for now, we are going to turn our coverage over now to jamie in new york to take over from here. fox news alert, there are reported according to police at least three people dead after a shooting at a maryland shopping mall. police also saying one of the dead is believed to be the suspected shooter. >> it happened in columbia, maryland. we are still trying to figure out where in the mall the shooting actually took place. police are in the mall right now to help clear people out safely. that mall is now on lockdown. joining us by phone we are going to talk to some people throughout this newscast to let you know what's going on. we are going to go to ted williams who has information about it, as well. >> let's talk to him. ted, thank you so much for being with us.

you are a former police detective. you are an attorney and you're from the area. really, you could tell us so much and give us context. this is a mall in a neighborhood you would never expect it to happen. that's what people say when they are involved in these situations. you never think it can happen where you are. tell us what your impression is of what's happening so far. >> jamie, i'm very familiar with columbia, maryland. it's a very nice community. you would certainly never expect to have a shooting at that mall. quite naturally, we never expect shooting at any malls, but we've seen quite a few. my daughter tracy even lives out there in that area. i attended that mall quite a few times. i can tell you there is a big question mark right now jamie and kelly, and that is as to whether they actually have the shooter. i understand there is some

allegations of someone that said they do have the shooter. the big question in my mind is this some kind of a personal matter where three or more people were involved? was this something that was planned spoeskly just to go out and shoot individuals in that mall in light of the fact, as you know, we had quite a few shootings in malls around the country. >> it's always a question we ask. did the shooter know the victims? was there some sort of disagreement or argument? was it gang related, drug related, domestically related? those questions, i'm sure, we won't know the answers to for some time. at this particular hour, and kelly and i spent much of the last hour talking to employees inside these stores. they are hiding. they are fearful. they say police are posted throughout the mall. they didn't hear shots, at least the folks we spoke to. i even called the movie theater because we've seen more and more

of these movie theater shootings. in fact, the movies are still playing. you can't get out of the theater if you want to at this point. and they are checking i.d.s. does it sound to you as the situation is as best under control as it can be, given that it's still considered an active shooting scene? >> it does. malls have been on alert for some time in light of the many mall shootings we had around the country. so they practice for these kinds of unfortunate episodes. not only that, but the maryland state police are very well trained. you have the howard county police department. they are one of the best police departments, i might add, in the country. they have trained for these kinds of incidents, how to respond to them. not only that, jamie and kelly, but merchants in these areas are

also trained to expect these kinds of scenarios to take place. you stated it eloquently. we don't know what is going on. is this a personal matter? is it a domestic matter? you have three people that have been shot who are dead. we found in many instances like that, and i'm not saying this is in this case, but it could very well be some kind of domestic dispute in light of the fact the alleged shooter may very well have been killed himself. or committed suicide, allegedly. you alluded to how nice that area is. i'm from that area. this is a mall people enjoy going. it's cold outside. families wake up on a saturday morning and say let's go to the mall and kick it for a day.

instead they are going into that mall and being threatened with their very lives because of an incident that occurred that put that mall on lockdown. tell me what that does to disturb the tranquility of howard county. >> i'm sure nerves are fragile out there. that is a planned community. that community has been there for some time. like i said, it's a planned area. you have a lot of upscale merchants in that mall. you have, as you said, quite a few families, especially on a saturday morning that would be in that mall. the nerves are fragile. the big question is, is this a lone isolated incident with one

shooter or is this something that was planned? i'm sure they are now trying to find out, meaning law enforcement are, and is there a great deal of confusion in that area. >> at some point we are seeing cars move around from our aerials right there. we are seeing a few people walking around. i would suspect those are fire and emergency as well as first responders, as well as police. howard county police are some of the best in the country. we see there's some activity going on outside. we are following that. what happens after they get everything sustained, after everything goes back to, if you can call it normal, what will they have to do in that mall and that community to bring it back together and heal from this? >> i don't think it will -- if they have been able to get what

they define as a crime scene under control, they will cordon off that area. this is such a large mall i would have to believe that merchants have customers in their various stores and there is a lockdown on that. at some stage there will be an all-clear given by law enforcement. once that happens, you will find shoppers exiting the mall, getting out of there, and one of the things we have in this day and age as you know, we have cell phones. individuals locked down in the stores are talking to their loved ones and their families. individuals in the columbia area know what's going on. at some stage there will be an all-clear and the status quo

will go back to normal. it may take a while. or they may close the mall down for at least a day. >> that all-clear hasn't come yet. if you're just joining us, we are at columbia mall in maryland where a shooting took place today. two new tweets which is the way the police often inform the public. the first one saying one subject dead is suspected shooter. suspect, we don't know for sure. no information about the other victims yet. we also have howard county police saying police are in the mall. the mall is believed to be secure. everyone inside, including those at the movies and customers in stores, it's not just employees, are being told to stay inside. the doors are shut.

