president obama has spoken with the russian president, vladimir putin, and we understand it was a 90-minute phone call on what is happening in ukraine and russia's growing role. i'm harris faulkner. the white house released a statement saying, the united states condemns russia's military intervention into ukrainian territory and asks that they withdraw forces and refrain from interference elsewhere in ukraine. president obama also telling president putin, that continued military action inside ukraine would only hurt russia's

standing in the international community. this comes in response to russia's decision to approval military action against that neighboring nation. the move coming less than 24 hours after president obama had warned president putin that there would be, quote, costs, consequences, if russia were to violate ukraine's sovereignty. the u.n. security council held an emergency meeting a couple of hours ago and tonight in kiev, growing fears that russia's involvement could further destabilize the country of 46 million that is already bitterly divided and struggling with a crumbling economy. the main focus is on a small region in ukraine's south that you see on the map. that area known as crimea is the country's only warm water navy.

the temporary government is accusing russia of invasion. they now control key areas inside that region we showed you on the map and the whole world is watching and wondering what's going to happen next. as all this strikes a similar tone to the brinksmanship of the cold war. we have a lot to get to tonight. let's bring in molly in washington. the president's national securely team met today. what do we know about that meeting. >> reporter: they met at the white house to discuss policy options in dealing with russia and ukraine. chalk hagel and brennan were there and national intelligence director james clapper. president obama did not attend the meeting but was briefed on it later. also today samantha power, the u.s. ambassador to the united nations pressed for international monitors to go into ukraine to get the facts on

the ground. >> we're working toto deescalat facilitate peaceful lie ddialog >> but while the diplomats talk, putin is making a, quote, power move. >> the united states has essentially ignored what happened in the ukraine and now we're paying the price because our options are very limited. >> he says the u.s. and europe should be pushing hard to get ukraine into n.a.t.o. quickly. >> molly, we know some of the president's critics and particularly republican leaders have had a lot to say about this but we heard from the white house today. what are we hearing from other lawmakers on capitol hill? >> reporter: john mccain says he's deeply concerned that russia will expand further into ukraine. he said in a statement, quote, i call on president obama to rally

our european and n.a.t.o. allies to make clear what costs russia will face for its aggression and to impose those consequences without further delay. the top democrat on the house foreign affairs committee says the international community should help ukraine return to political and economic health. he said in a statement, quote, i support a robust international economic assistance package and the administration's proposal to provide u.s. loan guarantees and other assistance to ukraine. house republican speaker john boehner said in a statement that the president's, quote, acquiesce ens and style of dealing with putin over the past couple of years has emboldened russia to take aggressive action. >> thank you very much. for more let's bring in k.t. mcfarland. you were a former assistant of defense in the reagan

administration. what's going on in russia right now? >> they have decided to take what it couldn't get with a carrot it's going to take with a stick. russia tried to buy ukraine, offered them a big loan, cheap gas. they said no thank you very much so russia is going to take what it wants which is crimea. >> what's at stake for us? >> for the last 40 years we have been promoting democracy. these people want what we want but they can't have it. russia wants it back. they want greater russia back. as much as president obama said it's a cold war game, it's russia at every step check mating the united states and supplanting us in that part of the world. >> when you see transport vehicles, aircraft landing in your city, it doesn't feel like a game. is there anything that would pull our american military into what's going on between russia and ukraine? >> we don't have a military

option there. >> when the president threatens, what is he talking about? >> you'll ask to ask him. >> i mentioned that you were with the reagan administration and i started there for a reason. i want to know, we toss the word cold war around but it was a meaning and a frightening one in many respects. did the russian leadership fear president reagan? >> of course they did. he won the cold war not with arms and missiles but by using the economic weapon. that's where russia is most vulnerable. they need high oil prices to continue to operate. without high oil prices, those guys are on the streets with a tin cup. >> so can we force them into a position that we want? >> yeah, but not directly. here's what reagan would have done or what i think he would have done. he would have gone to poland and

the czech republic and the germans and say we have an export ability with natural gas. you don't need to buy it from the russians. then the other thing he would do is go to vladimir putin and say, guess what, if oil goes beneath $100 a barrel, you guys don't make payroll and we're going to start fracking and drive that price down 20% and you are going to be in big trouble. use the economic weapon. >> so you have a plan. >> i have a plan. >> it's based on your experience with the one president that we can honestly say challenged with the greatest effectiveness in our lifetime, the cold war. >> he understood what their vulnerable was which was their economy and he went there. president obama just makes speeches. >> let's talk a little bit about where we were 8 years ago. across two presidential elections now we have heard from republican leadership about the fact that russia would do exactly what it's doing now, moving into ukraine. take us back to 2008 with the last of governor sara palin and

that. >> you have seen and written and spoken a lot of diplomatic language when it comes to crises around the world with your experience with the defense department. when we hear leader after leader, president obama and just a little while ago defense secretary chuck hagel saying and i put this in quotes, deeply concerned. is that code for something? >> last week you had a u.s. secretary of defense say we're cutting the defense budget and not going to do the missions we've historically done. at the same time the russian defense minister said we are negotiating new naval bases around the world and fixing our cold war bases. >> what's interesting about your idea that you talked about the economics, what president reagan would do. it didn't focus on what is happening inside ukraine. they would decide their own democracy. >> they are in trouble. they are completely dependent on russian natural gas and russia is comfortable with turning off the gas and letting them shiver

