tonight, why there were no warning signs. also -- >> this is the world's most notorious drug lord that got taken down. he's really the godfather, if you will, of the cartels. >> a joint operation between the u.s. and mexico as they hunted and captured the world's most wanted drug kingpin. el chapo guz man, responsible for a quarter of all the illegal drugs that enter our country. now word the plan is to bring him across the border to face american justice. >> i'm harris faulkner. all eyes on the russian president, vladimir putin. as you know, he and the obama white house have a frosty relationship. but how russia deals with a newly forming government next door in the country of ukraine matters to the united states and nations around the world. so we're waiting. and watching. to see what happens next. for the most part, the anti-government demonstrations have quieted. and the road to get here, though, has been bloody.

100 protesters died in one day recently, but earlier today, the country learned it has a new acting president and plans for fresh elections are in the works. the former president was booted. he's now somewhere in eastern ukraine, but he vows to stay in power somehow. the 46 million citizens are dieded. some want ties with the west, including europe and the u.s. others are loyal to the east, and fears remain that the country could actually split in two. and there are questions again about what russia's president will do now. he actually liked ukraine's expresident. and in america, a call for president obama to get tough with the russian lyeader. here's new hampshire republican senator kelly iyoety. >> i believe he needs to send a clear, unequivocal message to putin not to interfere with what is happening in ukraine, to

allow the ukrainian people to determine their future, to insure there's no interference in their sovereignty. >> mike emanuel is live with the news in washington tonight. mike, what's the latest from the obama administration on what's unfolding there in ukraine? >> well, harris, secretary of state john kerry spent a lot of time this weekend on telephone diplomacy. kerry called russia's foreign minister sergey lavrov again this morning and we're told he said the u.s. remains ready to work with members of the international community to support ukraine and its people, and kerry expressed a hope that the russians will help. today, the president's national security adviser susan rice talked next steps. >> we want tosy a deescalation of violence. we want to see constitutional change. we want to see democratic elections in very short order. and the opportunity for the people of ukraine to come together in a coalition -- >> the united states -- >> and rice clearly said the united states is on the side of the ukrainian people. harris. >> what was interesting on fox

report last night, we had a grn reporter talk with us from kiev. he says, you know, once the olympics are over, we could see some changes. we could see the russians reengaging somehow. lawmakers here are concerned with the russians meddling or worse. >> no question about that. and there may be a tug of war with the united states and europeans on one side and the russians on the other with americans hoping ukraine will move forward with western values. senator bob corker, the top republican on the foreign relations committee, says the united states should insure ukraine remains one country and their territorial and political in integrity are maintained. senator john mccain has an eye on moscow. >> what does putin do here? the message has to be sent to him to let the ukrainian people determine their own future. and a partition of ukraine is totally unacceptable, and we need to act as immediately to give them the economic assistance that they need based

on reforms that are going to be required as well. >> senator mccain predicts it's going to be tough sledding in ukraine, harris. >> mike emanuel, thank you very much. now to afghanistan and the discouraging word that talks have broken down over the release of an american soldier. sergeant bowe bergdahl has been held captive for nearly five years. he's 27 years old, from idaho, last seen in a video. reports the taliban has been negotiating with the united states to release him in exchange for five taliban soldiers being held at guantanamo bay. and now, we're hearing that may have actually been the best chance of bergdahl finally getting set free. now, the taliban has stopped talking. conor powell with the latest from our middle east newsroom. >> harris, efforts to secure the release of bowe bergdahl have hit a road block as the afghan taliban announced today they're suspending talks with the united

states because of the, quote, complex political situation in afghanistan. the 27-year-old army sergeant has been held captive by the taliban since june of 2009. when he walked off his army base in eastern afghanistan. bergdahl is believed to be held in pakistan and is most likely in the custody of the pakistani taliban, not the afghan taliban, who captured him. the taliban did not explain today's statement, but as talks have progressed, there are a lot of different groups involved, including the pakistani and afghan government and several different taliban factions, which is only complicating negotiations. now, all of this comes as the white house is waiting on afghan president hamid karzai to sign a long-term security agreement between the two countries so the pentagon can then decide how many troops america will keep in afghanistan post-2014. karzai has refused to sign the security agreement, and right now, it isn't clear what type of military presence the united

states will keep in afghanistan after this year. harris. >> thank you. fox weather alert. severe storms hitting much of the gulf coast tonight, bringing heavy rain and lightning. in florida, the daytona 500 is delayed because of the weather. a tornado warning was issued earlier today just 25 miles from the racetrack. meteorologist janice dean is live for us in the fox news center. when we were on the air a couple hours ago, you said there still severe thunderstorm warnings very close to the track. >> absolutely. the good thnews is, harris, this have quieted down, but we have the potential for heavy rain and lightning through the evening as this frontal boundary remains kind of stalled. this is the same boundary that brought the severe weather last week. so it's hanging around, and with it, the potential for heavy rain, certainly flash flood watches and warnings will be posted through the evening. especially across north florida, but in the daytona area, we have a period of drying.

