communications could be vulnerable to hackers. a live report coming up. first, though, this fox you news alert and our top story today. the tensions in ukraine are building. protesters have taken over the capital city of kiev. the situation quickly unraveling as the country's president flees the city and all the unrest. effectively leaving the opposition in total control of the government. many of these protesters are expressing their joy over the president's departure and the freeing of his main opposition foe. >> it's great news because she was imprisoned for three years, so it's great political event. and we're very happy. so we think -- also several minutes ago we were told mr. yanukovych is out of power.

so that is why we have very big events and our new leader. so that is doctor we are very happy. >> what will that foe do next? amy cokellogg is following it a of it live from moscow. >> reporter: parliament officially threw yanukovych out of office today. in moscow, they are criticizing both the eu representatives as well as the opposition for not upholding their part of the deal, the truce of course that was signed just yesterday and the lavrov here even lashing out at what he calls extremists for destabilizing the country and threatening the sovereignty of ukraine. in eastern ukraine, which is much more pro russia, a governor and mayor reportedly have fled to russia and there are even reports that yanukovych himself tried to flee. all of this coming from the new speaker of ukraine's parliament.

as far as we know, yanukovych remains in country this eastern ukraine where he said in an interview today he feels much safer and where he plans to remain and try to shore up his support so that, quote, his country doesn't fall apart. he claims shots were fired at his car today, but that he wasn't hurt. and also he is comparing what is going on right now to the rise of nazi germany. his arch rival has been freed and reportedly on her way to kiev yanukovych put her away for corruption. european upca caunion called it excuse for persecution. she says my country with now see the sun again. dictatorship is over. so while you mentioned that the capital appears now to be firmly in control of the opposition and quite crucially the interior ministry and security services are from the opposition and the ministry of defense has said that it is going to be on the side of the people, it's not

going to turn on the people, there are develops in eastern ukraine that are giving rise to some concerns, some of the governors and administrators have met today with top russian lawmakers and they are deciding now to take some administrate testify matters in to their own hands as opposed to answering to kiev until order is restored and that is it give rise to some fears that the country could possibly split. back to you. >> amy, is there any reduction in the violence now that the turnover has taken place? >> reporter: absolutely. right now things are quiet, it's kind of a jubilant mood in kiev on independence square. i haven't heard any reports of violent actions other than lenin statues getting top he willede toppled. there was talk of people trying

to take documents, but there haven't been any reports of clashes. some row teprotesters have been with baseball bats and homemade weaponry but there doesn't seem to be any indication that the police will be back on the square. it seems that for now that is firmly in the hands of the opposition and the protesters. it's just a matter of what happens next. these elections now, the parliament has called for may 25th. effectively the speaker of the house is the acting president until then. but yanukovych says he's head of ukraine. so the story is not over. >> it is complicated indeed. we're glad not to see the frightening and very disturbing pictures we've been seeing all week. those were live shots, folk that you could see of the square that

getting americans back to work is something they all can agree on. it's just a matter of how to create those jobs and how much workers should earn. >> you talk to almost every single -- without question, every governor, one of their top priorities is jobs. and their economy. so even as we look at tax reform or education, we're always looking at how does that translate into jobs of the future. >> create more jobs, stronger job, build a stronger economy, create better opportunity for our children, for other generation of children, even for those adults in the workforce. >> the white house is capitalizing on having so many state leaders in one place. president obama riding the momentum from the state of the union, he continues to push an increase in the minimum wage to $10.10 an hour. he says real action and real results happen at the state level. >> raising american's wages isn't just a good deed, it's good business and good for our economy. it helps reduce turnover, it

boosts productivity, and it gives folks some more money to spend at local businesses. >> but there are two sides to every story. in experts point to the congressional budget office's findings which show the wage increase while it does increase salaries for millions would leave hundreds of thousands without a job. they say it will do more damage than good. >> this is the wrong time to raise the minimum wage, period. we have had a terrible economic recovery. the interesting thing comes from the fact that people haven't seen jobs come back, they haven't seen hair paychecks go up. so the distress is real. this goes exactly the wrong direction. and the biggest proof is that we raised the minimum wage in the last recession and team aged unemployment was over 20% right now. we have priced them out of the labor market. >> president obama will host the governors at the a black tie dinner on sunday followed by a meeting on monday. republican governors will most likely be on the defensive seeing as they feel raising the minimum wage is an issue better left to individual states and the free market. back to you. >> elizabeth, thank you.

