nephew, william, sledding outside of minnesota. look at him go. and my nieces were joining him. they know what minnesota is all about. you still go outside and sled. right? shep smith is now reporting live. >> it's called, and -- it's cold. we cannot describe it. it's too cold. polar bears cannot take it. let's get to it. >> oh, nelly, it's cold! we're going to talk about it. extreme weather across the nation. the so-called polar vortex, there's a drinking game about that. bringing a deep freeze that some folks say they've never felt in their lifetime. so cold the polar bears cannot handle it. so brutal that an escaped convict -- this is real -- he went back to prison so he could be warm behind bars. we'll have more on him.

look how far this misery spreads. these are the low temperatures across the country. minus six in boston. i hate negatives. i like to say minimum news. minus six in new york. minus one in boston. buffalo, minus one. huh. auburn, real cold. the cold comes and covers the midwest down to south, and these numbers really don't factor in the wind chill. it's part of what forecasters call a polar vortex. scientists say the gray blob would normally hang over the north pole. whatever this is should not be where it is now, but over the north pole. instead it's planted itself over much of the united states. something that happens opposite every ten or 20 years or something like that. 190 million people feeling the freeze, but only if they're outdoors. officials report self deaths related to the weather, and we have been getting lots of pictures. i'll give you the slide show.

these are clearly firefighters. it's never good. this fire-fighting in the cold. they're in indiana battling a fire that the hoses were starting to frost over. the guy's beard is covered in ice. it's a rough day, and appears to me this man is about to murder this cow. i don't think there's a good time for cow murdering. if you can take the milk here or slaughter and it have the beef but this looks mean. i'm not sure what is happening. he is number 84. now i know he is actually a farmer who had to use an ice pick on a frozen pond so the cow could drink. snowy streets here. this man is cross-country skiing with trees. that's in st. louis. despite the warningses to stay inside he decided to ski down the road. news from the future. all right. and then polar bear, third time's a charm. they're built for this cold but it's so bad in chicago the zookeepers brought their one

polar bare inside. and then there's this guy. the guy over here. this guy is the one who escaped. he escaped from prison in lexington, kentucky and was wearing just his prison-issued khakis and jacket. ace the wind chill there reached 20 below, they say he walked into a motel lobby, told the clerk, please call the cops, i'm freezing and i can't take this anymore. turns out, warmer prison cell is better than freezing to death. and in iowa, so bitterly cold, fox news crew blew bubbles that froze. it also froze a banana as hard as a hammer, strong enough to ram a nail into wood. and because we've gotten through all of that we have team fox coverage to tell you it is cold. our meteorologist janice dean, the weather machine, is outside. are you cold? >> i'm cold. >> janice is cold. we have garrett in chicago. garrett, would you slide in? we lost him. this where is garrett used to be. >> oh, no. >> but garrett is so cold he has

chill, and it's been hovering at -- feels like it's minus seven degrees here. i'd hole it up but i think it would be blown out of my handle. this cold is clausing contracts conditions, causing delays and cancellations for passengers at airports across the country, including a lot of jetblue passengers. look at this video from yesterday. this video is when jetblue stopped all flights to and from new york and boston. they wanted to give the pilots and planes a rest. today jetblue restored their flights. still a lot of airline delays and cancellations yesterday and today. take a look at this graphic. you can see the airlines are doing better today. since yesterday, delays have dropped from 8,000 to just less than 3,000. and cancellations have almost cut in half from about 4,000 to around 2400. i just spoke with a family who had been on vacation in cancun.

they just finally got here back to new york after three days trying to return. they told me they delayed in cancun for three days and that was really feeling sorry for them when then explained their vacation kept getting better and better. >> it was bad. it really was. between the rain, the stomach virus, sitting in the cancun airport, missing the connection last night, getting up at 4:00 this morning to get back to dfw for our night, it was bad and the kids missed school for two days. >> this weather has impacted all forms of travel and caused some pretty bad accidents. like this spinout in chicago. illinois is just one of many states with dangerous road conditions. trucks and cars have been sliding off roads into snowy ditches, and having a lot of extra work for tow truck

drivers, highways have been cold, and making walls of snow to deep drivers out of unsafe areas. and for 500 people, they were stuck on trains last night, three trains headed to chicago got stuck and those people had to spend the night on the train. they were saying that the conditions there were quite like a five-star hotel. take a listen. >> they gave us a little plop of food and that was it. they said we're going to comp you some food. it's like, thanks. we've been on here for 17 hours. >> you just heard it from that particular passenger. not good conditions even considering the weather. it was pretty bad on the train. >> who told you to stand outside? >> i'm not going to call anybody out here. >> i am. i think it was ken, and ken is fired. you look freezing. please go indoors now. to summarize the previous report, it's cold. some families across the midwest and the south are dealing with the builter temperatures without any power. that's troublesome.

