>> i think we're playing marbles. >> a whole lot of breaking news to cover today. we begin with the crisis in ukraine with jessica live in crimea. jessica. >> reporter: more troops have rolled in here in crimea. hundreds have gathered at an infantry base here where i'm staying. four armored vehicles with machine guns attached. 13 armored vehicles are here with hundreds of troops with them. they basically captured this inventory base. the ukrainian soldiers say they can't leave, thooel they're being held hostage. meanwhile, we have just learned that ukraine's coast guard, basically, has moved its ship from its ports here in crimea out to the black sea. they maintain they're still loyal to kiev. we're hearing different reports on that, as well. in addition, russian service men have been reported as digging ditches here in crimea. elsewhere in ukraine, the

demonstrations for russia are continuing and the eastern part of karkieve. we see a lot of people jumping, shouting for russia and here in crimea, as well, people are very pro russian. we've seen a lot of on candlelight vigils over the last couple of days, people voicing their support for russia. also a lot of people in the area of kar can i eve have decided they're going to leave ukraine and have asked permission to be granted -- not necessarily asylum, but they would like to migrate & in show of their support for russia. finally, in moscow, lots of demonstrations for their support for the crimean people, which is basically 60% russian. they say they support vladimir putin sending ships here and they have pledged lots of money. they are putting money in buckets that are supposed to come here to crimea, as well, but still a very, very tense situation. jessica, thank you very much for the update there first hand. ukraine now appealing to the

u.s. and tona for help. so far, the western sponl response has been largely symbolic. today, secretary of state john kerry and top lawmakers hit the sunday talk shows weighing in on the u.s. options. steve is here with the latest. >> strong reaction from u.s. and its allies in the face of russian aggression in ukraine. secretary of state john kerry saying today russia's moves will bring international scorn and could result in sanctions aimed at isolating russia. the u.s. has suspended preparation for the g-8 summit and may not participate at all if the crisis in ukraine continues. secretary kerry has had russian president vladimir putin is clearly violating international law. >> it's an incredible act of aggressi aggression. it is really a stunning, willful choice by president putin to invade another country. russia is in violation of the sovereignty of ukraine.

russia is in violation russian troops have spread out and it appears they'll continue to move into the rest of ukraine. nato's secretary general says they have violated the charter and is calling on putin to defuse the tensions. while many republican res saying we need a strong international reaction and should stand by the president, others are taking a more partisan approach. >> we have a weak and n nondecisive president. president obama needs to do something. how about this, suspend russian membership in the g-8 and the g-20 at least for a year starting right now. and for every day they stay in crimea, add to the suspension. do something. >> secretary kerry raised the possibility of sanctions that could include restrictions on visas, assets, trade, investments involving russia. shannon. >> steve, thank you very much. president obama has warned russia there would be, quote,

costs for any military intervention in ukraine. putin appears to be pulling back his troops now. is there anything that nato or the u.s. can or should do when we're talking about military options? general jack keane is here today. .good to see you today. >> it's good to see you, shannon. >> the last thing anyone wants to talk about is sending u.s. troops n into yet another conflict. what options do we have? >> well, the military option ones are very limited. putin has put about 15,000 troops into crimea where they've got about 3,500 ukrainian troops. i think the major thing that we can do is to make up our mind, how do we deter him? we don't want him to go into eastern ukraine and we want him to pay a price for what he has done and that's the harsh reality of it. and certainly to get at some of those issues, you have multiple

issues. not much you can do with nato, but we could accelerate georgia's movement towards nato. that would disturb quite a bit and it makes sense only for georgia. senator graham mentioned suspending membership in the g-8 and g-20 makes a lot of sense. >> what do you think about the fact that putin has been on generally good behavior. the sochi olympics were a huge deal of the country. the spotlight of the world was with them. they told stories to the opening and closing ceremonies by how russia has progressed and changes. here we are a week later in a very different situation. >> what this is really about, when you put it in its contest, is putin for 14 years has been trying to recover from the collapse of the soviet union and restore russia to a position it

