>> i would advice the athletes to do everything they're asked to do by the security chief. this is a dangerous situation. >> lawmakers raising serious concerns about olympic security as great american athletes get ready to leave for sochi, russia, and compete against the world. fox reports what's being done to protect our citizens headed to the games. and why did the chicken cross the road? to get away from the police, apparently. i'm harris faulkner, the white house says with or without congress, president obama will act. republicans now speaking out about a key highlight president obama is expected to make in tuesday evening's state of the union address. where he will lay out, he says, his case for using kickative orders to bypass congress on key issues. and republicans already questioning the president's position. claiming it is nothing more than a bully tactic to get congress to cave in to his positions on issues like immigration reform

and the economy. >> it sounds vague lee like a threat, and i think it also has a certain amount of arrogance in the sense that one of the fundamental principles of our country are the checks and balances, that it wasn't supposed to be easy to pass legislation. he says, well, it's hard to get congress to do anything. welcome to the real world. it's hard to convince people to get legislation through. it takes consensus. >> the white house meantime looking for a way to move pash the scandals which dominated 2013. the irs targeting of conservatives, for example, the ns spying, snooping, and the potched obamacare rollout. jay carney blames congress for the lack of action in washington and says president obama will push forward for a plan he says will help the middle class. >> i think what we saw last year in 2013 was a washington that did not deliver for the american people. and the president sees this as a

year of action, to work with congress where he is and to bypass congress where necessary. >> live with the news in washington, steve, the white house says the president will focus on inequality. which proposals are we likely to hear him talk about? >> we'll hear him call for unemployment benefits, minwoman wage, and early childhood education. but republicans want to achieve economic opportunity through different means. >> i think it's time to go in a different direction. there are some job-creating steps he could take right now. he could approve the keystone pipeline. he could work with us on trade agreements. my party is much more interested in global trade than the democrats are. if he would convince his own members we can do some business on trade, and he ought to stop things like the war on coal. >> mcconnell also said the upcoming showdown on raising the debt ceiling will be a good

chance for republicans to apply pressure to reduce spending or get some of the things they want. >> steve, i know when it comes to something like immigration, both parties say they want to move forward. what do we expect the president to say about that on tuesday? >> well, this is an issue where the two sides appear to be coming a little closer together. now, the senate already passed that comprehensive immigration bill, as you know. it's now up to the house republicans. >> i think what we should do here is let the republicans put forward their plan. the president has been clear about what he wants. we think it's progress that the republicans are going to put something forward. we know this is not easy for them, that there's some divisions in their party about it. let's see what they put forward. >> the legal status of undocumented immigrants continues to be a stumbling block in that debate. >> thank you. with the president thre threatening to move around the elected officials which americans chose, how does that affect our daily lives on issues like you heard steve talking about, the economy, minimum

wage, the working class? the fox news political insiders will join us for a sunday breakdown live later inside the fox report. >> fox urgent, as we learn more on this, the u.s. military, we're told, has carried out a drone air strike, targeting a suspected terrorist in somalia. that missile strike allegedly killing a key member of the terror group al shabaab. we know why that sounds familiar. national security correspondent jennifer griffin live on the phone with us now. jennifer, give us the connection and why that name sounds so familiar? >> well, what's interesting, harr harris, i'm told this missile strike took place early this morning in southern somalia. you'll remember back in october, the u.s. sent in a navy s.e.a.l. team to target a kenyan leader of al shabaab that was responsible for the westgate mall attack where 67 people were killed in kenya in september. they had to pull out before they got their target. we still do not know the

identity of who was killed in the missile strike. local militant commanders in inside somalia gave his name and that he is close to al qaeda -- close to the al shabaab top leader in somalia. u.s. defense officials would only confirm to me that there was a -- the military did carry out a strike. it did involve a missile, and they're still confirming the details of those who were killed. we're told by witnesses there were two people killed and that the target was a vehicle, and again, the identities of those inside is not clear at this point. it's also important to remember that the u.s. recently sent less than five military advisers, conventional u.s. troops, the first u.s. troops on the ground in somalia to be based there since the early '90s in blackhawk down, harris. >> what we have been reading about today is this could have, maybe, an indication of our relationship now with the new leadership inside somalia because our government just

