proposed cuts by the secretary of defense will cut our standing force from 522,000 to 450,000. the u-2 spy plane will be done and they're due to increase special ops by 6%, a little bit of good news. the good news i believe is that congressional support is needed and there's even some democrats that are upset by some of these proposals. >> you're right about that. governor fallon of oklahoma faced a wave of tornadoes, deadly in 2013. she said this could weaken the government's ability when it comes to the national guards. people on both sides of the aisle, veterans, politicians -- >> senator jillibrand from new york. >> those who step up to defend our nation every day. congressman buckman on the kelly file last night said these cuts do nothing but hurt those who put their lives on the line. >> we could eliminate the whole defense budget.

we could eliminate the whole discretionary budget, close down all of the buildings here in still be running a deficit of a half trillion dollars a year because of mandatory spending and that's where the problem is. the budgets they send up to us lay this all on the backs of our military. and the war funding has come out of separate funding that we voted for each year. this budget that we're talking about, that's our base budget. that's the troops, the navy, the air force that has been protecting us since world war ii. they've kept the ceilings open around the world. they're just taken for granted, and it's enough. enough is enough. >> enough is enough. and so the pentagon now, under the tutelage of chuck hagel, has taken a meat cleaver to their budget going forward. luckily the entire planet is nice and tranquil; right? there is no reason why we would need strong military

defense. if you take a look at what is happening, though, we're asking our american military to do all the sacrificing. there was some suggestion that the president might actually touch the third rail of politics and do something about entitlement funding. >> he promised it. >> he was right on that message until just a couple of days ago. when you look at the amount of money we spend on defense versus the run away train that is entitlements, it is an eye-opener. as you can see, back in 1990, for point of reference, about 25 years ago, $300 billion was spent on defense. about $568 billion was spent on entitlements. fast forward to 2010, about $700 billion on the defense of this nation while close to $200 -- rather -- that's a hard number to read right there. >> steve, i want to point out that first couple of bars should say 1990, as

you read. the second one you're talking about 2014. you see where we're at right now. you see the difference between defense cuts, defense spending and entitlement funding. as buck mckeon points out you can get rid of everything. it is not going to touch the deficit running through the road. it is the 17/18 trillion dollars, the entitlement programs that are automatic out of our accounts. >> he went on to say, buck mckeon, that we have to find cuts but there is no courage to touch these in washington. >> this is a hard number to say it is so gigantic. >> it is massive. >> in 25 years it has gone up four times. >> the defense spending, close to $85 billion decrease in the past five years, it is not as though we're in a peaceful time right now. it's staggering.

you have colonel oliver north quoted as saying we've backed into this budget. they're setting a budget where they want to cut not where they should be cutting, and they're backing into it and creating a plan nationally, globally to try to fit that. it's backwards. >> if you look at the strategic decision that barack obama made when he selected chuck hagel as secretary of defense, he knew all along he would one day ask military to get out a meat cleaver and do just this. >> and gates wouldn't have done it. he said in his book i would have resigned if he asked me to do that. and he did preemptive cuts on his own in the hopes congress would look at this and the president would reveal. in analyzing this they kind of did this, did a preemptive strike. i trust my secretary of defense on this. i'll leave it alone. instead they went back in again. he leaves to go back in again and they're doing a lot to the health care. pete hegseth coming up shortly to talk about how it is resonating. >> hitting their salaries, their pensions, where they get their groceries at the

is back with us on this tuesday. >> great to be back with you guys. got some news to bring you. listen to this story coming out of long island. he rubbed shoulders with the star but this morning he is very lucky to be alive. he was ambushed and shot in the face at his sprawling new york castle. look at this thing right there. here's what happened. there was a masked man who fired a bullet at a political heavyweight. his name is gary mealia as he was getting into his mercedes on long island. police say they don't have a motive for the shooting at this point but they say it is no accident. the 69-year-old has deep ties to officials in the democratic and -lts -- also republican parties. he is in stable condition. more than 120 people sick at sea and this typed it happened on board a holland america cruise ship in the caribbean. the culprit, the norovirus. the c.d.c. has a lot of questions about this outbreak. it is the same ship that

