>> good afternoon to you viewers. we're following news out of the garden state. the new jersey governor chris christie's first high profile appearance since last week's marathon news conference about the george washington bridge. a live look in trenton. governor christie is giving his state of the state address. a potentially very important speech for the possible gop candidate in 2016. we're monitoring the address. we'll go to it at the very top as we've now been told that chris christie will address the bridge scandal right off the beginning. according to an advance copy of the speech, the governor will refer to that and talk about the troubles in his state. you know, e-mail suggested governor christie's top aides and appointees tied up traffic on purpose for several days. apparently as revenge on a political rival. though exactly what that is, frankly remains to be seen. governor christie still insists he knows nothing about it or didn't at the time.

now governor faces a federal investigation into commercials like this one promoting tourism after super storm sandy. he hired a firm that suggested using the governor in the ad which happened to run during his re-election campaign. the congressman said, another company suggested ads without the governor. those ads would have cost $2 million less. the governor's staffers say the investigation will show the ads were key to helping new jersey business bounce back after the storm. meantime, we're seeing the effects of the bridge scandal in the opinion polls. according to one from monmouth university, his approval rating in new jersey has dropped 6 points since last month to 59%. nationally it looks like the scandal has barely made a dent. in a new poll, 60% of americans say their opinion of the governor has not changed. 16% say their opinion is less favorable and 6% said they see him more favorably.

we're waiting for the governor to speak. we'll take that live first. eric? >> reporter: we're waiting now for governor chris christie to walk into the general assembly chamber here at this historic state house and he will likely face his future. interesting to see what kind of applause he gets ferk gets a standing ovation or just light applause. he is expected to address the bridge scandal right off the top of the speech. some of the democratic legislators in that crowd have been accusing his administration of engaging in a cover-up over what happened at the george washington bridge and they doubt his denials that he didn't know anything about the staff supposedly being involved until it was published in a newspaper last week with those e-mails. others say that they have to wait and see. this investigation is set at a time on thursday, special legislation is expected to be passed that will call

subpoenaing two aides. one is kelly, his fired deputy chief of staff here let go last week shelf the author of those e-mails talking about causing that traffic jam. the other his long time very close political associate and former campaign manager. this of course comes one week after christie appointed to the port authority who took the fifth some 20 time before the transportation committee. the chairman of that committee has told me that he do you think christie's story. as he said, it strains credibility to believe the governor was not told anything about all this because the e-mail close to his top aides were in on this. and he has pointed out that bridgette and kelly, his deputy chief of staff, spent much of the day with the governor.

especially at a fire along the seaside. the governor, of course, has strenuously apologized saying he did not know anything about it. we'll hear what he has to say about this in a few minutes. >> we'll get back there live when he speaks. in the meantime there are developments. some of the them came from the reporting of the "wall street journal." what the journalist is reporting, the governor is saying i didn't have a lot of contact with these people. they are out of my administration. intimately involved in making this fiasco happen. and the "wall street journal" found a picture and some video that indicates, that's really not true. >> that's right. ted mann who covers new jersey politics went into the archives and looked. and there are mental of opportunities to find photographs of a governor around

town. in this instance, it was the governor meeting with this aide from the port authority who he said he didn't have much contact with. this was three days into the traffic jams at ft. lee. it was at a memorial event, september 11 of this past year. recognizing when the towers fell on september 11 in 2001. there you see them interacting. how much discussion there was beyond this photograph and this handshake is hard to tell. >> well, we are on day three of what is a traffic and transportation disaster just on the other side of the most used bridge in all the world. we know that for days, his aides have been receiving all of these pleas from local municipalities. please stop this. we're spending hours in traffic. why is this happening? what's going on? one of the men involved in the

e-mails is there with the governor in a picture this far apart in day three of this and we are to believe there was never any discussion of it whatsoever. there is a disconnect or suspension of belief. that the governors aides could have been talking about this as much as they did. not just the planning but the repercussions of it. there was a profound traffic jam. a lot of complaints coming out of mayor's office of ft. lee. it went through the administration of the port authority. he said i did not know about this. you have to ask yourself. is it possible for the aides to be discussing it as much as they did to have contact with those aides in the city, in his state. and the governor didn't know. >> it is important for people who are not living this in the way the people this is not about traffic. this is about the misuse of public funds and public

resources which as described by some is criminal. maybe not by the governor who said he had nothing to do with it. whoever is involved, this is potentially criminal activity. and it goes through a pattern. two other issues that i want to talk about while we wait for the governor to speak in trenton. one is ft. lee, new jersey, on the other side of this bridge where all this is happening is to be the home of a $1 billion fix-up property. a 1 $billion that must have this to make this work. that kind of money is a very fragile investment. without those lanes, it is argued it could not have happened. >> the question is was there retribution for the mayor not endorsing the governor? and as a way of getting back at the mayor, do you not just plug up the traffic into his town across the busiest bridge in the united states?