we'll see if we can get the race in over the next several hours. looking at the forecast radar, most of the precipitation in the storms north of the daytona beach area. we'll keep a close eye on that. throughout the work week, we'll see the potential for heavy rain all along the gulf coast, including the sunshine state, as we monitor this region and the other big story is another arctic blast. we have to tell you about this one because it's going to bring temperatures 35 degrees below average in some cases across the northern plains, upper midwest. 14 in minneapolis, 24 in chicago. but the real, real hard core cold is going to be across the northern plains and upper midwest as the system pushes through along the arctic cold front with temperatures and windchills minus 25, minus 30 degree range. again, watching this other arctic plunge and the potential for more snow in the forecast across the northeast and the mid-atlantic. so winter not over yet, harris. the very latest. >> my least favorite four letter word this winter, snow.

restaurant chain as people began falling ill. something was choking their breath. it happened at a seafood restaurant on long island, new york. we have confirmed one person is dead. at least 20 others are sick. witnesses said everything seemed normal and suddenly they were dazed, confused, and feeling awful. >> they didn't give us a reason for it. they just started telling everybody to get out. and then we all just went out, and as soon as we got out, everybody started talking amongst each other and we found out it was a gas leak inside. >> emergency crews initially responded to reports of someone falling at the restaurant. of course, when they got there, they realized they had a much bigger crisis. carbon monoxide was leaking into the air. the person who died was the manager. some people were treated for mild poisoning at the scene. others were taken to local hospitals with more serious symptoms. police say the leak appears to have originated in the heating system and they feel it's confined to the restaurant's basement at this point. brian is in our new york city

newsroom. >> harris, carbon monoxide poisoning usually happens in homes. rarely do we hear about it happening at a mall or restaurant. but the restaurant in the mall in huntington station, new york, police say 55-year-old restaurant manager steven nelson died and 27 others were taken to area hospitals after being exposed to carbon monoxide. the local fire chief says it appears to have been leaking from a broken water heater flew pipe system in the restaurant's basement. once authorities arrived, they started feeling light headed and naushess. suspecting a carbon monoxide leak, they evacuated the restaurant. it does not appear the leak made it to the restaurant where the customers were. those sent to the hospital were employees, police, or ambulance workers. >> when kwl came out, there were a whole bunch of ambulances everywhere. they were telling everybody to come and get checked out. and it was just bizarre. the day was normal, they would find.

>> carbon monoxide is odorless, colorless, and it kills. more than 400 people die every year from accidental poisoning, and more than 20,000 visit the emergency room. >> it's to the blood red cell and you can't get oxygen. it's like a form of internal strangulation. your tissues are strangling from a lack of oxygen. >> a scary situation. there are 25 state laws that require carbon monoxide detec r detectors in certain residential buildings and schools, but there appears to be no law requiring general businesses to have detectors. >> brian, thank you. also in maine tonight, a carbon monoxide leak at a motel. it sent seven people to the hospital. a local fire department there says the leak is confined to a single building that has been evacuated. air testing shows gas levels were nearly ten times what is considered safe. the building did not have detectors for that, and it may

how mexico nabbed one of the world's most notorious drug cartel leaders.

el chapo guzman busted this weekend after he escaped from prison more than a decade ago. he was mexico's most wanted fugitive, responsible for supplying one fourth of the drugs crossing over our southern border with the country. chicago blames guzman for the drug trade there and named him public enemy number one. we haven't called anybody that since the gangster al capone. it's believed guzman and his family have stashed away a billion dollars. there's now a push to get him extradited to the united states. dom, when will we see him going to court? >> really good question. and in which court would that be in? you know, the united states have had a $5 million bounty on his head for quite some time. there are two federal grand jury indictments against him for moving vast quantities of cocaine and heroin the to the united states over years. big problem is he managed to escape from prison in mexico back in 2001. carried out in a laundry cart,

and u.s. lawmakers here are saying perhaps the united states is the only place that if convicted he could safely carry out his term. in fact, they're calling for that. listen. >> i would ask that the mexicans consider extraditing him to the united states where he will be put in a supermax prison under tight security where he cannot escape. and be brought to justice with a life imprisonment sentence. >> well, it's most likely he'll be tried in mexico. after all, that's where he was arrested, but the pressure on the mexicans by the americans to actually get him across here, it has happened before. earlier, just last year, it was, was warned trafficker who was linked to guzman's group that was extradited from mexico and is expected to serve time here. >> certainly, there are more than one cartel down in mexico, but this sent ulloa group was huge. if you take away the leader of