once ben held in terms of trustees. and he wants to be taken serious by the world as a country that matters. to do that, he has to increase its military, which he's been working hard on. and also the economic resolve. he suffered a humiliating defeat with yanakovich. he and yanakovich led to that violence in the street that led to the regime being forced out. much of this is in response to that. and he does not want the ukraine to be moving towards european integration. that terrifies him. because this is a country that's connected to his country. it also will get people looking at that molthsdz when they see it flourish economically. this is an you a tore tearan leader who is trying to control the national security situation in his own country and in the countries around him that have ties to him. so this means a lot to him. that is what this is

fundamentally all about. >> what about the people there that are in the broader portion of ukraine who are reaching out to the west saying, you know, we have agreements in place, we have things that we thought on paper, if you would come to our aid, you would protect us. if this very thing happened, russia is a signatory to f all of those agreements. are they meaningless? >> no. if we have rhetoric that says we're going to do something that costs, if we have rhetoric that says we're going to do something that has consequences and then we take no action, that's when we say our motivation should be the exact price from what he's done and deter them from further action. and the third thing is to get him out of crimea. there's a whole host of things we can do, mostly economically, that can hurt him. we can put it on the table right in front of him, here is what we intend to do. >> we're going to talk more about that sides of this equation, as well. general owens, it's great to see you. >> great to see you, shannon.

there's some confusion this morning about whether the woman at the center of the irs scandal will testify and when. the chairman of the oversight committee darrel isa said her lawyer indicated that she was going to testify. but lernor's attorney said as of now, she plans to continue to assert her fifth amendment rights. the last time she appeared before the committee, she ru fused to answer questions, first making a statement of independence and then taking the fifth. you may remember lernor resigned last year after the investigation into the group's targeting of tea party and conservative groups. >> we do really want to know

changes to the law in one way or another to make it workable at least in the administration's. . you're concerned about the medication care prescription drug benefit and how it's going to affect seniors. of course we're talking about medicare advantage, which serves 16 million seniors. and this is really a -- sort of a reputation of if you like what you have you can keep it. because many seniors are finding is that the $300 been that's been cut out of military, then it's trying to increase oh pam ma care. but them, of course, threat.sthat private sector alternative and will force people into a single payor option. >> something else i want to ask you about that a lot of people may not understand and it hasn't

gotten as much attention this week, but it's another change the administration has been making when it comes to these states where their exchanges, their websites haven't been working. oregon, not a single person has been able to sign up. there have been some questions about the federal tax sussydys that would help to make whatever plan more affordable. and a lot of those states where the changes haven't been working, we're now hoping the federal government is going to extend those tax subsidies to people who bought in the private market where the subsidies to my opinion were never intended for. again, it sounds like yet another change to the law that benefits the administration. but in the end, somebody is going to have to pay for it. >> this is another unilateral change, making it up as we go alone. this tends to be a trend to the administration.

they basically got an irs interpretation that would allow this to paper over what was not provided for by congress. so here we go again, another lawsuit will be filed to challenge this and it will have to be decided in the courts. >> and i know that some of those claims have been proceeding. you're a former texas supreme court justice and former texas attorney general. you're very familiar with the constitution. when we hear all of on these things, a question i'm sure i get and you get it even more than i do, what is going to be done about what some people, your fellow friend ted cruz calls it lawlessness, the administration and others changing laws, which one and others were completely disregarding laws. the attorney general of the united states telling attorney generals they don't have to defend laws they don't feel are

defensible. what is going going to do about it? what is anyone going to do about it? >> that's the most common question my colleagues and i in the senate again. why can't you stop president obama? the truth is, we will stop him through litigation, through appropriations process when we regain the majority of the united states senate in november. obamacare is a disaster. the president's credibility is at an all-time low. and it's going to drag down his party. but unfortunately, when a president ignores his oath to uphold and defend the constitution and laws of the united states and chooses rather to cherry pick which laws to enforce examine which ones to wave or postpone, you have an unprecedented lawless situation that i know troubles a lot of people deeply, including me. >> okay. this week the president is due to release his budget. do you think there will be some common ground, the some areas that democrats, republicans, folks on the hill, folks in the white house can work together to

improve the bottom loin when it comes to deficits and spending and taxes and cutting? well, i've read that senator patti murray said the senate will not produce a budget in response to the president's proposal. .i've read that the president's budget is going to largely ignore some of the common ground to fix entitlement programs and the like and be more of a gain document that he and his fellow democrats can run on in november. that's a terrible disservice. this country continues to spend a lot more money than we're bringing in the door. debt continues to rack up. medicare and social security continue to be on an unsustainable path. and the president, the person who is supposed to be in charge of the executive branch of government continues to campaign. but he's not going to be on the battle again. so to say it's a disappointment is a profound understatement.