the very latest on the situation in california finding getting we'll find out how much coming up. they're in a historic drought but the rainfall is causing more trouble for people there. the looming threat of mud slides is the problem. right now los angeles is under flash flashes and warnings. l.a. is seeing some of its heaviest rainfall in years. the ground can't really soak it up. it brushes along and the earth moves. there are mandatory evacuations in some areas in downtown l.a. around hillsides left bare from wildfires so that earth is cooking. now one town says they may lift their evacuation order this evening so people can start to get back, but look at the mud that's been left behind. rapid rainfall, very

could be imminent. earlier on we went up the hill to see how people were fairing. an elderly lady needs the police to help her as she's evacuated from her home. her house is tucked below the foot hills of the saint gabrielle mountains and you see how close she is to where police say there's going to be a mud slide. if it was raining it would be too dangerous for us to stand here because, well, this is where the mud comes through off those steep hills down through this ravine. some residents haven't vk evacuated but they're having second thought. >> the mountain is already wet and there's a second rain. if it's stronger, maybe we have to be scared a little bit now. >> reporter: flash flood warnings in place here in glendora and the next town over. with the way the rain is coming

down, it's uncertain. >> that's interesting because i had just told people that they could look forward to some of that. it's the spottiness that's the nature of this. thank you very much. heavy rains, flooding, even a tornado warning. what's the latest on this weather system. janice, dom threw a word at us, micro burst. >> we'll have to see if it was a micro burst meaning we could see fast moving winds at the surface as well as heavy rain. we had reports of a tornado earlier this morning. this is a powerful storm that could bring the potential for flash flooding. we've seen reports of 8 inches of rain and a close to a foot of snow. as we get closer to los angeles, some areas getting four to six inches. in some cases over 8 inches of

security team met. people on edge inside ukraine as you can imagine. look at that military forces aligned with russia now in control of key sights in the crimea region. reportedly they're asking the u.s. and the european union and n.a.t.o. for help protecting its borders. joining me now is a fox news radio reporter. jessica, you were on the ground there in crimea. are you seeing russian presence?

>> we're seeing tanks and armed men but there's no insignia on their outfits. we were driving from the airport a couple of days ago to our hotel. we were stopped by armed gunman. they had giant tanks and there were russian flags on the tanks. when we actually were stopped i personally asked the man that was stopping us if he was russian or uke crane yan, no response. i'm staying at a hotel on the black sea. there's a giant ship in the water. no one knows if it's russian or ukrainian. >> jessica, that's a very dangerous area that you are in. the reason that we're sieg this movement with russia is because of the black sea and its assets there. can you talk with me a little about the importance of where you are. >> it is a very, very important region, as you mentioned.

it was basically a gift during soviet times for one of the soviet leaders to ukraine. russia used to maintain its black sea fleet here. there's a lot of military bases here and it's very strategically important. so this is why a lot of people are arguing that that is, in fact, why russia would be moving ukraine claims.t already here but three of the airports here have basically been closed. one of them is a military airport, armed guards are there. they seized another military airport today and the main airport that serves the average man was seized yesterday so no one can get in or out of the region. >> the ukrainian leadership has talked about putting its own troops on the ready. they better get ready because that's a lot of boots on the ground you're looking at. >> they say they have their

troops at the ready. the interim president came out to say that he is warning putin to stop what he calls provocatio provocations. he's quite angry and he says that ukraine's force is ready to do whatever they have to to stop russia. the average crimean -- most of the people are russia speaking ethnic russians and a lot of them want to look east towards moscow but some of them don't. some of them would like to keep with the new coalition government that was recently elected in kiev because they're hoping for what they say is a brighter future. they don't have anything against russia but they want to move forward and be a little more aligned with the european union but it's definitely split in this country and that's part of the problem. we have problems not only in crimea but in ukraine that are russia speaking. the rest of ukraine is a mixed

bag and i think that's what makes it so dangerous. >> and you've got to hope that this can come about with no violence at all. of course when i talk about putting troops in place, sometimes that can be a deterrent but when you see the opposition on the ground so forcefully there, it can be daunting. before i let you go, jessica, how are people viewing the struggle that they see in their streets? do you see people taking cover? what's the mood like? >> i think honestly, one would be quite surprised. there are have been a lot of candlelight vigils, especially tonight, a lot of people singing russia, russia. a lot of people are happy that they believe that russia is already here and that russia will save them. part of the problem is that the people that are here their russia speaking feel like they're going to be targeted with this russia coalition government because they don't agree with looking forward to the european union or looking forward to america. they feel like their schools are going to be closed.

reporting agroup of knife wielding men started stabbing people at the station in the south western part of the country. at least 27 people are dead, more than 100 others wounded. the attackers were shot by police. we don't know if they are among the dead and right now we don't know why the attack happened, whether it's random or what the motive was but china has seen a rash of mass stabbings. one person is dead tonight, 30 others injured in a string of crash along a snowy denver highway. take a look at this, weather related, a massive pileup on interstate 25. a tractor-trailer jack-knifed there to the left side of your screen midway at the top. cars we understand spun around in circles to face the wrong way as you see them now. this video appears to show an suv on top of another vehicle. well, there you go. a number of cars very badly damaged, a driver describing it as it was happening.