officials report tens of thousands of customers are in the dark. the company that runs the power grid for the mid-atlantic, midwest, and south, are asking customers to conserve electricity. let's get to janice dean. on the coldest day of the last ten years we sent her outdoors. is it cold, janice? >> very cold. i would like to make like the polar bear and go inside. how about that? let's take a look at the records we broke this morning across the northeast and the mid-atlantic and parts of the great lakes region. minus 14 in michigan. detroit, michigan. actual air temperatures, not wind chill. set a record in new york city central park. it was 14 degrees in austin texas. six in atlanta, georgia, toledo, minus 14, four in philadelphia, nine in raleigh, mobile, alabama, 13 degrees, record low for you. the current wind chill continues to be very cold for our friends in canada, moving down towards

12 minutes past the hour in new york city, where it's code. some retired new york city police officers and firefighters lied about health problems after the attacks in 9/11 to get millions of dollars in federal disability benefits. the detroit attorney call the scam one of the biggest social security ripoffs of all time. prosecutors say organizers coached city workers who appeared disheveled during interviews and say doctors

evaluated the workers to be mentally disabled and incapable of doing any work. the prosecutors say at the same time the suspects were post-pictures of themselves on, all together now, facebook, one riding a jet ski, another works as a martial arts instructor, prosecutors say the scam went on for 26 years, and retirees collected at much as $50,000 per year. totally more than $400 million in benefits. one attorney for the suspect tells our local fox station that his client did what he thought was right, and followed the rules of the social security administration. dan shore is a former yonkers, new york, inspector general and worked on fraud cases and theft cases like this. a professor as well at fordham law school. this might be the first thing thing facebook did. >> social immediate gentleman and facebook leads to so much 'information that is relevant.

>> some dramatic video. not one but two big crashes on camera. the first one involving a tractor-trailer in salt lake city. this was captured on dash cam. big rig cut across the highway, plowed into a traffic divider. officers say the driver was not hurt. and that he told them that the patrol car's emergency lights distracted him. it's the cop's fault. he says that's when he drifted and overcorrected and lost control. this happened last month. in massachusetts -- uh-oh, accidently hit the gas instead

of the brake. gee. before he plowed into a gas station attendant and knocked over a pump. caused a fire. the attendant is in the hospital. police say he will be okay. the guy behind the wheel is 83. so far he is not facing any charges and says he feels pad beside the whole thing and will consider giving up his license. >> well, the fight to extend unemployment benefits for more than a million americans, about 1.3, has taken a crucial step forward today on capitol hill. a bill to renew the long-term jobless benefits that ran out last month, narrowly passed the first vote in the senate. the white house is backing the measure to extend the expired aid for three months. they've been doing it year to year and they're like, give it three more months. the vote was originally set for yesterday but some members couldn't get back to d.c. because of -- it's cold. we confirm third earlier. shortly after today's vote, president obama spoke about the importance or extending unemployment insurance.

congress today? >> i can confirm it's cold and i can confirm the president has been working the phones and calling republican senators like susan collins of maine, who have been sitting on the fence, whether to support this. the white house believes he was persuasive. there's more work be to done if you take a step back, we saw this kind of battleline for the mid-term elections becoming more clear. what the president's approach and democrats approach will be, we're standing up for the middle class. he appeared at the white house with people who had been long-term unemployed and said republicans want to add strings to the legislation and says hair not helping these people. here's his case. >> i think the american people are really looking four in 2014 is just a little bit of stability. let's just do the common sense thing. let's do what is right.

