floods and of a vanchs. we'll have a live report on powerful storms that are hitting the quogolden state. and cvs no longer selling tobacco products there. but is the pharmacy chain really going out on a limb? we'll take a look at something else that is doing just fine. >> we'll start this hour, though, with new reaction after the latest job proceed vehicleses from the congressional budget office. you know the cbo? this week they came out with a report saying there will be 2.3 million fewer full-time workers over the next decade and they say it's because of obama care i go o go. its that's prompted republicans to call it a job killer. democrats say it gives americans the freedom to roam around the job market. steve has more on that in washington. >> reporter: yeah, this debate falls along very predictable partisan lines and it was played

out today on the sunday talk shows. democrats saying the affordable care act provides a new measure of freedom for american workers while republicans say it's a terrible blow to an already struggling economy. >> any law you pass that discurrents people from working complaint be a good idea. why would we want to do that, why would we think that is a good thing, how does that allow people to prepare for the time when they don't work? >> reporter: the figures from the nonpartisan congressional budget office were released last week showing shall 2.3 million workers were leave full-time employment by 2021 as a result of the health care law. while republicans say this number is larger than expected and could be devastating, democrats say it provides workers with more choices. they won't be locked into jobs they don't want just to keep their health care benefits. >> in some cases these people might have two jobs right now because of the circumstances for their health about an fits. one of those jobs they will no longer work. people come work two full-time jobs a day in order to get their

health benefits. now they won't need to. >> reporter: and democrats say the law would not impact private sector job creation and the positions vie indicated by those who choose to leave the workforce would easily be filled by others. >> steve, great to see you. thank you. meanwhile word that the white house is considering yet another obamacare mandate delay. the administration in the process now they say of deciding if people with plans that it deems sub standard can keep those plans not for one year, but for the next three years without being kicked off. so what does it mean? republican congressman from south carolina joins us now. good to see you. they have had more than half a dozen delays and extension its so far. is this latest a good thing or bad thing? >> well, how would you like to run for re-election if you were the house and the senate based on obamacare with its rising premiums, worse coverage and now we're trying to convince you

that you're better off writing poetry than you are working and getting money. i certainly wouldn't want to defend that in the midterm election. so my guess is they will delay it until there is a new president or hopefully a new senate and we can start all over again. >> yeah, they talk about 2016. i mean, isn't that a coincidence that 2016 there is a presidential election? are they delaying to january 2016 or december of 2016? >> there are very few coincidences in politics. but i want you to note the irony that the president is seeking to delay his signature piece of legislation. what else has he accomplished since he's been president? except obamacare. that's what he put all of list marbles on obamacare and now he wants to delay it until there is another president. if you need any more evidence or smidge on that on of evidence t word, how disastrous this health care law is, the architect

doesn't even want to implement it. >> he did kill bin laden. and let's talk about the white house for a second. they obviously support this. they say 13 million people are covered. there are people who don't have insurance who now thankfully will be covered. so what do you say to the supporters of the program that say it works, it is needed and it will all work out? >> there is a much better way to accomplish it. my goal is for each individual to own their own health care -- own health insurance, for it to be portable, and for you to have protections against pre-existing conditions. there is a way to accomplish that without impacting jobs, without impacts premiums and coverage. i wish the health care law would say a word about tort reform. this one does not. so we agree on the overarching goals. access to health insurance aunts access to health care. this is not the way to do it as evidenced by the fact there are 1,000 waivers and exemptions and

the architect of about lthis la doesn't want to to implement. >> so what can be done to make it work? sx >> change the is that the. the president says he has a pin in a phone, but he's had it there for five years and he doesn't want to implement his own law. if you want to change the way washington is working, you have to change who you send there. and this experiment divided government hasn't worked. so our citizens have a chance in november, they can throw us out and give nancy pelosi back the speaker's gavel or give us a chance to govern again. but this experiment in divided government is lead to go lawlessness. the president is talking about not enforcing the law for three years. could i cite four laws he's already not enforcing now. >> they say it will work out, but there was a pretty scathing

editorial, let me show to you, just a couple weeks ago and some of it seems to be coming true. obamacare problems are likely to get worse this year, not better, as millions who get insurance at work find their policies canceled or their premiums skyrocketing once employers have to comply with obama care oig mandate. also the coming way of stories about companies cutting hours and eliminating jobs to minimize the huge obamacare hit. is that fair. this was in january and we have this this cbo report. >> yeah, i mean, the cbo is the gold is an tarred for republicans and democrats. and what the cbo is saying is that you will lose incentive to work and what the liberals and democrats want to you believe is, well, but you'll have time to write poetry and you can sit around and figure out wherein fipity is a number or just a concept. well that's great until you try go buy your grand kid a birthday present or try to pay the heating bill. go give your interpretation of a poem to the clerk.

