camerota. the congressional budget office predicting half a million americans can lose their jobs if the minimum wage goes up. the administration said that is a myth. byron is a political correspondent with the washington examiner and fox news contributor. is this a fight that the administration wants to pick with the congressional budget office? >> no, no, no. with the election coming up and voters concern about jobs. it is a tradeoff in the proposed policy from the president raising the minimum wage. it would raise 900,000 americans out of pof are they and cause 500,000 or more to lose their job. that is a big tradeoff and the white house doesn't want to talk about it. if you listen to the advisor they think the number is term was 0 in jobs lost.

to happen? >> i think most people who watch the races closely have said the september is in peril and the democrats are in peril of losing control of the senate. democrats are defending a lot more seats than the republicans are. and most republican seats are in safe states. you have a handful of democratic seats that are in red states. and that right away would make it difficult. then add in obama care, for example, and it is difficult to defend something that people are unhappy about. >> the point that carne was arguing that obama care will help the democrats. is that playing defense or is that smart politics? once you go on defense, you are kind of stuck. >> that is politically offensive position. >> that is a big point.

you start to drive the negative perception and in the beltway bubble perception is a reality and some degree around the country, if you have victory you sell victory. the democrats are facing a number of issues with the senate and they have members that are getting older and districts in those states and stronger congressional districts for republicans. and christen talked about the map in who is more safe and who is not. the states show better behavior. and not in the safe areas and especially the red states and then the senate seats are going to be in trouble as we have governorships and that translates for republicans if they provide results. >> republicans on one side and democrats on the other on the minimum wage. it could cut both ways to either

party's favor. >> democrats felt the minimum wage is an issue that works for their way and they think it is a political issue. if you look at polls, most americans support raising the minimum wage and they see it as a topic that is popular and fits with the substance of what they believe. >> david, come back to the midterms. >> on the midterms. >> dick durbin talked about we can't keep up with them and he was talking about raising money with republicans. do you get a sense that that is that much energy on the right? >> there is not that much energy on the right but a split down the left. they are competing for donor dollars. whether big or inkremental or

20.16. whatever the case may be. democrats are competing for themselves and there is a split in the democratic party between the long- term democrats and the progressive wing. republicans are being more structural about it and growing consistently and they department get themselves in debt last year. democrats have to get a 10 million bail out from duke energy. it shoes they have not raise the the money and the donors are on the sidelines and we have to follow the money in may and june and see where it shoes up. >> let's talk about the over all agenda and reminding of the 19norelection. president clinton lost the house and the senate, do you see the parallels there? >> ladies first. >> presidents typically don't do had in the second midterm election. and that is baked in the cake.

next. the state legislator said it would help to get the kids on the right track and behaving better; what do you think of that? >> we have done a lot of analysis and research with regard to spanking and a couple of things come up over and over. you are not getting short- term compliance and not getting long- term compliance and only getting aggression. and the whole idea of having someone else spank your child bad enough as you the parent. and after you know, children are afraid of being in school because of the mass shootings and sexual and physical abuse and now to introduce this, to me, this is mind boggling. >> dr. jeff, a lot of states allow corporal punishment of students in schools. 19 states in the country.
