deadlines, but will anything get done. our political panel weighs in. we begin with a huge chemical spill in west virginia knocking out water for a large portion of that state. and now hundreds are reporting possible exposure symptoms. the spill shutting down restaurants and other businesses, unclear as yet when people there can begin using water again. we're live in charleston, doug has the latest. >> reporter: yeah, greg, authorities are really loath to put a time frame on when water service might be restored. the closest they came to that was in an afternoon press conference today in which they described how big the water system serving charleston and surrounding counties is. they say it requires a lot of manpower to reach these extended counties, a lot of time. and the key part of this is the epa mandates before the water service can be restored, it has to reach a level of one part of

the dangerous chemical per million parts of water. listen to the president of the water company here. >> acceptable levels, extensive testing must be conducted in thes distribution system before the do not use order is lifted. >> reporter: so it would not be surprising to see these water restrictions maintained perhaps for several more days. that means that 300,000 people in this area are going to have to continue to use bottled water or trucked in water to brush their teeth, to take a bath, to use, to drink. so far things have been moving fairly calmly and without pan i go at the 16 or so distribution centers set up here. fema trucks bring the water into the chuck yeager airport, convoy of about 75 trucks showed up last night. local authorities take over from there. last night the president of the company in question here, freedom industries, described to reporters what he thought happened at his plant.

he says that there was a leak in the bottom he believes of a $35,000 tapping, ank, also leak through the retention dike surrounding that tank. which is designed to prevent leaks. and then into the elk river. he also offer this had poed thi. >> i've prepared a short statement and then we'd like to start by sincerely apologizing to the people in the affected counties of west virginia. our friends and our neighbors, this incident is extremely unfortunate, unanticipated, and we are very, very sorry. >> reporter: late today we learned that the u.s. chemical safety board, this is an independent federal agency tasked with learning about these kinds of chemical spills and designing regulations to prevent them in the future, is being dispatched to charleston. that on top of a heap of other

problems that the president of this company faces. the u.s. attorney for west virginia has already begun an investigation which could potentially ultimately lead to criminal charges. and we also know that at least six lawsuits have also been filed already. back to you. >> just the beginning. doug, thanks so much. world leaders now reacting to the death of ariel sharon. president obama remembering the former israeli prime minister as a man who dedicated his life to his country. sharon was 85. his death coming eight years after a massive stroke left them in a coma from which he never recovered. connor power is live with more. >> reporter: sharon is being described today as a great defender of israel, a former soldier turned politician. and really considered the last of the great israeli leaders here in israel.

willing to make tough decisions. at the height of his you power being he suffered a debilitating stroke and has been hanging on in a coma for the past eight years. he was controversial, both loved and hated here in israel. hailed as both a war hero and as a war criminal. in 2000, sharon helped spark a palestinian uprising when he entered one of the islam's most sacred locations. during the violence, thousands died. he was also an early supporter of settlement, but he later did a 34r50e9complete 180 and led disengagement from gaza. sharon concluded that israel needed to disengaging on israel's terms, scenes of israeli troops carrying out israeli settlers shocked the country and the world. tomorrow sharon's body will lay

we're watching a storm system affecting much of the east coast right now with even the potential for tornadoes in some areas of the southeast. meteorologist janice dean live in the weather center. wow, what is going on now? >> we had hundreds of reports of wind and hail damage, isolated tornadoes. the good news is the tornado threat is diminishing through the evening. but we still have a tornado watch good for parts of the coastal carolinas. could still see some isolated tornadoes, really right now some severe thunderstorm warnings with the potential for some strong winds, and then that heavy rain that continues to deluge parts of the i-95 corridor, we could get several inches and flash flood warn of watches an warnings are posted where we could see excessive snow melt because the temperatures are in the 50s and 60s. ice jams up toward the northeast and new england. so we'll watch the system move eastward and by sunday morning, really it's gone and the

temperatures have rebounded quite nicely from the arctic plunge that we were in earlier this week. also watching the northwest where we're seeing some heavy rain, also some gusty winds in excess of 60 miles per hour. and heavy snow up to 3 feet in parts of the northern rockies as this system moves eastward and we have lots of weather warnings, certainly winter weather warning, we have a blizzard warning in effect for central idaho, a lot of high wind warnings again as we could see wind gusts in excess of 60 miles per hour. that will make travel difficult if not impossible. and you have the snow on top of that, anywhere from a foot to 3 feet which of course i'm sure the skiers will love. but to travel in it, a little tricky. >> and not so good for people trying to get over a cold. >> very true. i'm getting over the hump, but i think gave it to greg. >> you did. >> i must leave the studio now. >> and i have a long memory.