recently recognized theirs. >> absolutely. there's a warming of tides, a sharing of intelligence information. i'm told by a senior u.s. official that this military strike was coordinated with intelligence agencies, both u.s. and somalian intelligence agencies, and having those u.s. troops on the ground now serving as advisers, there's going to be more coordination in u.s. efforts to work with the sumalla government to go after al shabaab. >> you have to hope with kenya there already having taken a hit at that westgate shopping mall where there were so many americans who frequent that, too, maybe it will make things safer for all of our people in the region. >> absolutely. >> thank you for bringing us up to speed. new details now on that deadly mall shooting here in the united states in maryland. it was breaking news most of yesterday. police now saying in a news conference just a short time ago, suspected gunman darion aguilar had no criminal history as an adult. and investigators are still trying to determine why he

opened fire inside a skate shop at the mall yesterday. store employees were killed. a third person wounded. so far, there's no confirmation of any relationship among any of these people. >> there's still speculation out there that this, there was somehow some romantic involvement involved in this. we have not been able to establish that. i'm not sure where that information is coming from. and it's becoming very frustrating for the families of our victims to continue to hear this. >> police say they're hoping a journal which they have now found at aguilar's home will fiv them more insight into the tragic shooting which has rocked the quiet town near that mall in columbia, maryland. meanwhile, that mall is scheduled to reopen tomorrow. the ceo of the skate shop, zumiez released a statement which read in part, counselors have met with the store team today. the emotions are very raw and

very real. twh mall reopens tomorrow, there will be memory books to sign in the center court and those visiting will be invited to float flowers in the mall's fountain in memory of tyler and brianna. end quote. well, no comfort, it looks like, in the forecast for the winter weary people in the plains and throughout the northeast. north dakota particularly hit hard. wow, that looks like a frozen tund tundra. drifting snow creating zero visibility for some time there, forcing closures of roads and highways across the state. that's just a brief preview of what's coming in an arctic blast that will be moving east over the next couple days. tomorrow morning, we're told, and we'll check in to see if the number is holding, the windchill will make minneapolis feel like minus 43 degrees. we're joined by our meteorologist with fox 29 in philadelphia. that sounds like punishment. >> it does, harris. you're right, it's going to feel

like 43 below in minneapolis, and many other places across the northern plains, our third wave this month of the really arctic air. this looks to be the most far reaching. we have the leading edge of that arctic air mass starting to move through the great lakes and the midwest, snow showers moving into chicago right now. not a lot of snow, but enough on the ground, the winds behind this are so fierce with that cold air coming through, that's why we have had white-out conditions on the roads across portions of the dakotas, western minnesota, and iowa. this red section under a blizzard warning until midnight tonight, and portions of i-94 and 29 in north dakota, as you said, are closed. by the time the front moves further southward, low pressure is expected to develop along the gulf coast, and this is where we're expected to see significant snow and ice. houston, new orleans, places that rarely see it. houston, you're under a winter storm watch for the second time in five days. accumulating snow is likely from pensacola, florida. up through georgia, into

portions of the carolinas. we also have numerous windchill warnings, watches, and advisories in effect for the dangerous cold. right now, the leading edge making it feel like 2 below in bismar bismarck. mild in the southeast, but that won't last much longer. there's the front along nebraska and iowa. like 22 below in minneapolis. air temperatures tomorrow are 13 below in the twin cities. 12 in st. louis, but then by tuesday morning, the air temperatures are 12 below in chicago, 15 in memphis, and cold enough to snow wednesday morning. 31 in houston, twathd in new orleans. it will feel like 43 below early monday morning, and tuesday morning, we still have the brutal windchills at 40 to 30 to even possibly feeling like 50 below in the northern plains. no area is spared. we're talking about a winter storm along the gulf coast. that area is going to see the most snow over the next couple days. >> i know you're telling the truth, but really? cold enough to snow in houston? i don't doubt you. it just sounds -- wow, okay.

thank you very much. >> very rare. >> it is. >> you're welcome. >> a hospital in texas has made a tough decision. they have now taken a pregnant woman declared brain dead off of life support. it has been a very emotional time, trial for the family there. a texas judge is siding with that family of marlise munoz in their case against the hospital. the facility wanted to continue life support for the sake of the unborn baby, but the family has been arguing the fetus was severely deformed and life support was against the mother's wishes. she had been on life support since suffering a pulmonary embolism in september. >> right now, a caribbean vacation taking a very nasty detour. 300 people aboard the cruise ship are sick. why u.s. health officials are now getting involved. and new safety concerns in sochi russia. as america's top athletes and tourists get ready to leave for the winter olympics.

