"fox and friends" begins right now. two great things going together, super bowl sunday and groundhog day. >> i think we are going to have an epic show. this is the first time the two have coincided. >> even though it is groundhog's day, today is not a carbon copy of yesterday's show. it is a brand new show with great stuff. let's take a live look at

southwestern pennsylvania out at punxsutawney, because phil is going to be coming out of his little lodge there in an hour and a half from now. and today it's been foggy throughout the state of pennsylvania. quite foggy. foal folklore says if it is foggy on that morning, spring will come early. so as rick reichmuth can attest, this is a scientifically valid event. rick has nothing on the groundhog. >> totally true. >> every year he's undone by the groundhog. speaking of undone, obamacare continues to unravel, even as the feds make the website a little more efficient. it turns out the exchanges in many of the states, the health care exchanges, are set up and are falling apart, particularly, and this is in states run by democratic governors, like maryland and hawaii. >> and oregon. you bring up maryland, maryland was one of the first to come out. governor o'malley of maryland,

big supporter of obamacare, oregon, a huge problem in the exchanges. so if the federal exchanges are getting in line now, healthcare.gov, it's the state exchanges where people are having incredible amounts of problem on top of the list, oregon and minnesota where people literally cannot get plans. same sort of structural issues we saw back in november. >> they have had to set up all sorts of call centers experiencing super long wait times. some states are going the old fashioned route to do pen and paper rather than doing it online, which is causing problems. in the state of massachusetts, the attorney general there, martha cokely, democratic candidate for governor, is considering suing cgi, the contractor in charge of the website to say, this was not my fault, this was their fault. push the blame to make sure or try to get that -- >> and to make it, by the way, good luck to voters, martha

cokely, tow make it about technology and the failures of technology, that's the preferred talking point. we'll fix it some day. they will fix the website some day, but it's the long-term outcomes that are the problem. the core promise was we're going to bring everybody health care and do it cheaper. but it turns out not even close, the opposite. >> if you listen to democrats, like the retiring henry waxman, look, we'll get the website sorted out. when the website is sorted out, that won't be a republican talking point anymore because this is really going to help americans. even those who have those plans and were able to keep their plans, we heard the story you were able to keep your plan, that actually was true for 306,000 individuals on blue cross, but it turns out they can keep their plans, but to the structural issues tucker is talking about, the rates are now going up by as much as 25% out in california. in california, they had little website issues at the beginning. they hired acensure to run their

website, but now the rates are going up and people are not getting on to be covered. >> there's no incentive for young people, for example, to pay into the system. so basically what you'll have is an ever-shrinking pool of people paying for an ever-growing pool of other people. people who are dumb enough to play by the rules and invest in the system, they are going to be shouldering many more deadbeats. so of course they their premiums are going up. >> officials in california did warn against this back when there was a max exodus of people getting their plans canceled saying, yes, you can keep your plan, but if you do keep your plan, you're going to have or rather that keeping your plan, if you decide to change it, then you may run the risk of losing the doctors you have normally been seeing, losing your medications and not being able to keep your plan. >> and further these prescription drugs, these generic prescription drug that

is were $5 or $10 with your copay are increasing under obamacare as well. we have seen reports of people getting their normal prescription drugs they used to pay $5 for now upwards of $80. >> you know what would be super interesting? this is the long-term story. i think five years from now, will we have people surviving longer with breast cancer and prostate cancer and lung cancer? or will the outcomes become poorer because europe and canada, which have had socialized medicine for a long time, people don't live as long. no one mentions that. so is this good for those ill? i hope i'm wrong. >> if it is transparent enough, we'll have it. >> the cues for getting into the doctor are going to be long. we have other news stories making headlines on this super sunday. new details at a string of suspicious mailings in the new york city area. the nypd now saying a suspicious letter was sent to mayor bill de

blasio and arrived on the same day that powder was mailed to five other sites near the super bowl. blasio's letter did not contain any powder. in a tragic story out of west virginia, three people including a firefighter are dead. they were killed when two cell phone towers collapsed. police say two contractors were working to stabilize one tower when it crashed to the ground. when rescue crews arrived, the second tower collapsed killing a firefighter. the victim's name has not been released. the presiding judge in amanda knox's second murder conviction is speaking out. he says while he suffered over the verdict, he believes in the decision. this comes when meredith kircher's family decided to throw knox behind bars or send her back to italy. her brother telling a british newspaper this. she should be locked up while the process goes on. i don't understand why a convicted criminal is not in