they will want money. and when you have a built-in incentive to work less, which the cbo confirmed, the president said there is no evidence that this is harming economic growth. there is overwhelming evidence that it is impacting economic growth which is why democrats are pressuring him to postpone the law. his law was so bad, his own party doesn't want to run on it in november. >> and bottom line, quickly, what is your prediction? >> my prediction is that my fellow citizens will say, you know what, mr. president, we gave you you the years of government. you gave us obamacare. we'll start over in november. we'll give the republicans a chance to lead the country. >> congressman, certainly it's a number one issue and they're occurring another delay. we thank you so much for joining us. >> yes, sir. thank you. we'll turn skroeoverseas no.

workers are resuming delivery of food and supplies to the city of homs where they are trying to evacuate dozens of civilians. syrian forces reportedly broke a cease-fire yesterday and officials say the attack included a mortar that landed near u.n. personnel. eric. and meanwhile syria's neighbor iraq helping refugees there from the civil war. greta van susteren went to take an in-depth look at how americans and iraqis are helping in this huge humanitarian crisis. >> reporter: to see how they're dealing with the massive syrian refugee problem, fox files went to this camp. it is hard to understand what it means to be a refugee. >> they had clothes that people were selling, shoes that people could buy. they have nothing.

connor, what is the latest? >> well, that temporary nuclear deem is controversial around the world, but also in iran with several groups taking shots at it. there really is a major fight brewing right now inside the islamic republic. the hard line conservative elements there are extremely unhappy with rouhani. while a conservative, rouhani is also considered a pragmatist. he was elected last year by moderate groups pledging to jump-start the economy, to bring an end to international sanctions and also open up talks with the united states. but he face as hard line element who have long used the country's nuclear program and the threat from america to govern islamic republic. rouhani's outreach to the west and the temporary nuclear deal threatens the ideological base, but it also hits their bank accounts, as well, by calling back their nuclear program,

canceling missile tests and also building projects. rouhani is undermining the hard liner's influence over rarp's economy and that has them angry. but so far iran's supreme leader has allowed rouhani to do this even though it has angered many hard liners. earlier today, the u.n. announced that iran has agreed to allow international inspectors back into the country to look at several important sites connected to the nuclear program including a uranium allowing allowi allowing u. in spectors to all the sites. >> and that leads to continuing concerns to say the least. conor, thank you very much. man, oh, man, oh, man, more snow is due in the northeast this afternoon. can you believe it? yet another storm. that could kochlkocould complic

by utility crews after a major ice storm knocked out power to a lot of people in the area. however, the lights are still off for65,000 customers. meanwhile, out west, a large weekend storm now soaking northern california. but forecasters say the rain and snow there will not be enough to dramatically alter the conditions in that drought-stricken state. dominic is live in los angeles with the latest. hi, dominic. >> hey, there. well, this deluge may not be so welcome for some people, but considering california is having the worst drought on record, some people are certainly welcoming it. we have a pineapple express storm system that has come in from hawaii 4hitting the authority bay area. the russian river, levels have doubled overnight. not totally near flood stage just yet, but there are localized flood warnings for parts of point reyes and across

the north bay interior mountain area. 7.71 inches fell in is san rafa last night. but an. >> 2 to 4 inches that we've seen, we're seeing mudslides in so sonoma county. a road slid 200 feet down the hillside and threatened to affect a couple of home, one of which was evacuate. emergency workers are saying, well, this is what the rain will do and disruptions will come. take a listen. >> there will be a lot of debris that comes up in culverts and creeks and could potentially block floes. >> san francisco airports we're seeing delays of up to three hours today, about 43 flooits is the live picture. the bay bridge has a leak, although supposed to be a leak-freeze bridge.

house homeland security committee.though from congressm king who is a member of the house homeland security committee. good morning to you. >> good morning to you. >> thank you for skroip joining us. lot of folks made it there safely, but it's russia. you pretty much can expect they're awfully good at listening to your conversations and at cyber security techniques. how big is the threat here in the states right now? >> well, as far as cyber attacks and cyber hacking, we have to assume it will happen in russia. i would just tell people not to download anything, don't give any information to anyone that you you don't have to as far as e-mail, as far as credit card information. and again anytime i've been to russia, we're always told to assume that anything you say is going to be intercepted. so i don't see any new cyber threats coming as far as americans are concerned.

i think we need to worry about actual attacks by the terrorists in that region. and the fact there hasn't been an attack for the first three days, let's hope it continues. we hope it continues that way. but the worst thing we can do is in any way let down our guard. because we know these terrorist groups have made it -- they're determined to launch an attack and they have proven in the past to be very effective. and i'm not that impressed by russia's counterterrorism efforts. >> how sophisticated are they or not so he physicality indicated? >> sophisticated in that they're able to blend in, carry out a series of attacks in russia.ind? >> sophisticated in that they're able to blend in, carry out a series of attacks in russia. they're very heavy handed. they drew the ring of steel around the olympics and that would be somewhat successful, but they're not much for nuance and certainly any area outside the olympics or even adjacent is a target. i think the terrorists could be