but you bollux the traffic. >> the mayor wants to develop this area, bring more economic activity into the area more and jobs. do you kind of mess all that up by turning the traffic patterns against the mayor? and there's questions about that now. msnbc has been reporting this side of the story. was this also part of the equation going through minds of the governor's aides? we just don't know. we'll know with the criminal proceedings as well as the legislative proceedings. one thing we do know, there is a history of political retribution here. we know that because of e-mail we received through the city of jersey city, new jersey. ft. lee is at the george washington bridge. the northern end of the area. jersey city is at the southern end. the new mayor there, mayor phillip, has been contacted by the governor's office. bill from the port authority and others to bring in all these cabinet members on a certain date to sit down and talk about

what is not going to happen. what good things we can do for this growing fast town of jersey city, new jersey, which has a horrible history of corruption that we can talk about for half an hour. they have this new mayor in there and the governor is sending all these people in there to do political work. good for the people of jersey city. until the governor finds out, or his office finds out that the mayor, mayor phillip, is not going to endorse him. a series of phone calls. we've seen the e-mails. and none of this cooperation happened. everything is shut off. and to say that this is not political retribution or political retaliation would fly in the face of all the facts. the mayor said, the mayor of jersey city that because he didn't endorse him, these meetings were canceled. this is a big problem for christie. this goes much more into his character and his way of operating. that he's seen as a bit of a bluster, a bit of a bully. so retribution enters in fairly

easily in this. the governor would say this is not the way that i operate. yeah, i'm an authentic character and 8 strong personality. but that's the kind of personality that gets things done and that's why i'm leading still in the polls for the republican candidate for president in 2016 even though he hasn't announced yet. >> he is leading and in a big way. you can make the argument and i think it flies, this is a very big character with a very big personality who has gone against conventional wisdom. gone against the establishment. he's made big news for a state that needed it. that same big personality and big character that was attracting media attention at the time is attracting it now in the media capital of the world. and it looks when you read the papers andering else, it is all coming down him and the people around him. now these aides who have been pushed to the side or resigned or whatever you want to call it, will now be called to testify. and their testimony will be key to the future of this governor and his political aspirations.

>> they've been fired and fired by the governor. >> so the question in the voter's mind has been, well, maybe this was an instance of aides behaving in a way they thought the boss would like without the boss's permission. there will be others who say the tone is always set at the top of any organization. if the aides thought this was acceptable, they must have done it because the climate may have been one in which it was acceptable. that's the argument that chris christie will have to fight against. and he is saying this was a real bad judgment on the part of my aides. i didn't have anything to do with this. >> for now that's all we can do is go with what the governor has said until we hear otherwise. there are no ties of him to this in any documents anywhere. but it's not over. now we wait for the governor to speak today in the state of the state aeds. a live look there on the floor in trenton. as they are gaveling things to

a live look at the state house in trenton. chris christie has just been introduced. if you watch the state of the union address which will be covered in a couple weeks from washington, you know how this works. in that case, the president

comes down the aisle. politicians shake his hand. same thing with the state of the state address at the state house in new jersey where governor christie is make higs way to the front. the reason we're carrying this, we were speaking while we were in the commercial break. we would not have covered this, a national cable news channel would not have covered this but for the fact that this scandal has arisen around presumed, potential at least presidential candidate for the gop. and according to the polls, the man who would be the front runner for the gop. his administration is caught up in a place where the accusation is if members of his administration have used resources of the public improperly for political rhettry bug or retaliation, he has spoken about this at length. we've covered this. he will speak about it at the top of his state of the state address. we will cover it, we will analyze it and move on. make no mistake as we've said prior in the last few minutes,

this is not about traffic in ft. lee, new jersey. it is not about a couple of lanes of traffic and traffic tie-up. this is about accusations that the governor of misused resources, public money. if not true, it will move on. if true, there will be, potentially criminal prosecution here. there are multiple investigations on the state and federal level underway now. at some point, members of his inner circle who have either now resigned or in other cases, been fired, will most likely be called to testify before these panels. that testimony will lead us to the next level. to suggest that bridge gate if would you like to call that it is at the end stages would fly in the face of all that seems real. this is just the beginning. >> thank you very much.

