in the dork, without electricity in the brutal cold. the storm that triggered the mess is gone but you can see writ dumped the ice -- where it dumped the ice. pennsylvania, and philly, and up to new york and massachusetts and most. now crews are trammelling to clean it up. we have scenes of destruction f the ice took ute trees, which smashed cars and blocked roads. she riots of some trees tore through sidewalks and as fault so it's no easy cleanup. right now the big focus is on all the people with no fire and no heat, some forced to build outdoor fires to stay warm. >> all the light are out around. there's nothing open. a lot of trees down. it's bad. >> stocking up at mcdonald's and then try to bundle up and stay warm. >> this is probably been one of the harder winters in my career i've experienced. >> and it's far from over. there's word more snow could be

on the way this weekend and beyond. so let's start with rick at the weather board. first, to rick live van that on sixth avenue here in mid-town, manhattan. looks fine. >> pennsylvania got smacked. the state of emergency has been declared and close to have the people in and around philadelphia are still without power. much of the delware valley lost power soon after the storm hit yesterday. all the heavy snow, freezing rain, and ice weighing down trees and branches and power lines. the entire campus of villanova university lost electricity, forcing administrators to cancel all classes through the weekend. and rosemont college forced to close. students were encouraged to go home if they could, and if not the main!)qtejt hall is serving food thanks to an emergency generator. we heard from the governor who said this storm is worse than sandy. >> this storm is in some respects as bad or maybe even worse than hurricane sandy.

why? because in hurricane sandy it was during the summertime, the weather was warmer, the workers weren't dealing with ice and snow. to work around. >> the governor also said that people without power need to be patient because it's so dangerous for those crews to work on the lines. >> so much ice has broken up all the roads around this city and they're having horrible problems in pennsylvania and it's not over. >> the weather is still below freezing. still a lot of ice on the limbs and lines and and could be more lines coming down even as workers scramble to fix what is broken. there have been, for example, 400 trees blocking roads just in chester county, west of downtown philly. pico is reporting a record outage, 620,000 homes and business blacked out yesterday afternoon. affecting a million people. crews came in from arkansas, illinois, massachusetts, ohio,

a big slide. it's now well in positive territory, up 176 on the way to two, we can hope. analysts say a couple of key economic reports helped. the labor department reports9#e u.s. productivity slowed, growing at a 3.2% separate the number of people applying for first-time unemployment benefits fell by 20,000. some economists say it's another sign the job market is picking up. but others warn the severe weather could slow hiring and push jobless claims back up in the near future. we're less than 24 hours away from the opening ceremony of the winter olympics in sochi, russia. with all the terror threats, and the russians claim sochi is as'p safe as any city here in the united states, including new york city. we'll interview the parents of a

sochi. it's not just home of the winter olympics, where the hotels are half built and not ready for the olympics, but it is just as safe as any city in the western world, including new york and boston. that's from russia's deputy prime minister after the united states warned terrorist may try to use toothpaste tubes to smuggle explosives on flights to russia. the opening ceremony is tomorrow but some games got started today. snow boarders competed in a qualifying around of a slope-style event. some men's figure skaters hit the ice and women faced off in freestyle skating, and the

olympic frame arrived. they had on those big cold weather clothes but it wasn't cold. security forces in the city oren high alert and 230 u.s. athletes are expected to be there. the largest delegation for any country at the winter games. lea is getting reactions from athletes and families. we'll start with jonathan hunt with a look ahead to day one at sochi. >> more on these toothpaste tubes. u.s. officials are taking the threat very seriously. everybody obviously on edge as athletes, tourists, and dignitaries arrive for tomorrow's opening ceremony. the concern here that if terrorists were to get enough toothpaste tubes stuffed with enough explosives on one plain they could bring the plain down. i spoke to congressman peter king, member of the homeland security committee. about the threat. >> can't go into details but would involve more than one person, and it's something that

might have to be assembled and could involve several people. so, again, this is a new tactic, a new method. so we're not a entirely certain. so we have to assume all the possibilities, and one possibility would be that it involves multiple people. >> i also asked congressman king what his advice would be to americans heading to sochi. he said if it was his family he would urge them not to go, quote, the risks are too great. >> peter king's war on toothpaste begins here and american officials are not that concerned. >> we heard from the ceo of the u.s. olympic committee. he said he is comfortable with all the precautions being taken, both by the u.s. state department and by the russian authorities. listen. >> we react to situations as they arise and also have a lot of planning exercises in advance, and these games nor different than any otherñai gamn that respect. >> an update on yogagate.

