workplace. i wonder if you could explain the delay and also talk about over the long term whether you see a future where health insurance is less tied to the workplace. >> well -- i'm sorry. >> and for you, you most talked about the pursuit of the trans atlantic trade agreement. i wonder if you followed the domestic battle here over fast track authority and whether that questions your mind whether a deal could be ratify. >> the announcement yesterday was fairly straight forward. the overwhelming majority of firms in this country already provide health insurance to their employees who are doing the right thing. the small percentage that do not, many of them are very small and already exempted by law so you have just a small category of folks who don't provide health insurance, weren't exempted by law. they are supposed to make sure

that they meet their responsibilities so that their employees aren't going to the emergency room, jacking up everybody else's costs and the employers end up not having any responsibility for that. what we did yesterday was simply to make an adjustment in terms of their compliance because for many of these companies, just the process of complying, yeah, they're mid sized, between 50 and 100 folks, it may take them some time, even if they're operating in good faith and we want to make sure that the purpose of the law is not to punish them. it's simply to make sure they're either providing health insurance to their employees or that they're helping to bear the costs of their employees getting health insurance. and that is consistent, actually, with what we've done in the individual mandate. the vast majority of americans want health insurance. many of them couldn't afford it.

we provide them tax credits but even with the tax credits and in some cases they have phase-ins to make sure that nobody is unnecessarily burdened. the goal is to make sure folks are healthy and have decent health care. this was an example of us making sure we are giving people the opportunities to get right with the law. but recognizing that there are going to be circumstances in which people are doing the right thing and it may take time. our goal is not to punish folks but our goal is to make sure we have got people can count on the financial security that health insurance provides. and if we have companies working with us and doing the right

thing we'll make sure we are are working with them as well. that is our attitude about the law generally how to make it work for the american people and their employers in an optimmal way. >> what was the second part of the question? >> long- term. >> we have a unique system compared to many parts of the world including france because of historical accident and decisions that fdr made back in world war ii, our health care is tied to employers and that's not the case in other developed countries. it has worked for a long time, but what is also true, is that it is meant for a lot of u.s. companies, a greater burden and

more costs, relative to the international competitor and that is a challenge. it also meant that folks who are self- employed, for example, or independent contractors were not always getting the same deal as somebody, somebody who had a job. it meant that folks who worked for small businesses, had trouble getting doesn't premiums and doesn't rates than folks in large companies. it created an amount of unevenness in the system. i don't think employer- based system should or will be replaced soon. but what the affordable care act does do it gives people flexibility. if i am working in a big company like ibm and google and i decide i want to start my own company, i am not going to be inhibited for starting a new company

because i am worried about keeping health insurance for myself and my family. i can make that move. if i make, a woman and i would like to work with him on the farm and we can't afford health insurance on our own and i have been working in the county clerk's office for ten years and now maybe i have the opportunity to no longer work in a different job and work on the farm and increase the likelihood of economic success for my family. it is giving people more opportunity to do what makes sense for them. ultimately that is going to be good for our economy. we understood from the start there are challenges in terms of transition. when you had one system where a lot of people didn't have health insurance what so ever for a very long period of time, and

we finally passed a law to fix that it, we knew there would be bumps in transitions in the process and that's what we are working with all of the stake holders involved to address. >> the question trade partnership, you wanted to know when the partnership would be signed. we discussed it with president obama and currently in congress. as long as the principles and man dates are decided, and the interest of everyone alone, speed is not of the essence. what we need is to find a solution, of course, a speedy

has been a pretty short decision by the treasury department to delay the man date on small businesses, from businesses from 50 to 99 employees getting another year for the man date to kick in. they have another year before they have to essentially have insurance or pay this fine. it is seen as the president describes it as more flexibility. he's saying they knew from the starts there would be fits and starts and the giant law would be complex and they needed flexibility to do it. critics will tell you that there are 27 of the flexible moves and they are doing this outside and around congress in regulation from hss and treasury. >> this is the second time this particular group of employees

had this delay. i believe it the 28th or 27th time in some teinant of the law so politically speaking what is the fallout? >> the fallout is, that it doesn't instill a lot of confident that this is going the right direction and the democrats are having a hard time defending it especially the red state democrats, and makes it tougher. and politically, it may take the heat off of the small business short- term it creates businesses. these businesses get a break but the man date is in affect and these individuals are still liable for that fine eventually. and so when we get to march, what is the fallout there? the question is what is the breaking point? and how much delay potentially

