as the russian envoy that was at that time talks with the openition and president yanukovych and foreign ministers the other night that led to a deal said that he really doesn't understand how the europeans particularly one day could recognize the legitimacy of president yanukovych and the next day be with what he calls, quote, the nationalist revolutionary terrorists of independence square. now, viktor yanukovych and tymoshenko. she went directly from her incarceration to independence square where massive crowds met her. tymoshenko urged the crowd to remain on the square and ukraine would join the union soon. they called for new elections on

may 25. yanukovych, contrary to reports that he is trying to flee the country, go to russia today, has said he will remain in the country and remain president. he pled the capital, though, to the east of the country where he feels safer. p statues of lenin are yanked down in parts of the country. some will say they will run their own affairs for now until order is restored. that brings up the issue of the possible power vacuum and indicates that they won't be answering some of the eastern regions to the new government, interim government and put together by the parliament. that government does have the backing of the major security services and the interior ministry. this doesn't mean that the eastern regions are going to split off but it certainly sounds quite ominous. >> we appreciate all of your reports. filled with so much great detail. intense situation on the ground and obviously up late for us, 1:30 in the morning there in russia. we appreciate it. what does this drastic change in power in ukraine mean to the

some of the studies propose questions for reporters and news directors, quote, overstep the bounds of what is required. the nation's governors in washington this weekend for their annual winter meeting. facing off on a number of big issues. especially president obama's push to raise the minimum wage. elizabeth pran has been following this story for us in washington. >> reporter: the annual national governors association winter meeting historically geared towards finding common ground. i'm while so many leafeders find themselves on opposite sides of the aisle this year, the theme of getting americans back to work is something that they all agree on. it is just matter of how to create jobs and how much workers should earn. the white house is capitalizing on having so many state leaders in one place. president obama riding momentum from the state of the union kontsd to push an increase in the minimum wage to $10.10 an hour. he says action and results will happen at the state level. >> because even though our economy is growing and our businesses created about 8.5

million new jobs, average wages have barely budged. >> some experts point to the congressional budget offices findings which show inflated minimum wage does increase salaries for millions but also could leave hundreds of thousands without a job. >> not terribly surprising. the idea is that if you raise the minimum wage and costly to employ somebody, no one loses their job and there is no decrease in hiring. here's just nonsense. the more important point is the minimum wage doesn't solve poverty. if you look at the study of all the money that's transferred, only 19% goes to people who are poor. so this is politics trumping good poll. >> i president obama will host the governors in a black tie dinner on sunday. followed bay meeting on monday. republican governors will most likely be on the defense and seeing as they feel raising the minimum wage is better left to individual states and the free market. ed, back to you. >> elizabeth, see you back in washington. you know all those u.s. flags flown at military bases

from the republican house is a number of bills addressing this issue. also, you can expect gop oversight hearings and have them bring administration officials to the hill for questioning on some of the executive actions. most of what they are going to be doing is really just symbolic and however, it is a very -- messaging opportunity for republicans and for eight months they are going to be able to hit the president on this issue and use his administration officials to do it. >> we checked another tape of jay carney and it was on valentine's day. jay carney and i talked on valentine's day together. it wasn't exactly a valentine. here is what jay carney said about the republican attacks. >> there's no question that this president has judicious in his use of executive action, executive orders. i think those numbers thus far have come in below what president george w. bush and president bill clinton did. the matter president was

discussing in his campaign in 2008 was not the number. it was the quality. and the type of executive actions that he believes were not appropriate. >> so i have to put you on that. what he saying is, the quality was in his words, will were executive actions george w. bush did involving the war on terror and the president -- president obama when he came in his first weeks and months in office did overturn. we checked the numbers and president bush had far more executive actions than president obama had. he has a few more years. the numbers will come up. we can bet. on that point i will push you. republican presidents says he used the power more than president obama did. what do you say to had a? >> he has. that's absolutely the argument the white house will continue making. but what they have to be careful of is overreach with the executive actions. that was the criticism that candidate obama was making of president bush. so they have to walk a very fine line here because on the one hand this is the president's --

president fighting not only rest republicans and congress but fighting his image now as a lame duck president. he wants to use these executive actions to do as much as he possibly can. on the other hand if he goes too far, if he overreaches, republicans are going to criticize him. the public might criticize him for it. it is a very fine line that he has to walk, phonily risky for him, but it is a risk the white house has to take at this point because they are hand strung and frustrated and have no other option. >> they also realize, though, their limits when you do some of the executive actions. on one hand republicans say these are crazy. they are too much. they are overreach. on the other hand, one of the executive orders the president did is kind of -- is weak. it is about the minimum -- raising minimum wage for federal contract workers. people don't know the fine sxript does not take effect until 2015. while it may seem out of control, some of these moves are actually kind of wimpy. >> to use your word, kind of wimpy. can't do a whole lot with most executive action.

