another delay specifically for the individual man date for some people. they are basically saying that some of the folks who received cancellation notices will not be able to go through the exchanges and get a new plan by january 1st. and the president will have to face this in the new's conference. that is the next big deadline. he acknowledged he fumbled the october 1st one. they will redefine the hardship and they could be eligible for a catastrophic plan. three primary care visits a year and not the big add on. it is a junk. and republicans like eric cantor saying this is not fair for other people who signed up for the expensive plans. republicans asked for a one year delay for all americans and put

forward a proposal and the white house actions clearly prove obama care. it is time for obama care to be delayed for all. and the president could get a question of fundmental fairness for allowing some to avoid the man date and forcing the rest of the coup row to do it. and in terms of push back, it is a small tweak and they are here in the white house saying it is not that big of a deal and will affect 500,000 people. and quick note. this is a common sense clarification of the law for the limited number of consumers that are seeking coverage and this is one more option. the president is likely to get heat on all of this. and the next deadline, they may not be ready for prime time and the website turned the corner and we have been on

>> you lost your coverage, you lost your coverage because of a cancellation letter provoked by the affordable care act and said your policy no longer qualified. and the insurance policy in which the administration described as bad and junk is now acceptable. and this is not admig that the exchanges are not working. and the problem is, that this problem is not likely to be solved poi the solution that the administration is offering up. >> the solution they are going to allow the people who received cancellation letters to go back to subparpolicies just a month ago. but isn't that the answer? there was no other fix to the pickle they got themselves in to. >> first of all. if it is good enough for the people who host why not the

uninsured? why not allow everybody to do it? second thing this will drive up premiums. people left in the exchanges are tend to be older and less healthy and as a result when the insurers sit down in 2014 to figure the premiums for 2015, it will drive up costs. and there is work done on this. it will be expensive. an old catastrophic plan in california costs you $92 a month. but under the bronze cheapest plan on the exchanges, it is $205 a month. and it is under the provisions of the affordable care act. and called essential by the community reading and as a result the cost of a new catastrophic policy in california is $184 a month.

it is more than twice as much as it used to be and almost as expensive as the cheapest plan in the exchange. >> the white white expect it to be 500,000 people. but 5 million people got those cancellations letters, so do you understand their math? >> i don't. because 5 million policies, over 5 million cancelled. several hundred thousand and most of those people are enrolled in the exchanges in the beginning of december. it is unlikely four and half to 5 million registered in the exchanges. i don't know where they come up with the 500,000 number. they may avail themselves of this. if that is the case it is over four and half million people who lost their coverage and not

gotten it through the catastrophic or the exchanges. >> we heard ed henrow describe the white house as a tweak. they are his words and describe it as a clarification. is it a tweak? >> no, it is a declaration that the program is a mess and everything they tried to date did not work and the answers they offered bronze and silver and platinum will not solve the problem. it is an admission of utter familiure enrolling the plan out and making it available to americans. ka rl, we'll see what the president has to say. >> just in time for the holiday vacation senators confirming a take over of the agency that is targeted conservative groups.

million customers. and fox news liz mcdonald has the latest. >> this is a fluid situation, we are counting four attorney state generals demanding answers from target. including massachusetts and connecticut and south dakota. they want to know why the customer information was breached. they want to know what steps target is taking to protect customer information and there is a precedent here alisyn. back in 2007 in that year. 90 million credit card accounts were hacked into a tj max. and what happen then the state attorney general did a multistate tack force and looked into the breach and got northerly 10 million out of tj max to go back to the state resident whose accounts were hacked. there is more than coming out of

>> and i tell you what, it is a full court press to make sure tougher sanctions are not pursued. and the battle is joined and the question is why they are doing this. why are they? >> frankly the senators and congress at large are watching the iranians to develop a program for 28 years and in that time frame there are many efforts and negotiations and pauses and inspections and the fact all of them virtually failed and thee rannians continue the nuclear program and loyed to the world about the role intent and congress notices they will take credit for imposing tough sanctions on the iowa rannians and this administration pushed back on the sanctions in the past. it is a dirty little secret to the degrees they have. and the congress and senate know that the iranians are at theitably because of those sanctions. why not impose tougher sanctions

if it doesn't work here? it makes sense. >> we have the bot on the throat and cope it there. >> and what would iran do if congress goes forward with sanctions? >> if you accept the iranians at face value and obviously congress does not and they do. and phase one. and pause the program and freeze it. and phase two, dismantle it. if that is truly their intent why do they care about the increased sanctions. they will be removed if they go to phase two which is dismantle the program. i don't think there is a phase two which is dismandeling the program and therefore the sanctions are a hardship to them. i think if this resolution was imposed. they would balk. >> fox polling. how do the american people feel

arkansas? >> there was a worker in a missile siowa lo who dropped a tool and pierced a hole in the missile and caused a major fuel leak. the air force didn't know what to do. and the most powerful nuclear war head was in that siowa lo. and the central narrative is about the effort to save the miss mill and prevent it from exploding and a nuclear detonation that could have destroyed most of the state of arkansas. there was tremendous heroism by servicemen. but the cold war ended but the danger never went away. >> and people have forgot ep that. what is the answer, eric? >> there is some people who want to abolish nuclear weapons and i