joining us now for a look at what they may talk about, israeli deputy defense minuter and and author of the books, israel, the wheel prevail. danny, sir, b thank you for joining us. >> good afternoon. good to be on your show again. >> what do you expect in the talks this week in washington? i know you have echoed the same words we heard from the prime minister about standing strong for israel's interests. certainly there will be discussions about moving forward with middle east peace talks. what do you expect? >> we do appreciate the intention of secretary kerry to move forward on the peace forces, but we have to be clearly, we cannot make concessions over our security. with all due respect with the american intentions and we really that, we cannot make concessi concessions. they have heard there is are some comments coming from that administration that we should abandon the border and allowing international forces to come and take care of our secury.

i don't know about you allowing international forces watching the border with mexico and canada, but here in the middle east, this is something we cannot afford and we will not approve. >> and we won't know about the private conversation, at least not all the details that the leaders have, but we know the prime minister will give a speech. they're always interesting and very closely watched here in the u.s. what do you expect that the prime minister may lay out to that worldwide audience this week? >> i believe netten had a yahoo! will say clearly that we are willing to continue with the negotiations, with the palestinians during the year of 2014, but we expect them also to take some brave decisions. the very first decision to acknowledge that they're a jewish state in the middle east. unfortunately what we hear coming from the palestinians, they are not willing even to recognize israel. .i think the prime minister will insist on this issue and they will say if you want to speak,

we can speak. we can do it in washington, we can do it in tel aviv, jerusalem, but we are willing to negotiate. we're not willing to determine about the outcome of the negotiation before we've even started. >> and another issue that is most certainly to be discussed by these leaders is iran, the agreement, attempt to go with iran and then, of course, the different interpretations from all the different sides about what the agreement does and doesn't mean. in the meantime, our u.s. senate here, there's been a discussion of additional rounds of sanctions and legislations that have been blocked. that's not moving forward. what are your concerns on that front? clearly, the leaders there in iran have made no bones about the fact that they are aimed at israel's destruction on some level. >> we are very worried about that. they should listen to their leaders in iran. they're saying we are playing a game. we are playing a game with the

americans, with the eu. we are not really willing to do something. we will continue to build military tear capability. and on the other end, what we see about the sanctions that today iran is open for business. there are no investments. oil is being purchased from iran and we are worried about it because they are not fulfilling the economical pressure any more. the sanctions are not effective as they used to be. on the other end, we don't -- conkrewe create actions regarding the military capability. we are worried and i'm sure the prime minister will insist on this issue because our americans have told us, wait, let us build with the iranians on a diplomatic approach. and we appreciate that. but we need to see facts on the ground. unfortunately, it doesn't happen yet. >> well, a very important week for two allies. if they work together on what

for the top race. those are the top stories right now. back to you. >> all right, peter. thank you very much. as the russians rachet up tensions in ukraine, world leaders are issuing warnings and considering their ochgzs. president putin doesn't seem to be too worried at this point, but are we headed for ood another cold war? k.t., good to see you. >> great to see you. >> you're very familiar with all the players here and how this goes. what do you make of where we are? you know, what would get putin's attention at this point? >> well, i think very little. at this point, there's very little anybody can do to stop him. nato is not going to scramble the jets. we're not going to do anything militarily to stop putin. all secretary kerry and president obama saying oh, this is the 21st century, nobody invades over countries in the 21st century. you guys are going to have a bad

name in history. they're not listening to that. putin realizes history is written by winners, not whiners. at this point, what should our options be? if we assume we're not going to be able to do a lot to stop them now, we can make it a cost le project for them and deter them from doing this in some future moment where they might try to either have political power over other countries in the former soviet union or even send in the tanks. what can we do? we could look at the playbooks that putin has been following for the past 25 years. he rebuilt russia on their oil and natural gas revenues. as a result of that, they have political power over western europe and eastern europe and they have a lot of revenues from oil sales. what could we do? we can do what we did in the 1980s, push down the price of oil. in this case by fracking, and we could use our abundance of natural gas resource that's we've had just in the last few years and start selling them to europe.

