is. we are on a path that's unsustainable. the penny plan, any other plan to balance the budget is better. here is what we should do.

why not take the message to them? >> i have been doing it for five years. >> i agree to an extent. >> in each of the last five years i have passed or pushed budgets that do what you said. >> i have supported you. >> this is the problem. barack obama is the president of the united states and harry reid is the senate majority leader. we have to win elections. we have passed a budget that does what you said. i don't think the president is willing or able to do what you said. in the meantime, it's three yards in a cloud of dust. we are going to get incremental gains. we think it is in our interest nationally and also for the year to not have government shutdowns.

they got no tax increases. we said when this fiscal pressure comes we have to go after entitlements reform auto pilot spending. >> athe republicans get control of of the senate. we are on a trajectory toward a $25 trillion debt in this country in terms of that. we have had this discussion. >> we are playing the fire. >> i agree. >> we get the senate we'll take the house budget which pays -- >> even if you have the house and senate. >> jeff sessions will be chairman of the committee. we'll put it on the president's desk. it will give us more leverage than the leverage we have now. to be honest with you, sincerely , i don't think president is going to be the solution to the fiscal crisis. so what can we do to buy the

country time? what can we do to get a foundation under this economy? by the way, every time we do continuing resolutions where we give the power to the president to set spending priorities we are creeding power to the executive branch. this agreement brings the power back. congress will set the spending priorities and write the spending bills. that's one of the things we get. you and i agree. >> i know where your heart is. we are really coming to a critical point in our history. this country has had to face bankruptcy. we are robbing our kids and grandkids blind. this budget brings us to $25 trillion in debt. to me that's a crisis. >> i'm not going to pretend this budget with solves our fiscal problems. it doesn't. the budget we pass in the house in the spring does solve our

welcome back. kathleen sebelius was back on capitol hill trying to defend obama care. she struggled to answer simple questions. for example like this one. >> knowing what you know te'o would have started the launch october 1? >> i would have probably done a smaller launch with uh fewer people and done additional beta testing which is part of what has happened frankly in the early months of the launch to identify the robs we had.

>> oh, a simple yes would have sufficed. but thas not all. after the so-called website fix her math is fuzzy when it comes to the number of people enrolled. >> when amazon.com records a book sold they record a book sold based upon someone who has paid for it. i would ask that when you return that you give us actually who has purchased plans. do you understand our frustration with that? >> sir, as you well know we did not take over the private insurance market. people will purchase -- >> you are telling -- >> from insurance companies. >> you are telling us those who shopped are enrolled. >> ile told you who has enrolled. >> that's why we are frustrated. we don't get the truth the. . >> part of the reason she may be dodging the question is as politico points out she said in the past that 7 million was a real the stick target for the first year. only 365,000 have enrolled.

we have uncovered the most shocking statistic of the day coming directly from her department. new document explicitly states in oregon only 44 people have, quote, selected a plan. guess how much money obama has dished out to push their disastrous health care law? $300 million. in other words you pay more than $6 million for each of the 44 enrollees. that's disgrace. here with reaction, mike lee. welcome back. >> i'm still looking at it. as i look at this, although i don't envy paul ryan's position of having to negotiate with democrats in the senate and with the white house, when neither the senate democrats nor the president appears to have any desire to pass a budget i see

about so much more than just a website. in many respects this administration would like us to focus more on the website because the website is the thing that can be easy fixed. the bigger problems relate to the fundamental unfairness of the law. the unworkability of the t law. it's te be hind the website that's causing millions to lose their health coverage. >> we have a series of promises the president made. how many millions of americans do you think lose the plan they wanted to keep. do we have an estimate? will it be as high as $100 million? >> we have a study out by with aei that suggests it's about a hundred million. we have a duke university study that estimated 82 to 105 million

people will lose their health coverage they have or see substantial changes to the coverage between now and next year. a lot of people will be left out in the cold. >> we have rate hike shock. now deductible shock. people finding out they have high deductibles. some of your colleagues up for election, mary landrieu, gene shaheen, mark udall and others are have a do over. are they stuck with their votes on this? >> what has a great chance of success is if they decide we have to start over, suspend this thing, we need a time-out on the law.

they are stuck now with with with what they've got, unfortunately. we did what we could to protect american people. the truth is you can't just do minor corrective surgery on the law and have everything be okay. a lot of people who once they have gotten health insurance if they can afford it are seeing that the treatment they need and they have come to rely on will no longer be available. >> these doctors say they are having conversations about introducing a package of fixes at the ploept time. -- appropriate time. i can't see it passing in the house. is there anything you would

welcome back. if there was uncertainty about how bad things are looking for president obama we have two policy polls confirming the worst. look at the nbc wall street journal survey. 43% of americans approve of the way he's handling his job as president. yet a whopping 54% disapprove.

meanwhile the numbers are worse in this poll. only 38% of voters approve of his job performance. 57% say they are not happy. what's behind the terrible numbers? here to explain it all, with his white board, the architect, karl rove. how are you? >> fabulous. >> thanks for coming. >> thanks for having me on the set. christmas tree. >> christmas tree, yeah. >> the holiday spirit. the staff is drinking the eggnog. did you know? >> it's spiked, too. >> there we go. 38%, 43. he's now creeping into the 30s in a lot of polls. what does it mean? >> first of all, you have the wall street journal numbers. 60% of people said their opinion is being informed by obama care. 50% said the obama care is a bad

idea. 47% felt strongly about it. 27% felt strongly it was a good idea. you have a dynamic driving the numbers down. it was interesting to me to look at the internals on it. overall in two months from september -- should be three months. among the groups were independents, millennials -- 18 to 29 -- and women. if you look at gallup from january to december, among all americans there's been a 13-point decline. >> pan in on this a little bit. we have to get you a bigger white board. >> it's not the size of the white board. >> we can come in closer, guys. >> 13-point decline among all voters. 18 points with hispanics.