chairman of the joint chiefs. gates writes mullen and i repeatedly discussed what he regarded as military pressure on him. is it a lack of respect for me obama asked us? are petraeus, mullen trying to box me in they resent that i ne served in the military? do they think because i'm young that i don't see what they're doing? gates goes on to say, quote, the atmosphere at the white house was getting poisonous especially on the part of tom donilon who had characterized mull will not and the military and insubordinate and in revolt. it seemed me that someone who had never been in the military and had never been to afghanistan was second guessing commanders in the field. s white house said it revealed that there were debates and that they made for stronger, better policy. the president spokesman says the

other issues like whether to extend jobless benefits to the long term unemployed. will congress be able to resolve any of this or will they just kick the can down the road? joining me now, our political panel, former chief of staff to west virginia senator joe manchin and former white house aide to president george w. bush. good to see both of you. what would you say should be the first thing on the agenda for congress and how should one side get the other side to resolve that issue? >> i don't know. i'm wondering maybe they played football or maybe they do something fun because i have to tell you, almost anything would work better than what is going on now because they're at a sta standstill. and i think this time around the republicans are probably going to play nice because last time they got burped so badly on the deal as far as shutting down the government because they want to

keep the eye on the prize will xh is winni which is winning the midterm aped democrats are suffering because of the obama care. so i think the republicans will come together with the democrats and will put togetherdemocrats of the obama care. so i think the republicans will come together with the democrats and will put together not a great deal, but there will be a deal. not great, but it is something. >> okay, chris, what do you think should be first on the agenda and how should your side convince the other side to get the job done? >> well, that's a great question. i'm not sure you can convince some of the republicans to do the right thing, but putting that aside for a second, i think everyone is more or less focused on the fact that you have to make sure the government doesn't shut down. republicans got burned politically pretty bad the last time this happened. so i don't think they will do this again. and my prediction is a pretty safe one, that the government won't shut down, they will come to an agreement that will extend it at least through the year and past the election that i think is pretty reasonable.

where i think the big -- where i think they will see bigger fights are unemployment insurance, immigration. when those issues start popping up, obviously unemployment is being debated right now, but that's where i think ulg see big divisions not only in the senate, but with the house. that's where i think you have a big problem. >> so if you're looking at 1.3 million americans still up employed and perhaps may or may not get their unemployment benefits back, how do you see thatupemployed and perhaps may may not get their unemployment benefits back, how do you see that fight going any felt like you sort of implied republicans will kind of give up or kind of roll over because they don't want to have a bad rep with sort of stopping the government. >> you're right, you're a very smart woman. and i'm not happy about it, i don't like it when people roll over and go with the easy deal because really i think we need to cut, cut, cut. we have so much -- talk about pork before. we have so much pork in washington, it's pathetic. however, you have to keep the eye on the prize and we have to win the midterm so is we can make major changes. so i think the republicans

probably will go with sort of a lame deal, but at least it's a deal. and i also think this time around as far as long term employment benefits, when should unemployment benefits be long term? in the beginning, unemployment benefits were supposed to be short term until you found a job. so unfortunately, that makes people stay unemployed longer. so i don't think that's a good thing. so hopefully the republicans will at least stick to that. >> do you agree with her take on the unemployment situation, chris? >> in the sense that people want to be unemployed or that somehow unemployment insurance enkurps people to be unemployed? the reality is you're talk about people receiving a couple hundred dollars a week. these aren't people going out and living the high life. this is basically in order to address the fact that we've had a significant number of long term unemployed people who are not able to find jobs. a lot of reasons good and bad as to why that may be the case. but in terms of the policy argument in terms of addressing this, i think you'll see an agreement in the sense -- i'm a

little optimistic even though it blew up the potential agreement on thursday, but i think given that you're talking about a $3 trillion budget and an $18 billion extension, you can find some kind of savings there with extended sequestration or some other types of savings in order to ensure that it gets passed. but the bigger question will be what happens in the house. and that's where i think the republicans end up shooting themselves in the foot once again because the american people, and this is i think true for both parties when they look at either political party playing politics with the fact that there are people hurting out there, that's when you get i think some political backlash and that's the danger the republicans -- >> what about the people working hard and the people on unemployment and they're not trying to get jobs? there is a lot of that going on. >> i'm not saying of -- i'm not arguing that there may not be waste and fraud abuse. there is. >> there is a ton of it. >> i'm not sure there is a ton, but -- >> too much. >> there are also a lot of

president joe biden will lead a delegation to his memorial service. and target announcing their recent data breach, well, it's much larger than previously reported. the retail giant admitting the information as many as 70 million more customers may have been stolen. we're talking about customers' names, phone numbers, e-mail addresses. dominic, this is pretty big. >> very big deed. these are 70 million additional customers affected. so potentially as many as 110 million customers have had their credit card or debit card details and personal details stolen in this breach. that is absolutely massive. i don't think we've ever seen anything quite on this scale at all. the retailer saying that in terms of details that have been taken, it is names, private addresses, home addresses, e-mail addresses, and it is

phone numbers. and all of this is actually crucial data that criminals can exploit. the company saying in a statement to fox news came that there are two distinct groups now who have been identified. the company saying while there may be overlap between the two groups, we don't know to what extent fit. target's boss has said that much of the data is partial in nature which means criminals didn't get all of the details. so just because they got your name and phone number doesn't mean they got your address. if they have your e-mail address, they will try to contact those affected. banks already are reaching out to customers that might be affected. consumers will have zero liability for the cost of any charges arising from the preach meaning target will pick up the tab. target's clients of course very shocked to learn of this news. >> 70 million they're saying now? i don't know how they can go

