economy. brewer said it would have had unintended consequences. >> i sincerely believe senate bill 1062 has the potential to create more problems than it purports to solve. religious liberty is a core american and arizona value. so is -- >> not everybody agrees. the sponsor of the family research council says the law was needed. he says it clarifies the state's position and protects religious freedom. >> unfortunately this is how fundamental freedoms are trampled. you create a stampede by spooking politicians and the public with misinformation. but when the dust settles and the hired guns on the left go away, the people of arizona are going to realize they were hoodwinked. >> the governor says she protects religious freedoms when there's, quote, specific and present concerns but this bill did

not prove business owners religious liberties, she says, were being violated. >> thanks, elizabeth. yesterday an outrage came on twitter and the senate floor. senator harry reid under fire for his statements against obamacare victims. >> this isn't the first time harry reid has been the good cop, bad cop playing bad cop for the obama administration. he did it for mitt romney on the tax thing. he would not let up on that. it seems answering the clarion call on these people on these antiobamacare ad. are these real people out there? are these real people with real problems? senator harry reid took to the floor yesterday and said these are fake. watch. >> there's plenty of horror stories being told. all of them are untrue. but those tales turned out to be just that.

to skyrocket. sergeant lunsford was shot seven times in that attack, not able to get the benefits he deserves and now this. how does this resonate with you? i'm talking about the proposed budget cuts and what it means to people like you? >> with the budget cuts that are coming down for our current service members, it is very detrimental to them. it's basically showing them they're not worth that much. in terms of war, this is like being a body being expendable, g.i. issue. it is sad because when we join the military they say we're family strong first as far as army component. with everyone else, it kind of makes you wonder is this a choice we really should make and that's a large because we do need to defend our standard of living in our country. >> quickly, 9/11 we had a different enemy than we had

on september 10. the only thing we know is we're not ready to fight any battle let alone the one that could be looming. sergeant, in particular, those who were victims at fort hood, you guys are already fighting to change the status of the attack. what does this do now? >> now i feel that with the budget cuts they're going to bring down, they're going to use that as an excuse not to change. they're going to use that as an excuse saying we don't have the funds to give you benefits that we're supposed to get. and it's really a sad thought but we're not going to fade away. we're still going to push the issue. we're still going to make sure that not only the fort hood family get all of the benefits they deserve, but the other veterans that are also in the same situation that we're in as well. >> it's going to be unbelievable if they are making these cutbacks, and we hope fort hood is not one of the bases that gets cut out because they are going to be closing military bases. i have no idea the criteria

for that. think about all the soldiers that are going to flood into that community now looking for jobs as civilians because the -- to keep them employed. >> they are going to flood the job market at a rapid pace. if you look at history, one of the things that was said before by a famous general, the more we sweat in peace, the less we bleed in war. just because we're winding down a war does not necessarily mean we need to lessen our standard of our national defense. now is the time to recharge our batteries, to look at lessons learned, to pump more money into our military so that we won't be faced with the same actions that we were faced with before during 9/11. >> sergeant, here you are overcoming being shot seven times, and we've had you on before. are you guys organizing to make your voices heard besides shows like this one? >> yes, we are. hopefully within the next couple of months we are trying to organize a

congressional hearing so that we can voice our opinion and get the thought and mind of our congressmen and our senators and me personally, ones who are not prior service, ones who have not taken the time to go visit our troops. ones who have not taken the time to go see our military bases or to sit down and talk to the families of the deployed soldiers, the wives of deployed soldiers orchids of deployed soldiers, and then to remind them every night they lay their heads down in their homes, when they go to the malls with their families, remember the sacrifice being paid by service members in uniform. >> absolutely. and the guy that shot you seven times, allah akbar, one of the most evil members of al qaeda but yet still looked at as workplace violence. sergeant lunsford, thank

amid massive cuts to the military budget, president obama is calling for a whopping $300 billion more for infrastructure development. president obama says the nation's transportation system is facing a funding crisis. in an about-face, the marines returning to the long and proud tradition of letting our heroes bare their arm, the practice of rolling up sleeves was eliminated in 2011. starting march 9 the marines can show off their guns again. elisabeth? >> love that. thanks, clayton. the f.d.a. wrapping up hearings on a controversial fertility method that combines d.n.a. from three parents instead of the traditional two. the benefit? it helps eliminate genetic diseases. but is this opening up the door to demand designer babies? we're going to find out with a great debate. dr. david stevens, c.e.o. of the christian medical association and dr. arthur kaplan is with n.y.u. medical center. both join me now. let's start with the general benefits. the benefits are known.