new jerseyians. the last week has certainly tested this administration. mistakes were clearly made and as a result we let down the people we are entrusted to serve. i know our citizens deserve better. much better. now i'm the governor and i am ultimately responsible for all that happens on my watch, both good and bad. and without a doubt, we will cooperate with all appropriate inquiries to ensure that this breach of trust does not happen again. but i also want to assure the people of new jersey today that what has occurred does not define us or our state. this administration and this legislation will not allow the work that needs to be done to prove the people's lives of new jersey to be delayed for any reason.

state of our state is good and it is getting better. >> governor chris christie at the state house in trenton where he is delivering the state of the state. the governor's office has given us an advance copy of today's speech. the part that is pertinent for our national audience just ended. i am here with john busey. we've been watching this from just across the river. and you made an interesting and perfectly appropriate observation as this thing began. >> well, he's walking in as the standing ovation, fairly extended. it is a blue state after all with a blue legislature. >> and a republican governor who is in crisis. this could have been, this can still be a very awkward speech for chris christie. he is in crisis at this moment. and at the same time it can be very advantageous. he come out and says this was a mistake. mistakes were made.

i'm in charge. i take responsibility. and then moves right on in front of a national audience. the cable channels and all the other channel that's are carrying this speech would not have been doing so had there not been this crisis. and he is able to prenl himself as, hopefully in his mind, a man in charge, a manager, an executive. not just of the state but perhaps an executive of a country. >> you mentioned the word mistake which is a quote. and i think that his detractors will very quickly come forward and say there were not mistakes made here according to the e-mails and the evidence before us. this was all quite calculated and by design. >> he will say mistakes by my subordinates. i was not informed by them. but he will still need to get over that hurdle. the tone from the top, as he said, i am in charge. if his subordinates thought this was permissible behavior, why is that? >> one more thing before we move on. it is notable that on a national stage, those who within his own

party prefer him the least are the base of the republican party. you might say the tea party wing of the party. a lot of moments, he shook the president's hand. the segments in the polls where he is rising with that far conservative base of the party. they seem to like him more today than a week ago. >> which is interesting. he is more of the establishment republican party candidate. and that is important because there is a lot of money within the establishment republican portion of the party. donors who will give to a candidacy. he has been credited for reaching across the aisle. for the hug with obama after sandy, the storm that damaged new jersey. and he has been credited with doing similar type of across the aisle cross partisanship efforts in the new jersey legislature so

he is very much in the core center of the republican party which may be to his advantage as we move into this next election. there are investigations ahead, investigations ongoing. if those investigations put forward what he has said throughout. and that is he had nothing to do with it. this is a man who came forward and immediately fired people who were tied to this and they were, there was documentation. if he remains separate from this in the way he is today, we'll see. if he is tied to it, eric shawn is there. exhaustive investigations that tie him to it in some point, we have a new ball game. >> reporter: it is important to note that right now there is no known link or evidence in any of those thousands of pages of e-mails and documents that mr. christie knew any of this directly.

that has been admitted to by the investigators. it is important to see that he received rousing support from both the assembly and the state senate when he walked in who saw the hugs, the kisses and at some point people giving him a standing ovation. those still sitting on their hands, clearly a warm embrace by his fellow politicians here in new jersey of the embattled governor. and he will need this as he goes forward on this coming weekend. he will be headed to florida to campaign, some fundraisers and attend those that are being held on behalf of the fellow republican governor from florida. mentioned so often as a potential candidate in 2016. we are beginning to see his continued effort to try to rejuvenate his political fortunes, he will press forward through weeks and months. thursday, it could be a different tone when the assembly and the senate passed the

resolutions and the legislation to establish those two special committees. then we will likely have weeks of potential testimony as christie aides are subpoenaed, including those potential aides. right now as he speaks on the podium behind me, a warm embrace by his fellow politicians will. >> the time is very interesting here. this would be the last day of the previous legislative calendar year. this is a new one. the previous okays to investigate have now expired. and as a result they can start over again. so this can be not just about bridgegate as it has been called but whatever they want it to be. they can broaden this investigation to whatever degree the legislature sees fit. >> that's right. and remember you have the incoming head of the republican governor's association, chris christie. so he will have much more of a national standing, separate from