well, there is no fallout today from house majority leader eric cantor's call to arms over what he calls president obama's imperial presidency. i have a copy of a memo that he sent to house republicans, and in it, cantor writes, president obama has provided a new clarity as to what constitutes an imperial presidency, declaring that he has a pen and a phone, he has acted to effectively rewrite the laws of the united states. cantor also i writing about his plan to replace obamacare with a new health care program. let's bring in angela and chris. it's great to have both of you here. welcome. >> thank you. >> in this memo, angela, which i read a couple of times to make sure that i got it all right, he says well the gop present bold conservative solutions to what the gop and republicans will not accept as the new normal, which

is that one in six working age men are unemployed. that there are i guess policies and actions that they want to take that will bring growth. what are they? >> well, jamie, they he are conservative policies where americans can keep hormone in their pocket, where it will decrease taxes and give more responsibility to the people. president reagan said the only time man can be free is when government is limited. and with this administration, we've had a presidency that has created more government, more government. however, if the gop's goal is to win a majority in the senate, retain the majority in the house, and ultimately win in 2016 the white house, we cannot go down the path of talking about imperial presidency that the obama administration is an administration of lawlessness because than does not bode well to the american sentiment. >> chris, withere are pages and pages of specific measures that

will be brought up in the next couple of weeks. one of them talks about greater transparency, another one march 3 that they will take up is to make sure that middle class americans have jobs. they seem to address things as specifically the president hasn't. what kind of consideration will it get by the white house? >> well, i think that democrats and even the white house will be open to any good idea that makes government work better or even the affordable care act work better. listen, i read the memo a couple times. the problem i think with, one, the framing of it, the notion of this imperial presidency and how they will clearly be going after the president is just a very strange angle of at being a consid angle of attacks. the president has passed actually fewer executive orders than president bush and fewer than ronald reagan at this point.

>> what you're stating is a fact. every president has done it and the president has done it less. but the president has been out there caught on a mike, i heard it myself, saying that's the great thing about being president, you can do whatever you want. >> yeah. >> do you recall ever hearing another president woes about the fact that they have the ability to pass laws and sir consume vent what is supposed to be equal power in the branches of government? >> i have it is true since the beginning of this country that there has been a tension between president and congress. whether that was a republican president or democratic president. it's true since the days of george washington. but that will never change. >> but there is hypocrisy here. >> i understand that. but at the same time what you're talking about, this is our system of government. >> and i'm not saying that it -- >> constitutional tension between branches of government. >> if you recall, senator obama bashed president bush for executive orders and said he would take washington, d.c. if

he won the presidency back to the american people. the bottom line is this. liberals are very good at insulting republicans, demonizing republicans and negative campaigning and blaming. conservatives are not. what we're good at is solutions. and that's what we need to do is create a concise message, one message, so we can go out to the american people and articulate what -- >> but this memo actually -- >> here is the problem -- >> hold on one second, guys. chris, i would encourage people to read this memo know. it covers a lot of different allegations. and for all the allegations by democrats that republicans aren't proposing solutions, in the next two weeks this congress, they will be looking at substantive measures that address a lot of the issues in this country. let me ask you about this one specifically. the week of march 10, they will address the pen and phone comment that the president made and try to restore the balance of power created by our founders. do you feel that it's out of balance, and if it isn't, why would they raise it, what is the

response from democrats? >> well, republicans are clearly trying to frame the president in order to kind of rally up their base. i get it. the problem especially when you read the memo, i'll take the one point about their attacks on the affordable care agent. and i've said on this program many a times, there are things that need to be changed to make it work better as other democrats have. but you can't simply criticize. even in the memo, they say basically we'll come up with an idea sometime in the future. again, this is the thing that has been going on now for years where they propose their ideas in the future. >> but it's president obama's plan that continues to go on and the changes and delays. back to the measure of restoring power, angela. can you ask congress to pass something like the affordable care act and then not go back to them if you do want to make changes? >> there are regulatory changes that the administration can make where you have provisions in any

