"hannity" starts right here, right now. so today, the administration decided to slash america's military, raising major concerns about u.s. national security. earlier today, defense secretary chuck hagel announced the proposal which would shrink the army to pre-world war ii levels. watch this. >> the army must accelerate the pace and increase the scale of its post-war amount. today there were about 520,000

active duty soldiers which the army had planned to reduce to 490,000. however, the strategic choices in management review and the qdr both determined that since we are no longer sizing the force for prolonged stability operations, an army of this size is larger than required to meet the demandings of our defense strategy. given the reduced budgets it is also larger than we can afford to modernize and keep ready. we have decided to further reduce active army duty strength to a range of 440 to 450 soldier. >> here with exclusive reaction, former vice president dick cheney, good to talk to you. >> good to talk to you, sean. your reaction? dangerous? >> absolutely dangerous. you know, obviously, i have not been a strong supporter of barack obama. but this really is over the top. there is enormous long-term damage to our military.

they act like it is highway spending and you can turn it on and off. the fact of the matter is he is having a huge impact on the ability of future presidents to deal with future crises that are bound to arise. i told sean about the story of desert storm, after we won, first thing i was, i called president reagan and thanked him for what he did back in the '80s to build that magnificent force for what we did in desert storm. i can tell you there will never be anybody to thank barack obama for what he has done with the military. just devastating. >> i'm looking at the smallest u.s. army since 1940. and i'm looking at the world and the current conflicts. the president drew the line in the sand with syria. obviously, we have the rise of al-qaeda and north africa, still in the middle east. we're told. north korea, iran, we don't know. china has been having a massive military build-up.

are things more dangerous or less dangerous? is it more likely we'll need troops in the future or less li likely? >> well, that is one of the strange things about hagel's statements, he said we're re-focusing the achievement opportunities for a would that is growing more volatile and inpredii unpredictable and devastating to the united states. that would lead me to think we need to strengthen our military, not cut it. i think it is a reflection of the basic military, that he always wanted to cut the military. and he said, when they went to cairo on that famous apology tour back in 2009 he believed, he apologized for our over-reaction to the events of 9/11. and today he is fixing it where it will be almost impossible for future presidents to deal with that situation.

>> you know, i think the under-reported statements made by secretary hagel, he said it means we're entering an area where america dominance in the seas and skies and air can no longer be taken for granted. now, why do i imagine if america is not going to fill that area, it will be somebody not favorable to our interests. >> well, a strong america and equipped, a strong america is a danger to international peace and stability, seems to be, and just the opposite is true. history teaches us that the world is a safer, more stable place when the united states is strong and is prepared to use that strength when necessary. the way i read this, they're basically making the decision in the obama administration that they no longer want to be dominant in seas and skies and space. and their budget reflects that. radical cuts, in terms of

structure and size. this notion that we no longer want to have a force that is capable of any sustained occupation of a foreign territory is -- that is a basic fundamental decision that drives, supposedly justifies this. but lots of times you don't get to make that choice. circumstances make that choice for you. and the president will have to decide how he deals with a particular crisis. and if history is any guide, it often does involve military and army capable of that kind of activity. >> did you see the gallup poll showing for the first time that more americans believe the president is not respected by other world leaders than believe he is, by a percentage 41% believe he is respected, 53% do not think he is respected? >> right, i did see that. the other thing i know for a fact, i keep in touch with some of my old friends i used to deal with in the middle east, they no

longer have any confidence at all in american security. they absolutely don't trust that america will keep its commitment. including the israelis, saudis, they peddle this line now we'll be involved in asia, but it is driven by budget considerations. he would much rather spend the money on food stamps than he would a strong military or support for our troops. >> pretty frightening. >> thanks, dick cheney. >> thanks, sean. and colonel peters, welcome back to you. i want to go back to this under-reported statement. quote it means we're entering an area where an america that dominates in the seas and skies, is no longer guaranteed. what is the world like without