what would that do for putin? if he can't have high oil prices and high gas price toes europe, he can't meet payroll. if oil goes below about, say, $100 a barrel, putin is in trouble .he's in trouble at home. i say that's what we should let him know that that's on the cards, that will be the price he has to pay. we can play the long game, too. but i don't think we can scramble or jets to send in the tank. >> do you think this administration is going to do that? do you think that would open limits on fracking and drilling and those kinds of things in a way that would make a real difference? >> no. and that was the sad thing. i watched secretary kerry on all the talk shows except fox news this morning. and he basically was sort of, you know, wagging his finger saying don't do this, don't do that, you're going to be in trouble, you know, the world isn't going to like you. putin doesn't really care about that. so only actions will have an effect. sadly, the administration is not

prepared to help the european economy. so i don't think that's going to happen. but at the end of the day, the only options we have are to increase our own energy independence, put energy in a position where putin doesn't have access to the energy reserves and to the reknew that's he's had in the past. so whether this president does it or the next president does it, somebody has to do it. and i keep going back, shannon, you know, we survived jimmy carter, we're going to survive barack obama, but it will be incumbent on the next president to stop president obama. otherwise, neither will stop president putin. >> always good to see you. thanks so much. >> thank you, shannon. the top democrat in the senate says the obamacare horror stories are live. that has some experiencing them first hand pretty fired up. >> i'm completely outraged. it's absolutely ridiculous. >> we're going debate the issue fair and balanced, of course,

that one pinocchio because her premiums have gone down. there's tons of problems with the ads being run out there across the country. >> that aside, harry reid did not, to my knowledge, say people on ads were lying. he said people are lying. multiple children, no coverage. i talked to a lady last week who the closest hospital is 75 miles away and she has five kids. jim, i want to bring you in here. is this something that's going to bit them, and if they don't push out to by good, that's not good for someone making those campaigns. >> joe and i have been on many campaigns, but we would advise our candidates, don't make a misstatement. you can see many of them are flawed, but reid says all of them are wrong. that was pretty egregious. he furthermore has made a

mistake in politics of elevating americans for prosperity into a major an tag insist. the democrats have to were about the republican candidates. for example, in michigan, gary peters, the democrat senate candidate has gotten a war with a woman named julie boonstra, who has cancer. that's not very smart for an incumbent to challenge a citizen. i guess that's a victory for americans with prosperity in terms of their ability to set the agenda. they have gotten themselves into a sticky wicket attacking ordinary citizens especially when they prove about the attacks. >> no politician anywhere wants to be seen attacking somewhere like that. >> no, that's crazy. that's where i think the mistake is not -- the consultants, the

people who mow thinks things to make this happen their political case. i agree with jim, that's always a mistake and it's a mistake for the democrats to do it. >> okay. i want to turn to another subject here. i want to ask you if we continue to watch the situation in ukraine, the white house yesterday released a picture of the president on the phone with russia's president vladimir putin. they said it was a 90-minute phone call. a lot of folks saying this is an opportunity for the president to step up and take leadership. >> he could, but since the obama administration said the number one crisis in the world is global warming. the follow-up is to increase energy production in america and

europe, to defund the russian military, i think it's a brilliant strategy, exactly what reagan did in the 80s. >> joe, a tough moment for any president in any party, basically a showdown with russia which is on the move with military forces, how about president obama best negotiate this? >> well, the best way to negotiate is on the phone and talking directly with them and dealing with diplomacy. we don't have a lot, for the entire west, a lot of military options. where there are a long-term strategy, an energy and other things that could be put in place, they're not going to happen fast enough to deal with anything happening in the ukraine today or in the next few weeks since the crisis moves forward. er it will you be diplomacy and putting international pressure