e-mail and other communications. brian, no one ever thought this could happen to apple. >> that's right. and at least one expert says this apple security flaw is as bad as you can imagine. affecting nearly everyone who has an iphone, ipad, ipod touch or even a mac laptop or desktop computer. apple revealed a major vulnerability on the current version of its software. the flaw allows hackers to easily intercept, alter and read e-mails, secure log-in information and other personal information that was supposed to encrypted between you and the person or website that you're interacting with on these mobile devices. attackers can most easily get access through open wireless networks. >> if you're at an open network, that means if you're sitting in a coffee shop, doing your banking, using facebook or g-mail and someone is sitting there, a hacker is sitting there, it can make a website look like as if it's facebook,

you log on, they can see every key stroke you're doing. passwords, your contacts, our information you're sending without even knowing it. >> apple releasing a security fix on friday urging users to download the update. if you have an iphone 4 and later generations, fifth generation ipad touches and ipad 2 and later models. but there still is no security fix available for mac computers. >> the facts of the matter is that these exploits now, doesn't matter what device you're using. people have access to an open network, they know how to spoof certain things, you they can get that information. it doesn't matter if you're on an hp or apple laptop. doesn't matter any more. >> doesn't matter. and bottom line, download the update immediately. it's available in your apple settings. you have to go in there. there is no alert that came through. you have to physically go into the settings to download the update. a security fix is expected for mac computers, but up then, be extra careful not to use or

ambassadors to the u.n., rick, thank you so much to joining us. >> sure. >> fast moving is probably an understatement. where are we now with the ukraine? >> well, look, no one should be surprised that the ukraine yap people feel duped by president yanukovych. they saw him and they were fearful of him and skeptical. but he told them in plain terms that he wanted to move the country away from communism and towards the eu. he said he would sign pact agreements and everything seemed to be moving towards the european union. when he abruptly changed his mind after a long meeting with president putin, suddenly the ukranians and specifically protesters and students and capitalists really felt duped. and they took to the streets. so you can't blame them for the about-face for president yanukovych. but what we have now is a very

tense situation where putin and the communists are pushing forward their agenda, and the europeans are not doing a very good job of stating what liberty is all about and the benefits of capitalism. and that is where i think the united states needs to rush in and have this conversation. what better way to show the country and the ukranians that liberty, capitalism and freedom is a greater alternative and a better alternative for them than communism. we should relish that argument. >> but the ukraine is cash strapped. in interacting with viewers yesterday on twitter after an interview i did it where i learned in more detail why russia has so much power over the ukraine, and a lot of it has to do with financial. one of the viewers asked me to ask today, and i'm happy to do it, why is the ukraine broke. >> because they flirted with

communist for too long and that system is broken and we tore down that wall 25 years ago. it's sad we're thousanow having argument yet again. my frustration with the obama administration is that they're not rushing into have this argument. we won will case a million times over. >> say the president gets intimately involved in the situation. putin's a pretty strong figure over there. seems like behind the scenes, he's calling the shots. not really helping the protesters very much. >> well, look. the arguments for capitalism speak for themselves. i think if we go in and we have this debate, to show the people of uhe crepe how to get out of their financial problems, which is to create more opportunities for their people and to have less government involvement and rye strik restrictions, and get rid of communism, will is a no brainer. we should be able to win this argument. but part of the problem is the

obama administration is very slow to recognize the slippery slope. whether iran or venezuela or ukraine, we saw this last fall. >> why is that? >> i don't know if it's because the president is just naive about foreign relations and foreign policies, but, you know, hopefully it is something that he recognizes now. i do have to say i think that this administration, the obama team, has done a little bit better job, although they still have far to go, with the ukraine, they're recognizing that this was a slippery slope that was about to slip into violence and possibly a civil war. and so the president did speak out. but i wish that he would have spoke out last fall when we saw president yanukovych actually turn away from the eu and turn towards putin. that was the moment when we should have had the case made for capitalism. >> a red flag, a game changer. we heard the president was

