control? >> yeah. i think it is, the majority of americans also don't trust this government and how can you trust a government who tells you this is now the law of the land, except if they want to change this law, ignore this law, not implement the law or alter it some way. that's not how you handle laws. look, social security and medicare had bipartisan agreements, they are implemented in a way unlike obamacare that doesn't have so many problems and now you are telling people's businesses, if you hire people to get below a threshold, it makes you profitable or more profitable that you have to be under perjury if you are under oath and lie about that, you have to say, this is not tu to obamacare. this is unbelievable that this is happening. the arrogance of this administration is ridiculous. >> jessica, if you ned the lay off people, if are you a

business, you need to lay off people because of whatever reasons, if it is because of obamacare, because of the prices and the costs that that brings, why do you have to swear? why does government have the right to say, you can do that? >> well, this whole sort of change in the regulation is a reaction to the concern that medium-size businesses had in terms of saying that the implementation that was going to happen was in this year was too burdensome and the concern is really to protect the american worker and make sure their jobs are maintains an there are penalties in effect on them because of the requirement the employers are having to meet. >> gary b., should uncle sam be telling employers you can't lay off people? >> it's beyond the tale, bren dark, i think john alluded to, this is the impreerlr peaerial .

at some point they have to realize that, a,he majority of americans don't want it. be, you wi b, you will no have army the silly law was enacted, c, it will cost. it's not working. they not only want this law to work. they want to win at any cost. so this last thing is just a measure of this emwanting to say, gosh darn it, this obamacare has to work. we're going to put the sun screws to these employers, even though, by the way, it might cause employers to go belly up. last start, few businesses down the road. this is silly, brenda, but this is the administration and presidency we have right now. >> does this go over the line? government does have some rule in labor law and the leak? >> yes, like, for example, you

can't just fire somebody because they're handicapped. the government has a say in it. in this case, you might have to fire ploy years because you can't afford health care. they don't have a right. this sa loophole that they've created by having arbitrary thresholds. what the government could have done is every business, all employees have to be covered whether part time or full time. >> that at least would stop loopholes, that company will have to drive a truk truck through. they have a more stream line health care law to make sense. >> tracy, is this out of control? >> no, it's wand out of control because the only thing a business has to do is the bottom lean. if they hire, fire, cut pay, that's up to them. there is a reason many businesses don't go public because they don'tp to answer to wall street ap the like.

medium-size businesses are in the same boat. they don't want to answer to people, including uncle sam and the irs, my god, they have way too much on their shoulders. we shouldn't have to answer to them ab anything other than what happens on april 15th. >> jessica, what do you think about that? >> this is a one-year change and businesses do have to answer to irs. they do have to answer to regulations. they can't willie nilly answer to -- >> we heard onier, one month. we've heard so many different deadlines have changed. how do we know it's only going to be a year? >> well, that itself the guidance that we have been given so far him they came out and said this is going to be a one-year stirring sort of experience while they're doing the rollout and it will also give businesses more onto the same schedule that individuals will be on. >> john, what do you think of

that? >> i think this is 100% political. see if this doesn't make sense. we will delay this a year until after the mid-term elections. funny how that happens and, yeah, we are under the irs for tax, not for health care. you are taking a system that is already burdened and add health care to that as well. if this is a burden on businesses right now, i hate to tell you the, it will be a burden on businesses a year from now. this is not well thought through. this is 100% political. the air gantz of this administration is ridiculous. >> you know what the problem is, too? they're making it up as they go. it's so transparent. oh, god, we got this other loophole, it's really shoot from the hip, ask questions later. that's where it willhill hit business, small or memmium. you will cripple companies if you do regulations this way. >> they have to apply to all

business. you don't have pollution laws that cover a certain am of employees. it would be difficult. the law is the threshold. it's not the amount of people you employ. it's an encourage. to go to part time workers and fire people. they will phase it over time. companies aren't going to willingly earn money. they picked a bad way to separate small businesses from businesses that can afford it potentially. >> gary b., will this hurt the bottom line of many businesses? >> how can it be? even if it affected one business that say, oh my gosh, we really need to lay these people off. but because the obamacare costs are too high. now we can't. you know, my fear, though, is even more so. if the government through the irs can enforce stuff like this, where do they stop? are they going to say, oh, good, it's better for our country or health care for businesses not