custody. the decision to extradite knox will be made by secretary of state john kerry. so far he's not commented. and as mentioned it is not just super bowl sunday, it is groundhog day, the first time the two days have ever happened at the same time on the calendar. and in just one hour, we will know if punxsutawney phil predicts six more weeks of winter or an early spring. he'll use his shadow, that means six more weeks of winter. no shadow, warmer weather is headed our way. we'll take you live next hour when phil is ready to make that big prediction. >> i believe phil. i'm just going to say that flat out. >> 100%, huh? >> groundhogs are awesome animals. i also believe rick reichmuth because he's an actual meteorologist. just for his accuracy. >> it is a very scientific process that punxsutawney phil goes through. he looks at the weather models and for sure --

>> he eats carrots. >> that's how he gets the accuracy. >> rick, you are at metlife stadium, have they let you into the stadium or are you in the parking lot? >> i'm still in the parking lot. we have brian in the studio, so he'll show you a lot of stuff going on inside there, but i'm still stuck outside the stadium. they don't trust me in there. it's a very big security process. and i probably didn't pass. let's go to the weather maps, here are your temps waking up around the area in new york. or if you are wondering what the weather is like, it is 40 degrees in new york city. i think a little cooler here in east rutherford just across the river, but we'll be looking at a pretty nice day today. i tell you what, we are threading the needle with decent weather. the high temperature today around the area getting to the 50-degree mark for a lot of the area. we're going to see some clouds and we're kind of right in a space right before a storm is moving in. and i think it's going to keep temperatures pretty warm all the way through game time, even to the end of the game.

a major boost for the keystone pipeline. a new state department report confirm that is the project won't hurt the environment. that means there's more pressure now on president obama to give it the go-ahead to create thousands of new jobs. the question is, will he do that? we are joining by former shell ceo john hoffmeyer. thank you for joining us this morning. >> my pleasure. >> this seems like a simple decision for the president. what's the hold up? >> it should be a simple decision because it is about infrastructure and jobs and he's talked about both repeatedly, but what it does is it flies in the face of impressions he has left with the environmental movement that he is not going to do something that would contribute to more greenhouse gases. what the state department has done wisely is they said this won't compound the greenhouse gas issue because the canadians

are going to produce this oil regardless of whether the pipeline is built or not. but the difference is if the pipeline is built, that oil comes to the u.s. if this pipeline is not built, the canadians will build a different pipeline and take the oil to asia. so in either case, the greenhouse gases will occur. the president's decision is, does he help americans or does he help asians? and let's hope he makes the right decision. >> so does he allow 40,000 new jobs to be created or does he pand tore a tiny group of rich environmentalists who hold fun raisers for him in l.a.? tell me the cost to americans, not only in the lost jobs, but in energy prices if this is not built? >> well, from an energy price standpoint, it leaves us more vulnerable to the geopolitical instability of the middle east. where opec really rules the roost and opec sets the price of oil. by getting more oil out of north america while the price may be close to the okay opec set

price, we have a chance to get more oil than we need periodically to diminish the reduce on price. in addition, it's all of those refineries along the gulf coast, which now has -- they have expanded, many of them, in order to accept this oil, so it is putting more americans to work on a permanent basis along the gulf coast. it's not just construction workers building the pipeline. >> so this is so frustrating as someone who watched every one of the presidential debates in 2008 and watched then candidate obama say energy independence is a moral imperative, a national security imperative. we want to be more independent in our energy. i mean, this would make us more independent, no? >> absolutely. it puts us a much better energy security position, but the president has really take an lot of money, and we are in a pay to play situation here where he's going to disapoint an awful lot

also down across the southeast we have a lot of fog be. careful on the roads. obviously, we have been talking about super bowl weather. take a look at the maps. we'll show you temps as you wake up this morning. guess what? it is cold across the northern plains. minus 5 in minneapolis. that cold air is going to stick around for no matter what the groundhog says today. that cold air is sticking around for a long time. there's also a big frontal boundary stalled out. we zoom in across the south, look at texas. we'll be talking about 6 to 10 inches of snow from places like lubbock up to central oklahoma. that's kind of the spot for today, the big trouble. out across the west we'll see more rain move into the coastal areas of california. great, great news. light rain but any rain we get is good. take a look at the future radar here. we're looking fine game time today, but look at that. you see that white going across new york city tomorrow. so we just threaded the needle here for snow in the northeast and around new york city, which is pretty amazing. right now i want to toss it over