defense secretary chuck hagel proposing billions of dollars in defense cuts including shrinking the army, closing military bases. and also delving into health care for our veterans. but aren't there other places in government that can be cut before taking away from our military? again? here to weigh in is the c.e.o. of concerned veterans for america, pete hegseth. pete, your reaction to what's been proposed, first off. >> you're absolutely right. aren't there other places? the defense department has been taking this from the very beginning and a long time and entitlement programs haven't seen a single overhaul. nothing. again we go to the

department of defense as if this is the one place because it is the largest part of the discretionary budget and for this administration it is an ideological approach, an attempt to shrink a department they want to shrink. they want it to decrease and that is what this does. if you handcuff yourself, you can't fight in the future. they don't want to fight a land war, but guess what? we don't guess to pick the next fight. it is shortsighted and foolish. >> in 1939 we had an army of 185,000. you know how big that army ended up getting because we had that thing called a world war. let's look at defense spending. look at today's dollars, people think it's going up but as you look at where entitlement spending has gone, you can see it's almost doubled. entitlement spending, go to automatic withdrawals out of our accounts and defense spending continues to shrink in proportion. pete, you do say there are some things about the

military, and you're seeing that graphic now. look at how close it was in 1990 and look at the big dis discrepancy now. when it comes to the pentagon there was redundancy and things that can be cut. >> sure, there are places the pentagon can be more efficient with the dollars they have. and concerned vets for america have been aggressive. let's find that and cut it because you're going to see costs within the pentagon start to push out war-fighting capabilities, the entitlements in the defense department can crowd out. that is one small piece. if you look at it in the larger picture it is amazing to watch how much we're spending on entitlement programs without being touched while the d.o.d. is somehow the place where we're going to balance our budget. it is not possible at all. >> i mentioned closing some bases, curtailing construction of a new class of navy ships cherished by top admirals and scrapping an air force plane used to protect forces in iraq and

afghanistan. you do point out too that there is the tension issue when it comes to administrations and their goals that you as a captain who has been in afghanistan twice gets the sense of what it's like on the tkpwroupb. tell me the -- like on the ground. tell me the difference. >> if president reagan or president george w. bush proposed cuts like this because while we're $17 trillion in debt and have strategic cuts we have to make you can get that because they want to maintain a robust military. but from this administration they couch a chopping of our military as strategy. you look at this document and there is no coherence. and i've talked to generals, officers who looked atd -- at this, there is no coherence. the a-10 being chopped on the ground and others being preserved for political reasons. >> the a-10, the tank killer, they were constructed to take out

soviet tanks. we can get rid of them now. that is just a line. i want to move on to health care and the veteran which really concerns you and should concern almost every american whether you're involved or not. there is a story today that they are so backlogged at the vet, they started destroying different cases. in fact, we have some audio from one of their los angeles bureaus. let's listen. canceling orders from 2001? [inaudible] >> canceled. it's a matter of getting in there and canceling them myself. >> getting in there and canceling themselves. let's cancel backlogged exam requests by destroying them. this is a los angeles office reported by "the daily caller." they've got medical requests for examination coming in, 3,000 coming in ago month. they can only handle 800.

they have a massive backlog going and rather than creating a process to do it, it is not just one or two employees deciding to destroy records. a committee got together and decided to destroy records of veterans waiting for medical exams. the audio goes on to talk about some of them have already died any way or they have already moved. so let's just cancel the requests. it is as low as it gets. we knew the department of veteran affairs is fudging these numbers. but to destroy records of veterans waiting for care, that is as bad as it gets. >> we hope general shinseki is watching this now because something should be streamlined there. things should have been corrected there. you don't go into the heart of it and gut out health insurance and start destroying the number of troops that we have on ready for action, now with 450,000, that is the proposal. my hope is democrats see the same problem that buck mckeon, republican saw as

quick headlines now. new poll numbers show republican greg abbott with an 11 point lead over democrat wendy davis in the race to be the next governor of texas. the nation's longest serving congressman stepping down. michigan democrat john dingell's career spans nearly six decades, 29 terms in office. the 87-year-old was first elected to replace his late father in 1955. steve? >> thanks, brian. 25 kids in california left apparently paralyzed from a rare polio-like disease. state health officials began investigating the illness in 2012 when a doctor requesting testing for a child with what he thought was paralysis. >> since then similar cases have been reported, but could it really be polio and what do parents need to watch out for? here is infectious disease

specialist. thank you for being with us. what exactly is this? tell us the symptoms people are experiencing. is it 25 cases in california? >> so far this is what we have. it seems to be related to a popular circulating virus but what is unusual is the type of symptoms these kids manifested. they have had paralysis in one limb or another and so far it seems permanent. >> they have treatment for this? >> usually these viruses cause fever and respiratory illnesses. basically the body takes care of it and that's the end of that. in some cases it will progress to some sort of spine injury because a lot of viruses can infect the spine and produce things like meningitis or paralysis. >> when doctors in california started looking at the symptoms and thought it's polio. let's look at the seupl toplgs -- symptoms of this mystery illness.