to wait for the all-clear from the police. based on your years of experience on investigation and also covering these scenes live, what do malls in this country need to do to prevent these things from happening? obviously there likely will be surveillance video. we'll see perhaps frightening pictures of someone walking in with a weapon not concealed, perhaps concealed. what do we need to do to prevent shoppers, including children with their parents, who we hear are in this mall from having to worry about this situation entirely? can we? >> it's hard to defend the indefensible. as long as you have individuals going out in the public domain and we have to live, we cannot live in an isolated world. you've got people who are going to go out to shopping malls. that is understandable. the sad part about it is, all we

can do is react the sad part about what happens in a mall, it brings out other crazy individuals, unfortunately, or mentally ill individuals who will go into other malls. what you find law enforcement in a reactive stage. the merchants, they are in a reactive stage. none of the merchants or law enforcement got up and expected now what is going on out there. what you find and what we happen to have are well trained law enforcement officers. >> i don't want to cut you off, but stay with us. we have pat broznin, be former l.a. law enforcement detective who will join us now. nypd, sorry. >> oh, my, pat, here we are again talking about something so tragic in a place you would never expect it.

except now we do expect it. >> unfortunately with alarming frequency is the fact these active shooters, these individuals often for no rhyme or reason to a pragmatic person that can understand will engage in this senseless violence. i've been following the case. it's not 100% clear if one of the three is the shooter himself, but the reality is is that malls today in light of the horror shows that unfolded, the training of the security personnel is at a significantly higher level, higher caliber than ever before. the reason i have to be familiar with it, my group, we consult with malls and power plants on active shooter policy and

protocols. we provide the consultant and training measure of it. this is something where unfortunately it's kind of an expanding line of business. it's horrific, but a necessary evil because of what it is. >> let me ask you a specific question. this rings to me at l.a.x. when a shooter went in, went to a tsa employee, ended up dying on scene, the shooter, as they often do. if the shooter went into the mall to settle a battle, we don't know, and committed suicide or maybe was shot by police. they believe one of the dead, believed to be three, is the suspected shooter. do the people that do this and choose a mall to do it, do they leave suicide notes? is it a spur-of-the-moment decision? is it premeditated?

can you take us into the mind of someone who might decide to go into the mall on a saturday afternoon and start shooting? >> to answer the first of the three questions, often i think it is premeditative to the extent a madman can premeditate an operation. i think the goal oftentimes is just carnage as your guests pointed out before. absent what you mentioned earlier could be drug related, domestic related, driven by an employee that released from employment and other mitigating factors in my experience we've seen very few suicide notes. that doesn't seem to go with the program. the active shooter is a unique animal. you have to understand they are not to be deterred. some have been ret

retail stores for protective assignments in the mall. anybody premeditating or could be deterred by reasonable force that could be used against -- if they were shared of getting shot themselves, this might not be the place because, as rod pointed out, they are highly trained. i know for a fact they are. police are highly trained. it's a great department. that is a place we can go and the shooter can stop breathing real easy. long answer to the short question is it's very difficult to get into the mind of a madman with pragmatic and reason and rationale which we are operating from. >> how many of those security guys are armed? you're consulting with malls. are they trained specifically to carry? >> it varies. i don't know the details relating to this mall and the retail stores here. i can speak about the metropolitan area. many of the retail stores elect to hire former or offduty law enforcement personnel who are