we're going to have to see action, though, on the part of congress. >> the strings that republicans want to add is they basically say there should be some budget offsets to pay for these benefits. about $6 billion. the white house insists there shouldn't be offsets bass they call it an emergency situation and say that under previous presidents of both parties, this has been pushed through without it being paid for. >> so it's all politics. not surprising. but a lot of hurdles politically speaking. >> has to go through the senate, and some senators say they want to give budget offsets before they give it a stamp of approval. then it has to get through the house, and speaker john boehner is saying in addition to dealing with unemployment benefits he wants to see more jobs plans so there's not as many people suffering from long-term up employment, and meanwhile the senate republican leader, mitch mcconnell, says all of this need to help people on long-term

unemployment suggests the president's previous economic policies have failed. >> record numbers of long-term unemployed. record numbers on food stamps. people losing their healthcare plans. others seeing the premiums shoot up when they can least afford it. and now, another call, one more call, for a government fix. >> senator mcconnell reached into his campaign playbook and tried to add an amendment that would delay the individual mandate on the healthcare law by a year. that was pushed aside by harry reid. >> new year but the same old stuff. i. >> that's right. same argument, same playbook on both sides. >> happy new year, ed, who confirmed it's cold there at the white house. workers in one part of the country say it's so cold outside they're working overtime to deliver heating oil to homes. they say emergency calls are flooding in and a lot of customers are senior citizens. >> we have no choice. we have to work hard to keep our customers warm.

continuing coverage of, it's cold. it's making millions of people terribly miserable and sinking temperatures to record lows in dozens of cities. let's take another look across the country. a nonprofit ambulance service outside detroit has been delivering food and warm clothes to people in need in minneapolis, schools are closed for a second day in a row. in minneapolis the schools are closed. at least one business is letting employees bring their kids to the office which is making for a wonderful scene for everyone. so the south, got cold enough that this fountain froze over in north carolina. farmers 20 miles east of tampa, florida, have been scrambling to protect crops from the cold. folks down south are not facing the same dangerously cold temperatures as people in the north, unless they dent have heat, and then they have a problem. garrett has been outside in chicago for the better part of two days days and is still brea.

how are you? >> after those two days i still haven't gotten feeling back in my feet yet. other than that i'm doing pretty well. i've been watching j.d. today. been having this little dance going on to keep the blood flow going. across the city people aren't walking the same. you see people with a little bit more pep in their step. with this wind chill, the chicago river is still frozen over from yesterday to get the steam off the water. we just reached over zero degrees for the first too in 40 hours. so we are over that, but with the wind chill it feels like it's negative 20, and that's all across the midwest. it is still brutal to be outside. just after ten minutes you lose feeling in your feet. it hurts to breathe. your legs start to shake without even you realizing it. so, really, over the next couple of days it's going to warm up, but these wind chills are going to continue, and that's why they're asking people to stay

lindsey vonn took a bad tumble and had worked her butt off to get ready but announced she'll skip this year's olympics because of her right knee. she is spectacular. hurt her knee in crashes last year. she is 29. and did a posting on facebook today and said she is devastated to miss the olympics, quote, but the reality has sunk in that my knee is too unstable to compete at that level. man, that sucks. vonn's publicist said that vonn will be having surgery shortly. today is exactly one month before the opening ceremony in russia. lindsey, if you you're watching, keep warm. >> security in sochi just got tight. russian officials are deploying security guards and rescue workers for the game and deploying them from somewhere else so that's where it gets bad. at of today only vehicles ridge centered sochi or with. special passes are allowed to

when did this happen? happened yesterday. some folks ran for their cars to escape the waves. reports indicate the water dragged the cars along the pavement and that some people got scraped up. >> federal judge has ruled that a key part of chicago's current gun law is unconstitutional. what part? the part of the law that said essentially bans the sale and transfer of firearms. supporters say it aims to cut down on the amount of gun violence that has plagued the estimate the judge ruled, and i quote, chicago's legislation goes too far in banning buyers and dealers from engaging in lawful acquisitions and sales of firearms. the government has a duty to protect the citizens and also has to protect constitutional rights. despite this ruling the law will remain in effect for now while city workers and city officials decide whether to appeal. tom is the executive editor and cofounder of real clear politics. tom, why does it matter?

you can get online and order whatever you want go to a gun show. why does this matter? >> this is because one -- sort of ongoing battles in big cities across the nation. d.c. had it in 2008, chicago pushed through a blanket ban a few years ago under the previous mayor, richard daley, to ban guns totally from the city, and they thought that would happen, and, look, folks found this is -- those kind of bans have gone too far, and impinges on second amendment rights. so your seeing gun rights advocates sue the cities, and in chicago they have been making gains. a number provisions of the ban have been rolled back. this is just the latest example. a. >> a lot of money behind the groups, too right? >> there is money behind the groups-but second amend advocates are passionate. >> no doubt. >> three of the folks in this current lawsuit were private citizens. one was a gun credibilitior, --
