driver sprint cup driver, brad keselowski. all on the fox sportsdesk. let's get to it. as i said, a very busy hour ahead, first from the fox newsdesk at 3:00, the monster winter storm has hammered the deep south knocking out power to more than 200,000 customers in the state of georgia alone. this is so far from over. the snow and ice have created an enormous mess in atlanta. this kind of storm is rare for folks in this part of the country. two weeks ago, another winter blast crippled the city of atlanta and others. looking at the ribbon up above, the new storm has shut down nearly every, in downtown atlanta. the public schools are all closed. roads and interstate appeared desolate this morning. plows and salt trucks some of the only vehicles in sight. video from our fox station shows how empty the roads were earlier, after local officials begged drivers, please stay home. all of this in huge contrast to

when the last storm stranded thousands of drivers on snowy highways even overnight. this new storm also grounded thousands of flights. john has been tracking the cancellations and delays and all the rest. we knew this storm was coming. there was ample warning and here it is. >> yes, shep, this is the misery map we like to show from flight aware.com. the percentage of flights canceled or delayed at airports across the country. you look atlanta, almost completely in the red. you click on it, you see routes coming out of the airport. the thinner the line, that's the air traffic. there's very little traffic coming out of here. charlotte mostly in the red. flights from miami to chicago are having a lot of problems. >> problems in d.c. and new york as this storm is headed this way. >> yep. it has a ripple effect. storm headed north. nobody really coming from new york city to miami right now. here's d.c. you can see they're having a lot of problems as well.

>> problems all up and down the east coast. thanks, john. if you're traveling today, man, you better call somebody or look somebody up. if you look on the big wall up here, this line for this storm is enormous, from charleston, south carolina now including may con and atlanta and ashville and raleigh will have a real mess and roanokroanoke, virginia and washington d.c., on the way. they were saying maybe in the big cities in the northeast corner 2-4 inch, now talking 6 to 10 and a foot in some areas. the national guard troops are on standby in georgia in case of national evacuations. working atlanta for us, live outside, jonathan, i know it's still coming. >> reporter: it's still coming down. we had a brief break in the middle of the day and the sleet has returned. officials said the storm will come in waves and they have made good on their promise. because of the severity of the

storm, the national guard is opening up its facility for shelters, state government opening up state parks to provide shelter for any who's stranded. the governor says there's not a lot of demand for these shelters so far in large part because people are staying off of these roads. listen. >> at this point, we're not aware we have any in any of those shelters, a good sign. people are staying home and not allowing themselves to get stranded on the roadways. >> reporter: shep, this amazes me. we're looking at the downtown connector, looking at it all day. this is the major north-south thoroughfare that goes right through downtown atlanta normally busy 24/7. looking at it, it's a ghost town. people by and large heeding the warning to stay off the roads. >> after two weeks ago experience i can understand why they did it. what about power outage? i understand the governor is very concerned. >> reporter: he has a right to

be. in the state of georgia you are seei ing power outages scattere across the northern two-thirds of the state and looking at the largest number of people, just south of the city of atlanta, you have two things going on. heavy concentrations of population, that's also where a lot of the ice is accumulating and ice and power lines don't mix. shep. >> thanks very much, jonathan, from atlanta. we talk about atlanta a lot. i can't get past how enormous this is. look at this. ice in jackson, mississippi. all the way up the east coast to the northeast. it's on the way. our weather center and chief meteorologist, rick reichmuth hit this on the nail. sad. >> yes. look at pictures out of charlotte, north carolina, another town getting hammered on this and i can see images on highways around there. everything is at a standstill. they will get 6-10 inches of

snow there and maybe freezing rain at the end of it. everything freezes again. the biggest problem we're concerned about is icing and that is where you go from a line around charleston to augusta and i-20 and south of atlanta is the worst of the icing. all those trees there, you hold onto that ice, potentially an inch or so thick of the ice and there is very windy conditions as jonathan also said. that means a lot of trees will topple and over the next day to two days we will still see more trees popling and causing power outag outages. this is all snow and there is a warmer air loft and when it is there it melts and turns into rain. on the bottom is shallow freezing temperatures on the surface. 28 degrees in atlanta, 32 in augus augusta, it's freezing, everything falls and freezes on contact there and where we're seeing the worst of the power