trained in the use of force and are licensed to carry within that region. they are there to deter, observe and report inappropriate activity in a store. i know a couple of the retail merchants that were issued on your program indicated they have armed personnel and the probability is they are law enforcement. the sum result of that is you have some highly trained individuals on the set, which is perfect. >> one of the things coming out, howard county police department indicating one of the people involved in this, one of the deceased had, was located near a gun and ammunition that. would indicate that was the possible shooter who might be deceased at this time. we haven't heard officially from the howard county police department. being found with a gun and ammunition nearby, what does that suggest to you? would that be the possible person responsible for these

deaths? >> i think that is a reasonable conclusion to infer from. if the individual is near a gun and there is ammunition near that weapon, it is a likely conclusion. without additional facts, it's premature to speculate. as one of your guests pointed out earlier, this is the kind of fog of war or misinformation that seems to bandy about in these unfolding minutes in this case it's an hour. my short answer is yes. i think it's probable, certainly, that the gun and ammo would be there. if you have armed personnel who are retained by the retail merchants, what's to say the shooter got the drop from them? >> we are still seeing personnel on the ground and understand from the police department that fire and rescue responders are there, as well as police officers. we can see they are there. the place is cordoned off and we

see some people assembling. we would have to assume based on the information we are getting from the howard county fire and emergency services department, that those are still professionals on the ground trying to contain an active shooter situation. take us through what's possibly going on right now. we know three people are dead. one believed to be the deceased gunman. what are they doing to make sure the place is all-clear? >> they are all happening in a process. they are all verbs. first is containment. they have to contain the crime scene. then have to isolate so additional civilian personnel are not at risk. civilian personnel that are at risk, that risk is minimized. that is for people who may be hunkering down in those retail stores. operating in a continuous form with that is the gathering of

intelligence. they are at all times, other individuals, offsite and on site trying to identify the shooter and trying to ascertain through social media, tweets, perhaps through individuals who have been eye witnesses or ear witnesses to the shooting, trying to ascertain the actual facts and to piece them together and help them in terms of the containment, the isolation, the minimization of additional casualties. most importantly is to confirm as a fact, irrefutable fact that there was only one shooter, if in fact that is the truth. and that shooter is deceased, and that the area has become a safer area. not safe but safer area. >> i want to give some perspective to those with us. the 911 call came in and reported, according to the police, at 11:15 a.m. this morning. it is now only 1:18. literally, this has been going

on to two hours. when we show you the aerials, you'll see the massive size of this mall. there is a lot of ground to cover. as you accurately explained, pat, and ted who is with us, as well, they have to cover every inch of this mall. even though at least one report to a local station of someone in the food court at the time with their family saying they heard one shot then two more, then a final shot, there have not been reports of shots heard since then. that does not mean, ted, let me foe back to you, that there is not someone else hiding somewhere else in this mall ready to do more harm. >> absolutely. what they've got to do is spread out tlhroughout that mall. they've got to secure that mall and make sure everyone is safe in that mall. i've got to tell you, when i listen to the fact we have three people shot and one may very

well be the shooter, the big question in my mind comes to whether this is an isolated domestic incident or that happened unfortunately at the mall. my rationale behind that is, as you asked earlier, normally we have individuals who are mentally impaired that will go into the mall and try to spray the mall and shoot as many individuals as they can before they, themselves, may commit suicide. i'm not saying the guy in this instance or the woman in this instance committed suicide, but it very well could be that this is an isolated incident that unfortunately occurred in that mall. that is something law enforcement has to try to determine. that is going to take some time. that is one reason why when you mentioned the time span that has gone on here, they are trying to make sure that they've got the shooter and that he is or she is

the only shooter. >> i want to mention as well that the reports are at least 100 police officers descending upon this mall after that 911 call came in, including from montgomery counties, maryland state police, s.w.a.t. units, officers in fatigues. we are showing aerials right now of what it looks like, and the cars in the parking lot are still trapped inside that mall that are not able to leave until i.d.s were checked. also checking, i'm sure, surveillance tapes to see if anything else suspicious was seen. when we come back, we are going to show you twitter photos. some people have been tweeting out photos of the scene inside. if you are there in the area, as we know some people will go to a scene like this and try to capture pictures, anything you can do safely, send to me @jamie

fox news alert, a continuing situation in columbia, maryland, columbia mall. you are looking at live photos of an active scene. more than 100 officers descending upon this after a 911 call came in of a shooting. new release from howard county police saying while they are continuing their investigation, they will confirm three people are deceased. one located near a gun and ammunition believed to have likely been a shooter.