millennials, 14%. women, 13. independents 13 and college grads, 12. >> millennials want to remove him from office. >> that was from harvard from the institute of politics. >> a poll with women, blue collar, hardworking women aren't happy. doesn't the problem get worse because every day, every week, every month another cancellation letter, the realization rate shock. maybe the deductible realization kicks in or you lose your doctor. it will be worse every day, every week, every month. >> i don't know if it's a straight line. i think this is going to weigh down the electorate in a way that's going to remind us of 2010. the only difference is in 2010 the bill passed in march. big ceremony in april and the election was in november. we are now sitting here 11 months before the election. there is a bunch of bad news yet to ripple through the system.

people are having things happen to them they didn't anticipate. i had a friend in austin, 34 years old. her premiums are going from over $100 to $400 a month. her deductible is going from $2,000 to $3,000. i bet she won't vote democrat in 2014 . >> if you like your plan, keep your plan. annual purse savings per family, $2500 a year. you have red state senate democrats mary landrieu, arkansas, north carolina, alaska. six of the states. >> there are seven democratic seats up in red states that were won by mitt romney. west virginia, south dakota and montana. alaska, arkansas, louisiana, they are trying to get away from the vote for obama care. mary landrieu and kay haguen.

mark prior and marc begich in alaska. the other interesting thing is remember this, this is not the end of the democratic exposure on this. the four red state senators running for re-election who said the same thing. i have chronicled in my column how they said the same thing the president said and are trying to get out of it. in 2010 the republicans picked up six seats in the senate. four of them in state that is barack obama carried two years before. only two where are wr in states john mccain carried. this means next year purple states like new hampshire, michigan, minnesota will be difficult. >> franken, shaheen -- >> and an open seat in michigan. there is a new poll. >> senate race, the gop leads there. how do you feel about the candidates now? we have had problems over the years with picking the right candidates. achen was a disaster.

>> the quality of candidates is better than in the past. you have a democrat who voted for obama care. he's being weighed down, too. the difficulty for democrats, this is not an issue in red states. it's powerful but we learned in 2010 it has influence in purple states. there are at least four and could be five or oh six senate races. >> you said something that's key. cautionary tale. you don't want to go out on a limb because a lot can happen between now and then. >> the quality of the campaigns matters. we learned it in 2010. whether it was indiana or missouri. should be 2012. you know, those were states that looked ripe for us. we lost both of them. >> one thing i will unveil in

fair share may have come to fruition. unfortunately it only applies to a minority of taxpayers.ysis re% of households in america paid 106% of of the nation's net income taxes in 2010. there was an average of 18,950 in tax credits from the government. this is exactly what the president has been calling and hoping for all along. we all remember candidate obama's infamous spread the wealth comment with joe the plumber. >> it's not that i want to punish your success. i want to make sure everybody behind you has a chance for success, too. i think when you spread the wealth around it's good for everybody. >> since then it appears the president's ideology has stayed the same but he fine tuned the talking point. watch this. >> a dangerous and growing

welcome back to "hannity." children in new york city will soon be required to get shots now thanks to the support from america's nanny, aka new york city mayor michael bloomberg. the board of health voted in favor of the mandatory vaccine

for children under 6. it will affect 150,000 children who attend a licensed preschool or day care. proponents say it could prevent 20,000 kids from getting sick. needless to say many parents are strongly opposing the plan. so the question is do you want the government mandating that you force your children to vaccinate them against the? here to debate it, republican strategist regina schlapp and steve murphy. why do i think the government, the same michael bloomberg that says we can't have salt, you have to ask for it in the have smoke. smoking is dumb but people want to smoke. why do i think this is none of his business? >> because mayor bloomberg is taking on a new title once retiring which will be doctor bloomberg. it's just heavy handedness. that is now mayor bloomberg functioned from the

beginning. let's take soda. the new york supreme court ruled against soda ban saying this same new york board of health exceeded legal authorities. so again, these, this new york board of health appointees from the mayor, very activist in way of thinking and they do not believe parents can make, and their health care providers can make the best decision for their children? of course, parents are outraged. >> they do have an opt out. >> but the opt out is only on religious grounds and medical grounds but if you are opposed to it, which i know many homeo pathic doctors agree with that, creates a problem. it should be left in the hands of the parents. >> i have friends that are very holistic in health and beliefs i come from a traditional

family, sisters are nurses. brother-in-law is a doctor. i'm more in favor of getting a flu shot. i have people who are strong opinions against it. they ought to be able to raise their children as they see fit. >> i'm in favor of this. you sdroent a legal right to expose your child to disease unnecessarily. you sdroent a legal right to give them a shot that in many cases, makes kids sick and in a few isolated cases, violently sick. >> the federal community is in favor of this. yes. there are some kooks. >> because of the shot? it happens with all vaccines. you don't want to vaccinate for diphtheria? for polio? all those make people sick