us being dominant in those areas? >> well, it is a much, much uglier world. and i think hagel will use that excuse to fund money to a political strategy. an excuse to get money in the home districts. but chuck, my problem with hagel's sleepyhead speech today is there is no strategy, other than a political strategy. when i look at it, for instance, the vice president just talked about the pentagon's notion a and the obamacare's notion, well, we want to cut the army so we won't be able to do another long-term occupation, that is like cancelling your fire insurance to prevent fires. the most versatile insurance we have for long-term stability and for long-term activities around the world remains the individual or soldier or marine. and what i want to see is a balanced force that makes sense and oh, by the way, you notice hagel didn't mention today, he talked about preserving the

industrial base. he did not talk about the defense industry responsibility to the taxpayer. >> to get your reaction, pre-world war ii levels? little frightening. >> it is very frightening. decline is a choice. and the colonel is right. this administration, if there is one policy that came out of thi obligation, american responsibility, tying our own hands and tying the hands of future presidents in an ability to address whatever threat may be. everyone involved in this policy-making decision, barack obama, joe biden, chuck hagel, they were all the ones that opposed the surge, never again. they don't want a prolonged landwork, but guess what? the enemy gets a vote. we don't get to always pick the next threat. so to reduce ourselves so we can't address it is foolish. there are plenty of ways in the pentagon involved in going after it. but this lacks coherent

>> in my opinion, clarence thomas is a very prolific uncle tom. >> all right, joining me now to talk more about his confrontation, patriot radio host, and democratic strategist, richard fowler. you were there, you confronted him. he stands by his ignorance. >> not only does he stand by this, but as we'll see as we play out this story, sean, it is more about exposing ignorance, hypocrisy, bigotry, the difference here is that alvin holmes is somebody who uses this. he is smart enough to use it because it plays to something that matters to them, which is frankly the dishonesty in this when you think about somebody who knew martin luther king jr., who has been in the house in '74 in alabama. who has been through the tough times but yet continues to argue

back then what happened pre-civil rights, not now. >> all right, let's continue, you asked him about the comment, the inter racial comments, the tape where he pushes off the blame. >> you introduced the bill, you made a statement about his marriage to a white woman. >> because there were members on the floor who were saying -- >> what members were saying -- >> many of them, many of them. >> so you reflected members on the floor who were saying this about his marriage, were these members democrats or republicans? >> both. they're not only had -- they not only said it this term, they said it last term. >> would you care to identify some of these members? >> well, i don't recall exactly what did it, there is 105 members in the house of representatives. and right offhand, i don't recall exactly who stated it. but i wouldn't dare to say something like that.

>> wouldn't dare but widely reported he did. >> right, and to be fair it was not a clear attack on clarence -- justice thomas' marriage to jenny thomas. but here is what you take away from that segment. he says many members are saying this. i asked this to the alabama representatives who are the republicans and democrats that are making statements about clarence thomas' marriage to jenny thomas. and when you confront or question or redirect, it is kind of a dodge. you look at the body language in this, there is a disingenuo disingenuousness that is there. >> watch this. >> if you're going to get to be a united states senator and you have lied. and every position you take is a position that the white folks tell you to take, what incentive is that going to be for young

blacks? >> how do you know that the white folk, as you put it, told senator tim scott about the position o-- >> because every report i read, he goes by what the white person tells him. if it is a white person holding the position, votes against the interest of a black people, well, we call them racist. if a black is in a position and votes against the interest of black people, we call them uncle toms. >> does he even know anything about senator scott or what it means to be a conservative? >> that is actually the point here, and when i pressed him further and we have the whole tape on this, he doesn't really know anything about tim scott. i also pressed him about tim scott's policies. i said tim scott is for lower taxes, better education, for jobs, double unemployment in the black community. epidemic. and then, well, he has found god's will or something like that. he doesn't know about it. i did, encourage him, by the way

to watch his speech to learn about him. but i asked him is he still an uncle tom, and he can't answer. this is hypocrisy, it is kind of the old demagogue routine that we can't accept in america. by the way, does this really affect you? >> we'll bring richard fowler in, as well. watch her dodge this. >> well, i think -- what -- what reverend barber said was in frustration. >> do you think he should apologize? >> i think he has already spoken to that. the tim scott issue, quite adequately. and he has made his statement. and that is where we are. i can't focus on things like that. >> i can't focus, the naacp