this crisis. the rest of the speech that he's giving right now is not a bad story. new jersey has seen kind of a lift from the improving economy like a lot of other states have done. so if he was able to sort of propel out there in those first few minutes of the speech, the humbled chris christie. somebody who doesn't look like a bully, a blusterer, particularly to the south of the united states who might be worried about a new jerseyian as a presidential candidate. and he has a pretty good story to tell. and some of that is being carried on national news. it may not be such a bad day for chris christie. >> thank you both. we'll have more on this. should anything of national interest be said, we'll bring it to you right away. there is big news today. a chemical incident at a school in colorado. new information coming in right now. we'll bring that to you. in addition, investigators have

there's word that chemical spill in west virginia could make the way down the ohio river and reaching cincinnati within hours. city officials say they're taking steps to make sure the water supply remains safe. almost 200,000 west virginians still face a tap water ban today. reteam sales up.2%. economists say a nearly 2% drop in car and truck sale is to

police in colorado say emergency workers have taken four students and one teacher to the hospital after some sort of chemical device as they describe it, went off inside a classroom at that school. it happened about three hours ago at sky view academy just south of denver. cops say they evacuated the school. police didn't give any more information about this device. they say they do not know whether it was an accident or somebody set it off on purpose for some reason. let's get to will carr in our colorado newsroom. what else do we know if

anything? >> well, it was very chaotic scene at sky view academy this morning. this is a public charter school. it has roughly around 1,200 students. what authorities say is that this all went down after 10:00 this morning and shortly after that, parents got the phone call that really no parent ever wants to get that this had been an isolated incident. according to authorities, a chemical device had ruptured. which means it either broke or burst. the school says it went into a lightning dismissal plan. a short time later, ten people had to be evaluated in the parking lot. five which of were taken to the hospital. four students and a teacher. we're told they were all treated for minor injuries and this is an ongoing investigation at this point. >> all right. the building is clear, right? >> that's right. at this point it is clear. we can tell you also over he. >> if you have something else, do it. >> reporte time this is one area that really knows how to

deal with emergencies like this. this is just a couple miles away from arapahoe high school and less than 15 miles from combine bind high school. arapahoe where there was a school shooting in december. we're told the evacuation went smoothly. that the school did everything that it could with everything that happened there. >> all right. from our rocky mountain newsroom. the l.a. county sheriff's deputies have arrested somebody on a felony drug charge at the mansion of the pop star, justin bieber. they were investigating that the beebs through eggs at his next door neighbor's house. but they say that justin bieber has not been arrested nor exonerated in the egging case. we have new video from said egg scene. it appears to show cops leading somebody away in handcuffs. we can't confirm whether that person was the one whom deputies say they arrested but we know that person is arrested. this happened today during a

raid at the bieber mansion in a raid about 30 miles west of downtown los angeles. again investigators said they did not arrest justin bieber and they won't tell houston they arrested. here's what we do know. cops say the drug charge is not related to the egging investigation. so far, there is no word from bieber's camp. in los angeles where great thing happen with celebrities, et cetera. here's how it sounds like it is laid out. they're up in the middle of the night throwing eggs at the neighbor's house. somehow she do $20,000 worth of damage with the eggs. they come in to check it out and whoops, there's cocaine. >> there are the drugs and eight people were in the house when the police showed up including justin bieber. and the deputies said that he has not talked at all. he is choosing to go through his lawyer. but some videotape is proving very compelling. last week a neighbor called police saying someone was pelting his house with eggs. when the neighbor confronted

said egg tosser, he said it was justin bieber. listen to that exchange. >> i got another one for you. >> come right over here, you mother [ bleep ]. >> call the cops. >> yeah. it turns out, the neighbor's house got quite a pelting. as you said, $20,000 in damages. listen now to deputies talking about the eggs. >> it's a felony crime. i mean, i get that it was done with eggs which makes you feel that it is a lower level crime. but a felony crime is a felony crime no matter how you commit it. and this crime rose to the felony section and a judge signed a search warrant saying we should go get evidence related to the felony crime. >> we should note the neighbor watched justin bieber prosecuted. he hasn't exactly been neighbor of the year. neighbors say he throws all night wild parties and has been known to drive through the neighborhood very recklessly. no word on when charges might come down in this case. >> calabasas.