respiratory problems, muscle paralysis. symptoms for polio are similar. virus illness like a sore throat, loose limbs on one side of the body, that is what these kids have suffered from. >> they belong to the same family of viruses. they're called non-polio viruses because that's the only distinction. some things do cross react and they are similar in some ways. >> is there anything down the road that would be available in terms of prevention. we talk about getting your flu shot, getting a polio vaccine. is that what we're going to be looking at for something like this? >> perhaps. as of now there is no ente entero vaccine. >> url telling us -- you were telling us millions of kids around the world end up with this entero virus. for some reason these kids in california it has

manifested itself where they are paralyzed on one side. put on your thinking cap and you think what is different about what is happening in california than what is happening at our house. >> usually mystery illnesses are the same viruses that are usually circulating either in a mutated form or some sort of more aggressive form but they are usually the usual suspects. here in the northeast we tend to see entero viruses more in the summer months and these are the causes of summer colds. this is why we see more viral meningitis at the end of summers because it is related to entero viruses. >> are you forecasting we may see this form of the virus making its way here in the warmer weather? >> it is possible. >> we should look for those symptoms. if they manifest themselves -- >> we urge parents to look, be vigilant about any paralysis or any clumsiness. it could start with something as simple as

it revolved around danny pearl. she was asked to speak at a foundation named in danny pearl's honor. >> danny pearl was beheaded in 2002 by cleland -- by khalid sheik mohammed. this is her tweet. >> pearl, who was beheaded could have been prevented by individual accountability and reconciliation. what is she suggesting? that he reconcile himself with al qaeda? keep in mind, he was -- his head was cut off because he was jewish. and back in the day after he was kidnapped and he was made to make those videos where he talked about how he was jewish and he made a number of trips to israel. what she said is crazy talk and people are going what is she talking about. she took some heat. keep in mind before this job as ambassador to the united nations, she was a

far-left academic. she corrected it or clarified it and said daniel pearl's foundation work is a reminder that individual accountability and reconciliation are required to break the cycle of violence. so she's talking about the foundation. but still it doesn't make any sense. so she followed up with a another kind of clarification. as i said last night, the man who murdered daniel pearl did so because he was an american and most of all because he was a jew. >> she was chasing because there was a hash tag samantha power tweet. it did not make sense to a number of people so she was trying to make better on those. let's not forget, you noted, brian, there's been a past here in terms of a radical philosophy that she's had. and marco rubio questioned her on some of the past statements that she had

with us today. always delightful to have you on board. >> great to see you guys today. i have other news to bring you. passengers on an international flight landed one of the world's largest and busiest airports and listen to this. they skipped customs altogether. this happened at jfk in new york city. when passengers arrived on a delta flight from london, were let into an area where it's not required to clear customs or immigration. a statement now, delta saying, quote, delta is working with the port authority as well as customs and border protection and is looking into the matter. eventually the passengers were taken through customs, as we understand. we'll keep you posted on that. today two bills aimed at reforming scandals at the i.r.s. will hit the floor. one will ban i.r.s. employees from asking political or religious questions on tax forms. the bills are in response to the agency's targeting tea party groups. they need a two-thirds super majority in order to

pass. we'll watch that one as well. talk about divine intervention, an ohio bus driver is thanking the word of god for saving his life when his bus broke down and he was brutally attacked. listen to this. so as pete brought up, let's look at the comparison. in 1990, spending in defense is in red. in blue is entitlements. pretty close in terms of proportion. the numbers go up that we spend on defense, but look at the difference between the entitlement spending and defense. then in 2012, look at the difference. and again it shrinks again in comparison. the president made a statement and the administration makes it clear the age of austerity is over. spending is going to i guess come back. but the only thing that is okay to cut is -- monday's announcement, chuck hagel saying i'm cutting defense. you're cutting defense at the same time we're watching what is happening in north korea, anything but stable. seeing what's happening in the ukraine. we don't even know if tensions will be rolling in to there tomorrow. the middle east. the definition of instability. we have an obligation in that