to do, to hire people from overseas or immigrants or pay beho minimum wage or whatever that? minimum wage is the law, peg below a threshold that we specify? where does it stop? but this administration does not care about business. they only care about themselves getting re-elected and making sure obamacare is successful at the cost of the u.s. taxpayer. >> jessica. >> we are definitely seeing this is the administration showing they are caring about be they are being reactive to their concerns and feeds. that's why they've made this specifically for medium-size businesses, also within this regulation at the same they came out with guidance specifying specifically you will not have to cover hospitality workers who work seasonally as well as volunteers, whether it be volunteer firefighters ore emts. so there are a lot of issues that come up.

. >> digging out and about to be snowed in again. each time we are seeing businesses close, flights grounded, workers stuck at home. now, worries the economy, itself, may get stuck. the total costs of the winter blast is expected to reach up for the $40 billion bucks. tracy, coiled all of this cloud the economy? >> look the economy right now is trying to plow itself out of this assessment. atlanta is shot for a while until they figure this out. all the cost tase are incuring because of mother nature. mail is not coming. restaurants are closed. to one is making money in this kind of weather except maybe maybe the guys that keep shoveling out my driveway an pushing it behind the garage and i can't get out. other than that, there is not a lot of people working. this can't be easy for people trying to dick themselves out of a recession. >> gary b.

it's not as if the economy was chuging back at a growth rate, as tracy was saying, we are barely out of a recession. >> the current administration will say look at all those shovel-ready jobs in the storm, those snowplow hires. i do agree, it's going to be a hit, obviously, it's going to be a hit. people weren't able to get to the supermarket or restaurants or didn't see a movie. we have seen time and time again, we have been doing this show long enough, we were here for katrina, for sandy, for so many hurricanes. the hit at the time is rather substantial. but what happens is most of the spending gets moved into the next quarter. so this quarter we're going through is going to be lower gdp wise the next quarter will be better. i city think the economy as tepid as it is frgsz i think tracy was alludeing to that.

so things will get better than they are now, but not better better. >> it's winter, it melts, we get over it. will this really have a hit on the economy? >> i think it will have a hit. i think we will get over this. lock, atlanta got a foot of snow. thank god they didn't get 2 foot. i understand. look, gary is right, there will be certain sectors that don't recover, but the lost revenue the airlines, restaurants, homes for the most part. but most of that spending is being pushed off into the next quarter and we are going to see a little dip in gdp this quarter. it will probably see that increase next quarter with that spending put off. >> jessica, what's your take on this? >> i agree. i think in particular we will see it in q 2, especially, we have seen a dip in haute sales. i think going forward now, people will be out. we have seen everyone stuck on the roads, it may interest them

both have tons of debt, student loans, credit card debt. what does that do? >> pizza on the first night is cute. after that, it is not. to live life like that knowing your paycheck is gone before it comes in because you are not on the same page about your spending habits, that could be a total deal breaker for company, for couples. and i think gary b. is our expert. he at least has the longest one. absolutely. >> that qualifies you, gary. >> thank you. >> okay. jessica, is this money over marriage? >> yeah, certainly i think it's a larger macroeconomic issue people are talking about, larl this time of year. it is an important topic facing young people. my generation, generation x, millennials, in terms of whether or not they are able to get married and can afford it. like you said, those student loans, there's all these debts.

with the sort of huge income and equality and the lels of poverty that we have seen that have been increasing in this country in the 70s is an ongoing conversation couples are having. if you are a single mother, it probably doesn't make sense if you are making un$25,000 a year from a tax purpose to parry someone else who pays $25,000 a year, even though that gives families stability and can help them get out of poverty. >> should cupid's arrow borrow or stay from the heart? >> gary, they all have trouble with debt. economies collapse from it. america was built on debt and continues to excel on it. as far as individuals, divorce rates fell after the great recession because people have more debts than assets. and have a debt pipe people with assets are more likely. you can make a case that's good