outages. m >> alabama, tennessee, georgia, south carolina, north carolina. it's headed north, rick. there were questions how bad it would be for the northeast. do you have a handle on it? >> we have a few questions on it. every time you have a nor'easter the storm rain line is important. when the storm tracks farther to the east it brings cold air to the coast. you don't get enough cold air in along the i-95 corridor. looks like we will be seeing rain mixing in from d.c. through philadelphia to new york. that would keep snow levels down a little bit at least along the i-95 corridor. inland, everybody living in new jersey and upstate new york all snow and likely over a foot of snow. long island, coastal areas a little bit less. >> not one to mess with. check your local fox station. appreciate it. for the first time, the great lakes are 80% frozen, the

first time since the turn of the millennium. forecasts warn all the ice could lead to a colder summer for those living around the great lakes. and lake michigan has frozen along the shoreline in chicago. this winter could be the first since 1996 that lake superior has completely frozen over, the entirety of it. the national weather surface report says of monday ice was covering nearly 90% of lake superior. updating breaking news last hour the former new orleans mayor, ray nagin, guilty on corruption and count after count, still waiting for him to come out of court. we will run down the list of lavish bribes he weis selled out of contractors and while his city suffered after hurricane a katri katrina, he is getting a bus ride to prison. much more breaking news coming up on shepherd smith reporting.

convicted of corruption in the city's nearly 300 year history. convicted a short time ago of essentially selling his office and profiting personally as companies scrambled to clean up hurricane katrina he took the gold. he lined his pocket as neighborhoods sat in ruins as the very people who put him in office and entrusted him mourned the nearly 2,000 people that died. a short time ago a jury found him guilty of taking bribes, guilty of money laundering, guilty of wire fraud and guilty of lying on his taxes. he raked in things like cash, luxury trips to hawaii and jamaica for his family and free cell phone service for his family and high prices for granite slabs for a company he owns. in exchange he handed out millions upon millions of dollars in new orleans city contracts. all told it could add up to many years in prison. right now, he's on house arrest until sentencing day we believe will happen sometime in the

spring. a date hasn't been set. let's bring in our judicial analyst, judge andrew napolitano. mayor nagin had all the evidence stacked up against him and chose not to take a plea deal that would put him in jail for five years and now he gets this. >> guilty on 21 charges and guilty in the face of having spent two days under oath and denied the charges. the jury is telling us they believe he lied to them. i can tell you from having been there, nothing will set off a judge and a jury more than the conviction that the witness is lying to their faces. >> all that new orleans has been throu through. >> new orleans has been through a lot. new orleans had a president who sent the buses after half were dead. a government afraid of our own shadow and the mayor that was a crook at the height of the greatest crisis in the history of the city, now, this is coming back to roost. the quantum of damages will be interesting here.

how much human suffering there w was, how much elicit wealth th accumulated is what the judge will look at. could get somewhere around 20 and could get anywhere from 20 to 120. almost inconceivable he get less than 20. >> there are numerous reason, one, he was in a position of public trust. that jumps the points up. what we don't know is whether they'll consider the hundreds of thousands of dollars he is convicted of taking or tens of millions of dollars of contracts. >> right. the other thing the people will take into account was, does this guy need to go to jail. does he admit he did anything wrong? you have him denying it emphatically under oath. so by refusing to acknowledge what he did was wrong, he doesn't deny he committed these acts, that they wear wrongful,

united states senate they appear to have enough votes to pass legislation to suspend the debt ceiling until march of next year. the vote is still open so if lawmakers want to they could switch their votes. it is must pass legislation because it allows the government to borrow money to pay its bills. the bill will go to the president. the house passed it after the treasury secretary warned congress it had to take action by the end of the morning. he warned hitting the current 17$17.2 trillion limit and defaulting on the debt would shrsly shake the markets. remember, many republicans, especially those on the right had said we want to attach something to this, we want to attach spending. we want to do something. the president said from the beginning he would not budge. speaker boehner said yesterday he realized he did not have the votes, as a result he would pass a clean bill. would this be stopped in the senate? it was not stopped. to say the right is unhappy about this might be the understatement of the day. to say there is a divide in the republican party at this moment

what they wanted? >> reporter: positive signs for the administration but really a mixed bag. at the end of the day the numbers show the president is likely to fall short of his initial goal signing up 7 million people for private insurance by the end of march. that was the initial goal and it's been revised downward. on the positive side, what these new numbers show they had more than a million people sign up, well better than previous months when the website was in d disarray. overall, if you have the cumulative total since october, it's well now over 3.3 million people who have signed up for private insurance and they say there has been a surge of young people actually enrolling in this new atlantic lahealth care. >> it is a large number and a population diverse enough to allow the marketplaces to function effectively. >> reporter: what he's saying

work hard because of the disincentives created by obamacare. >> reporter: bottom line the administration has some good news to tout the website is getting better and people signing up but again likely to fall well short of their initial goals. >> thanks. breaking news now on fox news channel. the jury will soon decide whether a man in florida is guilty of murder in the first degree or something else. we're hearing the judge will give the jury instructions in the next few minutes. the testimony is concluded and closing statements by prosecution and defense and rebuttal by the prosecution all done. at the heart of all of this the man fatally shot a teenager after an argument over loud music. in other words, he shot and killed him. michael dunn is the defendant. he's also charged with three counts of attempted murder after he opened fire on an suv full of teenagers back in 2012. he did so outside a convenience store in jacksonville. prosecutors delivered their closing arguments earlier today.