can't focus on a black senator being called a ventriloquist m dummy, really? >> what does the naacp have in its bilaws, it is supposed to be for the advancement of colored people and also the defense of people being attacked. what is the common thread here? barber, holmes, long-time members of the naacp, what does this tell you about what was once a great organization. >> richard, respond to that. >> thank you for having me. i notice there are millions -- >> she is the interim president, she says she doesn't have time to respond to that. i don't have time for things like that. >> i think what president miller was saying clearly is i'm focused on making sure we advance voting rights in this country. >> excuse me, i can't focus on things like that. that is what she said. >> we're cut off.

speak spoke on running the organization. >> being called horrific names. she is confronted and won't stand up for a black conservative. so we go back to is the organization only for progressives and democrats and liberals? that is what it seems to me, because i don't think this would have been accepted if incendiary language was used. >> there is a big distinction against -- >> excuse me. >> he is a random member you guys have found to make a red herring. >> we didn't find him, richard, he went out and said this on the floor of the alabama state house. we didn't find him. >> so those comments are not only -- >> he has decided to deflect from the issue we're discussing. are there many people in the naacp that are still -- yes, there are good people.

but when you have leaders, national figures or even statewide figures who did this in the name of or in association with -- >> they should be called out because the organization would do it any -- if it is about advancing blacks in america it should -- politics should matter. >> right, and i asked alvin holmes about that and yet he manages to say, what does he say? when blacks vote for blacks the way we want them to, i'm paraphrasing. that is okay. but when they vote another way suddenly a white man is making him do it. apparently if you do that and you're black and conservative, you have stockholm syndrome. >> you don't think this is shock i ing, this tape? you don't find that term "uncle tom" offensive? you don't find that wrong? >> i do find the comments offensive. i think the comments are

because i usually agree with you. okay? every republican, didn't they all run on the idea that they were going to fight. they were going to fight the president on spending and on obamacare and that they were going to stand up and didn't they all agree on that? didn't they all say those thing s when they were running for office, not just ted cruz? >> oh, i think there was very little difference between what ted cruz said and what the others said. the difference is the tactics. you fight some things and don't fight other things. for example, these people who are making all of those remarks about justice thomas or senator scott. i would totally ignore those people. nobody is going to pay attention to them. they're the people who want attention and you're giving them attention. you know, it is like the people who used to run out on the baseball field during the game so they could go out and say they're on television. but the baseball eventually learned you don't put the camera on them and they will stop doing it. >> let me ask you this, though,

remember when ted cruz did the filibuster, everybody said it was the wrong time, the debt ceiling, that is what we should fight on. well, the debt ceiling just came and went and the republicans and the senate gave president obama a blank check for a year. that doesn't seem like an alternative party with bold-colored differences. it seems like the carbon copy of the program for democrats. >> i think in one of the other columns i pointed out there would not be a united states of america today if george washington had followed the policies that ted cruz is following. george washington did not have the forces to confront the british army on the battlefield day in and day out. the forces fled from long island all the way across the hudson into new jersey. all the way down -- the whole length of new jersey and then camped at valley forge for the winter, you know, because he didn't have the forces. when he saw an opportunity to

launch a battle that he could win he won it. and it was a dramatic turn around. you don't fight every battle. >> i agree with that. i guess my answer is reagan fought a sitting president in gerald ford in 1976 and nearly won. i look at the republican party today and i see them as timid, afraid of their own shadow. i don't find them very inspiring. i don't think they're offering an alternative. for example, i put up conservative solutions, the penny plan to balance the budget. the balanced budget amendment, health care savings accounts. term limits, school choice, securing the borders. all of these are ideas that i would imagine that the establishment and the tea party could agree on and they could say elect us and we'll do these things. do you see something that is missing here? >> no, i think they have -- they don't have the forces. they're just like george washington was when he was

fleeing from the british. when he had the forces and advantage he attacked. >> you don't think they should go out now with an alternative because the president's numbers have never been lower? >> oh, i advocated until i'm sick of it, that the republicans ought to speak up and say what it is specifically and so on. but as far as getting yourself blamed for shutdown of the government when you're not going to accomplish anything by it, obamacare was not scratched by this filibuster. all that happened was people blamed the republicans for shutting down the government. >> so you're okay with a blank check, obama gets a blank check on the debt ceiling for a full year, you're okay with that? >> i'm not okay with a whole lot of things. but i don't think you should send your troops into battle to get a -- destroyed.