successful at the. as you you mentioned before, in the opening, our government has become aware of threats using toothpaste, cosmetic holders, they can perhaps be brought into the olympic site itself without being detected. so this shows the ingenuity that they have. and in the past, are your shrus not been good at stopping attacks. >> talk to me in terms of all the briefings and the situations you've been involved with even dating back it 9/11 or before. homeland security has always been your in up onumber one priy in keeping us safe. the fact that ed snowden is sitting, former u.s. citizen now considered in many circles a terrorist in a sense, he's sitting there in russia. so are they friend or foe some

how much can we really count on russia to be keeping our folks safe and to not be looking for ways to either same the u.s. or hurt us in some more violent way? >> you made a great point. i don't think we can count on the russians for anything unless it's in their own very narrow self interests. the fact that they are you allowing snowden to stay there, that they're allowing to everybody hears that he's doing and allow him to put out these pronouncements, again, that's something we wouldn't do to any country we considered an ally or friend. so that shows the real to me the real undercurrent of belief in russia right now. they're still hostile. they are desperate to become a world power again. just the fact that in the lead up to the olympics and still to some september they' aextent th share intelligence. they think we're out to get them. and also the fact that they have

this pride. putin wants to show that he's a czar, whatever he imagines himself being. and that's why they won't cooperate. unlike the chinese, unlike the brits or greeks who totally cooperated. >> if there was ever a time to cooperate, they gave that big speech about you how we can all get along, a speech that was in fact edited by a liberal network, a left leaning network. you know, interesting that everyone made it there safely thank goodness. it's all about the athletes i understand. but a lot of family member and fans did go. what is your message to anyone that is there who would be making the trip back home? you always say if you see something, say something. but what do you want them to be alert to? >> well, the main thing that you do is they will feel very relaxed, they will get caught up in the uhe information i can't have teuphoria of the games. so we have security people over there. we have people in our government to monitor what is happening.

shaun donovan announced the plan during a speech before hispanic real estate officials. some question if the administration # # looking to use taxpayer money to shore up the hispanic vote for the mid permanents. mary kissel has questioned this and joins us now. so $5 billion affordable housing. sounds like a great thing. it will help people with housing. what is wrong with that? >> this isn't new. the department of housing has been doing this for years. this is what brought us the housing bubble in bursts. affordable housing means how can we take taxpayer r. payer money and give to people who otherwise couldn't afford to buy a home. that gets people into homes they can't afford and taxpayers pay the price. >> we've seen that movie before. look what happened 2008. have they learned the lessons from that? >> it's not just 2008. after the housing bubble burst,

something called the federal housing administration which is another big government taxpayer backed mort it fwangage insurer broke. so we had the subsequent bailout the of yet another government agency. and this speech that donovan gave, very interesting. because he said we need to reform the system. we need to do all these things. but ultimately what they're doing is just going back to the old politics, taking money from taxpayer, giving it to constituencies that they like. >> let's take a look at what he did say before the hispanic real estate professional association. he said we've got to ensure that reform yields a major if you said of $5 billion a year for the production of affordable house which go will be good not only for the hispanic community, but also the nation as a whole. he is addressing the hispanic

real estate group. is that so wrong? >> it's not his money. it's our money. it is pax payer money. what he's saying is we'll give money to people who otherwise cooperate afford to buy a home. >> of to you have to qualify. he's saying private capital should be at the center of the system. >> they have been saying that to 2011. >> you can't a safe and responsible financing when the government guarantees 85% of the mortgages in this country. you will never have lenders making prupt decisions when they're backed with taxpayer money. that only happen when they have a private market when lenders say can you afford a $500,000 mortgage, does your income let you pay for that? and unfortunately, what donovan is saying is not only are we going to say to certain groups we'll give you a helping hand,

welcome back. attorney general eric holder's granting more federal rights and privileges to married same-sex couples. it extends the same legal benefits to those couples that married men and women receive. attorney general holder spoke about it in new york last night. >> under this policy, even in states where same-sex marriages are not recognized, the federal government will not use state views as a basis to object to

his statements go against the first amendment which is freedom of religion, separation of church and state. and then the tenth amendment states rights. and president obama even though he believes in same-sex marriage, he said that it's up to the states. so eric holder is going against our president, as well. >> chris, do you think the timing of this is interesting or the substantive matter or the fact that the announcement will come from eric holder and not from the president? could the president not have said our justice department has determined whatever? >> i think the president has made it clear where he stands on this. in terms of angela's point, this is a question of a qualiequalit treats people who want to get married the same and not basing it on whether they are gay or straight. and what the federal government is doing here and what attorney general holder is, these are federally recognized benefits. this is not going beyond that purview. but at the end of the day, this

is obviously an issue that will have to be resolved and there are some states that are unfortunate unfortunately, sometimes we lag far behind where the country is headed. and that is the unfortunate position that sometimes we find ourselves in. but i think what the attorney general and the administration are clearly determined to do, to move forward in the right direction. >> does it hold up the fact that he's stated that as a matter of law, this will be the case? for example, same sex spouses will not be compelled to testify against each other. these are long standing legal principles. i know he's the attorney general, but has he acted within his authority? >> well, there has always been a tension between what is the scope of executive power or not. we've seen that for hundreds of years and we had the same text did it the civil rights movement, the same tension now. obviously i believe that it is the right decision.