some of the more -- some of the more extreme executive actions that can be taken, for example, stopping deportation, illegal immigrants, which is something a lot of progressives want the president to do because congress won't be tackling immigration reform like they -- later this year. some of those would give him a pushback from the public and pushback from republicans. you know, the wimpy ones are the safer ones. he still looks like a lame-duck president. it doesn't really solve the problem. >> you make a great point. there are limits to the executive actions because they don't have the full force of law behind them. great insight and we appreciate your coming in and hope you come back. have a good weekend. new developments in ukraine's political crisis. the president's former vice president joining anti-government protesters. these pictures have been powerful all weekend.

ukraine's political crisis is drastically escalating. protesters taking control of the country's capital and the parliament voting to remove president hryshchenko. he calls this a outer loop. tymoshenko is telling protesters they should continue to hold demonstrations. she says that she's going to run for president. jinx me now, former ambassador of the u.n., john bolton. senior fellow of the american enterprise institute. thank you for coming in. dramatic developments overnight and through today. i want to start by -- you are

someone smart on these these issues. what are america's interests here? >> ukraine is a large country. over 45 million people p.m. it was once called the breadbasket of the soviet union. whether it moves towards the west or falls back into russia's orbit has huge political, strategic and economic consequences for europe and the united states. there is a lot that may seem obscure about ukrainian politics involved here and hard to understand. from the u.s. perspective, this is a very, very important development. >> you have been inside of the republican administration. walk us through what -- what kind of phone calls are happening to president obama, susan rice, you were the u.s. ambassador of the u.n. what are dash what are they talking about? what should they be thinking about? walk us through what this administration needs to do to figure this out. >> well, i can tell you what they should be doing. i can't vouch that this is what they are doing. but the -- united states and

europe lost a huge opportunity in 2008 when the europeans opposed the u.s. proposal to bring ukraine and georgia on to a definite path to nato membership. right now you have got a vacuum in the capital. the opposition appears to be in control of the capital but it is not at all clear the president yanukovych accepts this. what we should be doing trying to find out what is actually happening and especially putting pressure on vladimir putin and a russia -- perhaps not to stop their interference in ukraine but to minimize what they are doing. because while i don't think that it is likely the country will break in would, it is possible and russia's role here could be critical. >> they were talking about how there will be new elections at some point. how important is it that those election monitors that the u.s. and our allies have some say,

some oversight here, to make sure had a these are -- the elections are not run by folks who are hand picked by vladimir putin? >> i don't think it is an all-year there will be elections. i think what's noteworthy here is that the deal brokered by the lee european foreign ministers is completely off the table at this point. i don't see any prospect that the opposition will accept yanukovych back into kiev as the president. i don't see any possibility that he will accept the opposition that his russian back verse called fascist to see them in any kind of a deal. that's why this is a very dangerous situation here. what plays out in terms of who takes control of the country the opposition is divided among itself. it is not at all clear what the next step is. >> i have 30 seconds. i heard you a couple of days say that u.s. sanctions might not be the right idea because actually a lot of people -- both parties calling for it but it might back pyre and actually force the ukrainians further into putin's

hands. >> look, a few weeks ago, putin put $15 billion of aid to the yanukovych government on the table. that's his bid to bring ukraine towards russia. i don't think that sanctions are the way to go. i think we immediate on show the ukrainians they can have a defense relationship with the west and an economic relationship. that's the kind of incentive they need to hear. not sanctions. >> thank you so much. john bolton, we will have you back soon. we appreciate your insight. that does it for us. i'm ba i'm back for another hour of news starting at 6:00 p.m. eastern. we will see you then. . ♪