it has to do with the mitro condria. dr. stevens? >> it can help babies that have this problem but there is the unknown danger. in some animal models we know this is causing behavior problems, growth problems, fertility problems. we don't know what is going to happen in humans. secondly, it crosses a bright ethical line. we're going to have to cannibalize one embryo to help another, destroy one human being to assist another. then we open the line to what you're talking about, designer babies. essentially we're messing with eggs and sperm. what happens with doing that is that you pass on the genetic things you do from generation to generation, and then where do you draw the line? we're going to help 600 base. what about children that may have a risk for diabetes?

don't we need to be doing this for them? before long you're into the designer children business. >> you're presenting an ethical case. scientifically, dr. kaplan, what are we looking at in terms of benefits? >> benefits are strong. i think good ethics corrects good facts so let me present something. you take them out of eggs and give them to other eggs. then and only then would you fertilize that transplanted egg to see if you can create a child without these diseases. no embryo destruction here. i think a lot of people feel worried about that. that isn't part of this. good benefits? by doing mitrochrondria transplants, you can allow families to have children who know they have had still borns, many, many miscarriages. i wouldn't hold those families hostage, wouldn't hold them hostage to worries about what's going to happen down the road, where do we draw the line.

that's asking an awful lot from someone who says i'd like to have a healthy baby. >> dr. stevens, hearing that, if this is indeed an extraction, doesn't kill an embryo that's in existence, if indeed it could help someone, what is your concern there? that we're playing down god down the road, we are playing god with the potential of having three parents right away creating a designer baby without any sort of problem at all? >> well, we don't know whether there are going to be problems or not. two of the three methods used to do this do destroy embryos. but this is unnecessary. families can adopt children. they can do embryo adoption. we also now have two studies showing how we can actually cure, perhaps cure this disease, inserting mitrochondri into cells using bone marrow stem cells or using enzymes. there's other ways to solve this problem without opening the door to germ

the keystone pipeline gets another boost, this time a blessing from the u.s. state department. according to the results of an investigation into that project, contractors have followed all federal rules and the project can move forward as planned. this latest win disappointing democrats like barbara boxer who had been trying to block it. her latest claim, that the pipeline would add pollutants to the air and could increase the likelihood of people getting cancer. just the latest developments on that. there is no scientific proof that humans cause global warming. listen to this. this is according to ecologist and greenpeace cofounder patrick moore. he made these comments before the senate environment and public works committee. he left greenpeace because he says that group became more interested in politics than the environment. what an announcement from him. men who wait too long to become fathers could put their children at greater risk of developing mental health problems. that's according to a new study that followed more than 2.5 million men for 25

>> she doesn't even know about it. >> how do you feel about that, maria? >> i'll take one for the team. let's look at current conditions across portions of the country. i want to start out across portions of the upper midwest. out here we're seeing arctic air in place and temperatures, these are your actual temperatures, not the wind chills, well below zero. 11 below zero in minneapolis, 19 below zero in duluth and 27 degrees below zero in international falls. factor in the wind and this is what it currently feels like out there. colder than 40 below zero in tkhraougts and international falls. these wind chills are down into texas and southeast where in parts of atlanta this morning it feels like you're in the teens. that cold air going over relatively warmer waters of the great lakes. it is producing lake-effect snow. we are expecting several inches of accumulation out west. also expected to affect california and into the rockies over the next several days. the first one arrived,

heavy rain, flash flooding concerns, strong winds and several feet of snow expected. let's head over to brian. >> let me tell you what's happening. we're getting close to boston marathon time. they made a ruling, no bags allowed at the marathon. organizers are stepping up security after last year's deadly bombing. the bombers used backpacks to smuggle in the explosives. runners will be allowed to check gear but everything will have to be in a clear plastic bag. he won the super bowl but now russell wilson is turning to the baseball diamond. wilson posted this photo of him on twitter with the texas rangers jersey. he was drafted to play baseball but chose football instead. he was on "fox & friends" on monday and said this. >> it will be fun to just go down there and get a couple ground balls with the guys and share a few special moments. >> rangers have his rights. we wish him good luck. i'm just in awe of the way

what democrats have been saying in light of recent reports that workers are going to leave the work force if they're not dependent on employment for health insurance. i think he was talking to an audience of women, we have seen from enrollment numbers that women make up a majority of those enrolled already. and i think he was trying to talk about the way democrats are talking about giving more opportunity to perhaps not be in a job if you don't like it because you're dependent on health care and enter the work force in a different way. the problem is whether and how they enter again. >> and how they exit the work force. abbey, your take? >> i don't think it maximizes consumer choice at all. it tells women to stay at home. if you stay at home, if you're 400% of the poverty line for below, we'll subsidize you. the more you earn and join the economy, we'll take that away. you'll work harder but get less.

