back, some have been deadly and now an urgent need nationwide for blood donations. and also, an alleged arsonist accidentally lights himself on fire. karma, caught on camera. >> and i am harris faulkner. and is america ready for an attack on our power grid that leaves millions of us on the dark. we are learning new details about a sniper attack in northern california. the fbi said it could not find evidence that it was terrorism. but there was a lot of damage to the silicon valley electrical grid. it happen last spring and didn't get much attention then until a now report came out. we learned that snipers fired weapons for up to 19 minutes, firing openly at pacific gas and electric substation in san jose,

california. and they targeted tran formers and they successfully knocked out 17 of them. the police a ratified and the snipers got away. officials managed to avert a blackout and took them 27 days to repair all of the damage and get it all back on line. now the fresh concern that it may have been a test run for a bigger strike, possible terrorism, that according to a former federal energy official and now a group of law makers is calling for a review of the standard ares to make sure the power grid is not vulnerable. this is not the only recent attack? >> no, it begs the question of how vulnerable the grid is in the country. look at these pictures of that surveillance footage of the attack there. you can so a shadowy figure on

the left hand of the screen approaching and firing 150 shots. and joe welinghov said it could be terrorism executed by well trained individuals and as you say a test run for something else. and that's why washington wants to know from the utilities if america's power network is safe? and what are the enstances that we see like this. take a listen. >> a few months ago in arkansas, there were multiple attacks on power lines and grid infrastructure and led to millions in damage and brief outages. independent engineers discovered a new cyber vulnerability in the software used by many electric grid controlled systems. >> reporter: not just physical attacks and cyber attacks as well.

california. and the deficits in some cases, 16 inch deficit in redding and nine-inch in san francisco and seven in los angeles. they are not getting the moisture they need unfortunately. is this a drought buster? no, it is not. look at the reasonable total. they need 18- 36 inches along the coast and we need several of the storm systems to move in. and watching over the west. cold in the northern pargz of the country and great lakes and then we are going to deal with another weak storm system in the northeast. we are weary of winter in these regions. it is a quick mover and not going to dump a ton of snow and it is it a nuisance for sunday and monday and not a lot of moisture with this and maybe an inch or two in the northeast. some cases we are dealing with over 40 inches for the season. >> and if you are talking some

you received a briefing on this. what exactly did the snipers do? >> it was obvious it was planned out in advance, they had a pretty good understanding of what the area looked like and then most disturbing thing i think. they anyhow what they were targeting and where to four at these transformers and at the facilities there and also knew right along the rod there and right long where the substation was and the communication and fiber optic lines that they cut and actually terminated the connections for the control system of some of the communications. >> wow, that is interesting, to. they fired for 19 minutes and the infrastructure they did quite a bit of damage, but it is that cyber element. and you are an expert with homeland security, what does this tell you? >> i think it tells us, while we have focused on and spent a lot of money preparing

for the cyber events, we can't forget the physical component, because they do play together. this was a pure physical security event where it really, anybody could have done it and it department take technology to do what they did. >> you feel it was coordinated? >> the report that i have seen and a briefing on this it was well planned out. >> what would have happen if faye succeeded? >> they couldn't have done more damage in the substation. the big fear that a more coordinated attack and you target multiple substations would have caused perhaps a bigger imsxakt that is the beauty of the grid. it is resilient and because of the redunnancy and the nature of

the grid infrastructure. >> i guess that is what saved them. it took them 20 days to get back on line and they kept them powered up by drawing power from different substations and talk with me a bit. the wall street journal did an article and at the time, federal energy regulatory commission had this to say, it was the most significant incident and we want to go back and put that up of domestic terrorism involving the grid that ever occurred in the u.s. and this was john wellinghoff. they found no evidence of terrorism. is this a wake- up call? >> i think it is a wake- up call. in fact whether it is, i am not a law enforcement guy and i will love it to others to state

whether it is terrorism or not. but after the event, there was a lot of activity by the industry for the ten months and this popped up again in the past week when the industry has been very, very active over the past ten months addressing this specific event and going around the country and talking to other utilities and making sure everyone understands what happened here and some of the steps to harden the substations. >> they never caught these guys? >> they have thought. >> how many substations are there. >> around 45,000 substations in the country and the diversity of the location is probably what make its. again, it adds the resiliency to the grid. some are them are in remote and some in urban locations. >> we have four law makers and

they are all democrats it is not a bipartisan grouchlt and the big overarching question. do we want the federal government to be more involved in protect being us or do you want the private sector to doing it? >> i am opposed to too much regalways. i think the government has through the federal energy regulatory commission provides a adequate level of regalways for the industry. and certainly the electricity industry itself is relooking now at the physical security things they can be doing. and on the cyber security side, terk and north american reliability association is working to create standards for the bulk power system in north america. >> and if you had to give us a scale of 1- 5 and 5 being the

best, where would you put our safety for a power grid? >> i would safety i would say devoid that up a little bit. physical security and cyber security. cyber security. we have standards and now, we are still, the industry is still working toward implementing those standards and coming up to speed. we are at a two or throw level. >> 2 or 3. are you comfortable with that? >> well, you know, this is one of those industries that you can never drive your risk down to 0. and the industry is constantly improving. and every time there is an event like this or whether it was like the fires in san diego several years ago, it helped the industry learn how to do better vegetation management and there will be a lot of lessons learned out of this. >> i asked this. motorcycle mike sanford wants to

know why we are just learning about this and did they think people don't care? >> there was a lot of publicity. you go back and read through the media back in april. but the national news didn't pick it up like they have now. we have talked about it a lot. why is it just getting the national attention now. it did get. and the industry has been active for the past ten months addressing this and going around the country, and working with other utilities. >> mark weatherford. thank you very much and we appreciate you taking our question on facebook. he said we are doing a great job. >> and unmanned drones, speaking of terrorism and threats may have played a major role in launching attacks against suspected terrorist.

an ultimate fighting champion accused of threat eping to kill his estranged wife. silva threatened to shot her and her boyfriend in a florida gym. he drove away when the boyfriend called police. authorities tracked him down at the his home where he was holed up for hours. the stand off ended when the officers used the stun gun. the league terminated his contract. and he is in jail without bond. an affidavit shoes this is not the first time he made death threats against his wife. new fallout for justin beiber's flight. they are looking into the passengers interviewed with crew members. law enforcement members said pop star beiber and his father was verbally abused and ignored