that, what happens next with that cartel? >> when you're dealing with a multi-billion dollar car tell, there are secession plans in place. although if he does get convicted, guzman probably will continue to run the cartel from jail, whichever country that jail happens to be in. big problem here though is so much rivalry between the drug cartels in mexico that hundreds of thousands of people have died in cartel related violence, and now his capture could create a power vacuum that could escalate violence there. either way, catching a kingpin like this will mean the other kingpins will have a nervous eye over their shoulders from now on. back to you. >> i would imagine they're looking at their own security guys. from what i'm reading, his security guards actually turned on him after police picked him up. >> yeah, and that was just a week ago. so clearly on the inside, they were feeling the pressure. and yeah, looked like intel from the guys, which by the way, a lot of the intel for guzman's capture came from the u.s. dea and homeland security, so yeah,

absolutely. they're going to up their security and be nervous. >> dominic, thank you very much. well, we now know the pilot was practicing when his plane went down nose first. it's our top story as we go across america. >> georgia. >> just a big thud, and people screaming, calling 911. >> witnesses say the pilot appeared to be rehearsing takeoffs and landings when another plane crossed its path. he made a sharp turn and that sent the small aircraft crashing into a field at an airport in the western part of the state. the pilot and copilot died at the scene. a passenger died at a local hospital. the faa is investigating. texas, a suspected drunk driver plowed into a 7-eleven convenience store. no one hurt, but as you can see, the passenger is clearly shaken up. police say sobriety tests at the scene showed the driver was

intoxicated, but the business owner says this is not the first time somebody has crashed into his store. minnesota. the outer ring of the metrodome came crashing down in the last phase of demolition. there was one snag. a section collapsed out of sequence in the controlled explosion, forcing the crew to revise their plan a bit. a new stadium is scheduled to be built nearby. colorado. girl scouts now being told to steer clear of marijuana dispensaries. remember, we told you about one girl who was enjoying big cookie sales after setting up outside a pot shop in california. now girl scouts of colorado says that's inproement, but others thing it's a brilliant business model. >> if it's safe, go for it. i'm sure they'll sell a lot of freaking cookies because people get high and want to eat food. >> and that a fox watch across america. >> national security adviser susan rice is defending herself

temptations of power and to instead embrace humility. and the governors of every state in america in one place this weekend, talking common problems, including the impact of the affordable care act/obamacare, and fighting unemployment or perhaps fixing it with some jobs. we'll see. peter ducy has more tonight from washington. peter. >> harris, now less than two months away from the first ever open enrollment deadline, governors across the country are split about how big a footprint they want the affordable care act to have in their state. >> i don't think the measure's success in government is how many people are dependent on government. i want people to no longer be dependent because we help them get good jobs. and that's part of our philosophy. >> in my state and other states, the republican governors because they don't like the president, because they want to make a political point, are hurting their constituents. >> the federal minimum wage is another hot topic this weekend. most democrats are with the

white house, pushing to raise the minimum wage to $10.10. >> we know that in our state, almost 60% of people earning a minimum wage are women. nationally, only 12% of people earning minimum wage are teenagers. we know that the vast majority of people earning minimum wage are trying to raise a family. >> republicans want the white house to stay away from state capitols and leave policy decisions to governors. >> the basic message is more freedom and more flexibility, mr. president. whether it be in the area of health care, in transportation or eblgicatiducation. i truly believe the cure for what ails the country will come more from our nation's state capitals than it ever will from our nation's capital. >> on saturday night, president obama will host the governors in d.c. during a formal dinner in the state dining room. harris. >> peter, thank you. president obama argues quote, the overwhelming majority of americans think that raising the minimum wage is a good idea, but some worry his proposal would kill american jobs with

basically, what the cbo report, congressional budget office reported this week, more importantly, though, what we have is neither party pushing, let's go to the economy, let's have more jobs because in higher incomes because it's growing. it's all politics, the democrats want to get away from obamacare so they're doing minimum wage because it polls well. and the republicans, i don't know what they're doing. john, you could explain. >> they're saying no, pat. >> just saying no. >> for people that may have an issue with jobs, but for politicians, it's not. >> they have their own jobs, they don't care. they're happy with their own situation. the republicans this week came out with their 2014 agenda. and it did not mention private sector job creation. not one peep about it. now, this is what we republicans believe is the engine of the economy, is the private sector growing to create, including to create tax revenue. yet they don't want to talk