way into the cause of an outbreak aboard a royal caribbean cruise liner. the cruise ship is docked in the u.s. virgin islands right now while u.s. health officials check it out. nearly 300 passengers and crew are sick with some sort of stomach problem. that's almost 10% of the obviously 3,000 people onboard. the ship set sail from new jersey last tuesday. a spokesperson for royal caribbean says it's already undergone, quote, extensive and thorough sanitizing in the previous recall. women and children trapped in the syrian town of homs will soon be allowed to leave. united states mediators hope to have those people out by

tomorrow. this is a huge feat. they agreed today's deal with the syrian government is less than they hoped for, but this marks the first tangible sign of progress. homs was considered a promising place to begin the negotiations. the city was one of the first regions of syria plunged into violence in 2011. activists say about 800 families have been trapped there without any access to food or medicine, and it's estimated syria's civil war has claimed more than 130,000 lives so far. well, a new terror threat fueling security concerns at the winter olympics in socha. the state department issuing a new travel alert as thousands of american athletes and spectators get ready to travel to russia for the games. the opening ceremonies kick off in 11 days. no athletes have withdrawn from the competition because of fear, but many admit they're a little rattled. russia is established a so-called ring of steel around the host city, intended to keep

the peace and bring peace of mind. peter is looking at it forom wa. the latest state department travel alert warns americans traveling to russia to always be aware of their surroundings, especially when taking mass transit. and now a house homeland security chairman mike mccaul is called a tax on soft targets like trains outside of the so-called ring of steel perimeter. however, he does not think things are dangerous enough to keep americans away from the event yet. >> if we do not support our team and show up, i think the terrorists are winning. >> this afternoon, the parents of one olympian talked about sending his ski jumper son to sochi despite terrorist threats. >> maybe the chances are probably as good as getting hit by a meteor, probably, than being taken out by some terrorist. >> there's a lot of uncertainty about specific threats in sochi because russian officials are not sharing intelligence with american counterparts. >> the russians don't want to share what they have because

signs of growing tensions in the ukraine as thousands of people gathered for a funeral today. it was for a 25-year-old protester, one of three people killed last week in clashes with riot police. mourners carried his coffin through the streets of kiev while chanting hero and singing their national anthem. all of this signals the extent of the political crisis across ukraine. protests began two months ago when that country's president shelved a long awaited deal to deepen dies with the european union. >> now to egypt. an the effort to ease tensions there. the interim military government has announced it will hold presidential elections next month. today's announcement coming after weeks of bloodshed, and this weekend was particularly bad. demonstrations marked three years since the former president hosni mubarak was tossed from power after 30 years of

dictatorship. dozens of people killed, hundreds more arrested since friday, and many of them muslim brotherhood supporters who vowed to protest until mohamed morsi came back to power. >> a tour boat capsized in the indian ocean and was taking on water very quickly. our top story as we go around the world in 80 seconds. >> india, 43 onboard when officials say a large crack somehow appeared in the hull of the boat. reports it was overcrowded and there were not enough life jackets. at last check, 21 people died. >> afghanistan. a military bust exploded in kab kabul. the country's military official said a bomber waited on foot for the bus tew rive before setting off the explosive. the taliban claiming responsibility for the attack which left people dead and

looking ahead. president obama preparing for his state of the union address. about where the country is right now. the customary speech before congress comes at a time, though, when americans are saying they are more dissatisfied with government now than they have been in any time in the past 13 years. new polling showing 65% of americans surveyed say they're dissatisfied. that's up from 47% in 2008 and 30% in 2001. it is ticking up. why? let's bring in our political insiders for fox news. and you can join the conversation, too, on twitte twitter @fninsider. john, former republican congressman of new york. pat caddell, a former pollster for jimmy carter, and fox news contributor, and doug shone, pollster for bill clinton and fox news contributor. great to have you here tonight. doug, what is driving this

