live from our moscow bureau. amy? >> reporter: it seems that moscow is distancing itself already from the ukraine. the finance minster actually suggesting that ukraine apply for a loan from the ims to help bail it out and avoid default, adding that "we wish ukraine well and wish them a rapid resolution to their stabilization, basically sounding like they are putting ukraine to the side. parliament voting as speaker and active president. they are putting new people into post and firing others. they are putting out arrest warrants and a lot of people in the protest camp and new interim government are asking for retribution. it was a largely rapped crowd. she was freed by ukraine's

parliament. she was serving a sentence for abuse of power, but many believe it was politically motivated. her release is an important step forward in view of addressing concerns regarding selective justice in the country. victor is considered to be in hiding and an aide said he was in eastern ukraine, but the border guard said he tried to flee the country and was prevented from leaving. there were huge traffic jams which the public has not let itself into. they are claiming the reach outs and people wanting a glimpse of how the leader lived. they put themselves in charge of the square, arming themselves with shields just in case, but the security services have not given an indication that the riot police will not return to the squareful all of the security services and armed forces seem to be on the side of the opposition and supporting

we see what's going on in independence square. at this point that's a very tiny piece of a bigger picture. we don't know why the government fell apart. it could be panic, it could be that the services wouldn't back him. it could be he lot of confidence to russia. whatever happens now, the focus in the immediate near term is on the opposition and whether this very divided opposition and kabul together with a form of government to get outside. i don't think the russians have given up at all. i think they are making it clear they are not going to provide assistance until they get a government that looked favorably on russian interest. >> they canceled the promise at $15 billion that started all of this in the first place. putin can't be happy. >> i think he is unhappy during

to full promise? >> she will be important, no doubt about it in the politics going forward, but i think it's still unclear. you cannot look at the heavy population in the southern and eastern ukraine that speaks russian and may be ethnical ukrainian, but the decisions are very deep and russia is interested in making sure they do not sit out. they remain much stronger than the weak european interest. in effect with the $15 billion, putin launched a bidding war. we will see how much the european union is prepared to put up. >> in june, there is a group of eight meeting in sochi where putin meets with president obama. what do you predict for that

meeting and will this be sorted out? what do we have to watch out for with our interest in. >> it's unclear whether we will know the out come by june. the u.s. has a huge interest here. some people even in the republican party who say it's a long way away and we don't have any interest. it used to be the bread basket of soviet union and it has huge potential. we wanted it moved in the direction of west and not falling back into vladimir putin's efforts with the russian identity in the former soviet union. i'm afraid it's not up to the task. the united states has been largely absent from the field. i think if we want to move in the ukraine and western direction, we have to step forward. the thing i think is most important is for the united states to make it clear. we see ukraine's future as being

governors are gathering in washington for the governor's conference for the annual winter meeting. they are stressing bipartisanship and pushing the need for flexibility from the federal government to get things done. joining me now from washington with more on the conference. >> good morning and the big thing we have been hearing from democratic and republican governors is that they think it's important for leaders in d.c. to have their back. that includes republicans to want president obama to regulate less, thus allowing more freedom to make state-specific decisions. >> i think the basic message is more freedom and flexibility. whether it's health care or transportation or education. i truly believe that the cure necessary will be more from the capital than it will from the nation's capital.

>> some of the democrats in town are accusing the republican counterparts of putting policy into place because they don't like president obama. pointing to efforts of the affordable care act as an example. they said that kind of a political grudge ends up hurting more than it helps. >> we have seen the republican governors get elected in 2010 and failed economic policies that have not created jobs for the middle class and refused to raise minimum wages and instead of cut taxes giving goodies to the wealthy and charge it to the middle class. while they have, they have been distracted by the same social agenda that absorbed the tea party in congress. >> president obama and vice president biden will host the governors here in d.c. for a formal dinner in the state

from manipulating ukraine from their benefit. >> the president needs to up his game and send a clear message to putin not to interfere in what is happening in ukraine. let the ukrainian people determine their future to ensure there is no interference in their sovereignty and this is an important time to do that. >> russia and moscow will continue to pressure ukraine and the trump card they own is natural gas. gas from these countries and when putin doesn't like their behavior he cuts it off or raises the price out of sight. he has the power to pressure. we have to do everything we can to encourage ukraine to move forward peacefully towards democracy and understand putin has been a threat for many decades. >> historically that is so. joining me now is chris wallace. great to have you here.

>> happy to be here. >> it's true that putin turned the gas off and manipulated an economy that is very fragile and they are very much in debt. at this point what referage does the president have and what did you learn? >> with president obama? >> yeah. >> there a couple of things that i thought was interesting from the commends that are despite the fact that the protesters have taken over the streets of the capital. you got these two leading foreign policy efforts who say it's not over yet and they say particularly after the olympics and the public focus on putin goes away and he will come back whether it is to pressure the country or split off the more russian-leaning eastern part of the country. what they said, both senators said that president obama and the european leaders have to come back much more forcefully. remember what ended up moving

jan cove itch was a bailout plan from the kremlin. the west has to ante up now and they said we will benefit if you stick to the west. >> why is that not the eu's job? >> it's primarily the european part, but the president also can play a role in that. as we have seen, up to now, one of the reasons we ended up in this mess is back in november, the ukrainian president split off and they were about to sign a deal and offered $15 billion from the kremlin that president obama was missing in action. the president has a role to play whether it's rhetoric or finance to make sure that the ukraine knows that the future lies to the west and not the east. >> that is an argument that may be tough to argue and convince. i know we will get perspective

. >> we are learning more about the take down of one of the world's most wanted drug lords. joaquin guzman napped by usn mexican authorities at a side resort in mexico. they were tipped off to guzman's whereabouts by machines of his own team who were also arrested in a separate raid earlier this month. away he goes. >> disappointing and frustrating news about the american held hostage. they sorry suspending talks with the united states. the 27-year-old was from idaho and the only american soldier held captive when the negotiations were ended trying to free him for more than 4 1/2 years. centered on the possibility of exchanging him for five taliban

captives. the sergeant is from idaho and apparently he walked off the base. what is his future? live in the mideast bureau with the latest. >> the taliban and the united states have been engaged in talks on and off for the past few years, but the talks are centered around two subjects. peace negotiations to bring an end to the war and also a prisoner exchange for them. the 27-year-old army sergeant walked off his base in 2009 and has been held captive by the taliban since then. today the afghan taliban said they were suspending all talks with the united states because the complex political statement in their country. the taliban did not explain, but they said there a lot of groups involved in the peace negotiations and prisoner exchanges including the taliban and the pakistani and the afghan

government and the united states. they encourage them to be held in pakistan. it's likely to be the pakistani and not the afghani taliban that captured him. they have different leaders and very different goals that complicated all negotiations. all of this comes as the white house is waiting on hamid karzai to sign a long-term agreement that the taliban can decide how many troops they will keep. he refused to sign this agreement and it's not clear what type of military presence the united states will have after this year. they will elect a new president in april and all of the major candidates have said they support a u.s. presence in afghanistan post 2014, but the ta was a really bad speller? your word is...cow.