about it. >> minimum wage, let's put it up on the screen so people can see what the president is talking about. and this is for a certain group of federal workers, although he wants to see this feather out across the country. he's hoping states will pick it up. currently, $7.25 an hour. he's proposing $10.10. pat, you're saying it's kind of a placebo. >> what pat was saying was basically correct, as john. bottom line, cbo says we will lose 500,000 jobs. 900,000 people drawn out of poverty. 16.5 million will see their quality of life improve. but it is not a job creator. we have no strategy to reform the tax code other than congressman camp, who is being squashed by his republican colleagues, who wants to propose tax reform. the democrats have a purely, harris, pro-democratic entitlement budget that doesn't seek any common ground and has

limited funding for job creation. bottom line, there isn't a job creation strategy in a country that desperately wants one. >> where is the idea? >> the idea is going to come somewhere. it's probably not coming from washington. it came -- i brought this up to you before. 1979. the republicans are down and out like they sort of are now. and a couple young congressman, jack kemp and stockman and a couple other guys came up with the kemp-roth tax cut bill. that thing a year later helped elect reagan. helped probably revive the economy for a generation. and there's going to have to be something like that, an incentive for private sector business owners to hire people. >> and the important point is that these politicians in washington in both parties skr their eyes only on one thing. their jobs, as you said, how to get re-elected. neither party really wants to propose or cares about what is happening outside the beltway because the beltway is totally

detached. the washington beltway is totally, that is truly versailles on the potomac. >> it's interesting because i'm seeing people agree with you on twitter. tim slogan says this, or tim sloan, excuse me, tim. if americans are now relying on the government to create jobs as opposed to the free market system, the american dream is over. >> it is over. you look at the polls. 80% of young people, indeed americans, are saying it is over, and that the lives of our young people will be more difficult than their parents. >> we can't accept that. so what can be done? >> i don't think it's over. i think it's harder to achieve, which is the american dream dying. i'll give you that. >> the key currency in our society, and bottom line, for most people, hope is gone. >> the primary cardinal tenet of our civic religion is that you give your children better than you had. the american people know that's not true. i have often said if you kill that, you will -- there will still be a united states, but

there won't be an america. somebody is going to step up and speak to this. somebody is going to get up and say, this is an outrage. these guys feathering their men and women in washington feathering their nest, taking care of themselves while the country declines. >> suffers. >> while the country goes into a slow-motion decline, is not acceptable, and somebody is going to speak to this. >> a candidate is going to say it is probably going to have to come from outside the establishment of the two parties. >> the polling we have previously looked at has shown 46% of americans identify themselves as independent. that doesn't mean they're tea party, doesn't mean they're libertarian. they're not democrat or republican. >> it's almost two thirds the american people. alienated, nonpartisan, and looking for something outside. >> someone who calls himself the wise one on twitter, says i believe republican governors are interested in creating jobs and their state's employment data confirms this. you saw scott walker talking about this. what are you thoughts?

>> they're more intune with their populous than the people on capitol hill are. i agree with that. i think you usually consider the states the laboratories of new policies. maybe out of these states, like wisconsin, michigan, ohio, maybe an idea or a man or woman will emerge. let's be hopeful about that. >> all right, let's talk about benghazi now. and these comments from the national adviser, susan rice, on nbc. she was on "meet the press" today. that information turned out in some respects not to be 100% correct, that were in her talking points. can we watch that and then we'll get some response. >> that information turned out in some respects not to be 100% correct. but the notion that somehow i or anybody else in the administration misled the american people is patently false. and i think that's been amply demonstrated. >> what she's talking about is she went out there on multiple networks, gave these talking

we're told. and here's some of the chaos. things have quieted down a little bit, but we had one day where 100 protesters died recently. this has been a tough revolution, if you will, revolutionary process. the former president somewhere in eastern ukraine, we don't know where tonight. that's a live look in kiev. that square has been pretty active over the last couple weeks. the critical point now is what happens. do people who align themselves with the west, who want to elect a new government, what happens with them versus the ones who are right next to russian, the eastern part of the country? what if russia steps in and says we want it this way? >> already, there have been soundings from southeastern ukraine of russians, 60% russian, inviting the russians in, as they were, quote, invited into georgia. bottom line, despiriting ukraine in most of the country is a people who share our values even if we have not been particularly present. what will be do, harris?

is -- in kiev, is people, and i'm going to go back to something doug and john were talking ability, american values at work. these people in the rest of the world, young people in particular, are saying we're not putting up with this, and we're put our lives in this. in this country a populous equally dissatisfied with its political class and leadership, we don't have the same overtoppression, but we have a very soft oppression of complace aenls and corruption. in the american people, what you're seeing there, they need their own outlet for that, but it is a warning. that was a great tweet question because it's coming. >> doug, your thoughts? >> my sense is that there is a cold war going on that the russians are fighting and we're not. but more particularly, america could see the same sort of division, harris, that has happened in crew crane. we haven't had it. we had the tea party in 2010. but bottom line, there's so much anger in this country.