through all that information, bii'm subi i'm sh but i'm sure i'm part of that. >> i did have to close my account come up and receive a new credit card. >> i would imagine just about anybody is susceptible. >> you can take this quks action if you're affected, you have to check your credit card statement extremely carefully. see if there is any suspicious charges. you have to report that activity to your credit card company so they can match up who exactly has been affected here. and on top of that, there's this. >> use a separate e-mail adjust for shopping online or anytime you'll get a receipt e-mail to you, use a separate one away from your personal and your normal e-mail that you use. >> and the high end retailer neiman marcus came out saying credit cards and debit cards also affected there.

they say they're actually containing this in-truks at the moment, and that they have significant steps to take to further enhance information and security. they are not revealing how many people have been affected. this actually happened during the height of the holiday season. begs the question why they didn't tell the public then during of course that crucial time of business. back to you. >> that's a good question also if you have target saying call us if you see any frauduleud ua charges. you can imagine the phone jam? thank you very much. the labor department says employers added a mere 74,000 jobs last month, but the unemployment rate fell from 7% to 6.7%. that drop however mostly because many people just gave up. they stopped looking for work. however, many experts say this may not tell the whole story of american's desire to get back to work. joining me now, chief strategist at bell point asset management,

david nelson. 9 90 million people are not working so they're not counted officially as part of the workforce before so if you factor in all the people that have given up, they want jobs but they can't get them so they gave up, the real unemployment number should be not 6.7%, but 13.1%. isn't that a jobless recovery that is awful with a capital a? >> it is an awful number and it's not really understood as well by the american public. they see the fall from 7% down to 6.7%, it feels good. and there are some analysts that are trying to spin a positive sorry out of this. and i'm just not buying into it. we're at 36 year lows in the labor participation rate. if you looked at it on a chart, it looks a lot like enron. it looks awful. >> has the government created conditions that are arguably hostile to business and thus more jobs are actually being

exported? >> i've talked about this a lot, greg. it's been a secular issue for a lot of decades. but part of it is also globalization. and something we need to understand that, yes, we get from globalization we get cheaper imports and that is great for our economy. but that comes at the cost of jobs. and the sad truth is that jobs go the way that where they are cheapest. and that is very often not here. it even happens in my own industry, analysts. look at a research report from goldman sachs or merrill lynch, you look at the names, you might see one american, but the rest, the work is being done in places like india. >> part of the problem is our corporate tax rate. >> i agree. it's a big part of the problem. >> our corporate tax rate is 39.1%, 14 percentage points higher than the average throughout the rest of the world. and a lot of people probably say, but the corporations don't pay that, there are so many loopholes. a recent study found the united

states has the highest effective corporate tax rate at 27%, the average is 20% throughout the world. >> if we ever brought back some of the jobs back here, we need to be more competitive. we need to refine and rehabilitate so to speak the corporate tax structure. a lot of corporate cash simply sits offshore. and multinationals are not going to bring that money home. and eventually that money will go to work. now, we can either lower the corporate tax rate here and maybe that money will come back here and start some jobs and build some factories, or it will go to work in some other part of the world. >> whenever good news comes out on the economy, the white house is very quick to brag that the president's policies -- >> any president would. >> -- deserves credit. by the same token, isn't it fair to blame the president's policies for the bad economic numbers? >> there has been very little done by the administration that i would say that is pro jobs. i would say that most of the

jobs that have been created in this country over the last three, four, five years are really the result the monetary policy. sxwlt fe sxw . >> the fed. >> the fed has started to taper because they understand they can't do anymore. so i think the taper will continue. but we need other policies to get job structure back up. >> has obamacare alledgedly hurt the business environment and so, too, the alledgedly openerrous new frank dodd regulations? >> i have to believe that's true. although the plan just really just started in january. >> but large businesses have an exemption. >> a lot of people have an exemption and that's really a big issue that i have with this plan. we don't really know for sure, but empirically, if you're a corporation looking at some of these rules, it pays you to keep your labor force a little bit under those numbers. and i expect that to continue. >> all right. david nelson, good to see you as

large had lost faith here. and when the president was running the first time around, he had will this thing, iraq was george bush and he war, but afghanistan was the right war. and that's the one we should be waging. then he gets in to office and these things are more complicated and his strategy -- i don't think anybody out there is saying his strategy has worked. so i'm not sure his losing faith is so much different than the rest of us. but it's an important piece of information. an important part of history. and while i'm sure the president would prefer to be written in four years from now or never, i think for the rest of us, it's really informative and we have a right and maybe a duty as citizens to know this stuff. >> we must mention secretary gates lauded president obama's decision to go after osama bin laden in the book. >> and he was very positive towards hillary clinton. this is not like one of those partisan attacks you and i see