in the president and congress has plummeted over the last kid? >> that's right. but you know who we have a great deal of confidence in? u.s. military at 93%. back in 2003, about the same number. but look at the president. he has nose dived. he's about half the country has a great deal or some confidence in him. and congress just historically has stunk up the place. much better back in 2003. >> well, that's so typical of you. to highlight the president's drop in popularity. i mean remember when the president was talking to o'reilly? it was like, well, the cable networks are the ones who are -- networks like fox are the ones causing this trouble. so i expect if jay carney is asked about that, it will be the typical response. but look, you can only blame bush or the republicans on

capitol hill or fox for so long. >> or you. >> yeah, sorry, that's right, the radio complex. we're part of the problem. for several years now, probably more like 12 rears, most americans think the country is going in the wrong direction. 62% of americans think we're headed in the wrong way right now. that is staggering for that poll number to be where it is for so long. so when you look back over the last five years, what has president obama advocated, right, that has made our lives better and that has helped make our economy start humming again? and you can't really point to a lot. so they can try to blame shift on this and say, well, this is because this is the viciousness of the current public discourse, but the fact of the matter is the country can't going well for most people. it's going well for the upper income earners. if you want to be on the government dole, you have a bit of a cushion. i was in ohio last week. a lot of people suffering, really suffering badly. and the elite aren't in touch

with those people at all. >> a lot of people that will be pretty ticked when it comes to this cut in the military spending here. almost 100% of people feel confidence in our military. so here is an idea, chuck hagel, are don't we cut it by 40% at a time that puts us vulnerable in terms of global action. >> a couple things on that. number one, hagel is carrying out his boss' orders. the priorities here are not going to be to trim some of the entitlements or maybe it's really time to reform social security or talk about -- why are so many more people on disability or food stamps? maybe we need to get the economy going. maybe we need keystone, maybe we need to get the regs off the backs of business. no, we'll go to the heart of the u.s. military. and at the same time, this is what a power in decline looks like. we are a power in decline. we don't like to talk about it, it makes us uncomfortable, but when we're at the gdp levels

that we've been at and we have the debt that we have and we have a ballooning trade deficit with china which went up against last year, this is what happens. at some point, the u.s. military is going to feel a major, major pinch. and so for all these people who are cheer leading, all these trade agreements over the last couple of decades, we lost a lot of ground. >> george bush 41 and bill clinton who picked up the mantle. let's look at the proportion of what we're spending in terms of entitlements. take a look at this graph. 1990s, pretty close. disparity in 2010, 2012. and here we are in 2014. so that is what the president wants for do. we'll see if democrats rise up and there is a bipartisan push back on very popular organization on this midterm election year. i think that maybe congress will step up and stop this.

kris kobach is the immigration lawyer and helped draft arizona address alabama's immigration laws. chris, first off, does this concern you at all,arizonaaddre immigration laws. chris, first off, does this concern you at all, this case with julio martinez? >> yeah, this case really concerns me. this is a bad decision and you don't have to have a law degree to see why. this guy was going to be deported and if you get withholding a removal that's a get out of jail free card. you can stay in america as long as you like. and his lawyer said he'll be persecuted because he's a member of a particular social group. what it means is you're a member of a certain ethnic tribe and that group is being persecuted in the home country. but here is the catch. his lawyer said his particular social group is former gang members. so all he had to do to join this social group is say i hereby renounce my membership in the ms 13 gang. and what it creates is a huge loophole. any gang member that we're

with 20 states having medical marijuana, what is extraordinary about this is who the people who are growing it, and so many people who are not sanctioned are just breaking the law. >> right. let me back track. regarding the medical marijuana, one of the most prestigious judges in new york who died of pancreatic cancer, he wrote a half page article in the "new york times" saying medical marijuana that is smoked needs to be legalized because that was the only they think that helped him with his pancreatic cancer. so we agree i think that medical marijuana needs to be there. but it needs to go on the federal law books. right now it is just on the state law books. so that every is clear, a new president can come in, a new administration can come in and say no, no, no, no. not when i'm president of the united states. and he can shut the whole place down. >> because right now what the federal government is doing is they're just looking the other way. >> 100%. i couldn't say it any better than that. >> they're allowing -- it's a