what makes you so angry at ted cruz? >> how did they solve a problem like ted cruz? >> ted cruz is fighting for the soul of his party. >> what planet are you guys living on here? >> he is fighting for free market and individual choice. >> ted cruz is so hated at the tuesday lunch he has, he is going to need a food taster.

>> unless he gets his way, he wants to hold the american people hostage. >> to tell the american people that you can de-fund obamacare was a fool's errand. >> ted cruz loves his country, so he fights for what is right. >> all right, there is no secret there is a very wide range of opinions about texas senator ted cruz, joining me now, his take on whether cruz is an asset, maybe a liability to the republican party. joining me now, fox news contributor, mr. carville. i don't know whether to ask you, you seem to admire him. i think you know why, i make you like him because you like people who have strong opinions, am i wrong? >> well, i admire him, i guess, what i do is, i think he is very talent talented. he is obviously whip smart, as educated a guy as you can see.

he is conservative, which i decide i'm not watching michelle bachmann or herman cain is actually painful. i think he says to a lot of people in an articulate way, he has great command in the language and is skilled in that sense. that is how i would put it snow i think rush hit it. he is fighting for the soul of the republican party. you have to be as a democrat pretty happy when republicans are afraid of their own shadow, unwilling to fight and afraid people like you are going to go out there and blame him for kicking granny over the cliff. that fear seems to have overtaken them. >> i don't have a lot of influence on what the republican party does. a lot of people say look, we went with bob dole and john mccain, we went down this road. everybody said this was the

pragmatic thing to do. you know, whether -- i don't know if pragmatism or idealism, that is a concept that the republicans have to flush out in 2016. >> don't you need, regardless of whether you run on the left or right, don't you need a vision that will inspire people? like obama, he had a plan. and he got people chanting yes, we ask. and ted cruz, maybe the people in washington don't like him but the people in main street love him. >> well, look, some people in main street love him, you think he is an inspiration, he scares some people. and that is a choice -- that the republican primary has to make. you know, the democrats are not going to have very little about who wins the primaries. i just think this guy is skilled enough that he is going to do very well, whether he is going to be the nominee or not, i doubt that. but i think he is going to cause a lot of angst, and i think he is very good on his feet.

if i were a conservative, sean hannity, or rush limbaugh, i would like him because he makes the case that i would like somebody to make to the american people. >> does the republican party hurt themselves when they give in on the debt ceiling. do they hurt themselves when they don't put forth an inspiring agenda? >> well, first of all, i think -- you just are up against the facts, you lost the election in 2012. and when that happens, that is a reality -- into -- they have the house. >> you don't have the senate, but look it goes either way. many republicans and conservatives say we always give in to the moderates and we keep losing with them. why don't we try one of our own one time? and i think cruz will make that point when he undoubtedly will run for president in 2016. >> i see a parallel, ronald reagan was hated by the

establishment. came very close to winning, came back in 1980 and he is one of the most revered figures in the republican party in terms of the american history. >> well, i guess you can't go wrong invoking ronald reagan for president. i guess you can't go wrong in that he raised taxes -- >> people thought he was ted cruz. he was going to start world war ii and bring us into a depression. >> as it turned out, in terms of nuclear disarmament, he was way ahead of his time. he did -- i disagreed with some, but history is the judge. and ronald reagan had not been around for a whole time. my advice to republicans is try to find somebody new to cut their own path. >> he was viewed as extreme. viewed as shaking up the establishment. he was the tea party member at its time. >> all right, i think that is a fair point. >> good to see you, my friend.
