>> over to egypt where there is a development this morning. the country's leaders say the presidential elections will be held before those for parliament, setting himself up as a candidate. the death toll rises amid the crashes going on marking three years since the revolution that overthrew mubarak. live from the bureau with more on this. good morning, conor. >> you are right. we are three years removed from the demonstrations and egypt is racked by violence and it is in turmoil and at least 49 people have been killed and hundreds more wounded this weekend as demonstrations and supporters of the military-backed government gathered in tahrir square to mark the three-year anniversary while anti-government protesters clashed. police used tear gas and arrested hundreds of opponents at the regime.
7:07 am
most of those killed are members of the muslim brotherhood. they vowed until former president mohamed morsi. he was ousted in a military coop last summer after being democratically elected. egypt as seen a rash of bombings. more than 20 people were killed and continued protest and violence poses a significant problem for egypt. part of this justification of a coop and this summer was to return stability to the country. egypt's president said that the rise did not derail the transition and it announces the country will hold presidential elections before a parliamentary vote. they contradicted that because they hold elections first after this, it has been changed. the reason this is important is that there is real concern by
7:08 am
many of the seculars that the military will install their commander general who is behind the military coop and he will run and win. the military will control much of the power in egypt now. if he is instituted and wins the election, there is a concern that they will replace mubarak with the general and many people in egypt wanting a restoration of justice and democracy to the country and not just a new regime. >> clearly the instability continues. thank you so much. eric? >> more protests and deadly violence continuing throughout egypt. the unimaginable slaughter continues in syria. the government is meeting for air second day at the geneva talks with no agreement on prisoner swaps or humanitarian issues after a second day. from the violence to the unbearable, overwhelming

humanitarian ka taft fee. could the united states have done more? the former united nations ambassador and contributor who joins us every suspected about this time. good morning. >> good morning. >> do you think they could be stable again? >> they can be. in egypt as they rightly indicated the level of violence against police and military targets from the muslim brotherhood is up. they are taking steps by moving ahead with the election to cement his control. he think he would win a majority in a free and fair election. most egyptians do want stability. it won't be free and fair if the challenge is real. when he gets elected, he's in a better position to ensure a majority in parliament. he goes on from there. i don't think it will give up. i think the military still has
7:10 am
overwhelming support from the egyptian people. as long as that's the case, they will enforce stability. >> we are not saying it was a coop. not going away any time soon. >> the obama administration policy has been an embarrassment and it's not getting better with time. we succeeded in alienating about every major faction of the egyptian politics. the muslim brotherhood and the military and the elements that are small. what we should be doing is backing this process that he launched. it's not jeffersonian democracy. that tlefr has been in egypt. we need a government that will uphold and keep the court and the suez canal open and operate on military matters as they had since camp david. >> meanwhile how about the policy towards syria. the tragedy is unbearable.
7:11 am
the world said never again. it is certainly happening and continues without stopping. >> i think it's likely to continue. i don't think the talks have any prospect of success. what's going on now with the talks as you indicated on humanitarian matters and prisoner release over the weekend are not going to in progross this critical issue. it still divides the regime from the opposition. part of what goes on in these negotiations is each is trying to avoid getting the blame when the talks collapse. much more posturing than forward momentum. >> in a scathing editorial about the administration. they call it obama's tragic farce. the farce playing out in the bloody civil war makes clear that president obama squandered whatever leverage the u.s. had in the region.
7:12 am
assad is openly uninterested in the deal that entails surrender and power. everyone is getting nowhere fast except for iran and assad. they are talking to death. literally. is that fair? is it our fault? what could have been done? >> i don't think it's our fault, but i think the obama administration's policy has been incoherent. i think the explanation lies in the fact that the president understood from the out set the obvious rally that the assad regime is kept in power largely by the support by the ayatollahs and secondarily by the russians. since obama has been determined for five years to negotiate with iran on their nuclear weapons program, he didn't want to do anything against assad and syria that would under cut the negotiations with tehran. in fact he is never going to give up the weapons for negotiation either.
7:13 am
o bam's policy from the out set was doomed to failure. one of the consequences is that the civil war in syria obviously continually is likely to continue to do so. >>. >> will the talks succeed or fail? >> fail because the parties are too far apart. assad believes he is close to victory and the opposition is fragmented. this is heading in the wrong direction for any political settlement. >> as always, thank you so much. day three, we will be talking about the transitional government. good luck with that. >> thank you, eric. >> great to have you here. let's face it. all eyes are on washington this week because president obama will deliver his annual state of the union address. what can we expect to hear? let's check with fox news sunday chris wallace host when he joins us with a preview of that. that's coming up next. >> there is word of yet another possible massive data breech

7:18 am
let's find out what they want to see. joining me is the anchor of fox news sunday. good morning. >> thank you and same to you. >> progress. specific? >> we put it for the president in 2012 and 2013. once again about the middle class and income inequality and ladders of opportunity. it's what the president was pitching last year. we went back and looked. i talked to the president and senior adviser about it. almost all the things he talked about, minimum wage and preschools and manufacturing hubs and major tax reform. almost all of them have ways to accomplish this. the president is going to push something things for congressional acts and more than he has before about the idea of doing things without congress. going around congress with executive orders.
7:19 am
the problem is that the big stuff you can't do by executive orders. you can't go to congress if it requires spending money. it will give the appearance reality and he is going to have to go to congress to get stuff done and it won't go along with his agenda. >> do you think he will tip his hand on what to do for the executive order? >> yeah. i think there will be things in terms of climate and in terms of job training that he will do. absolutely. he does want to give the sense whether it's real or the perception of progress. one area where we might see bipartisan cooperation is immigration reform. the senate with bipartisan support has the comprehensive plan and the house said they will not do it that way, but in a piece meal fashion. there have been a lot of leak this is weekend indicating they might go for a plan that included a path to legalization
