this is a fox report. tonight, americans caught in a deadly terror a talk and there is little doubt of who is to blachlt they call it -- blame they call it revenge against the united states. the taliban picking a restaurant that high- ranking foreigners like and blew it up. a hit on civilians including americans in afghanistan's capitol city. it happen just blocks from a foreign embassy. fox reports how the u.s. is responding. and a bombshell new report on president obama's health care law.

administration officials said the system would protect the uninsured. and now that report shoes an overwhelming number of the enrollee so far already had coverage. also, 70 million americans and maybe many more with a target on their back. victims of the massive security breach learning of a new round of pain because of what the giant retailer did with all of the customer e-mail addresses. >> i am harris faulkner. there is new retooktz terrorist attack in a restaurant in afghanistan. a restaurant where americans would likely be. we obtained the image of an american who died. lexy camerota and she worked for the privately run american university of the afghanistan. and they have gave fox news a statement. first of all the world called

her lexy, she was smart, strong and beautiful and stubborn and kind and fearless. she took the job in the american university of afghanistan to help the young women of that country get an education and take their rightful place as leaders in the afghan society. as can you can guess her death is a shock to us all. you can't imagine a moment going forward where she will not be missed. that is from her aunt tonight. it is the deadly violence in that country against civilians since the war began. it happen in a heavily guarded area. the lebanese restaurant, popular with diplomats and foreign nationals and the taliban said that is why it was targeted. this map shoes some of the embassy, denmark and norway and belgium and uk and u.s. embassy a few blocks away.

the first bomb went outside of the restaurant and two gun men went in through the door and started g. 21 people killed. and among them three americans. four workers with the united nations. and the white house and state department are condemning the attack. and a number of afghan officials are suspended because the investigation is beginning. conner powell has more from the mideast bureau. >> reporter: harris attacks on soft targets like restaurants are rare. and taliban hit normally military convoys and government buildings. friday night as people sat down to dinner, a suicide bomber attacked the front door and taliban gun men slipped in at the back and shooting people point blank. >> there was no army or police. they are the enemy of the innocent and civilian. defenseless people.

of the e-mail addresses on file and roached out to tens of millions of people. and those who got the massive inmail. that looked like a scam. that's not the worst of it. some of the people are not target shoppers and they have no idea how the giant retailer got e-mail addresses. target reportedly got that information through the normal course of business. no details on what that means. but it contacted customers offering them credit monitoring services and it was legitimate. but the company warned they have identified scam artist trying to take advantage of the situation. a new government report said the cyber attack was part of a broad hacking campaign. investigators are linking a 17-year-old russian programmer to the attack on target and other big retailers. hackers stole data at the

fox urgent. california is in crisis. governor jerry brown declared a drought emergency because they are living with the least amount of rainfall in the state's 153 year history i should say. and resivorlevels are cut. they will feel the cut. 20 percent. governor brown calledar a voluntary conservation of water statewide. firefighters are battling dry gusty conditions on a wildfires that is raging in the foothills of los angeles county. hundreds of people are evacuated. some of them are able to go back home and some homes were destroyed. will car is live for us in los angeles. will, bring us up to speed.

the way to ski slopes. imagine that. having a great day and run into a bear. thankfully no one was hurt. >> odd story and glad everybody is okay. thank you very much. they are working on the colby fire. what is the latest on that? >> reporter: right now they tell us they have the upper hand on the fire even though it is only 30 percent contained. the fire burned half dozen homes and forced thousands of people to walk -- evacuate. authorities believe it was started by three men trying to start a camp fire. all three are facing charges right now. and looking ahead at dry conditions, the governor will add more seasonal firefighters and come this summer, wild wild could get worse. >> boy, that will be expensive for them.

talking about the one fire. but red flag warnings are in affect for california and throughout the state. for more on that we'll bring in meteorologist janice dean. i saw earlier cooler temperatures were in the forecast and are they holding and what about the rain? >> no rain in the forecast for two weeks, harris. and the temperatures will be warm and some cases break records and look at the drought system here. severe to exceptional drought for 90 percent of california. that's why we are talking about a century drought here and the rainfall deficits continue in part was northern california and 13 inches in deficit of rainfall. and san francisco a deficit and los angeles five inch deficit for you. typically you can see the rainy season for now until march. we are acrossing our fingers because it only takes a couple

of storms to move in and give them the rainfall. it is collar in los angeles. we reached kwo in river side. and the winds. the winds have calmed down considerably and that should give firefighters the upper hand. as i mentioned, no rain in the forecast for the next two weeks and temperatures are going to remain warm. those collar temperatures went right out of the forecast. when people look at this, they may know about california's climate. it is a mediterranean climate and they do see periods of droubt. is it different this time? >> a little bit. the weather pattern in the last several weeks in california. a dome of high pressure. very strong and unseasonally strog for this time of year. it is it a shield for the storm systems and the jetstream kind of goes up and over in canada