policy decision by the administration to allow this to happen and i've very rarely seen it, but this is an and occasion we need more government regulation. these are people wonderful who aren't breaking the law, but the implication is huge to deal it out the back window of the house. >> you have to figure many people do. however the couple we just profiled, they admit nobody has ever checked up on them before. watch this. >> you hear about a lot of abuse. police say their position is that there is too much abuse going on. and there probably is. there haare no checks on it. nobody has come to the house to check us out. >> it will always be that kind of abuse whether it's alcohol, whatever the issue might be. we'll have that in society. and we have to deal with those people. but it doesn't mean you punish the people that really need the medication. >> all right. medical marijuana is a joke. caregivers are a joke. these seem like nice people, but the bottom line --

>> their heart is in the right place. >> medical marijuana, there are prescription mills, they will give prescriptions to anybody. headaches, back pain, depression, anything you say you have, you get a prescription. you take your prescription over to one of these medical marijuana caregivers and they're your dealer. many were drug dealers and now they're making a couple hundred grand growing the crop up in maine in a mobile home. >> it looks like this couple that we just met, they're doing it because they is very ill, right? >> and they're making money. god bless them for making money. but the bottom line is this is no control. this is the wild west. they don't even have a label on it that says it wasn't grown in horrible conditions. >> in rhode island the law is you have to be a caregiver and you can service up to five patients. it's very odd, i'll tell you, i know the laws in a lot of states and this is a very odd law. five people you can service. but one of them has to be someone who is your primary

patient so to speak. but the person who is growing it can't be the doctor or a direct directive. i don't know. it's -- this is an evolving area of the law that needs to be looked at. the bottom line is we don't want kids, we don't want 12-year-olds and 13-year-olds to get their hands on marijuana. not at that age. if they're 25 and making their own decisions, that's one thing. >> i like intellectual honesty. legalize it. because lying and saying this is for medical purposes when the basic reason is to get the care give is to get the drug on the side because they're addicts. >> there is a difference, doctor, between people like the judge who had pancreatic cancer who was smoking it because they needed to and the 20-year-old who is smoking it because i don't really want to deal with school, man. >> what they have in common is that this crop is out of control. lots of people will get addicted. >> it's legal in-is ansais an s.

fallon. i'd love to be in some of your me meetings. first off, when you asked the president about the keystone pipeline, being that we now have a positive report from the state department, how soon until it gets built? >> well, that is the first question i asked him as national chair of the governors association. first of all, thanked him on comments me recently that are encouraging about natural gas. but then i said what about the keystone pipeline. we've been waiting since basically 2008 for approval. can you use your executive powers as that he's been doing to get the keystone pipeline done. and he hedged a little bit. he talked a little bit about natural gas, talked about climate change. and finally in the meeting a little later on, he came back and said over the next couple of months. and i actually had my white house note pad here and i wrote down next couple months. so that was his comment to us. >> so we're talking about a 1179

mile pipeline, $7 billion it would cost creating up to possibly 42,000 jobs or more in the u.s.. and we hear a lot about the executive action that he said he was going to use and the pen and the phone. but why not now? why two months? >> that was my question. i said why not use your executive orders right now because you can do that. in the state of oklahoma, we have what is called the pipeline capital cross roads of the united states where the pipelines come together. and it was opened up, keystone pipeline trans canada opened up. i said let's do it through the rest of the nation. it's important for national and economic security. we know we're having an energy renaissance that is creating jobs and revenue, certainly helps us be able to produce the energy that we need to in our nation. >> and so we have to wait a couple months to find out about key season. governor, it does seem like what we have heard is a lot of the

jobs are being created at the state level. and i know you guys asked the president many different questions to get his answer. but did he have an open ear to listen to how you're growing jobs in the state of oklahoma and elsewhere? >> well, absolutely. one of the things i told him is that we have one of the lowest unemployment rates in the nation right now and we're certainly raising our per capita income. there has been a lot of discussion about the minimum wage in our nation. but if you look at oklahoma income growth since 2011 when i took office, per capita income growth has grown by 44% for a family of four. making it number two in the nation in job growth. and so the best way to raise up all americans is to create good paying jobs. and what i've been talking to him about is job skills, being able to have the educational attainment level we need in america to be able to produce good paying jobs in our nation so we can alleviate poverty, we can grow our economy.