dissatisfaction specifically? >> there are three or four things, and we're at a cataclys mm moment. first, the economic condition in america. we're at record low levels of employment for the population. even as the unemployment rate itself drops, fewer people are working. we have a health care bill which is really failed the american people in their terms, and internationally, we're seen as weak and impotent as controversies rage in syria, north korea, iran. bottom line, the american people are dissatisfied with both parties, harris. >> you know, john, instead of uniting the people trusted to fix these things, i have heard you say that we're more divided than ever. this is part of the problem, why people are so unhappy. >> yeah, harris, you could put that graph back up for a second. if you look to the left of it, it dips down. that little dip on the left, that's right after 9/11 when the country was united behind the

government, which happened to be president george w. bush, republican house and senate. they had a chance to unite the country and do something together to make the country better. republican and democrat, they didn't do it. we have a steady climb through the whole bush years to 2008 when president obama, a change, the first black american to be elected president, out of the box, different. so it is spoken about unity and not dividing the country. he gets in. and there's hope in the country that he could unite us. look at that thing. it keeps going up. today, we're more divided and more ticked off against the government, and both parties than we have ever been. >> i would ask, really, did anybody think one man could do it? congress wears this, too. >> the whole system wears it. the person who was going make clanjs didn't. became part of the same landscape and more partisan and more divisive than any president

since richard nixon. but what happens is the country is reacting to a failed system, a system they believe where the economy is taking care of the people who are powerful, not them. a system where they believe today we saw 21% of the people said that the government operates with the consent of the governed. without the consent. yes, only 21% thought, which is the whole basis of the declaration of unleindependence. you have a country that believes that, as doug said, the economy and health care, and most of all, a sense that they are left out of this, and by the way, they're not divided. they're uniting in their opposition to what the political system is doing to them. a system that they are told is the only game in town. >> you know, it's interesting because i responded by saying one man couldn't really do it. you know, maybe this one man thinks he can. you know what, now we have this threat, as some in the

republican party are calling it, that the pen might be mightier than congress. >> well, here's the thing. presidents have the ability, george w. bush, right after 9/11, sadly, not thereafter, but president obama gave a speech in 2004 where he said this is not a red america or a blue america. it's a united states of america. after he was re-elected, harris, he said, i won. read the election results. i'm going forward my way. one man can make a difference, but he has to do something more than play politics, and what i think we're saying is both sides put political gain ahead of the greater good. >> what i was saying specifically about the pen is the president is saying if congress doesn't agree with me -- >> that's what i was alluding to. >> we have a economy that started under bush, the hell with the law, the hell with the constitution. if you have the power, we saw this in the senate after 200

years, basically, of precedence on filibusters. if you have the votes, you do what you want. it looks more and more like, as we have said on the show, the president is saying i don't care what the law is. i'll just order it. >> this thing about executive orders is a little overrated. >> they have carried them so far. >> you don't think the president on his own would unilaterally do things on his own. >> an executive order is an order by the president to the department under his purview. i think the president has made it clear he's going to test the limits. >> he listed where he wanted to. the things that divide the economy. minimum wage, inequality he's pointed to. >> he can't get the democrats -- >> he has the senate, but look at the 39 members of congress who moved against him with regard to what was happening with the rollout of obamacare just this past fall. >> that's because he failed

them. he promised the country and promised them something. >> same with iran. he doesn't have the senate. we really are going to have a fight now over whether they're going to be much stronger sanctions on iran potentially scuttling his deal on their nuclear progress. >> presidential leadership, as the famous book said about presidential leadership, quoted the aknilt to persuade people. the ability to persuade. that's what great leaders do. they don't get to rule unilaterally. this president is not interested in leading. he's interested in ruling by fiat. >> the last great president was regan, you didened hear him say if i don't get what i want, i'm taking the pen out. he persuaded even democratic -- >> my 4-year-old threatens all the time to take her ball and go home, but she's 4. >> she should be in the republican leadership. that's how they thing. >> wow, snap from you. you know you're a republican, right? >> i'm bothered by it at times.

that are clearly legislatively required is almost unprecedented in a non-war time situation. where the president, commander in chief, does have unique power. this is really about, as i said, we are going to do what we want and try to stop us. and that is really dangerous in both parties have engaged in this, because it's politics before respect for the law and respect for -- in a failure, by the way, of leadership. and that's why when you see another poll, the gallup had this, where the lowest percentage of people willing to elect our own congressmen and all congress people with 17% for the congress. >> they don't even want the people they put in office, they call their own. >> it's not about either party. both parties feel the same way about their people. >> i want to get the state of the union from you guys. we're going to take a quick break. we asked this on twitter. what is the state of our union?