that's where the kardashians live. there is no indication the kardashians were hanging out with the beebs, right? >> from our los angeles bureau. one of the bosses there. oh, my god. trace, thank you. stay away from the bieber if you even know where that is. traumatic 911 call last month suggest it may have taken workers at least 30 minutes to answer the call of the victims. this happened at a shopping mall in new jersey about 20 miles outside new york city. this is well before, this had nothing to do with the bridge controversy. cops say one carjacker shot and killed this man while another held his wife at gunpoint. you can hear her screaming during a 911 call of it is awful. >> it's an emergency. >> we called the ambulance a half an hour ago.

where is the ambulance? >> they're on their way, ma'am. >> when, when, when. >> they're there. they're at the mall. they're trying to get to you, ma'am. they're trying to get to you. speak with the officers. >> the police chief told several media outlets, the ambulance arrived at the mall 18 minutes after the shooting but he says, it may have had trouble reaching the victims because it was too tall for the entrance, i should say, the vehicle in which they were traveling was too tall to get into the entrance of the parking garage. much of the area is affluent but recently police stay area has seen a rise in carjackings. chris christie mentioned this case at the state of the state address today, calling for police to take a new approach to fighting crime in an effort to prevent tragedies hike this one from ever happening in the future. this particular ings deny was enormous local news in new york and new jersey. leah is outside the mall now. >> reporter: it is chilling listening to that 911 call as i

stand here in front of the very parking garage where that call was made. you mentioned the ambulance may have had trouble getting to the victim. earlier i was able to look around here. i can show you how this all played out. this is the garage entrance that emergency crews used to access the victims. you can see that the height is about seven feet. so the ambulance actually had to stay down here while the first responders took the stretcher up this ramp behind me. they loaded the victim on to the stretcher. then came back down this ramp to put the victims into the ambulance and take him off to the hospital. i just did the walk myself. the total time up and down this ramp is about a minute at a brisk pace. the mall manager tells me that these parking garages are pretty standard for shopping malls. that they're really designed for passenger vehicles, not for commercial vehicles, not for vehicles the size of ambulances. he said he's been here 14 years and in his time he's never seen first responders have a difficult time getting to people

who were in need of help. i asked if there were any previous carjackings and he said he could only remember one in the past decade and that was a failed attempt in 2010. now, carjackings in this region have been on the rise. in fact they've more than doubled in recent years. according to the essex county prosecutor's office, this county alone had roughly 200 carjackings back in 2009. and as of late december of last year, there had been about 450. i spoke with the retired new jersey detective who said he believes the rise in carjackings can be adistribute you'd to a nationwide budget cut when it comes to law enforcement. take a listen to what he said to say about the crime. >> these criminals need money to feed their drugt drug habit, maybe to feed another habits. but carjacking is a crime of opportunity. you have more chances of getting away with a carjacking than with a burglary. >> reporter: the mall manager

told me they did have beefed up security the night of the murder. it was a holiday so they had a number of police officers who were armed here on the mall grounds as well as a number of unarmed security guards. i also did reach out to a member of the victim's family and you can imagine he said he was in no mood to talk. >> some businesses are apparently learning more about their customers by spying on their customers. what might they be looking for? where you eat, where you shop, even where you live. we'll show you the company that is helping these businesses do this spying on all of us and what it could mean for all of our privacy. ♪

solutions has installed these tiny sensors inside businesses in toronto. sensors that can track any phone that has wi-fi turned on. the idea is to help build profiles of customers. their lifestyle so that they can then advertise to a specific demographic. they can essentially monitor thing like where customers live, where else customers shop, where they eat, how often even they go to the gym. the company's nounder tells the journal it does not include doctors visits or sensitive health information. we've reached out to turn style solutions regarding privacy concerns but we have not yet received a response. here in the united states experts say companies do not have to get your permission to share most of your personal information. they say right now the only way to keep company from tracking your location is to disable your phone's wi-fi. yes, will do. joining us now from the fox news desk, i hadn't thought of this

viva le france. the leader in the country caught up in a racy sex scandal. that man would be this person -- you wouldn't think it. right? the president of france, francois hollande. at a news conference today the president admitted that he is having problems in his personal life, which hard not to admit that, but he says he will not comment any further. president hollande is currently not married, but he is living with this woman. his partner of six years, whom everybody in france calls the first lady. they're like that over there. since he became president in 2012 they've both been living here at the president's palace in france. last week a tabloid magazine reported that president hollande is having an affair with this woman. hello. she is a movie star.