defense, will not be going to jail. that's the final ruling from a judge after hearing behind closed doors, not open to the media. instead this guy, ethan couch, will go to rehab on his parents' dime. no word on where or how long that rehab will be. the judge had already sentenced him to ten years probation. >> he heard all the evidence and she made what she thought walt the appropriate disposition. >> family members of the victims say they're outraged by the judge's ruling. eric broyles' wife and daughter died in the crash. they're on the left side of the screen. >> had he not had money to have the defense there to also have the experts testify and also to pay for the treatment, think the results would have been different. >> prosecutors asked the judge to sentence the teen to 20 years in state custody for two other people he injured that night. doctors say one of the victims is now paralyzed and unable to speak.

to prison. >> exactly. he will be on probation so if he does break probation he can be mandated to return to jail. >> can be but not for sure. >> not for sure. >> that family -- i mean, lost two in one family, and now you have had to go through all of this. >> i'm sure there's lots of lawsuits pending. there's a pending -- we'll see. maybe there will be a pound of flesh at the end of the day but it's all monetary. no punitive when it comes to this. obviously has the money to do it. >> mercedes, thank you. >> an urgent coming in. the white house is considering extending policy coverage for an additional three years. that would mean people can keep their individual insurance policies even if they're not compliant with the new healthcare law. lots of people got cancellation notices because their coverage didn't immediate the new requirements of the new law. ed has the details.

now, what happened? >> it's significant because this could affect millions of people who had the cancelled policies last year. you remember president stepped in, encouraged insurance companies, and insure leg raters to let the policies be extended for a year, and that has happened in most states. but just confirmed at fox, they health and human services department is considering -- have not decided but they're considering extending those policies for three years on top of this year. what would that do? that could woo get it beyond the mid-term elections and beyond the 2016 presidential election. given the fact that more cancellations -- more cancelled policies end of the year could be a problem for democrats. here's a quote: while we're continuing to examine all sorts of ways to provide consumers with more choices and move the transition as we implement the law, no decision have been made.

i just got off the phone with a senior insurance industry official who told me this is very much under consideration, along with other possible tweaks to the law. this official telling me in the insurance industry it's large by about the 2014 mid-terms because there's a fear in the administration they put a been dade on the cancelled -- band-aid on the policies in 2013, some will come up at the end of the year and insurance companies will put out rate cards with how much your premiums might go up if you extend the policies. so the bottom line is, the insurance industry is suggesting what the administration wants to do is extend this past the mid-term so they take it off the table as a political issue. >> that's interesting. more on this at foxnews.com. do you need a loan? ask the mailman. ahead, the controversial proposal to let the post office get into the banking business. because it's done such a great job managing its own finances.

first -- even n each of his first seven seasons in pittsburgh. ralph kiner has died. he was 91 years old. the united states postal service has been bleeding money since all of us were alive. so, would you do your banking there? according to the post office inspector general, the agency could make billions in revenue by offering bank services, like check cashing and bill-paying and small loans and the like. wonder where they get the billions? oh, yeah, from us, millions do not havele bank accounts and pay astronomical rates at payday services. critic says mostal service is the last place to hold on to your money. last year is lost $5 billion. lost 25 billion in just the last three years, and during that same time, it closed more than 800 offices and branches.

then there's the officeñrçó wanderers walks over to your cubicle. and just starts talking to you, maybe starts touching things on your desk, and the one thing is, you want to be the victim, you don't want to be the wanderer. it's sad. >> you shock the wanderers? hard. and the elevator crowder. everybody is in front as though their life depends on getting into the small space they forget there's people trying to get out. and usually hwa when they're trying to get out they're angry at you. the reason why this is necessary is when you have one bad employee, that's a problem. when somebody else plains that's two problems nobody wants to complain. so this is a way to get them to solve problems without narking on your fellow coworkers. i work with dana perino she is a nightmare.

coast guard reports three people have been recovered dead after a small boat flipped. they're suspected migrants now. seven people rescued and alive. no word on nationality on any of these people. let's go over to mark and get some additional details. this is, what, north and east of palm beaches. >> 75 miles north and east, so right in this area, north of@tqr bahamas. passing boats spotted this overturned vessel with people on top. the three dead were inside of the boat. two are still missing so this is very much an active search and rescueñrñr right now. >> what normally happens is sometimes it's cube yaps and they -- cubansbans and they cou. from the straits, and most often, those are normally from haiti. >> correct. haiti would be way down here, but this is farther north than miami, it's down here. but the coast guard has a cutter and chopper on scene looking for the other people.