no reports of shots fired since that body was found. one local station reporting from a customer in the food court area that four shots were heard. obviously, the information is early. while the mall will remain closed to the public, they believe it is secure. we are told by our personal calls to store employees that i.d.s are being checked. no one allowed to leave that mall until cleared by police. >> it's all on lockdown. lockdown because of an active shooter situation. it is a tense situation for the people inside that mall. some people familiar with it like myself who have gone there, you know how active a place it can be. it's a cold day. ted williams is one person who has been to that mall so many times growing up in that area.

he has a daughter that lives nearby. ted, what can you tell us you heard from people inside that mall income a tense situation where they are still on lockdown, in an active shooter situation? >> all indications are nerves are very fragile. the merchants as well as customers are in some state of confusion. it appears you have a common force there. this is where professionalism is at its height. these law enforcement officers, maryland state police, i would assume, i expect you'll have the fbi, howard county police department, montgomery county police department, as all these law enforcement officers converging on this scene, they are very much in control. they do know now as you reported

that there are three individuals and there is one individual with some ammunition by it. is this the shooter? is he a lone shooter? is there someone else in the mall? what they are doing is methodically talking to each individual as they exit that mall and let them out of there, to try to make a determination if they are part and parcel for anything going on in this shooting incident at that mall. >> it could be something as well, that isn't just going on in the mall. are police thinking what could be going on outside of this mall? would you expect they are descending upon that suspected shooter's home to see if there is any other evidence that might be relevant to this? >> absolutely. you're on target. if there is a person and they believe that is the shooter, they have done whatever they

could to try to i.d. this person. i can tell you that their investigation does not begin and end at that mall. if they've been able to identify this person, where this person lives, they have individuals at that person's location. something you represented earlier is to see if he committed suicide, and i'm not saying if he did, did he leave some kind of a note? if they can get to his residence or her residence to make a determination as to what tis net to that mall. >> they haven't identified any of the people shot. they don't have a motive, police are saying. we are awaiting a news conference. we are following every angle of this story for you. we are showing you the aerials because that is what we have

live right now. the police will be updating us from the scene outside that mall. we expect that news conference any moment. perhaps we will get more details. >> looks like they are getting ready for something right now. they are beginning to speak. let's see if we can see what they might be talking about? they are handing out papers right now. probably identifying who will be speaking. this is a very good police department, howard county police department. they do their jobs very well. they are on the ground assisted by montgomery county police as well as suburban baltimore police as well as maryland state police. let's put that back up. >> we are posting minute by minute as we update throughout the afternoon. right now we are going to hear from county executive ken ohlman

and chief of police phil mcmahon. we are sharing every detail we know right now. there are going to be things they are not going to be able to answer for you at this point. we expect to do another briefing at 4:00.fully we'll have more information at that time. >> thank you for being here. ken ulman, county executive here in howard county, maryland. i want to make a few points. first of all, we do have three confirmed fatalities. we want to send our thoughts and prayers to the family members of the victims, the loved ones of the victims. i want to thank the public of howard county here in columbia for their patience. the folks here at the columbia mall. for their patients. all the shoppers, the other

folks that work here at the mall, this has obviously been a tremendously trying few hours. we've seen a lot of patience. we ask people to continue to bear with us. this is an active crime scene. it is going to be an active crime season for some time. we will give you another briefing around 4:00 with more details and potentially when the mall will reopen. lastly, i want to thank our brave men and women in law enforcement here in howard county who rushed into this scene immediately. this was an incredibly well-run, thoughtful operation, tactically with a lot of help from our neighboring agencies. we've had help on the ground and continue to have help on the ground from virtually every police department in our region, including the state police. we really appreciate that. now i want to bring up our police chief bill mcmahon who has been leading this operation

on the ground. thank you. >> thank you, mr. executive. i'm the chief of police here in howard county. let me echo a couple of thoughts from the county executive. thank you for your patience. as you can imagine, this is a very complex and trying scene for everybody that's involved. i know it causes great concern in the community. we again thank our communities for their patience and their understanding and for your friends in the media, we certainly appreciate your understanding, as well. we are giving you and have given you information as soon as we received it because we know how much concern there is when something like this happens in such a public place as the mall. 11:15 our 911 center received a number of calls for shots fired. we had officer get into the area and were able to identify three victims at an upper level store in the columbia mall.