this disincentivizes women, especially low income women. >> are you saying it shackles them to remain out of the work force because they don't receive the benefits they would if they raise their income? >> it stacks the deck against them working. >> there was a huge missed opportunity with obamacare, decoupling health insurance from employment and creating opportunities for women so far more choices, not fewer choices. the vice president's spin is essentially like saying, your house is burning down, but that's okay, you'll have less housework to do. trying to find the one nugget of things. there's job loss for women and men in dead end jobs. this is not the way to solve it. that's only a tiny part of the picture. there are vastly more women who don't have the jobs they want, they lose their choices on health care providers and the types of insurance they want to get.

their premiums and costs go up, they work longer hours. the whole report by the cbo was a lot of people working fewer hours. all those women at home because their job was eliminated or they're now a part-time worker below 29 hours when they didn't want to be, these are serious real costs that are destroying the choices of women. if there is a war on women, it is the democrats and obamacare waging it. >> your reaction. it does seem it's asking women to take themselves out of the work force with the option of dependence on government, to re-enter as a woman after you've had children ask difficult. so you were looking at, you know, maybe two to ten years of women not being in the work place because the vice president of the united states of america just told them the better option was to get out of the work force after all that's been done in decades past. >> i think if you look at the politics of this, we're in a midterm election year, and the president and the democrats are having trouble selling this law.

for top military brass, places limits on pay raises, limits the housing allowances. all of this while we're seeing increases to entitlement spending. what do you make of the cuts? >> the first one, freezing the size of the army and reducing it from where it was at the height of the war by about 25%. that's a strategic decision that we're not doing any long-term stability operations. there's a word for that, ground wars. the enemy gets a vote. so that is a conscious decision to accept increased risk that that just won't happen in the next three, five or ten years. >> or to carry out two wars simultaneously. >> that's beyond our reach for a while now. now the other ones, that's going after the entitlements of the military forces and the families. we talked about the 1%. let me give you another sense of 1%. 1% of the country has defended the other 99% for the last 13

years. it is true that the personnel budget has been exploding. it has been growing faster than anything else. and secretary hagel has a problem, if he doesn't cap it, bend that curve, we're going to end up with our department of defense and the social services and health care organization that occasionally fights wars. so we have to put a cap on it. the real problem that you have suggested is that we're capping the entitlements of this 1% who have sacrificed, and we don't have the courage to take on the bigger entitlement problem of the other 99%. because we don't do that, we're actually putting an additional burden on that 1% of our defenders. >> go ahead. >> would you argue that the dollars taken from the military double in the handle of our enemies? are we less safe with this plan here? >> again, all military budgets, i could use another 10 million no matter where i was working.

complexities. what questions to ask? here's bob this morning. >> good morning, elizabeth. >> so we have questions for you. great answers. let's start with this one, if you're an owner of a rental property and want to hire a property manager, what important questions should you be asking? >> very first question, how do you select my tenant? what kind of background check you do? what do you look for to make sure no one will ruin the property? what do your fees cover? does it cover rent collected or rent due? as it relates to if you have to evict that party, what do you charge? what kind of fees do you charge ge to make sure it's specific? those things become important, and the other questions, particularly the people that have not been in the investment business. those people that are investors, they know what they're looking for from property managers. but those with one or two properties and aren't

sophisticated, get into the nuts and bolts of what they're supposed to do. and most importantly, how do you inspect my property while it's been rented. what do you put in the contract to make sure they're not trashing the property? these are the type of things you want to know as the owner of a property. if you're going to use a management company, protect your position. >> all helpful. what about this question, as a tenant, how do you get your security deposit at the end? you never get that back. >> look, those who hold the money and have the gold, it's difficult to get the money back. but here's what you need to do as a tenant. assuming there's a property manager involved, or in the alternative, just direct owner. you do a walk through at the end. you take pictures, of course, of the condition of the property from the day you rented it to the day you leave. you distinguish with that property manager. normal wear and tear, for example, of the carpet and the

paint on the walls, this is normal wear and tear. why is that important? because normal wear and tear in a home is not something that normally under most laws in most states that that landlord or property manager has the right to keep that security deposit. if there's marks on the walls, holes in the wall, something on the carpet, shots outside normal wear and tear, then that landlord or property manager has the right to deduct in most cases that security deposit. when you do that walk through at the end, what i do, is i prepare a document for my tenant to have the manager sign off assuring that this is normal wear and tear and they're going to get their security deposit back within 30 days. generally that's what it is over the law. you must do that, otherwise you end up in small claims court. >> next point, that's great advice to have it in writing. should you have an attorney on