and his return to the united states. kidnapping is widespread in africa and an al-qaeda linked group claimed responsibility of a kidnapping of a red cross team in northern mali. they are calling it a movement for oneness and jihad in africa and called al-qaeda and islamic mcgrab. they have a history of kidnapping western nationals for ransom as a way to finance operations. and these kidnappings are generating in excess of 55 million to the al-qaeda affiliate and not uncommon for the ransom to be 5 million for a western national. accounting for the 80 percent of the revenue and making it richer than the al-qaeda leadership in pakistan. this is behind the attack on the national gas facility in algeria

report you put out and what did you conclude? >> the main conclusion we were not prepared for benghazi despite intelligence that there were dangers around and american personnel in specific were in danger. our deployments of our military forces were not sufficient in order to come to their rescue, and even today, we are better prepared than we were and the risks have also grown. this focuses on the military part and based on the transcripts from military leaders and people on the ground. >> to reiterate, your report found out the state department nor the white house did not beef up security before september 11th, even though the conditions on the ground in benghazi were deteriorating, and we have long known that, congressman. did your report find out why we

didn't beef up security? >> we went through specific testimony and released the testimony of the key military decision makers as well as the folks on the ground. going what they knew ahead of time and comparing that to the intelligence community assessment. and the white house was saying we are prepared and taking all reasonable action and the fact is, they didn't. and u.s. personnel were put at risk as a result of that failure. >> do you know why they didn't? >> well, here's what i believe. i believe that the administration gets trapped in their own political rhetoric. and so they say the war on terrorism is nearly over and so it had to be a video that caused this and not a terrorist attack. they say no troops on the ground in libia. and so they send troops in yemen but not libya

even though the military offers to send people there. i think it is the political rhetoric that drives the train for these people rather than the national security situation on the ground. >> congressman, your report concludes no stand down order ever given and the problem with sending in reenforcements once the attack was under way they were not positioned on the right place in the globe. how will we avoid the tragedy in the future? >> number one listen to the intelligence. even the senate bipartisan report showed hundreds of intelligence reports saying that things in libya were getting more dangerous and u.s. personnel was in trouble. and secondly be careful when we cut the defense budget as the president has been doing. you can be in fewer places and harder to protect americans in some place that is not close by.

do you agree with charles krauthammer that the employer man date is so meddle system to the administration they will scrap it altogether? >> no, i feel like it is government efficiency. and this is government functioning like a business. consumer and corporate america needs more time to figure it out. the reality 72 percent of those who are insured are insured by large scale businesses and not impacted and the smaller businesses need a couple years to figure it out. i will thrilled they are accomdating. >> a lot of those businesses would be out if they promised a product and they would have to delay it six years. march 2010 and now the latest delay on the employer man date. it will be 2016 before the law is enacted, is that any way to do business? >> the question is what the breaking point for the law as

a whole. when do they hit the pause on the law. they delayed sign up twice and employer man date twice. and not touching the individual man date. i have a hard time believe that this administration can stand by as literally millions get taxed for not signing up on the law. if they delay the individual man date, the whole house of cards come down. they have a choice do they do that or hit pause on the law as a hole. i don't know what the answer is, but it is hard to overstate the problem for the administration. >> marjorie, i heard your response and you said it is government being responsive to the employers and give us more time. and therefore, at some point will they do away with the employer man date altogether. the employers say this is not working for us. >> look at. it 72 percent of the americans are already uninsured in the

policy that have tenants to follow the uphold. this will not impact the businesses. it is a small percentage. they are making accommodation. teachers are a full- time employee and absolutely. they will be injured. and firefighters and what they are doing is fixing the little things. we are moving a giant policy and overhauling something so fundmental and major as we work as a american people you have to expect accommodations will be made. >> somebody called a gumby. >> and republicans argue that you are giving businesses a break but individuals get no break? >> that's exactly right. how can the administration look at millions of people getting fined a one percent tax on your household income if you don't sign up for the program. how can they look at all of those people you will be taxed