one of those victims appears to be the shooter. at this point, please bear with me. this is two hours 15 minutes into the incident. there are a lot of details we need to confirm. we think now one of the deceased is the shooter. we do not think there are any more shooters in or around the mall. we are going through a process right now, please think about this. how many people may be in there. when something like this happens, people run in many directions and they also do what actually we trained people to do. that's to shelter in place. right now we have many, many people still in the mall that have secured themselves inside stores. our s.w.a.t. teams with a lot of support from agencies throughout the state, at the local, state and federal level, frankly, are going through as we are holding this press conference, they are

inside continuing to clear that mall to make sure there are no more victims. we do not think there are. and to get those people that have sheltered in place out and make sure they do not have injuries from the shooting. we don't think there are any. also any injuries that may have occurred when people do shelter. that is going on actively behind me in the mall as we are out here. we do not have the identity of the victims. this is 2:15 into this season. we are still trying to secure the mall to make sure there is nobody else injured. we are getting investigators to do their work which will enable me to answer some of those questions you have that i can't answer right now because i don't have the information. i'll take a few questions. before i do, let me again thank

the columbia mall that has been nothing but a fantastic partner. we have a great relationship with them. they drilled on this in the past. and that experience has been beneficial to us. we would like to thank our public for their patience we disrupted a lot of people. there are people at home concerned about the well-being of their family who may be at the mall. we understand that. that's why we are working to identify those victims to give you piece of mind we would like to thank all the support we had from law enforcement and emerge s i management, fire departments, local, state and federal level. i'll take a few questions. can you provide the genders? >> i cannot provide gender or ages. >> can you describe where this exactly happened in the food court and what type of weapons? >> i didn't say it was at the

food court. i said upper level of the mall at the store. i'm not going to identify which store. the other question was? >> which types of weapons were recovered? >> again, we have not gotten our investigators in there to identify that. >> was there a domestic issue involved here? >> as i said earlier, we don't know a motive yet. i appreciate the question. i understand the interest in it. our investigators haven't gotten a chance to get in there and identify people yet. >> you have been speaking to witnesses. do they give an indication of there was an argument, an altercation, these people knew each other or a random event where somebody pulled a gun and starts shooting? >> i don't have that information yet. our investigators are talking to witnesses. we are very confident that it was a single shooter, that there are no other shooters in the mall. anything like that.

>> can you describe the scene as you understand it. did this happen where there were a lot of people around? people tell us they saw people drop. >> it was the upper level of the mall. you know how many people in the mall. it's a chaotic scene. i don't have all the particulars. believe me, i understand the importance of these questions. we'll get them as soon as we can. >> i don't have enough information to know. i sense that because we have so many in place, they did what they thought they did and they have done what we encouraged people to do. to hours into it, not talking to some of the people, some of the people in there, i don't know. the fact that it's fairly -- we

didn't have stampedes. we didn't have anyone injured through the evacuation process. >> are the witnesses free to go or are you asking them to go to a specific place to be questioned? >> our detectives are talking to the people as they come out of the mall to see what they saw and what they didn't. >> that is what we have reason to believe. again, very fluid situation. many people have not been spoken to yet. i can't confirm that. that is what it appears to be at this point. i don't know how many shots were fired. >> did your initial responding officers find all three dead? >> i'm not sure what order. yes. they were found at the same time.

>> regular patrol officers went in. we also had some other specially trained officers by our s.w.a.t. team that were in this area for another assignment. we were fortunate to have those very well prepared, very well trained officers to support our patrol officers quickly. it was not a situation which we were waiting to go in there. >> do you have any idea how long from the first 911 call to the first police officer on the scene? >> we'll have that for you at 4:00. >> was this isolated into one store? >> all the activity took place in one time at one store. >> to clarify what you're saying before, when the first police found the deceased shooter, you never talked to the person? >> that's my understanding. that's all the questions i will take. we'll be back at 4:00. i'm sensitive to the need to get these questions answered. we'll do our best to come back at 4:00 and answer more. thank you for your patience and getting the word out to our community.