supposed to talk with president putin. we'll learn more i'm sure this week on what happens as a result. rick, always great to have you you here. thank you so much. we could be seeing some higher prices for fruits and vegetables. california farmers are learning that they can't get federal irrigation water this year because of the drought. now the unusual dry weather is forcing farmers to make tough decisions about which crops to actually plant. let's go live to los angeles. it's tough out withere. >> it's not about which plants that they can actually put in the earth. it's whether they will put any at all for some farmers. just what the problem here in california is, well, look. half the country's fruit and vegetables come from this state. it's also the world's most productive agricultural area.

the new allocations are in the sacramento and san joaquin river delta. half of the river flow collects here. let's me show you the large area affected here. the light blue area is that delta region. everything to the north and everything to the south under the federal allocations that are given out for 2014, not a single farm is going to get a single drop of water. that is absolutely dramatic. and the california farm bureau issuing this statement yesterday saying that they are blaming the government for this. this is what they said in their statement. this crisis is a direct result of 20 plus years of inaction by politicians and policymakers who have failed to at that time steps required to shield california from drought. just a week ago, we had president obama here, he come up with no ideas whatsoever of how to solve the water crisis. water experts saying it's going to become widespread. listen to this. >> some water users with very

welcome back. we're talking about the u.n. security council adopting a syria resolution demanding immediate access everywhere in that country to desperately needed humanitarian aid. and it is needed. connor, as i mentioned, this is something that is very much needed. >> reporter: that's right. but this was a really difficult resolution to get passed the u.n. security council. for the past three years, russia prevented anything passing. there was a lot of back room negotiation the past few days to get this this done. in the past three years, russia and china have vetoed several attempts to condemn the assad

regime. earlier today the u.n. security council passed unanimously this resolution to boost hugh m humanitarian aid. it demands all groups allow humanitarian aid anywhere in the war-torn country, but it really doesn't do anything to stop the violence there. >> this resolution should not have been necessary. humanitarian assistance is not something to be negotiated. it is something to be allowed by international law. >> reporter: in reality, this is a pretty weak resolution. and won't do much to end the fighting or the war, but the process shows just how divided the international community is right now on syria. the u.n. says more than 9 million people are in desperate need of humanitarian assistance. and more than 140,000 people have been killed during the three year long war. international efforts so far to

how about this, a possible break through in the fight against cancer. researchers are working on a new kind of a screening test that could determine which man can get the disease. always does great job for us,

especially explaining something like this. what does this mean, this new study? does it show us we might have a breakthrough? >> i think we will have a breakthrough, but let's go back a little bit and talk about cancers in general. we know for a fact many cancers, whether you're talking breast cancer, ovarian cancer, colon cancer, they have a genetic pathway many times. you know, we talk about family history of cancer and therefore when you talk about family history, there's a genetic mutation you inherited from ancestors. that came when we looked at brak 1 and brak 2 for cancer. prostate cancer is the same and this is exactly what the study has shown. they looked at men and they found that 7% of those men with

very strong family ties to prostate cancer carried at least one mutation of a gene that has been associated with karener iss. so i think these tests need to be tested, proonks but at the end of the day, might become one of the tools that doctors utilize and say, okay, you have a strong genetic history, let's do this. >> it kind of reminds me of angelina jolie and she had that trace of not prostate cancer obviously. >> she had the brach 1. >> they may not know who their fathers are. >> not only that, but family history becomes very important and if you don't know your ancestors, then that limits you. but the funny part -- not the funny part but the serious part is for women that have a brach 1 gene and have a small history,

they may do prophylactic ma textmy so ultimately if they find they have a gene mutation for prostate cancer, they're going do tests for men and see if they have it. i leave those questions for those like renowned dr. ramadi. those are the kinds of challenges that i think all of this jeannetgenetic testing is o be -- >> the bottom line is men need to be pro active. >> that's right. get screening, get blood tests and pay attention to your history. >> that's why it's so helpful that we have a great team of medical doctorses. this is an important study and important to men and the women who love them. that's going to do it for us. i'm jamie colvin. >> and i'm kelly wright.