>> this defendant fired round after round after round into that car. 6.25 pounds of trigger pull each time he made the conscious decision to pull the trigger. that act itself shows an indifference to human life. >> so undisputed here, he did the shooting, then, went back with his girlfriend to the hotel, a 3 mile drive, then ordered a pizza, then took his dog out to pee, then slept over the night, then drove 2 1/2 hours the next day before any police were contacted and he never called 911. despite that, dunn's attorneys insist he shot the 17-year-old jordan davis in self-defense. according to testimony yesterday, defendant, dunn, said he felt threatened after he asked the teens to turn down the music and the teens called him racial slurs and they had quote

menacing expressions on their faces unquote and said he thought he saw a gun. >> i hear, i should kill that [ bleep ] i'm flabbergasted. i must not be hearing this right, looking out the window and i said, you're not going to kill me you son of a [ bleep ] and i shot. >> according to undisputed court documents he testified about, he got out of the car, he walked over to the suspects -- well, the victim's car, and he fired not once but nine shots including shots that went into the taillights of this vehicle as they were driving away and police found no weapons in that teens' dodge durango. let's bring in angela mcilroy, an adjunct professor and former prosecutor. what he say, i was afraid for my

life. these people said i'm going to kill you or i should kill you. what did he do? he fired nine shots, got in his vehicle, told his girlfriend, get in the car, get in the car, get in the car three times. went to the hotel. didn't mention a gun, went to the hotel, ordered a pizza. took the dog out to pee, slept beginning at 5 a.m. and drove 2 1/2 hours home and never called the cops. >> it's a very difficult case for him. that's why in most cases the defendant won't testify. most lawyers say you can't testify you won't help yourself. here, he didn't have one witness either who supported what the he said. it could be nobody was around who heard it or saw it the way he did. the prosecution brought in a lot of witnesses who said we didn't see any reason for it to happen. could they have dumped the gun nearby? there were dumpster is a round and possible it may have happened. was it possible he was nonetheless in fear for his life

even though maybe there wasn't a justified reason for it? his state of mind certainly is hard to get, hard to get inside his head. but the evidence is a very difficult case to overcome. >> why are we reporting on this story out of jacksonville, florida, a man from brevard? the reason we're reporting on it he's using as his defense that florida stand your ground law. that's the same defense enacted whether spoken in those words in the trial of trayvon martin, killing of trayvon martin, stand your ground. a lot of people say they have to work on this law. >> it is difficult. you look at cases certainly like this one, it does seem at least the evidence is pretty overwhelming. there's not one witness except the defendant himself who supports the defendant's story. so that's a very difficult case. in addition, he says the kid got out of the car. the medical examiner testified that it looked like the kid had actually been sitting in the car

and it didn't look like he was standing. so there are tons of problems. then, you have a case like this and it raises the issue, should that law stand or not? the reality is it is possible he may still be acquitted or may be a hung jury. he testified. if the jurors look at him and they believe him, all they have to find is some level of doubt. if there's enough doubt in their mind, maybe he did feel threatened. maybe they did have a gun in the car, he will be potentially acquitted. >> certainly possible, he did flee the scene of a shooting. he admits to that and admitted on the stand. instructions to the jury are to begin moments from now and then they will be deliberating and we'll have the verdict when it comes. >> thank you. nice to see you. happy news. the westminster dog show wrapped up last night. every year the day after the westminster dog show, best in show, the winner of them all joins us right here in what we used to call studio b on what is

there is breaking news on fox news channel. we reported former mayor ray nagin found guilty of corruption. this is him walking out a short time ago. he stopped by the cameras and made some statements while walking to the car. reporters were following him. he said, it was not a fair verdict, i quote. and said he quote maintains his innocence. nagin's attorney then told reporters there will be an appeal but first there will be a sentencing. mayor nagin of new orleans to be taken into house arrest if you will. he will be released until sentencing that happens sometime in the spring and at that point they will most likely set a date for appeal for maybe 12-18
